    Rapid technological change and the information society have consequences for the role and duties of municipal clerks. To increase understanding of the implications of digital technologies for the role of municipal clerk (town clerk), this article presents an exploration of the ‘digital leadership’ of municipal clerks, i.e. leadership that suits a time when digital technologies are growing explosively. By using the four leadership perspectives of Bolman and Deal and the public value thinking of Moore, it was investigated which leadership themes are mentioned in the literature. In this way, this article aims to contribute to the leadership role of the municipal clerk so that he gives shape and direction to the organization from a vision on this change task and leads this transition instead of seeing it as a collection of smart gadgets or an issue concerning the IT department. This means that he will have to be aware of technological developments, can think critically about their significance and acquire the necessary knowledge and skills to be able to lead the municipal organization in the information society. This article shows practitioners that: (a) municipal clerks play an important role when it comes to the structure of the municipal organization in the information society; (b) the way in which municipalities innovate digitally has an impact on society and people’s lives; and (c) it is therefore important to shape the leadership of municipal clerks based on public values in order to realize legitimate applications of digital technologies with added social value.

    From 1964 until roughly 1990, political science would become the dominant approach within the (local) administrative sciences in the Netherlands. This central position was taken over from the legal approach. Important impulses from political science for Public Administration came only from the second-generation political scientists: Gijs Kuypers at the Free University Amsterdam, Hans Daudt at the University of Amsterdam and Hans Daalder at the University of Leiden. In their footsteps, a political scientist emerged who, through his contribution to several universities (the Free University, the University of Nijmegen and the University of Twente), had a great deal of influence on the further development of Dutch Public Administration: Andries Hoogerwerf. Two other approaches emerged from political science that were important for the development of modern public administration in the Netherlands, namely policy science and the new political economy (public choice). In this essay the author outlines the input of the main figures from political science, policy science and public choice until 1990 in various stages that are most relevant to Public Administration. These stages take us to various cities and universities in the Netherlands. In addition, we see important cross-fertilization between the institutions through the transfer of people from one university to another. After 1990 however, Public Administration would increasingly profile itself as an independent inter-discipline.

Ze is in 2002 als sociologe gepromoveerd aan de Universiteit van Amsterdam en heeft als onderzoeker gewerkt aan diverse wetenschappelijke publicaties, tentoonstellingen en lespakketten over slavernij en het erfgoed van slavernij. Ze ontwikkelde een reeks gastcolleges met theater over slavernijgeschiedenis en erfenis getiteld Hedendaags burgerschap, slavernij en jij!. Daarnaast maakte ze de theatervoorstelling Rebelse Vrouwen. Een voorstelling over verzet van vrouwen in slavernij en gaf ze een stripboek uit, getiteld Jacquelina. Slavin van Plantage Driesveld.

    On January 9 2015, Job Cohen held his inaugural speech at the University of Leiden as extraordinary professor at the prestigious Thorbecke chair. His study field was the theory of the municipality as an administrative, political and legal system. The title of his inaugural speech was ‘The fourth D’, in which the first three Ds stand for three different decentralizations of tasks to Dutch municipalities and the fourth D for democracy. In his speech Job Cohen advocated a deliberative form of democracy, because it doesn’t emphasize differences and the exaggeration of differences, but emphasizes what the members of a community have in common. This essay contains the farewell lecture that he held on November 30 2018. In it Cohen says that we are still in the transition of a gigantic operation, the three decentralizations of youth care, social services and labor participation. In many areas, therefore, cooperation at a higher level than the original municipalities is necessary and indeed established. Due to the increased regional cooperation, the House of Thorbecke no longer has such a strong foundation, which has long been the case. It is therefore inevitable, according to Cohen, that the House of Thorbecke receives more than just a new coat of paint. In his farewell lecture he furthermore discusses two kinds of citizen participation. The first kind concerns policy-influencing participation, the second involves self-reliant participation, or do-democracy or civil administration, in which the Right to Challenge is currently in the center of attention. This requires a delicate coordination between those who have and exercise government powers and citizens who want to exert influence on it.

