    The goal of citizens participation increases the moments of contact between politicians, policy makers, welfare professionals and citizens. The shared responsibility for local decision making is not an easy task. Often conflicts emerge between parties with opposing needs and interests. Citizens oppose decisions or organize protest. These moments do not only challenge the goal of participation, they also jeopardize the quality of democracy. The democratic value of contentious moments, however, is often neglected. How can public professionals deal with the dilemma’s and chances that emerge during interactions that happen unexpectedly at the street-level? I answer that question by applying the agonistic approach to democracy to the action repertoire of public professionals dealing with conflict. A dramaturgical analysis of contentious interactions provides insights in how we can recognize and acknowledge contentious citizenship.

    The concept of self-reliant citizens reflects an ideology of citizenship that is multiple and flexible. It could be regarded as a ‘plastic’ word, malleable and adjustable according to convictions, needs and purposes. This study shows the importance of considering the way in which ideological views on citizenship are transferred, adjusted and enacted in an organizational context. On the basis of a case study at the Dutch Tax and Customs Administration (DTCA), we contribute to knowledge on the way processes of framing interrelate on micro, meso and macro levels. We found that frames on self-reliance are enacted in a way that tensions and dilemmas are neutralized or reduced. In a dynamic context of conflicting goals and limited resources, DTCA-employees create meanings of self-reliance which legitimate practices and policies. By doing this they reproduce both organizational and social perspectives. Accounts of citizenship play an important role in this process. Self-reliant citizens are presented as active and responsible. The need of help is imagined as a normal and yet an atypical situation. This study promotes attention to the possibility that organizational systems reproduce perspectives in a way that alternative views remain unnoticed, whereas organizational choices are silently accepted as natural facts.

    In the Netherlands good citizenship has become a topic of increased importance on the government agenda since the murder of Pim Fortuyn. The author assesses the effectiveness of the Dutch citizenship policies within the context of the broader policy framework of the so-called participatory society (participatiesamenleving) or do-democracy (doe-democratie). The evaluative analysis consists of two parts. In the first part the changing ideas concerning good citizenship are identified as well as the normative assumptions that are at the basis of Dutch citizenship policies. In the second part, the potential of current policies, and in particular the ideas that gave rise to creating a new social contract between government and society are assessed. To this end some key aspects of the new contract thinking of the Dutch government are contrasted with the ideas of Jean-Jacques Rousseau. The findings show that the current strive for tangible agreements on citizen behavior and civic duties is at odds with the main principles of classic contract theory. This leads to the conclusion that the new contractualism that is at the basis of the Dutch citizen policies should rather be seen as a threat to a stable society than as a building block for good citizenship.

    In this article in the series on the local democratic audit, the authors argue that municipal democracy in the Netherlands has become a multiple democracy. Within the formal framework of representative democracy, numerous democratic arrangements have emerged that may be referred to as participatory, direct and also what the authors call ‘do-democracy’. Additions to representative democracy did not come without reason: representative democracy is not a perfect system, either in theory or in practice. Efforts have been made to improve the functioning of representative democracy in a number of ways. Three of these are discussed in this article. The authors note that these three reforms do not solve the problems in representative democracy. So the Dutch municipalities have started looking for additions to representative democracy. In this article various forms of participatory, do-it-yourself and direct democracy are discussed. Many effects of these reforms are still unknown and knowledge about them has crumbled, but one conclusion can be drawn: people with a low education are not inclined to take part, even with arrangements that are easily accessible. Striving for a more vital local democracy seems meaningful; the authors formulate a number of ways of thinking about this.

De ongekende effecten van deregulering: een experiment in Hollands Kroon

    What happens in the case of massive deregulation in the local public domain? Despite the widespread call for ‘less regulation’, the effects of large-scale deregulation have received surprisingly little academic attention. In this article, we present the results of a longitudinal study on the effects of deregulation in the Dutch municipality of Hollands Kroon. The municipality abolished a vast number of regulations on public order offences in a radical two-year policy experiment, encouraging citizens to exercise more social control. In contrast, criticasters expected that the experiment would lead to more public offenses and conflict. Based on our data collected over three survey rounds; focus groups with citizens, politicians and civil servants; and several secondary data sources, we conclude that there was little effect: neither an increase in public order offences, nor an increase in social control. Our research shows that, in the short term, deregulation did not significantly affect the behavior of citizens.

