De invloed van de organisatie van Jeugd- (en Gezins)teams op het teamfunctioneren

    Objective: there are regional differences in the organization of local Youth Teams, that have been given a crucial role in delivering Youth Care since the transition of Youth Care in 2015. The aim of this article is to examine the influence of the organization of Youth Teams on several aspects of their functioning.
    Method: self-managing teams in Holland Rijnland and teams in The Hague that are led by a team manager are compared on several aspects of team functioning. This mixed-methods study is based on an online questionnaire among 237 professionals and interviews with 32 professionals. Quantitative data have been analyzed by conducting a t-test of group means, qualitative data by means of framework-analysis.
    Results: the organization of Youth Teams seems to influence certain aspects of the perceived team functioning. For example, professionals in the self-organizing teams Holland Rijnland experience more self-management and more informational elaboration. However, there are also similarities on several aspects. Professionals from both regions have similar expectations of leaders.
    Discussion: municipalities and Youth Care organizations should be aware of the influence of the organization of Youth Teams on team functioning. Future research must demonstrate which aspects of team functioning contribute to improved care for families.

    Changing behavior is often necessary to tackle societal problems. Governments can change behavior via economic incentives (such as subsidies for electric cars), bans/mandates (such as prison sentences for drug smuggling), communication (for example information campaigns) and nudges (for example, being a donor by default). However, the government should not be a manipulator that applies the latest behavioral tricks without societal support. Public administration research shows that support cannot be taken for granted. If there is no support for behavioral change, well-intended interventions can even be counterproductive. I therefore develop a model for supported behavioral change. I provide five criteria that indicate when there is supported behavioral change: if the behavioral change is both effective (1) and efficient (2), and when there is support for behavioral change among politicians (3), among implementing organizations (4), and among citizens (5).

    In this special issue, recent public sector reforms in South Africa, Denmark, Belgium, Mexico, Singapore and Denmark are analysed. Reforms in the public sector are by and large explained as a chronological development from traditional bureaucracy, via New Public Management to New Public Governance. This is also the way the many administrative reforms in the Dutch public sector are often explained.
    The articles give insight in the administrative developments in these countries and their background. They also offer the opportunity to make comparisons with administrative developments in the Netherlands, and to draw lessons. The analyses show that the dominant explanation of reforms in the public sector (from traditional bureaucracy, to New Public Management to New Public Governance) is helpful in making sense of administrative developments, but they put this explanation into perspective too.
    For the Dutch situation yet another insight came to light. We often complain that the Dutch processes are cumbersome, take long and involve many -if not all- stakeholders. A close reading of the contributions from abroad must inevitably change this pejorative view on our national sport: the cumbersome process provides valuable checks and balances, that will help to fight the drawbacks and risks that we have seen in the international cases.

    In practice, diversity interventions do not always appear to be effective. One argument is that there is little or no match between the perspectives of public organizations on diversity and the interventions used. This article provides an overview of the underlying rationales for diversity policy and discusses the perspectives on diversity from the diversity literature, HRM, and management literature and how these overlap, complement each other and differ from each other. What these perspectives have in common is that they all emphasize the added value of diversity. In the diversity literature, the emphasis is on the four perspectives equality, legitimacy, creativity, and the labour market. HRM literature focusses on managing differences. In public administration, there is a shift from active representation by individuals to connecting by all employees. Furthermore, the binding perspective is gaining more and more importance in the public domain because it may be possible to close the gap between the government and its citizen. This perspective emphasizes the importance of the long-term relationship with citizens to strengthen the trust of citizens in the government for realizing social tasks and responsibilities. It makes diversity an issue for all employees. For Hassan and Havva, and also for Hans and Hanna.

