Een ontspannen perspectief op residentiële segregatie

    In the Netherlands and surrounding countries, there is reason to ask the question whether levels of segregation according to country of origin (mainly non-western) and in terms of socioeconomic position (mainly social arrears) are sufficiently high to legitimate anti-segregation policy. When will segregation become problematic? If segregation is regarded a problem, what, then, would be the best remedy? Spatial intervention? Or broader societal intervention? In this article developments and mechanisms will be discussed that lead to segregation; also political views on segregation and the framing of segregation will be scrutinized. A confrontation of knowledge, insights, visions, and framings offers material for new perspectives on residential segregation and is reason to argue for a more relaxed attitude towards segregation. We should acknowledge that the process of matching households to residential environments results in some – generally unproblematic – segregation. Only if segregation causes problems that pass certain intensity and/or a certain spatial range, non-spatial or spatial interventions are becoming a necessity. Levels of segregation are relatively moderate still. We ought to be more aware of the fact that strong negative framing actually stimulates segregation, social exclusion, division, discrimination, marginalisation, stigmatisation, fear, estrangement, and the development of first- and second-rate citizens.

    The authority of a municipal secretary has to be continuously earned. This is a complex task that demands highly developed personal qualities and attributes. According to an opinion poll, filled out by 120 active municipal secretaries, they believe that they meet these necessary standards. In this poll they were asked what they recognize as their most important sources of authority. The top three answers were, respectively; personal leadership, trust, embodied ethics. Other important factors were their roles as chief executive officer of local governance and/or first advisor. These roles are however no longer enough to establish authority within local governance. Authority and influence must be earned on a daily basis in vastly different spheres and among different social groups.

    Preference votes constitute one of the key features of (open and flexible) PR-list electoral systems. In this article, we give an extensive overview of studies conducted on preference voting in Belgium and the Netherlands. After elaborating on the definition and delineation of preference voting, we scrutinize studies about which voters cast preference votes (demand side) and about which candidates obtain preference votes (supply side). For each of these aspects, both theoretical approaches and empirical results are discussed and compared. At the same time, we also pay attention to methodological issues in these kinds of studies. As such, this research overview reads as an ideal introduction to this topic which has repercussions on many other subfields of political science.

Bram Wauters is an associate professor at the Department of Political Sciences of Ghent University, where he leads the research group GASPAR. His research interests include political representation, elections and political parties, with special attention to diversity. He has recently published in journals such as International Political Science Review, Party Politics, Political Studies, and Political Research Quarterly. He is co-editor (with Knut Heidar) of ‘Do parties still represent?’ (Routledge, 2019).

Peter Thijssen is a professor at the Department of Political Science of the University of Antwerp, where he is a member the research group M2P (Media, Movements and Politics). His research focuses on political sociology, public opinion and political participation.     On 29 May, the highest court in the Netherlands, the Council of State, ruled that the government’s Nitrogen Emissions Program (PAS) did not comply with the European Habitats Directive. The PAS arranged permit applications for economic activities that caused extra nitrogen oxide emissions. According to the Council of State, the PAS proved to be insufficiently capable of protecting the ‘natural characteristics’ of Natura2000-protected areas against damage caused by nitrogen depositions. The ruling has led to a situation in which all pending license applications in construction and agriculture have been rejected or put on hold. This political ‘nitrogen crisis’ that resulted from this ruling has been characterized by major disagreements between the government coalition parties, large farmers’ protests, and a faltering coordination between the central government and provinces. This essay analyzes the root causes of the nitrogen crisis and presents some ideas about how to overcome the current deadlock. I argue that the PAS debacle symbolizes a failing, reactive agricultural and nature policy. More than ever, strong leadership and a clear future perspective for the Dutch food system are needed.

    In the Netherlands good citizenship has become a topic of increased importance on the government agenda since the murder of Pim Fortuyn. The author assesses the effectiveness of the Dutch citizenship policies within the context of the broader policy framework of the so-called participatory society (participatiesamenleving) or do-democracy (doe-democratie). The evaluative analysis consists of two parts. In the first part the changing ideas concerning good citizenship are identified as well as the normative assumptions that are at the basis of Dutch citizenship policies. In the second part, the potential of current policies, and in particular the ideas that gave rise to creating a new social contract between government and society are assessed. To this end some key aspects of the new contract thinking of the Dutch government are contrasted with the ideas of Jean-Jacques Rousseau. The findings show that the current strive for tangible agreements on citizen behavior and civic duties is at odds with the main principles of classic contract theory. This leads to the conclusion that the new contractualism that is at the basis of the Dutch citizen policies should rather be seen as a threat to a stable society than as a building block for good citizenship.

