    The 20th Accountability Day of the Netherlands House of Representatives is a fitting occasion to investigate whether Dutch Members of Parliament use performance information (PI). Performance information used by managers and politicians is a basic assumption for managing and guiding Performance-based Budgeting. Ironically, based on a literature review on performance use, we know that politicians and especially parliamentarians do not use performance information for decision making or scrutiny. This is specifically so when PI reports are long. Using the framework of accountability of Bovens (2007) and using content analysis of the questions, motions and debates of the Standing Committees on the annual reports, this article shows that MPs use performance information in all phases (informing, debating, sanctions). Contradicting earlier research on parliamentarians, we found that they use annual reports and reports of the Court of Audit as their main sources in the debates. This article shows that the use of PI in parliament is steadily rising. The growing importance of performance information for accountability is further illustrated by the strengthening of the accountability forum.

    The word neoliberalism has often been the object of fierce controversy in the Dutch public debate. Prominent intellectuals have equated neoliberalism with extremism and fundamentalism, with some going as far as calling it a ‘totalitarian faith’. The opposite camp in the debate has argued that neoliberalism is largely a self-invented bogeyman of the left, a swearword used by critics to engage in an intellectual witch-hunt. Of course, neoliberalism is not the only social science term suffering from a polemical status. Common concepts such as populism, socialism, nationalism or conservatism have given rise to similar lasting disagreements and comparable accusations of their derogatory use. What does appear to be exceptional about neoliberalism in the Dutch debate, is that very few conceptual and historical studies have been published on the subject. While the word neoliberalism is commonly employed in Dutch mainstream social science, many scholars seem to use the term without much further qualification. This paper explores the controversy and looks for ways to proceed beyond it. Drawing on a recent wave of international scholarship, it outlines an ideational approach to neoliberalism. After tracing the origins of the term neoliberalism, it closes with a preliminary example of an ideational analysis of Dutch neoliberalism.

    On January 9 2015, Job Cohen held his inaugural speech at the University of Leiden as extraordinary professor at the prestigious Thorbecke chair. His study field was the theory of the municipality as an administrative, political and legal system. The title of his inaugural speech was ‘The fourth D’, in which the first three Ds stand for three different decentralizations of tasks to Dutch municipalities and the fourth D for democracy. In his speech Job Cohen advocated a deliberative form of democracy, because it doesn’t emphasize differences and the exaggeration of differences, but emphasizes what the members of a community have in common. This essay contains the farewell lecture that he held on November 30 2018. In it Cohen says that we are still in the transition of a gigantic operation, the three decentralizations of youth care, social services and labor participation. In many areas, therefore, cooperation at a higher level than the original municipalities is necessary and indeed established. Due to the increased regional cooperation, the House of Thorbecke no longer has such a strong foundation, which has long been the case. It is therefore inevitable, according to Cohen, that the House of Thorbecke receives more than just a new coat of paint. In his farewell lecture he furthermore discusses two kinds of citizen participation. The first kind concerns policy-influencing participation, the second involves self-reliant participation, or do-democracy or civil administration, in which the Right to Challenge is currently in the center of attention. This requires a delicate coordination between those who have and exercise government powers and citizens who want to exert influence on it.

    Debates about the quality of local democracy are not new. This was also the case 100 years ago. In 1918 the ground-breaking dissertation of Adriaan Buriks on democratic municipal government was published in the Netherlands. In his dissertation Buriks proposed a radical democratic reform of Dutch municipal government by adopting the new system of ‘commission government’ from the US. That is a system of city government in which (almost) all city authority functions are concentrated in a small commission. The commission is organized in such a way that each member of the commission is the head of a city government department, every member is chosen by the population of the whole city and the exercise of authority is controlled by the whole population. The essay describes the remarkable life of this social revolutionary and municipal law expert. It goes on to discusses the dissertation through an introduction on the central issue of democratic municipal government, a description of the government systems of the US before and after the American Revolution of 1787, a description of the new system of ‘commission government’ and his proposal to adopt the new system in the Netherlands. The essay is closed by the author’s reflection on how the dissertation was received and its impact.