    Social media changes society and causes new dilemmas in local government. Little is known about the nature of these conflicts and the way government organizations deal with them. Therefore the authors of this article have carried out empirical research into the manner in which police officers deal with value conflicts concerning the use of social media. Their research shows that the well-known conflicts in the literature between effectiveness and efficiency and between effectiveness and legality were also dominant in this case, but that many more conflicts than are known from other studies concerned transparency and participation. In addition they discovered that the bias strategy was often used, which suggests that a conservative response is preferable in a situation with a lot of dynamics. In this way the research shows how government officials deal with the tension between a stable organization and a dynamic environment and look for appropriate forms of coping at this specific interface. The authors stress in their recommendations that the further strengthening of the learning ability of organizations deserves attention: not just to find the right way to deal with value conflicts, but to be able to find new ways to deal with the new conflicts that arise.

    In this paper we look at the way in which a wide range of interest groups have tried to influence political parties in Flanders. In order to test both aspects of the historic-institutional perspective and the rational choice perspective on party-group relations, we have analyzed the dissemination of in total 1569 memoranda by 616 interest groups over the six represented Flemish political parties in the 2013-2014 election year. We find that interest groups are very selective in the distribution of their memoranda to the different parties. Traditional parties seem more popular than new parties and political effectiveness seems to be the driver behind the selectivity of the large majority of the interest groups studied in this paper.

    Municipal amalgamations form a red thread through the history of local government in the Netherlands. With varying intensity, this country was continuously confronted with adjustments of the municipal scale. Where once the focus was rather one-sided on the minimum number of inhabitants of a municipality, we see that since the nineties questions were asked about the amalgamation policy. From now on a lack of administrative power had to be demonstrated before an amalgamation would be carried through. These critical remarks however didn’t lead to a downfall in the number of municipal amalgamations. Amalgamation and merger will always continue in the Netherlands. The Flemish policy on amalgamation appears to be quite different. Since the large-scale merger operation in 1976 Flanders was no more confronted with municipal amalgamations. The former Flemish government however, announced at its appointment in 2009 that it would encourage voluntary mergers of municipalities with financial and administrative incentives. The present Flemish government treads the same path. The incentives put in place by the former Flemish legislature are even increased. They even appear to bear fruit. In the provinces Limburg and East-Flanders several municipalities have indicated to investigate a merger. Some of them even have taken the principal decision to merger in the municipal councils involved. This article describes and compares the municipal amalgamation policies of the Netherlands and Flanders. The authors also investigate what both can learn from each other.

    In many OECD countries, healthcare sectors have become increasingly concentrated as a result of mergers. However, detailed empirical insight into why healthcare providers merge is lacking. Also, we know little about the influence of national healthcare policies on mergers. We fill this gap in our knowledge by analyzing the results of a survey study among Dutch executives about mergers between healthcare organizations in the period from 2005 to 2012. During this period, Dutch healthcare providers faced a number of policy changes, including increased competition, more pressure from purchasers (health insurers), growing financial risks, de-institutionalization of long-term care and decentralization of healthcare services to municipalities. Our study shows that Dutch healthcare providers predominantly merge to improve the provision of healthcare services and to strengthen their market position. Efficiency and financial reasons are also important drivers of merger activity in healthcare. Motives for mergers seem to be related to changes in health policy, in particular to the increasing pressure from competitors, insurers and municipalities.

    In order to win elections political parties sometimes adapt their policy platforms to a changing society. But according to some scholars left-wing parties are in this regard more reluctant than right-wing parties. The former would show less programmatic flexibility than the latter. Other authors nuance this difference and state that leftist parties are ideologically more volatile at one moment and rightist parties at another time. In this article we empirically test whether rightist parties show more programmatic flexibility than leftist parties. We make use of an in depth quantitative analysis of the socio-economic policy proposals of the Belgian liberal and social-democratic parties between 1961 and 2010. We find that the right-wing liberal party indeed makes larger programmatic changes. The intensity of the ties with social groups such as trade unions is probably the most important variable to explain this difference.

Zijn interesses zijn: ideologie, politieke partijen, electorale competitie en het Belgisch federalisme.

    This contribution gives an overview of the results of recent research into the role perception and the role behaviour of councillors. The research is the MAELG-survey (Municipal Assemblies in European Local Governance) carried out in 2007 and 2008 in 15 European countries and Israel. A special issue of Local Government Studies has been dedicated to this research. Three articles of this special issue are discussed intensively. These articles look at the role perception and the role behaviour of local councillors from the perspective of the tension between representative and participative democracy, the relation between participative democracy (also called citizen democracy) and the responsiveness of councillors and the influence of informal institutions on the representation style of local councils. Another recent article in Acta Politica looks specifically at the situation in Belgium. It is interesting that the authors do not apply the classic typology of representation styles (trustee and delegate), but an alternative typology (with delegation, responsiveness, authorization and accountability as four styles of representation) developed by the Dutch political scientists Andeweg and Thomassen.