    Theory about participation has long moved beyond merely informing citizens, arguing for more influential and effective instruments. Nevertheless, ‘inspraak’ remains widely implemented in Dutch practice, with mixed results. This article argues that the deliberative quality of the instrument is closely related to the performance of power. Dramaturgical concepts are employed to analyze resistance against the siting of a homeless facility in an Amsterdam neighborhood. One particular evening sets the stage for escalation, which ultimately frustrates the policy process. The analysis shows how the performance of the meeting invokes specific kinds of resistance. A different performance of ‘informing’ could potentially improve the quality of the public sphere.

    In this essay, the author is looking for pioneering local administrators in the Netherlands who dared to push existing boundaries. However, the story starts in Great Britain where progressive liberals under the label ‘municipal socialism’ proceeded to provide public utilities through municipal governments rather than private enterprises. Their example was adopted by the so-called ‘radicals’ in Amsterdam led by Wim Treub. ‘Aldermen socialism’ with Floor Wibaut in Amsterdam as its most important representative, took it a step further. Their aim for a welfare municipality anticipated the later welfare state. After the Second World War we also saw some strong local administrators who in their own way strived for changes in their municipalities. After 1970 the phenomenon of ‘urban renewal’ led to a new flourishing of ‘aldermen socialism’ in the Netherlands with Jan Schaefer (in Amsterdam) as its most appealing figurehead. Since 2000, we have been in a new era of dualism, citizen participation and devolution that has produced new 'boundary pushers', which generated interest abroad (see the book on mayors by Benjamin Barber). At the end of the article, the author takes a look into the future. Current global problems also confront municipalities and they require local administrators with a good mix of political leadership, new civic leadership, inspiring commissioning and good stewardship. This essay is written for the ‘Across boundaries’ annual conference of the VNG (the Association of Netherlands Municipalities founded in 1912) held in Maastricht (in the far south of the Netherlands) in 2018.

    The introduction of dualistic administration in the municipal government in the Netherlands in 2002 created the profession of the registrar. This article contains a description of the way Dutch municipal registrars fill in their office nowadays. The research shows that registrars deal with a wide range of tasks, that can be divided in four task fields: secretarial tasks, facilitating, representing and advising councillors. In the filling in of these task fields several profiles of registrars arise. So the basic registrar mainly organizes council meetings and reports on these meetings. The basic registrar plus performs the same tasks, but is also active in a few other task fields. The strategic advisor is the most active on all task fields. There are some significant differences between the three profiles when it comes to the importance of registrars to their activities, their value orientations and their competences. Contextual factors are hardly important, except the size of the municipality. It is also remarkable that the registrar has shown little activity with respect to two developments that are becoming increasingly important for municipal councils: regionalization and socialization of local government.

    E-democracy incorporates digital tools, the internet and social media to enhance democracy. There are many of these tools available to improve governmental responsiveness, transparency, and accountability, but also to support the inclusiveness, representativeness and influence of citizens’ participation. Examples are online petitions, apps for neighborhood watches, wikiplanning and social media monitoring. Web 3.0, which is more interactive and less location specific, enables governments to take a more personalized approach. It also allows for participation across administrative and geographical boundaries. In this symposium two contributions address the question of the influence of e-democracy on the democratization of governmental decision-making, information and service delivery, and of citizens’ participation.

