In a democracy citizens should actually have influence on the choices that directly influence their lives. Citizens have two ways for this influence: directly by participating in the policy process (in its formulation, its decision making or its implementation) or indirectly by voting for a political party or representatives through which citizens have influence on the outcomes. These two are not opposite to each other, but rather complementary. My main argument in this article is that the smaller the scale, the greater the possibilities for citizens to exert direct influence. The larger the scale, the more important it is that this influence runs through their representative institutions |

To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur. |

In a well-functioning democratic state under the rule of law, people’s representatives are not inappropriately forced to vote for or against a certain policy intention. Violent protest against a decision or proposal, like establishing an asylum center, however, can put a lot of pressure on politicians’ independent judgment. However, research into the effects of violence, threats and intimidation on democratic decision-making is scarce. Therefore the authors of this essay investigated the effects of violent protest against the establishment of asylum centers in three small municipalities in the Netherlands: Bernheze, Geldermalsen and Steenbergen. They conclude that the direct influence on democratic decision-making, however serious it is in itself, seems limited. But they do observe that violent protest damages the information exchange between citizens and politicians, and also disrupts the debate. Therefore, in policy and research, not only is attention needed for the resilience of individual politicians against violent protest, but also for the perverting effects of aggression and violence on the broader democratic decision-making process. |

The articles in this special issue try to shed some light on the rise of societal unease and political discontent in the Netherlands. It is often assumed that citizens are angry and can no longer identify with the actions undertaken by government. But is this really true? Who are these ‘angry citizens’ that everybody seems to be talking about? Do they really exist and what are they angry about? How to square the heated discussions about the angry citizen with research that shows that trust in government still is quite high in the Netherlands? How can we understand the motivations of societal discontent and how can government react to citizens reacting to its actions more emotionally than before? |

Recently the authors, who all work at the Ministry of the Interior and Kingdom Relations, published a paper in which they analysed contemporary literature and research on social discontent to clarify whether this current feeling of discontent is different to previous periods of discontent and how it might affect the functioning of the Dutch government. In addition, to strengthen their analysis they discussed its implications with local politicians, experts and practitioners. In this article, the authors reflect on the outcome of these discussions. Their dialogues revealed that there is a need to redefine the dialogue between administration and society. They distilled five lessons from these discussions: they argue that government should be more 1) reliable and credible, 2) responsive, 3) effective, 4) empathic and 5) cohesive. |

This essay contains a short history of the municipal and other administrative sciences in the Netherlands. This history is divided into seven lives. Each life has its own specific characteristics and approaches. The story starts in 1914 with the dissertation of Gerrit van Poelje and the aldermanship of Floor Wibaut (for the Dutch Labour Party) in Amsterdam. Nevertheless, the authors make a plea to view 1921 as the actual starting point, because it is the year of the introduction to municipal administration written by Van Poelje and the first Dutch academic magazine on municipal administration (‘Gemeentebestuur’). This means that we can prepare for the celebration of 100 years of (municipal) administrative sciences in 2021. A great challenge for all universities, but certainly for the Public Administration programme of the University of Twente, which is now celebrating its 40th anniversary. The challenge is to work on current topics such as the relationship between public administration and technology in smart, sustainable and resilient cities. |

This article is about local referenda in the Netherlands. Based on extensive empirical research the authors make clear how the local referendum in the Dutch democracy has developed not only in time and practice, but also how we can interpret the referendum theoretically. They show how in scientific literature, but also in practice, they are still looking for the meaning of the local referendum for Dutch local democracy. The authors also show that the practice of Dutch local referenda is searching, varied and in continuous development. Since 1906 193 local referenda are organized in the Netherlands. By far most referenda took place after the nineties of the last century. Local referenda are a local democratic ‘domain’, that will be explored in the Netherlands in the coming years. Last year a lot of attention has been given to the (local) referendum in the domain of legislation. The process of legislation has not been finished yet. The authors believe this offers an unique opportunity to share the available knowledge and experience about referenda and debate the adequate filling in and anchoring of the (local) referendum. This is a task for scientists, administrators and politicians alike. |

Our research question is: how do Dutch municipalities practice their local steering role within climate mitigation policy? Policy documents of twelve municipalities have been analysed and corresponding policymakers have been interviewed. Our research illustrates that the Dutch government is struggling with the changing relations with society and the growing dependency on it for reaching policy targets. According to literature, the governmental steering role of process management is expected to be more effective in situations of high dependency. However, the policy strategies of municipalities meet characteristics of project management. Meanwhile, the project targets are not controllably formulated and rely solely on actions of other local parties. The ministry has assigned municipalities to use this project management style, to implement the projects in a top-down manner, and to find partners after the implementation phase. Municipal policymakers indicate that they are facing problems afterwards, because the ‘partners’ have interests that do not correspond with the projects as formulated by the municipalities. It is more effective to negotiate with the other parties. This is necessary in order to formulate collective policy targets that meet the interests of all of the participating parties in accordance with the theory of network governance and process management. |
