    Large government investments are regularly preceded by an ex-ante evaluation. This article examines the quality of two ex-ante studies and considers the use made by administrators and representatives of the people of these ex-ante studies. In both cases it concerned qualitatively sound ex-ante studies. In both cases, these studies also demonstrably affected the debate about these investment plans in the people’s representations. But there was no question of power-free decision making. In both cases, the representatives of the people were put under great pressure. Not only was there time pressure. The public debate came late. The use of sound ex-ante studies is not only an investment in rationality, but is also accompanied by political-strategic manoeuvring. The relevance of this article to practitioners is that it (a) contains four reasonable requirements that the representative may make of each ex-ante study offered by the executive board; (b) also shows that an ex-ante analysis on which important decisions are based should not be characterised by secret parts or by undefined assumptions and an ex-ante analysis must be transparent; and (c) demonstrates it is important as a representative to be tenacious, to keep a firm hand and not to decide before all questions have been answered and a full list of safeguards is on the table.

In a new report, the Netherlands Scientific Council for Government Policy (WRR) is therefore arguing that good work for everyone should now be seen as an important aspiration for companies, institutions, social partners and the government. Good work is essential for general well-being: for the individual’s quality of life, for the economy and for society as a whole. We make nine policy proposals to promote and facilitate good work for more people.

    Technological advancements in the field of data analytics, algorithms and AI have dramatically increased opportunities for workplace monitoring. In this article, we discuss some of these digital technologies, and examine their impact on employment relationships and the quality of work. Based on desk research, literature review and interviews, the Rathenau Institute examined a wide range of digital instruments, their scientific basis, implications for the quality of work and relevant legal frameworks. Digital monitoring technologies often quantify work activities. We argue that it is important for organisations to realise that such quantification often negatively impacts both job quality and employment relationships. Responsible use of digital monitoring tools not only requires a broad societal and political dialogue about privacy, discrimination and workload but also a critical reflection on the aim of organisations to use data to understand workers, while not everything of value can be captured in data.

    This article reflects on the proposed measures of the Dutch Government to increase the number of women in the Dutch public administration. Based on the lessons learned from the practice of the public sector, this study concludes that there is still much work to be done with regard to female participation in the Netherlands, but when it comes to the ethnic minorities, the situation is alarming. Politicians directly elected by the citizen, such as MPs and councillors, do see a representation of the ethnic diversity of society. Where the citizen has no direct influence, such as the king’s commissioners, mayors, and aldermen, the percentages are zero or slightly higher than zero. It is argued that mechanisms such as selection procedures are hindering gender and ethnic diversity at the top of the public organizations. It is, therefore, suggested that introducing quota could bring more diversity in public administration.

    From 1964 until roughly 1990, political science would become the dominant approach within the (local) administrative sciences in the Netherlands. This central position was taken over from the legal approach. Important impulses from political science for Public Administration came only from the second-generation political scientists: Gijs Kuypers at the Free University Amsterdam, Hans Daudt at the University of Amsterdam and Hans Daalder at the University of Leiden. In their footsteps, a political scientist emerged who, through his contribution to several universities (the Free University, the University of Nijmegen and the University of Twente), had a great deal of influence on the further development of Dutch Public Administration: Andries Hoogerwerf. Two other approaches emerged from political science that were important for the development of modern public administration in the Netherlands, namely policy science and the new political economy (public choice). In this essay the author outlines the input of the main figures from political science, policy science and public choice until 1990 in various stages that are most relevant to Public Administration. These stages take us to various cities and universities in the Netherlands. In addition, we see important cross-fertilization between the institutions through the transfer of people from one university to another. After 1990 however, Public Administration would increasingly profile itself as an independent inter-discipline.

    This article presents a normative framework for good local governance in the digital society. We build on the five principles of Frank Hendriks (laid down in an article in Urban Affairs Review in 2014): participation, effectiveness, learning ability, procedural justice and accountability. An analysis of these five principles leads to the refinement of these principles for the digital society. The overarching points are that attention is needed for the possibility of human contact, that avoiding discrimination must be central, that higher demands are made with regard to speed of action, that the principles increasingly apply to networks of organizations, and that the principles increasingly apply to the design of systems. This overview thus provides concrete tools for organizations that want to reflect with citizens and stakeholders on the extent to which they are able to achieve good local governance in the digital society.

    The introduction of the euro led to large macroeconomic imbalances between Euro countries. Under pressure from the euro crisis, the European Commission adopted EU regulations 1174/2011 and 1176/2011 in 2011 with the aim of reducing these macroeconomic imbalances. These measures include the Macroeconomic Imbalance Procedure to identify macroeconomic imbalances and, if necessary, to prompt Member States to take corrective action. This article provides an overview of this recent EU policy for countering imbalances and provides a political-economic analysis of the macroeconomic imbalances in Europe and its consequences. In particular, it focuses on the conflicting interests of the euro-area countries with current account surpluses and deficits. This article also analyses the possibilities offered by the 2019 European election for European policy makers to strengthen this policy. The article concludes that the surplus countries, despite the apparent advantage of trade balance surpluses, do have an interest in reducing imbalances in the EU but fail to translate this into actual policy. The Commission’s role in reducing imbalances is likely to remain limited, even after the 2019 European elections.