    This article presents the effects of an evaluation study of different municipal amalgamations in the past ten years in the Dutch provinces Gelderland, Limburg and Overijssel. It is an evaluation that passes through two tracks; we investigate by written sources and evaluation studies of specific amalgamations its gains, but we also by the method of a survey-feedback have asked the opinions on the amalgamation of a considerable group of people involved in the amalgamation. Would they do it again this way years after the amalgamation and they do have a positive or negative assessment of the amalgamation as a whole afterwards? The answer to this question is surprising: a lot of people involved are quite positive on a municipal amalgamation and would choose for it again in the same circumstances. They also think it is an alternative to be preferred over piling up arrangements of municipal cooperation. There is also a remarkable small difference between the assessment afterwards of a voluntary or a ‘forced’ amalgamation. That difference of assessment can be felt intensively in the process before and during the amalgamation, but afterwards the respondents are also positive about amalgamations that have been imposed ‘top-down’. This result suggests that the proverb of a ‘bottom-up amalgamation’ needs relativisation and the provinces and the central government can play a more active part in the process of amalgamation.

    Values like quality of life, efficiency of services, solidarity in finances and privacy of clients are being compromised continuously in daily practices, inspired by opinions and ideology of (groups of) individuals. Yet, systems like healthcare are dominated by technocratic procedures to enforce transparency and efficiency. This functional rationality pushes away the more fundamental debates on values. This doesn’t mean they are not being compromised, but it’s done in a hidden way. It’s the nurse taking decisions on the amount of time available for a patient. Although restricted by procedures nurses compromise differently. The same counts for healthcare executives in their boardrooms. Restricted by system requirements they take decisions differently, inspired by their convictions. It is all ‘hidden ideology’ in institutions, interactions and intuitions. Even the political arena is imprisoned by the self made technocratic way of debating and deciding on important societal issues. Political debates should be about the values behind procedures instead of technocratic in its essence. Critical checks and balances have to be reinstalled (or reanimated) in political decision making in order to do this and meet patients’ or citizens’ needs, instead of maintaining a procedural attitude that drives politics and ideology away from society.

    Within political science there is an ongoing discussion about the persistent or diminishing influence of social cleavages on voting behavior and the extent to which new voting motives have taken over the explanatory power of these predictors. We investigate the influence of religion, nationalism, ethical conservatism/progressivism and left-right orientations on the voters’ appreciation of political parties in Belgium. This method allows us to make a more qualified analysis on voting motives, in particular for smaller parties. We use data from the 2009 PartiRep election study, which show that traditional cleavages still have an important influence on political preferences. While the left-right-dimension has a limited influence on voting preferences in Flanders, it does play a major role in Wallonia. Contrary to expectations, the explanatory power of left-libertarian and right-authoritarian positions is rather weak, with one major exception: the preference for Vlaams Belang is almost entirely determined by ethnocentrism while this attitude is not relevant for other parties. In general, we find that both traditional and postmaterialist cleavages play a more important role in predicting party appreciations in Flanders than they do for French-speaking respondents.

    According to the advocates of the New Politics thesis youngsters are generally less interested in general elections, but are rather attracted by citizen-initiated referendums that are inspired by ecological, elite-challenging and pro-social motives. However, other scholars contend that the age-related differences that characterize participation in general elections are more or less universal because what really matters is how much is at stake. Yet, maybe a middle ground can be found between both perspectives if one explicitly takes into account the conditional nature of the New Politics theoretical framework. Based on exit-poll data regarding participation and vote choice in a Belgian citizen-initiated referendum in three different local contexts we test these conditional hypotheses. Our findings reveal that consistent with the New Politics thesis youngsters participate more and prefer pro-ecology, elite-challenging, and pro-social issue-frames, but only in ‘low stakes-contexts’ where no NIMBY-interests are at play.