    Whereas constitutions establish the institutions of government, human beings actually govern countries, municipalities, and regions. The institutional position of these people may be constitutionally constrained but the people who occupy these positions always have some discretion with regard to the way they fulfil their duties. Either consciously or unconsciously these officials develop their styles of governance. A style of governance reflects a combination of personal traits, institutional constraints, and a genuine set of beliefs with regard to what these duties exactly entail. While some people in a government position believe that a debate in Parliament constitutes the core of their work others may prefer developing policies or meeting citizens. Twenty years ago, observational research conducted in Dutch municipalities led to a set of five coherent beliefs or styles of governance. Over the past two decades, politics in the Netherlands has changed dramatically. The stable pillars that characterized and stabilized the Dutch political system have been replaced by political online and offline swarms, the volatility of the electorate has increased more than in other European countries, and incident driven politics has replaced the ideological and managerial political styles of the 1970s, 1980s, and 1990s. In this article we explore the implications of these dramatic changes for the styles of governance in the Netherlands. As recent empirical research is not available yet, we analyse the changes in the Dutch political context to derive a number of implications for the styles of governance.

    In the Netherlands, the Dutch government public private partnerships (PPP) using DBFMO contracts has become the default option for realizing complex public infrastructures. DBFMO contracts imply the integrated outsourcing of the design (D), building (B), financing (F), the maintenance (M), and also often the exploitation (O) of projects to private actors. The general idea is that by bundling public and private resources, the increasing complexity of today’s public infrastructure projects can be tackled more easily. However, reality is contumacious. As a consequence of several problems related to DBFMO collaborations, the Dutch highway and water management agency Rijkswaterstaat and several private actors recently put forward a new market vision. This vision is a call to reinvent the dominant collaboration practice between public and private actors: relational aspects should be central. In managing projects, more attention should be given to the quality of relations, attitudes, openness and trust. Recent research confirms that the success of DBFMO projects is not only contingent on contractual aspects but also, and maybe even more importantly, on relational aspects. Smart governance involves a shift from the current dominant financial economic-oriented contractual approach to PPP towards a more sociologically inspired relational form of governance.

    Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel.

    Regional networks are often used by the central government in the Netherlands as a way of translating national purposes into regional action. At the same time regional networks increasingly arise from the bottom up. In short, it gets busy in the region. This article describes research on regional networks encouraged by the national government to handle complex issues in the domain of education and the labor market. The central question of this article is the way in which stimulating regional cooperation can be used effectively by the central government. Thirteen networks are studied with the help of interviews, questionnaires and data from social networks. The research findings show that in these networks that are encouraged from the top down, there is a tension between achieving short-term results and building cooperative relations, and that a sense of urgency in the region is an important prerequisite for success. This calls for more bottom-up co-determination of the policy agenda and the pace. In addition, there appeared to be a strong overlap between seemingly separate networks, thematically as well as in terms of staffing, which again offers opportunities for creating synergy. The findings call for using these ‘meta networks’ in the formation of networks. Both notions lead to some strategies for the effective use of regional networks.

    In today’s debate on the impact of new technology on employment, many fear that robots will substitute human labour. Due to increased exposure to market pressure and the decline in union power, the adoption of new technology at the workplace is perceived as an inevitable course in order to remain competitive. This rejects the basic principles behind organizational choice theory: the idea that technology is shaped by social agency. Analysis of qualitative data from 23 in-depth interviews in two sectors of the Dutch economy shows that the use of robotics at the workplace is far more limited than anticipated.

    Professional services such as educational services, are increasingly managed and optimized in order to improve performances. Performances of students, teachers and school (boards) are measured and evaluated. Increasingly, rules and systems focus on outputs and control. Consequently, the ‘freedom’ of professionals such as teachers is reduced, or is perceived and felt to be reduced. There have been growing debates on the problematic effects of performance pressures. Often, public professionals are seen as ‘defenseless victims’ of systems and pressures – they are ‘professionals under pressure’. In this paper, we introduce a more positive way of understanding professionals and professional action in changing contexts. We see professionals such as teachers as ‘active agents’ who can develop and regain control over their own situation. Professionals can deliver quality, in spite of bureaucratic burdens and managerial intrusions. We call this ability professional capability: ‘the ability to proactively deal with work-related expectations, tasks and burdens in dynamic stakeholder environments’. This paper combines research on public administration, organizational sociology and occupational psychology, to generate a more productive understanding of proactive coping of professionals in public domains. We define and operationalize professional capacity, we explore sources and effects, and we develop hypotheses for further research.