    Over the last four years, one in five Dutch aldermen was forced to step down involuntarily. Drawing on a survey among the 2018 population of these local political-executives, the article evaluates office holders’ self-perceived authority in four authorizing environments, that is the municipal council, the municipal board, among civil servants, and among citizens. The results show that, contrary to the authority-crisis thesis, Dutch aldermen perceive quite a high level of authority overall. Current office holders name trustworthiness as their main source of authority, followed by their personal style in executing their tasks and their moral leadership. This finding illustrates the individualization of contemporary authority at the expense of institutional and positional sources of authority.

    In this paper we look at the way in which a wide range of interest groups have tried to influence political parties in Flanders. In order to test both aspects of the historic-institutional perspective and the rational choice perspective on party-group relations, we have analyzed the dissemination of in total 1569 memoranda by 616 interest groups over the six represented Flemish political parties in the 2013-2014 election year. We find that interest groups are very selective in the distribution of their memoranda to the different parties. Traditional parties seem more popular than new parties and political effectiveness seems to be the driver behind the selectivity of the large majority of the interest groups studied in this paper.

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    Systematic research on societal responses to profit in healthcare is scarce. It is a highly complex topic, with many tensions in the public and political debate. In a recent Dutch publication on profit, authors use a ‘lifeworld’ perspective to assess profit in their research, while their assessment could have been different using a ‘system’ perspective. Both perspectives have their merit, and debate on the role of profit in health care should separate the two perspectives. We describe both perspectives and use them to clarify whether making a profit is different from paying that profit to shareholders. We conclude that in healthcare, the general tension between the perspectives can be summarized as ‘profit for one actor may feel – but isn’t always – someone else’s loss’. Recognizing these tensions and searching for a strategy to align interests in which everyone gains may help the current stagnated debate on this issue in the Netherlands.

Tom-Eric Krijger
Tom-Eric Krijger studeerde geschiedenis (met een minor in bestuurs- en organisatiewetenschappen) en religiewetenschappen te Utrecht en Brussel. In 2017 voltooide hij aan de Rijksuniversiteit Groningen een promotieonderzoek naar de geschiedenis van het Nederlandse vrijzinnig-protestantisme tussen 1870 en 1940, in het kader waarvan hij in 2015 onder andere enkele maanden als gastonderzoeker aan Harvard University heeft doorgebracht. Krijger is momenteel werkzaam als docent Nederlandse godsdienstgeschiedenis aan de Universiteit Leiden en publiceert over uiteenlopende onderwerpen op het gebied van de kerkelijke, theologische, politieke en sociaal-culturele geschiedenis van het Nederlandse christendom.

    Exactly a hundred years ago Jos van der Grinten wrote an article in De Beiaard (a catholic magazine) with which he established his name as early administrative scientist. In this respect he is an important ally of Gerrit van Poelje, who is generally recognized to be the founder of the (local) administrative sciences in the Netherlands. This essay discusses the most important themes in the work of Van der Grinten against the background of the early debate about the quality of local administration in the Netherlands. The essay also looks into his place in the history of (local) administrative sciences, not only nationally in relation to Gerrit van Poelje, but also internationally in relation to the American writer Frank Goodnow. In 1923 Van der Grinten (until his early death in 1932) was the first professor of State and Administrative Law at the new Catholic University of Nijmegen. As the city secretary of Nijmegen he played an important role at the arrival of this university to Nijmegen, but in this period he also contributed to the (local) administrative sciences. In this sense he is the forerunner of Public Administration, first at the Legal Department and later at the Social Department of the Radboud University in Nijmegen.