    This study analyzes the intergenerational transmission of environmental concern. More specifically, the direct influence of the environmental concern of mother and father and the intermediary effect of communication about environmental problems within the family is investigated. Furthermore, the paper explores gender-specific patterns in the transmission of environmental concern. The data used in this paper stem from the Parent-Child Socialization Study (PCSS, 2012), in which 3,426 15-year old Flemish adolescents and both their parents were questioned about their social and political attitudes. The results clearly confirm the transmission hypothesis: the environmental concern of both mother and father had a signifi cant influence on the environmental concern of the offspring. Strong transmission effects were especially found in families that communicate regularly about the environment. This effect was stronger for girls than for boys. Nevertheless, there is still room for other influences with regard to the development of environmental concern, indicating that environmentalism is not a core-attitude within families.

    Over the last decades an increasing number of mergers and acquisitions between Dutch healthcare organizations has taken place (up scaling). More recently there is a rise in the numbers of new small-scale healthcare organizations and small-scale care facilities (down scaling in the numbers). The wide variety of scales, each with its pros, cons and (historical) contexts, makes the existence of one optimal scale an illusion. Our research question is: when, and on the basis of which values, is scale of healthcare organizations legitimate? We answer this question by analyzing 650 newspaper articles from fourteen national newspapers. By using theory about legitimacy and values, we argue that five values underlie the public discussion on scale: governance, the human size, quality of care, market power and efficiency. We conclude that achieving legitimate scale involves dealing with those five values, which are not always commensurable and sometimes conflicting. With this article we contribute to the scientific debate about scale and values. We also give recommendations to policy makers and executives that can be used to improve the legitimacy of scale decisions.

    In managing new cleavages between conflicting values (such as materialism and post-materialism), we cannot simply fall back on a classical approach to cleavage management. The segments surrounding the new cleavage are clearly more fluid than those surrounding the religious or socio-economic cleavages from consociationalism and neo-corporatism, such as is rightly emphasised in the network approach. In the conflict between the materialist and post-materialist value pattern, representation logic is not a given certainty. Not only the facts, but also the negotiating players and the decision-making arenas are the subject of negotiation and strategic action. This is reflected in the new forms of consultation politics. Similarly, consensus formation cannot make do with the (party) political integration of the segments because, given the conditions of post-materialism, this integration can only be partial. It seems important in the new cleavage management to devote attention to the existence of several arenas in which political interests are weighed up. For the players involved in a particular policy issue, this means the lure of strategic forum shopping and thus complication of the conflict-resolving ability of each of the forums.

    After a summary of several contributions in this volume, we focus on certain problems and omissions in the debate about citizenship and the position of migrants in Dutch society. First, nearly all the contributions are related to the level of theoretical concepts or policy proposals, neglecting the level of social behaviour and important changes of social reality. Second, all authors acknowledge the fact that the moral dimensions of citizenship have become more important, yet nobody seems to be interested in a scientific explanation of this remarkable fact. In response to these omissions we try to understand why the Netherlands has changed from an open society into a community struck by xenophobia. One explanation might be that the intensity of social interaction has increased considerably. Another explanation is related to the fact the level of education has grown, creating a higher expectations of 'normal' behaviour. Together these tendencies undermine the ('typical Dutch') tradition of tolerance or deviant behaviour generally and for 'strange' behaviour of migrants specifically.

    The application to animals of biotechnological techniques raises moral dilemmas and requires collective agreements. Under what circumstances, for example, are applications permissible? The technological and ethical complexity of biotechnology makes it difficult to arrive at such agreements. With the recent Animal Biotechnology Act, the Dutch Minister of Agriculture has created an arrangement that should facilitate social learning. Did the arrangement work out as planned? This evaluation study demonstrates that very little substantive learning has taken place: positions have become more rigid and antagonists continue to contest one another in a legal discourse. The legalization has hindered learning processes but presents the opportunity for a polarized debate to be conducted within the same institutional framework.

    Child labor evokes deep emotions and is cause for growing international concern. What, if anything, should governments of liberal-democratic societies do to combat child labor?

    This paper discusses the possibilities and pitfalls of Western policies that seek to curb child labor abroad. Since such policies aim to combat practices in another society, policy makers should be aware of the many relevant differences between developing and developed countries. We discuss three issues that are central to this debate: socioeconomic causes of child labor, different conceptions of childhood, and the distinction between child work and child labor. Studying the historical example of the emergence and disappearance of child labor in nineteenth-century Netherlands broadens our analysis. We then evaluate the implications of these investigations and conclude the paper by suggesting five recommendations for Western policy makers that would avoid the pitfalls discussed.