Non-participatie in de doe-democratie

    Research into citizens’ initiatives usually focuses on those who already participate. In this article the central question is how those who do not participate yet can be motivated to take part in citizens’ initiatives. To investigate this the authors used vignettes in which four key motives for participation in citizens’ initiatives are linked to three types of citizens’ initiatives. The results of this research show that people are more likely to take part in an initiative if a call is made to altruism. Usually it is also in general easier for small-scale, more applied citizens’ initiatives to motivate people. Non-participants will be more inclined, certainly in the presence of a specific local problem and if they are asked, to respond in a positive manner to an invitation to take part. For more abstract citizens’ initiatives, like a citizens summit in which not one single specific problem is addressed, it is much more difficult to motivate people to take part. Participation in citizens’ initiatives indeed increases the quality of local democracy, but only if the (local) government doesn’t take over these initiatives. Also those who do not yet take part in citizens’ initiatives have a positive and constructive attitude towards them.

    New forms of participatory and deliberative democracy gain popularity alongside traditional representative democracy at the local level in the Netherlands. In this article we look at passive citizens defined as citizens who do not participate in any of the new practices. How do they perceive the shift from traditional to new forms of democracy (defined as stakeholder democracy, deliberative polling and associative or ‘do’ democracy)? We performed a Q-methodological study to find patterns of opinion among passive citizens. We found three patterns. Critical citizens are critical about both traditional representative democracy and new forms of democracy. Loyal citizens support traditional local democracy and do not think the shift to other forms is a change for the better. Distant citizens find that politicians should first and foremost uphold the law and act as referees when citizens disagree. This task has been neglected over the years but this deficiency cannot be remedied by new forms of democracy. All three patterns of opinion are cause for concern for the advocates of more participatory and deliberative democracy. While these new forms may restore faith in politics among active citizens they may simultaneously alienate passive citizens.

    In recent years, attention has increasingly been focussing on the quality of local democracy. Through the transfer of central government tasks to the municipalities, the importance of local government for citizens in the Netherlands has increased. This also places higher demands on the way local democracy functions. For various reasons, it is not easy to meet these demands. The debate on the quality of local democracy can be reduced to two basic questions: what is local and what is democracy? Instead of answering these questions, the authors of the article (editors of this new series) demonstrate what knowledge is needed to do this. They outline broadly the agenda for a local democratic audit, for which this article is an introduction. After a short theoretical discussion of the importance of local democracy, the authors point out those knowledge gaps that still exist in their opinion. They do so on the basis of current research. After identifying the key relations in local democracy, they present an agenda for further research.

Hoe staat de lokale democratie in Nederland ervoor?

    Is local democracy in the Netherlands equipped for its mission? There is confusion and disagreement about the answer to this question. How people assess existing democratic practices is strongly influenced by one of the three main perspectives: representative democracy, participative (deliberative) democracy or ‘do-democracy’ (associative democracy). But to be able to have this discussion in the first place, empirical knowledge is required about the state of democracy at the local level. In this article (apart from the introduction, the first in a series on the local democratic audit) the authors bring together the available research data and organize these data with the help of David Easton’s system model: from input of citizens and civil society via throughput to output and finally feedback again in the political system. The research presented offers some insight in the state of local democracy, although it is not possible to give a final assessment. That depends on the perspective on democracy chosen, but it is also not possible because of the fragmented and incomplete nature of the research on local democracy in the Netherlands. The authors advocate contributing to these discussions with more empirical knowledge. The overview in this article shows that there is work to be done in this respect.

    Central concern of this article is tracing back how the making-responsible of citizens takes shape within Dutch speeches from the throne, government statements and reports of the Dutch Social and Cultural Research Institute (SCP) ever since the 1960s. The Dutch participation society, a term much discussed ever since mentioned in the 2013 speech of the throne, is often associated with a withdrawing government and a coming to end of the welfare state. At the same time, according to several authors, the notion of a withdrawing government that operates within a network of multiple equal actors has brought along the need for a widening of the government’s repertoire of action. This has been characterized as making-responsible citizens on conditions of the state. It has raised doubts about true government-withdrawal and authors have related it to the dominance of neo-liberal thinking ever since the 1990s. Applying an analysis framework derived from discourse analysis, it is made tangible in this article how within political discourse beginnings of the making-responsible of citizens can be traced to the 1960s, more than thirty years earlier than expected. It is argued that this longer history makes a plea for encouraging the political dimension of citizenship all the more important.

