    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

    Singapore and the Netherlands are small, export- and trade-dependent countries that perform excellently in many areas, such as good governance and integrity, policy effectiveness, liveability, innovation, and e-government. At the same time there are clear differences in political culture and history: Singapore has a more authoritarian governance style including limitations in press freedom, freedom of speech, and political activism. Within these contrasting contexts, both countries have introduced and implemented similar public management reforms since the 1990s. The aim of these reforms is to maintain public service excellence in a dynamic environment but the countries make contrasting choices in achieving this aim. This article describes how administrative excellence is organised and pursued in Singapore and identifies five lessons for the Netherlands: (1) Use positive narratives about government often; (2) be nuanced about capping top-level remuneration; (3) enhance the attractiveness of government as an employer; (4) invest in life-long learning; (5) be an authoritative expert amidst horizontalisation hypes.

    This article examines who ‘21st century public managers’ are and which skills and roles they have to master to function effectively in the 21st century. Based on a large scale analysis of literature and years of interaction with senior practitioners, seven key 21st century demands for public managers are identified, each of which creates dilemmas as well as opportunities. 21st century public managers utilize a combination of traditional and new roles, competencies, and values to turn demands into opportunities. The article concludes with implications for public administration research and education.

    This paper studies how scientists appear as news sources in Flemish television news. The focus lies on (1) which political scientists serve as news source, (2) how they are portrayed, and (3) whether their appearances in the news differ from those of scientists from other disciplines. By means of a content analysis over a three-year period (July 2011 – June 2014), the paper shows that political scientists mainly appear in the news to comment upon topical events. Items featuring scientists from other disciplines – other human sciences and especially natural sciences – are more often related to scientific research. Political scientists use other arguments than natural scientists, whose contributions contain less own opinions, and more concrete data and figures, and human scientists (including political scientists) are less often interviewed in a research environment. In the concluding section, the potential consequences of these media appearances for political science as a discipline are discussed.

    As long as the existence of public administration, there is discussion whether public administration should focus on practice or mainly be a purely scientific field. Opinions of public administration scholars are divided on the matter. Moreover, the question is whether public administration is a discipline in itself or part of other disciplines such as political science, law or the management sciences. This article shows how public administration scholars see the discipline and the developments therein, based on a survey among scholars. Dutch public administration scholars are compared with their European colleagues. There are major differences between the Netherlands and the rest of Europe with regard to the status of the discipline. Firstly, as a separate discipline, public administration in the Netherlands is more important in comparison with other European countries. In the rest of Europe, in particular political sciences play an important role. Secondly, regarding the tension within the discipline, the public administration in the Netherlands is developing less towards practitioners than public administration in other European countries.

    This article examines whether there is a trade-off between publishing articles in international peer reviewed journals vis-à-vis national and professional work among scholars in the administrative and political sciences. A cluster analysis on their publications results in three publishing profiles: a professional profile, an international profile and a traditional profile. The professional profile author publishes a relatively high number of professional publications. The international profile author publishes a relatively high number of international peer-reviewed papers. The traditional author profile is characterized by a lower number of publications and a more balanced distribution of publications in both international and national categories. The profiles showcase that indeed there is a trade-off between publishing international scientific articles and publishing for practitioners, but only to some extent. Furthermore, the profiles are associated with the university where authors are employed and whether they got their Ph.D. at a Dutch university or abroad.

    The first report (2013) by the Association of Netherlands Municipalities think tank deals with the question of how local governments can improve their own performance regarding the current trend of social initiatives in which citizens organize themselves to tackle problems in their neighborhoods. Kleistra and Walraven discuss the method, content and findings of the report. They question the widely used citizen perspective that is adopted by the think tank as a starting point for further research on the topic; its uncritical stance with regard to the highly debated issue of citizen participation; the limited research effort that underpins its overall findings and conclusions; and in particular its unequivocal call for large scale municipal experimenting and improvising without further elaborating on the key question of ‘how to proceed’ for the benefit of municipal policymakers. This brings them to the conclusion that the report itself generates highly relevant questions, but that these questions should be addressed more effectively than has so far been the case, by connecting in-depth empirical research on municipal performance with regard to citizens initiatives to the large body of scientific knowledge on citizen participation.

    This article shows how top officials in ten European countries evaluate changes in the public sector based on a number of dimensions, such as quality, cost-efficiency, ethics, effectiveness and the attractiveness of the public sector as an employer. Senior public officials in the Netherlands are compared to their counterparts from 9 other European countries. The study is based on the large-scale academic COCOPS Top Executive Survey, and answers from 3,173 top public sector officials were used.
    Results show that senior public officials in the Netherlands are very positive about changes in cost-efficiency and service quality in the public sector. Yet they are concerned about the attractiveness of the public sector as an employer and public trust in government. At the same time, senior public officials in the Netherlands appear to be among the most positive all nationalities about recent changes in how the public sector operates. Only with regard to changes in the attractiveness of the public sector as an employer are senior Dutch public officials considerably less optimistic.

Een gemiste kans? De rol van YouTube in de verkiezingscampagne van 2010

    This article is one of the first to systematically examine parties’ use of YouTube in Dutch election campaigns and to consider its effects. Content analysis of 406 YouTube ads and additional research show that nine political parties made use of this new campaign instrument in the 2010 Dutch parliamentary election campaign. However, unlike U.S. presidential candidate Obama, the parties did not really use YouTube to mobilize and involve voters. Instead, YouTube was used only as a means to broadcast advertisements for the party. These ads only reached a small audience and had little influence online as well as in the print media. Furthermore, this study examines which of these ads were more likely to reach a large number of viewers. The results demonstrate that short, comparative ads that contain the party leader, that are uploaded early on in the campaign, that stem from small or winning parties and that have numerous links on external websites are likely to reach more viewers.

    This paper reports on a qualitative interview study into the prioritization and interpretation of public values government elites in the Netherlands, comparing value preferences between political and administrative elites. Based on 65 in-depth interviews with MPs, ministers and senior civil servants, statements on four public values (responsiveness, expertise, lawfulness, transparency) that have been deducted through a substantive literature review, are coded and categorized. Overall, political and administrative value preferences in the Netherlands turn out to be more similar than they are different. However, mutual perceptions emphasize differences and contrasts. Theoretical and practical implications of the results are offered and hypotheses are formulated for future studies.

    At first glance the notion that lower taxes will decrease the government deficit sounds like a nonsensical idea. Nevertheless this is one of the main arguments brought forward in Mitt Romney's bid to oust Barack Obama from the White House. In this essay, the author compares the arguments brought forward by the Romney campaign and other fiscal conservatives with those of their critics. He discusses the paradigms underlying Romney's fiscal conservatism from a mixed European/Asian perspective. The author argues that while lowering taxes may sound alluring during a political campaign, without them it will prove hard to maintain our standard of living.

    The private security sector is rapidly growing and their operations more and more comprise policing and public order maintenance, tasks which to date have been government’s primary responsibility. Some fear this development because the private sector is characterized by market values as profitability and efficiency instead of public sector values such as lawfulness and impartiality, putting the quality of public safety at risk. In this article the professional values, norms and motivations of police officers and private security employees in the Netherlands are compared on the basis of a standardized survey. The main conclusion is that there are large differences in how both groups perceive each other, however the underlying professional morale is actually more similar than different.