    A profession can be defined as a group of workers with shared knowledge, skills and quality standards. To maintain its professional status, the professional community needs to be relatively autonomous. However, while performing their tasks, many pressures jeopardize the professional worker’s autonomous position. Here, the professional community can make a difference.
    Subordination to the political principal characterizes the position of the civil servant. What margin of professional independence do political leaders allow their civil servants? Recent academic empirical reports in the Netherlands show conflicting outcomes.
    This essay describes how civil servants from a Dutch ministry deal with their professional standards and argues that, in the process of professionalization, more clarity is required with regard to how autonomy and independence for civil servants are safeguarded. This is especially relevant in a contemporary context where new ways to account for the professional behavior of civil servants need to be sought.

    After years of debate, the discussion concerning the legal status of civil servants has reached its climax. The abolition of special civil servant status has never been closer. In February 2014 the Dutch Parliament approved a proposal that is based on the view that the particular legal status of civil servants has to be ‘normalized’, and that the terms and conditions of employment in the public sector could be regulated in line with market sector standards. In this article, both the discussion and the proposal are considered. In addition, we reflect on the extent to which and the way in which the proposal could have a positive impact on the development of the professional competence of civil servants.

    In this article, based on a case study regarding the merger of boroughs within the municipality of Amsterdam, different perspectives are brought together to provide an overall analysis leading to insight into the change in the organizational culture. A particular research methodology is used to shed light on three elements of organizational culture: mindset (values), arena (group) and behavior. Through periodical measurements the effects of interventions and the progress in culture change is followed. It is argued that measurement instruments to explore the shifts in thinking and action are useful but limited. Policy makers and organizational actors from all hierarchical levels are shown to be influenced and disciplined by the actual existing change discourse to various degrees. Every organization nowadays must prove to the market that it is capable of change. Stories about organizational flexibility are embedded in more macro-stories of the changes in economic life. This article provides insight into the complexity of organizational discourse and the philosophical and sociological richness that it embodies. Therefore anthropological concepts are used which make the case more understandable in terms of rules and procedures that construct and legitimate the way we see things and talk about them.

    The focus of the diversity policy in the Dutch public sector has moved during the past decennia. In the eighties offering equal chances for the different target groups was the central policy goal, after the millennium this became the effective and efficient management of a diverse work force in order to arrive at a better performing public sector, also called the business case of diversity. This article investigates the question how far the Dutch cabinet has influenced the diversity policy of public organizations. The answer to the question is that there was limited influence from the Dutch cabinet on the arguments for diversity of public organizations, but there was greater influence on the diversity interventions, especially in three sectors: central government, municipalities and police. This influence on interventions of other (‘fellow’) governments is caused by the strong steering of the cabinet. The interventions undertaken therefore reflect to a more limited extent the business case of diversity and remain stuck in the old target group policy. However, public organizations with a longer history in diversity policy, that operate closer to society and see the necessity for diversity, are more inclined to embrace the business case and start interventions that are related to this new approach.

    There are many practical and academic concerns about public professionals and the pressures and burdens they experience. Professional autonomies and skills are reduced, it is argued, as a result of businesslike new public management, in order to control service results. The solution is clear: organizational logics must be weakened, professional autonomies must be enlarged and professional ways of working must be ‘rescued’. In this paper we re-interpret this presumed problem by analyzing: the interaction between organizational and professional logics, by relating these to a broader institutional logic and by tracing the contribution of individual professional motivations. Professionals, it is shown, can be motivated by broader ambitions to serve society. Such public service motivation consists of three types of motives: rational/instrumental, affective and normative. Our results show that employees in different public professional services show different patterns of motives, which we mainly explain by relating their motivations to the nature of the services they render – whether they render people-changing or people-processing services. These institutional dimensions imply that professional work can be managed, not so much by businesslike ‘market logic’ but by strengthening the meaning of the work professionals do. Professional pressures against organizations do not have to be suppressed – they can be productively used.

