    Bureaucracy and ‘red tape’ are seen as a main annoyance in healthcare practice. ‘Rules’ like guidelines and performance indicators would withdraw professionals from their real work, that is, helping patients. However, rules may also improve quality of care if they foster high quality practices. In this research, we explore how healthcare rebels deal with rules in their everyday work: how rebels ignore, engender and bend rules to build new environments for doing good care. Drawing on ethnographic research in three hospitals in the Netherlands (2017-2018), we reveal how rebels build and care for clinical microsystems containing their own clinical unit and related contexts (e.g. pharmaceutical suppliers, ICT companies, primary care) to evoke alternative and situated practices of good care delivery – i.e. focusing on quality of life and person-centred care. Rebels enact mechanisms of decoupling and recoupling to disconnect rules that embark on good care in specific patient situations, and build new routines that foster good care. However, such caring practices are hard to generalize as they often occur ‘under the radar’ and hence remain hardly noticed to the outside world. We argue that through revising accounting processes, and paying more attention to narratives of good care, more convenient quality systems could be found.

    From 1964 (until around 1990), political science became the dominant approach within (local) administrative sciences in the Netherlands. This position was taken over from the legal approach. In this period, the concepts of politics, policy and decision-making were central to research and theory. In the period up to 1990, we still see a predominantly administration-centric or government-centric perspective among these political scientists, although we already see incentives from different authors for a broader perspective (the politics, policy and decision-making concepts remain relevant however) that will continue in the period thereafter. This broader perspective (on institutions, management and governance) took shape in the period after 1990, in which Public Administration would increasingly profile itself as an independent (inter)discipline. This essay tells the story of the (local) administrative sciences in this period as envisaged by twelve high-profile professors. The story starts in 1990 in Leiden with the (gradual) transition from classical to institutional Public administration, as is revealed in the inaugural lecture by Theo Toonen. This is followed by eleven other administrative scientists, who are divided into four ‘generations’ of three professors for convenience. In conclusion, the author of this essay argues that there is mainly a need for what he calls a (self-)critical Public Administration.

    Social media changes society and causes new dilemmas in local government. Little is known about the nature of these conflicts and the way government organizations deal with them. Therefore the authors of this article have carried out empirical research into the manner in which police officers deal with value conflicts concerning the use of social media. Their research shows that the well-known conflicts in the literature between effectiveness and efficiency and between effectiveness and legality were also dominant in this case, but that many more conflicts than are known from other studies concerned transparency and participation. In addition they discovered that the bias strategy was often used, which suggests that a conservative response is preferable in a situation with a lot of dynamics. In this way the research shows how government officials deal with the tension between a stable organization and a dynamic environment and look for appropriate forms of coping at this specific interface. The authors stress in their recommendations that the further strengthening of the learning ability of organizations deserves attention: not just to find the right way to deal with value conflicts, but to be able to find new ways to deal with the new conflicts that arise.

    Whereas constitutions establish the institutions of government, human beings actually govern countries, municipalities, and regions. The institutional position of these people may be constitutionally constrained but the people who occupy these positions always have some discretion with regard to the way they fulfil their duties. Either consciously or unconsciously these officials develop their styles of governance. A style of governance reflects a combination of personal traits, institutional constraints, and a genuine set of beliefs with regard to what these duties exactly entail. While some people in a government position believe that a debate in Parliament constitutes the core of their work others may prefer developing policies or meeting citizens. Twenty years ago, observational research conducted in Dutch municipalities led to a set of five coherent beliefs or styles of governance. Over the past two decades, politics in the Netherlands has changed dramatically. The stable pillars that characterized and stabilized the Dutch political system have been replaced by political online and offline swarms, the volatility of the electorate has increased more than in other European countries, and incident driven politics has replaced the ideological and managerial political styles of the 1970s, 1980s, and 1990s. In this article we explore the implications of these dramatic changes for the styles of governance in the Netherlands. As recent empirical research is not available yet, we analyse the changes in the Dutch political context to derive a number of implications for the styles of governance.

    Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument.

    We study the role division between public and private actors in their search for sustainable innovation of industrial clusters. This search unfolds as a two-phase process. In the first phase, private parties develop different projects for sustainable innovation independently from each other. Without coordination, a common ground for the projects emerges. Through their involvement in several of these projects, public actors are able to take up a central place between the projects and their associated actor coalitions. From this position, they are able to act on the common ground, and mobilize other actors for collaboration. The common ground is translated to a vision, and the private projects are assembled into a program, in which synergetic connections between the different projects are established. This starts the second phase of the process, in which a regional collaboration unfolds, coordinated by the public actors. Thus, the crucial role of private actors is to create the building blocks for sustainable innovation in the early stages of the process. The public actors are crucial in acting on these private initiatives, assembling the building blocks into programmatic effort towards sustainable innovation of industrial clusters. The main strength of public actors lies in their betweenness centrality.