    The impact of residualisation on social work has so far hardly been explored. Based on existing literature and recently started empirical research in Amsterdam we analyze several consequences. Residualisation refers to the process whereby urban social housing is strictly allocated to the lowest income groups. What does this concentration of disadvantaged households mean for the role of social workers? Firstly, for community workers residualisation mostly implies a renewed role as instigators of residents’ participation in urban renewal trajectories for social mix. Furthermore community activities are increasingly used to offer safe havens for new and old groups of residents and also to prevent expensive treatments for several residential groups. For social workers focusing on individual support or casework residualisation results in an increasingly complex caseload. Residualisation does not imply extra formation for social work, but rather extra attention for the effortful coproduction of welfare between formal and informal actors. Within this playing field, we distinguish link work as vital for both formal and informal social work. Link work is about establishing vertical and horizontal connections between different worlds, across sectoral, professional or trust gaps. We expect that in areas of residualisation successful urban social work is dependent on strong linking skills.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

Hoe wethouders hun eigen gezag waarnemen

    Over the last four years, one in five Dutch aldermen was forced to step down involuntarily. Drawing on a survey among the 2018 population of these local political-executives, the article evaluates office holders’ self-perceived authority in four authorizing environments, that is the municipal council, the municipal board, among civil servants, and among citizens. The results show that, contrary to the authority-crisis thesis, Dutch aldermen perceive quite a high level of authority overall. Current office holders name trustworthiness as their main source of authority, followed by their personal style in executing their tasks and their moral leadership. This finding illustrates the individualization of contemporary authority at the expense of institutional and positional sources of authority.

    Traditional state-centered governance systems have failed to effectively tackle the transnational problem of the sustainability of global value chains (GVCs). To fill this ‘institutional void’, industry and NGOs established a series of global partnerships that designed standards and certification schemes for global commodities. This paper uses different theoretical lenses to address the question as to what extent these arrangements can be evaluated as smart, and for what and for whom they are smart? Despite their relative success, these partnerships face some serious challenges. Consequently, smart governance also requires adaptiveness and the prevention of path dependencies.

    In this paper, I study gender-based voting behavior in the Belgian proportional electoral system. In particular, I investigate two possible causes for why voters experience the need to simplify their voting decision by using a gender-cue. First, in line with the findings of previous studies, I find that voters with lower levels of political sophistication who are less able to collect and process political information, are consequently more likely to use the sex of a candidate as a shortcut. However, the effect of political sophistication on gender-based voting behavior is limited. Second, based on the literature, I expect that the low information context of the second-order European elections would cause both high and low information voters to become more reliant on gendercues to simplify their voting decision and by extent would cause the effect of political sophistication on gender-based voting to diminish. Against theoretical expectations, I find that the effect of the electoral context is negligible.

    From 2001 (until February 2017), the Dutch province of Overijssel had its own knowledge center, in the area of urban society alongside the national knowledge centers, that was called KISS. In a first essay, an overview of KISS meetings dedicated to citizen participation was given with examples from all over the world. A second essay zoomed in on the Dutch municipality Deventer, a frontrunner in the area of innovative community and area development. This essay focuses on Enschede, a municipality with nearly 160,000 inhabitants in the east of the Netherlands near the German border, as pioneer with the method of the social general practitioners (‘wijkcoaches’) in the Netherlands. Two KISS meetings were devoted to this innovative instrument: the first on its design and on the preliminary results of the project, the second on the final results and on the future of the project. An important role in pioneering was played by the political executives in the municipality and the community of Enschede that showed New Civic Leadership (a concept from Robin Hambleton) by their commitment to the common good and the values of the welfare state. This type of leadership is especially important in a turbulent policy environment like that of social work with decentralizations, financial cuts and shifting policy goals.

    National officials play an important role in all phases of the EU policy process and are often assumed to be more euro-enthusiastic than other citizens. Yet, thus far systematic knowledge on their views on EU integration is lacking. This study fills this gap through recently collected survey data among Dutch officials (N = 3509). We find first that at least for officials, hard and soft euroscepticism are no gradations on the same scale, but separate dimensions. Second, both sociological and rational choice institutionalism help explain bureaucratic euroscepticism, where the latter seems to have a somewhat stronger explanatory power. Third, officials are on average indeed more euro-enthusiastic than other citizens. However, (a) relatively fewer officials are strongly euro-enthusiastic compared to the general population; (b) the total share of eurosceptics among officials is practically the same as the general population, and (c) significantly more officials report to be ‘strongly eurosceptic’ than among the wider population.

    Since the euro crisis the EU has seen a deepening of integration with a new framework for economic and budgetary coordination. With the new framework reforms in pension or housing market are coordinated at the European level. This comprehensive set of rules and monitoring mechanisms has revived the debate on Europe’s democratic deficit. This article describes how the European Parliament (EP) tries to fill the democratic void in economic governance. The EP’s formal role is limited, but by using mostly informal mechanisms the EP is setting in motion an incremental process towards further control. This development should be seen in light of a political battle on the interpretation of the new rules, which has accordingly become increasingly politicized. The Dutch have always wanted a European economic policy on the basis of technocracy and rules, but at the same time Europe’s political union draws ever closer.

    With the term ‘system responsibility’ the authors (both working for the Dutch Scientific Council for Governmental Policy) mean the responsibility for the functioning of complex ‘administrative systems’. In these complex administrative systems supervision can have different roles: to assess the functioning one-sided from the perspective of the government, but also to put on reflective glasses (‘from afar glasses’) that aim at the bigger picture of divergent rationalities of the actors involved. In the second case, there is ‘system responsible supervision’. This essay explores the ‘what’ and the ‘how’ of the desirability of system responsible supervision in a society with complex, compound administrative systems. Such supervision can contribute to a somewhat better understanding of these systems and a somewhat better ability to adjust these complex systems. These supervisors can be seen as a necessary complement of the withdrawal of the government and the rise of ‘horizontal administration’, in which the hierarchical decision-power of the central government has gradually shifted to other actors. As unelected and as relatively independent actors they occupy a new, hybrid place in the ‘trias politica’, because on the one hand they have taken over functions of elected politicians and administrators and on the other hand they function in many respects as a quasi-judicial power.
