    From 1964 until roughly 1990, political science would become the dominant approach within the (local) administrative sciences in the Netherlands. This central position was taken over from the legal approach. Important impulses from political science for Public Administration came only from the second-generation political scientists: Gijs Kuypers at the Free University Amsterdam, Hans Daudt at the University of Amsterdam and Hans Daalder at the University of Leiden. In their footsteps, a political scientist emerged who, through his contribution to several universities (the Free University, the University of Nijmegen and the University of Twente), had a great deal of influence on the further development of Dutch Public Administration: Andries Hoogerwerf. Two other approaches emerged from political science that were important for the development of modern public administration in the Netherlands, namely policy science and the new political economy (public choice). In this essay the author outlines the input of the main figures from political science, policy science and public choice until 1990 in various stages that are most relevant to Public Administration. These stages take us to various cities and universities in the Netherlands. In addition, we see important cross-fertilization between the institutions through the transfer of people from one university to another. After 1990 however, Public Administration would increasingly profile itself as an independent inter-discipline.

    This essay is about the Dutch PhD-thesis New forms of decentralization by Joris in ’t Veld from 1929. He was not only a competent and efficient social-democratic administrator, but he was also an early administrative scientist. Like the other early (local) administrative scientists, he mainly worked from the legal discipline. During this period however, we also see an increasing input from other disciplines, such as urban planning, economic geography, business administration and statistics. The subject of his dissertation does not come out of the blue. Like many, In ’t Veld felt strongly attracted to the problems of urban and regional development, but the various problems were not yet ripe for a final solution. An important part of his book is therefore devoted to the various solutions that have been found abroad for similar problems. In his thesis, In ’t Veld discusses various forms of governance. First of all, he looks at the way in which the arrangement of cooperation between municipalities can be improved. Where this (voluntary and forced) cooperation falls short of its nature, the institutes of the port authority and of the regional plan come into the picture. In both cases it concerns decentralization through target corporations. A solution is also conceivable through further territorial decentralization: the insertion of a new regional corporation between the province and the municipality in the form of the region (the urban region or the rural region). The urban region needs a necessary supplement in the form of a system of tax equalization to adequately do justice to the interests of the whole and of the parts. An alternative to the urban region is the unity municipality with local decentralization. His integral vision on the organization of domestic government in 1929 is also instructive for the present time.

    The impact of residualisation on social work has so far hardly been explored. Based on existing literature and recently started empirical research in Amsterdam we analyze several consequences. Residualisation refers to the process whereby urban social housing is strictly allocated to the lowest income groups. What does this concentration of disadvantaged households mean for the role of social workers? Firstly, for community workers residualisation mostly implies a renewed role as instigators of residents’ participation in urban renewal trajectories for social mix. Furthermore community activities are increasingly used to offer safe havens for new and old groups of residents and also to prevent expensive treatments for several residential groups. For social workers focusing on individual support or casework residualisation results in an increasingly complex caseload. Residualisation does not imply extra formation for social work, but rather extra attention for the effortful coproduction of welfare between formal and informal actors. Within this playing field, we distinguish link work as vital for both formal and informal social work. Link work is about establishing vertical and horizontal connections between different worlds, across sectoral, professional or trust gaps. We expect that in areas of residualisation successful urban social work is dependent on strong linking skills.

    This paper presents the policy theory of the Dutch Inspectorate of Education’s 2017 framework. The framework includes a set of indicators and working methods for the inspections of school boards which are expected to lead to improved quality and organizational learning of the schools and colleges within each board’s portfolio. Inspection feedback, quality assurance, stakeholder involvement and governance are the key mechanisms through which customized inspections are assumed to affect change. These customized inspections start from a set of legal requirements schools and colleges have to meet, but add inspections modules which are agreed on with each school board at the start of an inspection visit. As these inspections are currently being implemented, there is no evidence yet on the validity of these assumptions.

    In Dutch semi-public sectors of education, healthcare, and housing there is a tendency towards governance based inspection. The attention of inspectorates shifts from inspection on minimum quality standards to inspection on governance based quality improvement. The aim of this special issue is to learn more about the opportunities and risks of governance based inspection. The survey and sector articles show that governance based inspection (1) puts the responsibility of governors to stimulate quality on the agenda, (2) makes governors more aware of the quality targets they want to achieve within their organisations, and (3) has a deregulating effect. However, the risks are (1) reregulation via sector norms, (2) a lack of reality checks, and (3) a narrow focus on governors instead of the quality of public services. Consequently, inspectors have to learn new skills and competences. All in all, governance based inspection can complement but not replace other ways of inspection.