    While the belief in a socially engineered society has been renounced to a large extent, in cities actors continue to struggle with the question how their plans can be steered on goal achievement. This article addresses a steering philosophy that is based on an emergent adaptive urban development process. This means that urban strategies adapt during the process by connecting to initiatives from the market and civil society. The central question of this article is how specific projects are ‘made’ in accordance with the intentions of the actors involved and how these projects are connected to larger policy stories for the city. In this article perspectives are explored that have replaced the old thinking in terms of ‘social engineering’. On the basis of two case studies in the Netherlands (Brainport Eindhoven and Mainport Rotterdam) an emergent adaptive strategy is explored as a perspective for action. This perspective is not only about ‘social engineering’, but also about ‘social connecting’. An emergent adaptive strategy is not designed on the drawing table, but it emerges during the practice of project development out of an attitude that is conscious of the environment, connective and reflective.

    More often it has been supposed that pride has important positive effects on the functioning of civil servants (performance) and the provision of services to citizens. To stimulate civil servants to be proud of their profession and regain their professional pride it is necessary to know what causes civil servants to be proud of their work. Little quantitative research has been done into the determinants of professional pride in the public sector and the research that has been carried out is characterized by a diversity of definitions and operationalizations of pride. This research analyses to what extent civil servants are proud and which factors determine the amount of professional pride. The data have been gathered in 2010 by the Dutch Department of Home Affairs in the Personnel and Mobility Monitor. The monitor shows that three out of ten Dutch civil servants are not proud of their own profession. This is not caused by personal characteristics like gender, age and education that cannot be influenced, but intrinsic characteristics of the relation between civil servant and work that have the largest effect on the amount of professional pride amongst civil servants. Those civil servants that feel attached to the organization, are satisfied with the organization, are satisfied with their work and are motivated, are much prouder than those civil servants which lack these characteristics.

Verandermanagement en beleid: waarom vertonen professionals weerstand tegen nieuw beleid?

    Professionals often have problems with governmental policies they have to implement. This can lead to diminished legitimacy and lower policy performance. The goal of this article is to identify the main reasons why professionals resist implementing new policies. An interdisciplinary approach is taken. From public administration literature, I use the policy alienation model, which consists of five dimensions: strategic, tactical and operational powerlessness, societal meaninglessness and client meaninglessness. These are possible reasons why professionals resist public policies (‘resistance to change’, a concept drawn from change management literature). I test these assumptions using a survey among 1,317 healthcare professionals. The results show that when professionals experience that a policy is meaningless for society or for their own clients, they show strong resistance. A lack of perceived influence is much less important in explaining resistance, although this is partly dependent on the particular profession someone belong to. The policy alienation model can help policy makers and managers to develop policies which are accepted by professionals. The article ends with practical recommendations for policy makers, managers and professionals.

    Het artikel beschrijft een onderzoek dat de auteur heeft verricht naar de relatie tussen ongeschreven regels en de mate van openheid in de beleidsontwikkeling.
    Daarbij is openheid geoperationaliseerd in 'wie je betrekt' en 'hoe je partijen betrekt'.
    Belangrijke ongeschreven regels die werden gevonden, zijn:

    • Besef, we dienen hier de Minister (en de lijn)!

    • Wees zichtbaar naar de lijn toe.

    • Haal je tijdsplanning!

    • Je netwerk is cruciaal!


    Het effect op wie betrokken wordt bij de beleidsontwikkeling, vanuit deze ongeschreven regels is dat er een grens ligt bij de zogenaamde Usual Suspects en experts die geen Usual Suspects zijn. Deze worden geconsulteerd of spelen in voorkomende gevallen een meer volwaardige rol.
    Volgens de auteur van dit artikel is de conclusie gerechtvaardigd te stellen dat ongeschreven regels openheid belemmeren.
    Daarmee kan volgens de auteur ook worden geconcludeerd dat ongeschreven regels bestuurlijke vernieuwing remmen.