    This essay contains a short history of the municipal and other administrative sciences in the Netherlands. This history is divided into seven lives. Each life has its own specific characteristics and approaches. The story starts in 1914 with the dissertation of Gerrit van Poelje and the aldermanship of Floor Wibaut (for the Dutch Labour Party) in Amsterdam. Nevertheless, the authors make a plea to view 1921 as the actual starting point, because it is the year of the introduction to municipal administration written by Van Poelje and the first Dutch academic magazine on municipal administration (‘Gemeentebestuur’). This means that we can prepare for the celebration of 100 years of (municipal) administrative sciences in 2021. A great challenge for all universities, but certainly for the Public Administration programme of the University of Twente, which is now celebrating its 40th anniversary. The challenge is to work on current topics such as the relationship between public administration and technology in smart, sustainable and resilient cities.

    Since the ‘argumentative turn’ in policy analysis scholars have increasingly focused on discourse as an explanatory factor for the analysis policy processes. This has resulted in a proliferation of rich and deep qualitative discourse-analytical studies on a vast range of policy controversies. However, these studies have two important shortcomings: firstly, they offer limited possibilities for comparative research, because they lack an objectified and standardized measuring instrument. Secondly, according to some critics, these studies do not live up to scientific standards.
    This article presents a method based on a combination of content analysis and social network analysis which can be complementary to qualitative approaches, in order to answer to these shortcomings. It is exemplified by a limited case study on two debates within the policy domain of transport-mobility in Flanders. The article concludes with a discussion of a number of possible applications of the method within the broader discipline of political science.

    In co-production processes, citizens and professionals both contribute to the provision of public services and try to enhance the quality of the services they produce. Although government offers several opportunities for co-production, not all citizens decide to actually take part. Current insights in citizens’ individual motivations offered by the co-production literature are limited. In this article, we integrate insights from different streams of literature to build a theoretical model that explains citizens’ motivations to co-produce. We test the model using empirical data of Dutch neighborhood watches.

    The assassination of Pim Fortuyn and the electoral breakthrough of his Lijst Pim Fortuyn sent shockwaves through the Netherlands in May 2002. This article assesses the influence Fortuyn has had on Dutch politics and society. It provides an overview of the research that has been conducted on this topic over the past decade and relates the findings of previous studies to research on the consequences of the emergence of radical right-wing populist parties on West European party systems.

    The Treaty of Lisbon has introduced major changes in the area of the European Union’s external relations. Aiming at establishing a unified representation and a stable leadership of EU foreign policy, the Treaty intends to reduce the role of the six-month rotating Presidency of the Council. This article reviews the literature regarding the roles of the rotating Presidency and examines in what ways and to what extent the Treaty of Lisbon may change these roles in the field of EU foreign policy. The empirical analysis looks at the experiences under the Belgian Presidency of the Council in 2010. It is argued that while the role of the country taking up the rotating Presidency is visually reduced, the Treaty of Lisbon has primarily transformed the role of the rotating Council Presidency in EU foreign policy.

    Traditionally, Belgian EU Presidencies are characterized by an ambitious social agenda. It is, however, unclear to what extent these ambitions are translated into real policy accomplishments. In this article we aim to disentangle the genuine influence of the Belgian 2010 EU Presidency on the European social policy agenda by applying the agenda-shaping framework developed by Jonas Tallberg. Making use of elite interviews and by studying policy documents, we reach a twofold conclusion. First of all, the Belgian Presidency has left its footprints in some specific social policy topics, especially with regard to social impact assessment and child poverty. However, – in line with theoretical expectations – agenda-setting initiatives were less successful than agenda-structuring techniques. Secondly, our findings also shed preliminary light on the determinants of Presidency influence as identified by Simone Bunse. We find that the Belgian social ambitions were curtailed by political and economic constraints, policy preferences in the Council, the difficult inter-institutional dialogue (especially with the European Commission), and the limited Presidency skills of certain Belgian policy actors.

Decentralisatie: maatwerk of uniformiteit?

    A main motive for policy decentralization is the belief that municipalities are better able to customize public policy to local circumstances, and to realize made-to-measure service provision. In this respect, the introduction of the Social Support Act (Wmo) is an interesting example. With the lack of ‘vertical’ accountability obligations to the national government, the Wmo is governmentally innovative. Whether the decentralization results in customized forms of social support is a fascinating one because a detailed reading of the Wmo and its implementation displays possible incentives as well as barriers to made-to-measure service provision. The empirical exploration in this article uses data from the 2007-2009 evaluation of the Wmo conducted by the Netherlands Institute for Social Research (SCP). The evaluation shows that municipalities involve diverse stakeholders in formulating Wmo policy, and that their involvement seems to lead to customized service provision. At the same time, municipalities follow nationwide models, and information provided by the central government seems to have a major impact on local social care policy. The article concludes with an outlook on future directions in local debates on social care and the recommendation to give time for major decentralization trajectories such as the Wmo.