    In a well-functioning democratic state under the rule of law, people’s representatives are not inappropriately forced to vote for or against a certain policy intention. Violent protest against a decision or proposal, like establishing an asylum center, however, can put a lot of pressure on politicians’ independent judgment. However, research into the effects of violence, threats and intimidation on democratic decision-making is scarce. Therefore the authors of this essay investigated the effects of violent protest against the establishment of asylum centers in three small municipalities in the Netherlands: Bernheze, Geldermalsen and Steenbergen. They conclude that the direct influence on democratic decision-making, however serious it is in itself, seems limited. But they do observe that violent protest damages the information exchange between citizens and politicians, and also disrupts the debate. Therefore, in policy and research, not only is attention needed for the resilience of individual politicians against violent protest, but also for the perverting effects of aggression and violence on the broader democratic decision-making process.

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    We calculate and describe profits obtained by health organizations in The Netherlands in the years 2014 and 2015. We distinguish between profit and not-for-profit organizations. We find that on average net profits amount to about 2 percent on turnover with a peak of more than 3 percent for mental-healthcare organizations. If we take the size of organizations into account, we find that for-profit organizations with a turnover of less than 1 million euro tend to have on average net profit rates of 4 percent to more than 5 percent with peaks amounting to more than 50 percent. We are not yet able to come up with explanations for these excessively high profit rates in parts of the Dutch health care sector. On the other hand, the highest losses can be found in small-sized organizations as well. We delved deeper into the financial accounts of a few for-profit organizations and found indications of misreporting of turnover or number of treatments. On the other hand, bad management and unhealthy cost structures might explain why some organizations incur excessive big losses. The sector does not appear to be well monitored by the government.

    Municipal amalgamations form a red thread through the history of local government in the Netherlands. With varying intensity, this country was continuously confronted with adjustments of the municipal scale. Where once the focus was rather one-sided on the minimum number of inhabitants of a municipality, we see that since the nineties questions were asked about the amalgamation policy. From now on a lack of administrative power had to be demonstrated before an amalgamation would be carried through. These critical remarks however didn’t lead to a downfall in the number of municipal amalgamations. Amalgamation and merger will always continue in the Netherlands. The Flemish policy on amalgamation appears to be quite different. Since the large-scale merger operation in 1976 Flanders was no more confronted with municipal amalgamations. The former Flemish government however, announced at its appointment in 2009 that it would encourage voluntary mergers of municipalities with financial and administrative incentives. The present Flemish government treads the same path. The incentives put in place by the former Flemish legislature are even increased. They even appear to bear fruit. In the provinces Limburg and East-Flanders several municipalities have indicated to investigate a merger. Some of them even have taken the principal decision to merger in the municipal councils involved. This article describes and compares the municipal amalgamation policies of the Netherlands and Flanders. The authors also investigate what both can learn from each other.

    This essay contains a short history of the municipal and other administrative sciences in the Netherlands. This history is divided into seven lives. Each life has its own specific characteristics and approaches. The story starts in 1914 with the dissertation of Gerrit van Poelje and the aldermanship of Floor Wibaut (for the Dutch Labour Party) in Amsterdam. Nevertheless, the authors make a plea to view 1921 as the actual starting point, because it is the year of the introduction to municipal administration written by Van Poelje and the first Dutch academic magazine on municipal administration (‘Gemeentebestuur’). This means that we can prepare for the celebration of 100 years of (municipal) administrative sciences in 2021. A great challenge for all universities, but certainly for the Public Administration programme of the University of Twente, which is now celebrating its 40th anniversary. The challenge is to work on current topics such as the relationship between public administration and technology in smart, sustainable and resilient cities.

    This year we are celebrating volume 70 of the Dutch magazine ‘Bestuurswetenschappen’ (Administrative Sciences in English). The first complete volume was published in 1947, but the first issue had already appeared in November 1946, so last month our magazine had its 70th anniversary. It is an appropriate age to reflect for a moment on the launch of our magazine in this anniversary issue, because 70 is rapidly becoming the new 65. It is also an opportunity for us to pay respect in this editorial to those people who were involved at the launch of the magazine which happened under difficult circumstances (because of the consequences of the Second World War and the huge task of rebuilding the Netherlands). At the same time this homage is an impressive ‘who’s who’ of Dutch (and also partly the international) administrative sciences at that time, with many remarkable and influential characters playing a role. Apart from all the male authors and editors, one woman (Hermine Revers) was the editorial secretary of the magazine. Chief editor was Gerrit van Poelje, who is considered by many to be the founder of Public Administration in the Netherlands.

    A promising option in energy transition is a more efficient use of heat by linking local heating projects to a regional infrastructure. Although this is technologically feasible and the local officials are often benevolent, such projects only scantily get off the ground. The main challenge appears to be the aspect of the appropriate type of governance for the design and use of regional heat networks. The authors of this article developed a governance-typology for heat networks. The aim of the typology is to help unravel the complexity in the planning of heat infrastructures, taking due account of some legal principles. This typology also enables to categorize heating projects. In this way it is possible to provide some insight in the influence of the stakeholders’ preferences on the governance of heat infrastructures. Barriers and opportunities can be reduced that may hinder or promote the use of waste heat. Local officials may use the information for preventing or breaking through deadlocks in the planning of heat infrastructures.