    The Dutch social housing sector is still recovering from a series of incidents that harmed the sector’s reputation drastically. Part of the recovery plan is the installation of an independent Housing Authority, who focuses specifically upon the ‘governance’ of housing corporations. This article explores the implementation and development of the Authority’s regulation strategy. It finds that although the strategy sharpens the focus of housing corporations and limits risky circumstances and behavior, it also triggers adverse effects. The Authority should therefore adopt a broader outlook, that is more sensitive to (1) the complexity of the social housing task, and (2) the pathologies of multiple accountabilities being placed upon the corporation(sector).

    Using survey data from 1,300 welfare recipients in the Netherlands, this paper explores the effects of different enforcement styles in the field of social security law. Although most policy debates focus on punitive and persuasive enforcement, our findings suggest that both styles only play a limited role in explaining regulatory compliance. Our study also shows that the level of compliance among welfare recipients is related to their ‘motivational postures’ (Braithwaite 2003; 2009; 2011). While some of these ‘postures’ are shaped by elements of procedural justice, others are related to the perceived legitimacy of laws or to instrumental motives. Given these findings, we suggest that compliance with social security laws may not only depend on punitive or persuasive enforcement, but also on the degree in which regulatory enforcement is attuned to the individual characteristics of welfare recipients. Finally, these ideas are translated into several practical suggestions for the ‘smart enforcement’ of social security law.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

    Whereas constitutions establish the institutions of government, human beings actually govern countries, municipalities, and regions. The institutional position of these people may be constitutionally constrained but the people who occupy these positions always have some discretion with regard to the way they fulfil their duties. Either consciously or unconsciously these officials develop their styles of governance. A style of governance reflects a combination of personal traits, institutional constraints, and a genuine set of beliefs with regard to what these duties exactly entail. While some people in a government position believe that a debate in Parliament constitutes the core of their work others may prefer developing policies or meeting citizens. Twenty years ago, observational research conducted in Dutch municipalities led to a set of five coherent beliefs or styles of governance. Over the past two decades, politics in the Netherlands has changed dramatically. The stable pillars that characterized and stabilized the Dutch political system have been replaced by political online and offline swarms, the volatility of the electorate has increased more than in other European countries, and incident driven politics has replaced the ideological and managerial political styles of the 1970s, 1980s, and 1990s. In this article we explore the implications of these dramatic changes for the styles of governance in the Netherlands. As recent empirical research is not available yet, we analyse the changes in the Dutch political context to derive a number of implications for the styles of governance.

    In this paper we look at the way in which a wide range of interest groups have tried to influence political parties in Flanders. In order to test both aspects of the historic-institutional perspective and the rational choice perspective on party-group relations, we have analyzed the dissemination of in total 1569 memoranda by 616 interest groups over the six represented Flemish political parties in the 2013-2014 election year. We find that interest groups are very selective in the distribution of their memoranda to the different parties. Traditional parties seem more popular than new parties and political effectiveness seems to be the driver behind the selectivity of the large majority of the interest groups studied in this paper.

Verantwoordelijkheid en voorzorg bij ‘de overgewichtepidemie’

    Since the start of the 21st century, most nations have followed the lead of the World Health Organization and developed specific policies to tackle the ‘global obesity epidemic’. The medical reasoning is that non-contagious diseases are the most important causes of mortality and morbidity, especially in prosperous nations. As these diseases are conceptualized as ‘caused’ by ‘unhealthy lifestyle choices’, there is dire need for preventive lifestyle policies that help people make ‘the healthy choice’. Seen from this perspective the distribution of responsibilities between governments and their citizens is made in accordance to the ‘intervention ladder’, which has been developed from a stewardship model.
    Regarding the ‘obesity epidemic’, this contribution tests the basic medical claims behind this science policy complex. We find that the knowledge base for these claims is highly uncertain and that interventions lack efficacy. Furthermore, research points to increased levels of stigmatization of ‘fat people’, leading more discrimination. All this changes the status of the policies from preventive (i.e. proportionate) to precautionary (i.e. disproportionate). Further analysis of the preventive medical and policy paradigms shows both are by default biased towards precaution. Combined with the notion that citizens of democratic societies are entitled to trustworthy and transparent information, this contribution concludes that a reorientation of both paradigms is called for.

    De Operatie Inzicht in Kwaliteit van het kabinet-Rutte III moet leiden tot beter overheidsbeleid door de kennis over de doeltreffendheid en doelmatigheid te vergroten en het evaluatiestelsel te verbeteren. De Operatie moet een cultuuromslag realiseren, niet via verplichte voorschriften maar via intrinsieke betrokkenheid. Zo’n Operatie kost veel tijd en geld en kent een politiek risico. Zolang het uitgangspunt blijft dat effectiever overheidsbeleid te realiseren is door meer aandacht voor doelmatigheid en doeltreffendheid, is de kans op verbetering klein. De uitvoerbaarheid en aanvaardbaarheid van beleid in de praktijk blijven dan te veel uit het zicht, en daarmee ook de werkelijke effectiviteit van beleid. Het institutionaliseren van ook deze twee criteria via een vernieuwde Regeling Periodiek Evaluatieonderzoek (RPE) zal resulteren in beter beleid en politieke verantwoording. De cultuuromslag ontstaat vanzelf wanneer de vernieuwde RPE een vanzelfsprekende manier van werken wordt. Een cultuuromslag is wel degelijk te realiseren met een voorschrift. Eenvoudiger, sneller, goedkoper en met minder politiek risico.