    Citizens’ initiatives are the focus of public attention as part of the popular ‘do-democracy’ (associative democracy). However, it is not clear to what extent citizens are able to shape self-organization in a sustainable manner, what the important factors in this respect are and if citizens’ initiatives are the sole preserve of a better educated group of citizens. Through a secondary quantitative analysis of 56 citizens’ initiatives, this article offers an empirical contribution to answering these questions. The authors explore the effects of three possible factors on the sustainability of citizens’ initiatives: the network structure of the citizens’ initiative, the organizational design of the initiative and the revenue model. They show significant relationships between the organizational design of citizens’ initiatives and their sustainability. They also show a relationship between the network structure of these initiatives and their sustainability: initiatives that develop into a fully connected network or a polycentric network are more sustainable than initiatives with a star network. The personal characteristics of the initiators show a dispersal in age, descent, gender and retirement. Relatively speaking, many initiators have a high level of education: 80% has a higher professional or university education. But there are no significant relations between these personal characteristics and the sustainability of citizens’ initiatives.

    Modern government has high expectations of active citizen participation. Sociologists however, expect that this emphasis on citizen participation leads to new inequalities between city neighbourhoods. In ‘better’ neighbourhoods relatively more inhabitants are higher educated and indigenous, categories that are traditionally more active in society. In vulnerable neighbourhoods on the other hand many of the inhabitants are non-indigenous, lower educated and unemployed, who – as is shown in research – participate less. Citizen initiatives therefore would prosper in neighbourhoods with resilient and competent citizens and a powerful social fabric, while inhabitants of the vulnerable neighbourhoods would participate less, although there is more need for active citizen participation, because of their problems. This study analyses active citizen participation in two neighbourhoods in the Dutch city of Rotterdam, ‘Schiemond’ and ‘Lloydkwartier’, a typical backward neighbourhood versus a typical neighbourhood for young urban professionals (‘yuppen’). In contrast with the expectations the inhabitants of Schiemond do not appear to participate less than the inhabitants of Lloydkwartier. Concerning matters of neighbourhood safety even more respondents participate in Schiemond than in Lloydkwartier. Possible reasons are: (a) that lower educated people do participate more often in informal neighbourhood initiatives; (b) that because of the average longer residency in Schiemond there is a greater amount of public familiarity in this neighbourhood; or (c) that because of the bigger problems in Schiemond there is a greater necessity for inhabitants to become active themselves.

    In the Netherlands citizens increasingly unite in cooperatives to realize common facilities and services in their neighborhood themselves. Apparently neither markets nor governments succeed in providing all the public goods and services that citizens strive for. Although these forms of self-organization are still young and their success is far from sure, they are seen as sources of social innovation and new ways of organizing that inspire many. Their example is followed widely: cooperatives seem to be rapidly emerging almost everywhere. Yet not much systemic knowledge is available on their nature, drivers, and impacts, nor on the conditions under which they flourish. In this special issue the state of the art regarding these cooperatives is examined in the areas of energy, care, broadband connections and housing. The various contributions show that the main challenge that cooperatives have to deal with is finding the balance between the ambition to preserve their identity as grass root organizations and the need for professionalization. Also they have to learn to build and maintain relationships with other organizations and actors in their environment on which they are dependent: governments, private parties and professionals.

    In his much praised book on mayors, Benjamin Barber argues it’s up to cities to address the world’s most acute problems. These include wicked problems such as climate change, terrorism, poverty and trafficking of drugs, weapons and humans. Cities are not only excellent problem solvers, they are also given a prominent role in innovation and economics, democracy and citizenship, and more recently domestic care. Complicated, wicked and thus knowledge intensive problems are stacking up at the local level. But where to get the appropriate knowledge to tackle these issues?

    This special issue focusses on deliberative elements in deciding over wicked problems. We present four case studies in which some form of deliberation was organized: the placement of mobile phone masts, hydraulic fracturing for shale gas, the failed HPV vaccination campaign and climate dialogues organized to enhance deliberative knowledge production over climate change. The case studies demonstrate how each of the deliberative processes has become politicized and that deliberative governance runs the risk of turning into a technocratic policy approach.