    This paper analyses the information sources members of the Dutch Lower House base their questions on with regard to EU affairs in the period 1995-2013. Knowledge of the type of information sources to base questions on is vital for determining what the conditions are under which members of national parliaments can scrutinize the decisions taken by the national government at the EU level. The involvement of national parliaments in EU affairs is according to many scholars a necessary condition for closing the democratic deficit of the European Union, especially when the turnout in elections for the European Parliament remains low and for national parliaments remains stable and relatively high. An original dataset is constructed including all sets of written parliamentary questions on EU affairs asked by Dutch MPs in the period 1995-2013, categorized by different types of information sources on which the question is based. These different categories of information sources are regressed with a variable measuring the Treaty changes impacting on the intensity of contact between MPs of different national parliaments and several variables measuring the characteristics of Dutch MPs and their parties. The findings indicate that Dutch MPs base their written questions primarily on coverage on EU affairs by national newspapers. Moreover, MPs are more likely to use sources rooted in a national context for asking questions when they are a member of a party with a negative attitude towards European integration. These findings imply that parliamentary control via written questions over the decisions of the national executive at the EU level can be strengthened by increasing national media coverage on EU affairs, allowing the EU public sphere to develop further in the future.

    In his concluding remarks the chief editor (and also editor of this special issue) discusses shortly the desirability and feasibility of a global parliament of mayors as proposed by Benjamin Barber. On both points, according to him, the idea of a global parliament of mayors can be questioned. Concerning the desirability of the proposal there is no clarity about the underlying notion of democracy and about its contribution to the democratic goals it aims at. Concerning the feasibility of the proposal Bas Denters questions if Barbers high expectations of the blessings of advanced ICT tools, that will be used for a virtual debating platform, are that realistic. Crucial are also the financial and material resources which are needed for the organization and functioning of a global parliament of mayors.

    Since Pim Fortuyn, discontent has become a central issue in public and political debates in the Netherlands. The government tries to ban out all risks and polarisation between citizens, because it fears this will have a destabilising impact on society. However, these measures do not seem to decrease discontent. In this article, we analyse why discontent so persistently keeps dominating debates. We argue that it is prominently and continuously expressed due to the position of opinion polls and the interaction between politicians, journalists and citizens and due to the platform that social media offer. But meanwhile, means to convert discontent into constructive, collective action are diminishing. As a result we continuously gather superficial information about people’s discontent. In order not to hinder constructive debates with this kind of information, as happens in current political discussions, different and more detailed information about the public opinion is needed. Politicians and researchers should make a more clear distinction between discontent itself and the incapacity of citizens to deal with it. Moreover, a revitalisation of the role of civil organisations is important to channel discontent.

    In this paper we analyze Fortuyn’s political inheritance in the Netherlands. Going beyond the mere electoral popularity of his neo-rightist successors, we analyze the changing political culture since Fortuyn entered the political stage. More specifically we show that his ideological beliefs – Fortuyn voiced an unprecedented combination of liberal views towards homosexuals and gender equality with critical views pertaining to immigration, and he was critical of political and administrative elites – caught on in current Dutch politics. Moreover, his highly personal communicative style, placing him outside the inner circle of Dutch politics underscoring his adversity to these political elites, also caught on in mainstream political campaigning. This new personal style, however, did not mean a demise of ideology. On the contrary, Fortuyn actively tried to appeal to the electorate with ideals and ideology – hence marking the rebirth of the so-called ‘fact-free politics’ after the de-ideologized purple governments in the Netherlands. Since Fortuyn, mainly parties on the right side of the political spectrum have followed this path of re-ideologization. The paper ends with a comparison of the counterculture originating in the 1960s and post-Fortuyn right-wing politics, which surprisingly shows great continuity. We therefore argue that we are currently witnessing a veritable counterculture 2.0.

    Currently the Dutch government funds dozens of social interventions designed to tackle polarization and radicalization issues. It is still unknown whether the assumptions underlying these interventions are valid. This article puts the theories of change of such interventions to the test. Underlying causal assumptions of four dominant Dutch social policies were confronted with scientific evidence: (1) the system-based approach, (2) peer mediation, (3) intergroup contact and (4) self-esteem enhancement. System-based approaches – comparable to multi-systemic therapy (MST) – seem effective in reducing extremist behaviour in radical youth, but do not necessarily lead to an ideological change. In peer mediation, the causal link between the deployment of young people and the positive outcomes of such methods remains unclear. Peer mediation is also more likely to contribute in conflicts that have not yet escalated. Intergroup contact reduces prejudices about other groups, but has a limited effect. There is also no evidence for a long term effect and positive outcomes of intergroup contact do not automatically apply to adolescents. Finally, it is questionable that enhancing the self-esteem of (moslim) youth makes them more resilient against radical tendencies. In the same vein, the scientific evidence is ambiguous about whether increasing self-esteem results in social desirable behaviour or improved social relations.