    In administrative practice as well as in administrative science administrative innovation is a much desired good. In this article the author makes an attempt to describe the good, or the better, that can be pursued with administrative innovation, much sharper than has been done in the past. The result is a substantive framework for qualifying and evaluating administrative innovations. The article arises from a special interaction research, that started with a question from administrative practice (about the leading principles for administrative innovation in the Dutch municipality of Breda) and ended in a confrontation between desiderata from administrative practice on the one hand and foundations from administrative science on the other hand. Finally, these six leading principles emerged out of the investigation: responsiveness, productivity, involvement, counter-pressure, creativity, and good governance. The author also discusses how the resulting framework can be used and understood. The framework is robust because it not only is theoretically (the literature on governance and democratic innovation) inspired and founded, but also recognizable and manageable for administrative practice.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

    Cybersecurity is daily news. Data leaks and hackers are common features in the media. We tend to look to the government when things go wrong: what is the government doing about it? In this special issue we also look to the government and ask ourselves whether we are ready for the challenges of cybersecurity. Asking this question is simple. Answering it, however, requires sophisticated knowledge. This includes knowledge about the technology of today and the future. It also includes knowledge about governance. Who should be prepared in the age of distributed responsibilities? Which public and private parties can enhance cybersecurity, including you and me? Finally, what is does ‘being prepared’ mean exactly? This special issue includes three academic articles, five interviews and a column. Cybersecurity is viewed from different academic perspectives and professional positions. In its entirety, this special issue provides state-of-the-art of academic and professional thinking on government cybersecurity.

    Government cybersecurity requires action from many public and private actors. Both collective knowledge and collective priority are needed to ensure cybersecurity at a government level. This makes collective learning essential. There is a system of arrangements that includes all kinds of governmental organisations and private parties. How can learning be stimulated in this system? And what is the need for steering here? This article provides answers to these questions, based on the contributions in this special issue. We conclude that both central control and self-regulation are essential to cybersecurity, even if they are in conflict. We coin the term ‘complimentary self-regulation’. We also conclude that many arrangements have been developed or are under development, however, it is difficult to institutionalise the coherence between these initiatives. There is a long road ahead in terms of gaining a collective understanding. Cybersecurity and its organisation will probably not vanish from the administrative agenda any time soon.

    Transparency is a token of modern governance and is said to serve many different goals. Earlier research has shown that the disclosure of information will only be seen by the public and serve its goals if ‘transparators’, such as news media, pay attention to the information. The news media cannot be expected to be uncritical implementers of transparency policies; they will only do so when the policy and ensuing story fit their criteria for newsworthiness. This paper analyzes when and how news media pay attention to different types of policies serving different types of goals. It does so on the basis of quantitative and qualitative content analysis of 8 important cases of transparency-policies in the Netherlands in the past decade. The analysis shows that, even for these high profile cases, the amount of media attention for disclosed information is limited. The analysis also suggests that the media primarily tend to treat items in neutral or critical frames. Particularly in cases where the disclosed information is about the government itself, media stories seem to be primarily negative. These results suggest, in line with prior research, that transparency-policies may easily fail to be effective.

    This year we are celebrating volume 70 of the Dutch magazine ‘Bestuurswetenschappen’ (Administrative Sciences in English). The first complete volume was published in 1947, but the first issue had already appeared in November 1946, so last month our magazine had its 70th anniversary. It is an appropriate age to reflect for a moment on the launch of our magazine in this anniversary issue, because 70 is rapidly becoming the new 65. It is also an opportunity for us to pay respect in this editorial to those people who were involved at the launch of the magazine which happened under difficult circumstances (because of the consequences of the Second World War and the huge task of rebuilding the Netherlands). At the same time this homage is an impressive ‘who’s who’ of Dutch (and also partly the international) administrative sciences at that time, with many remarkable and influential characters playing a role. Apart from all the male authors and editors, one woman (Hermine Revers) was the editorial secretary of the magazine. Chief editor was Gerrit van Poelje, who is considered by many to be the founder of Public Administration in the Netherlands.
