    Dutch municipalities and provinces have been obliged to have an audit office or audit office function for about 20 years. How does the audit office work nowadays and what contribution does it make to decentralized administration? That is the question at the center of this article. To this end, the authors list the available knowledge about audit offices or committees and present the results of their own analysis of 982 audit reports from 234 audit offices or committees from 308 Dutch municipalities. The audit office or committee has been institutionalized in the vast majority of municipalities and in all provinces. Council members are increasingly less likely to (also) be members of this board and the output has increased slightly from approximately one to an average of one and a half surveys per year. Where initially mainly business management-oriented subjects were examined, some broadening to more policy-related themes has taken place. Municipal councilors are quite satisfied with their audit office or committee. At the same time, the actual social effects of policy are rarely measured in audit institutions. Moreover, council members make little use of audit reports in controlling the municipal board, and audit offices or committees also add little to their framework-setting role. Little is known about the extent to which the research of the audit offices makes a more objective contribution to the administration and strengthening of the functioning of the municipal council, which is also a theme for future research.

Linking Politicians’ Media Perceptions, Communication Behaviour and Appearances in the News

    In the light of the broader debate on the mediatization of politics, this study wants to better understand how the media perceptions and media behaviour of politicians are related to their appearances in the news. We opt for an innovative actor-centred approach to actually measure the views and actions of individual politicians. We combine surveys conducted with 142 Belgian representatives with data on politicians’ external communication behaviour and on their appearances in television news, newspapers and news websites. The results show that media behaviour is not so much related to beliefs of media importance. We do find a significant positive relationship between strategic media behaviour and media attention suggesting that politicians who put in more effort appear more often in various news media. However, this positive relationship depends on the specific form of strategic communication and the political position of the legislator. Our study adds to the mediatization literature by showing how and when politicians are successful in obtaining media attention.

    Given the increasing importance of local administration and its range of tasks, it is important to know whether municipal councils are succeeding in properly controlling the administration. That is one of the main tasks that has been entrusted to the municipal council when dualism was introduced in the Netherlands in 2002. Council members are aware of the importance of the monitoring task, but little is known about the way in which they perform this task. Research in ten Dutch municipalities into the use of the available set of tools for framing and monitoring shows that municipal councils make little or no use of some of the instruments, in particular with regard to information gathering and the support of the council. Good information provision to the council sometimes appears to be subordinated to the political importance of the coalition. And everywhere councillors are struggling with the set of programmes for programme budgeting and accounting introduced during the dualisation process: it offers insufficient possibilities for framing and checking. In the absence of a clear assessment framework, it is not possible to determine whether this detracts from the effectiveness of control and framework. What good or effective control is and what its purpose is are also apparently not a topic for discussion in the local arena. This article shows (a) that council members can make more and better use of available framework and control instruments and the possibilities for supporting the council; b) the instrument of the programme budget (and the program account) does not seem to live up to the expectations of the dualisation process; c) mayors, as chairmen of the council, do not always feel responsible for the proper provision of information for the council and, in a broader sense, for better positioning of the council as a framework-setting and controlling body. More leadership is required here.

    Preference votes constitute one of the key features of (open and flexible) PR-list electoral systems. In this article, we give an extensive overview of studies conducted on preference voting in Belgium and the Netherlands. After elaborating on the definition and delineation of preference voting, we scrutinize studies about which voters cast preference votes (demand side) and about which candidates obtain preference votes (supply side). For each of these aspects, both theoretical approaches and empirical results are discussed and compared. At the same time, we also pay attention to methodological issues in these kinds of studies. As such, this research overview reads as an ideal introduction to this topic which has repercussions on many other subfields of political science.

    This research note investigates the role of paid digital campaigning in the 2018 local elections in Flanders. We make use of the official declarations which candidates are legally required to submit. In these declarations, candidates indicate whether and how much they invested in online campaigning tools during the four months preceding the elections. We collected data on a sample of 3,588 individual candidates running in the 30 municipalities of the Leuven Arrondissement. A multilevel logistic regression model shows that the odds of spending on digital campaigning increases among incumbent aldermen and local councillors. The latter finding supports the normalization thesis of digital campaigning. The results also show that scale is important – the more potential voters a candidate has, the higher the odds that the candidate invests in digital tools.

    By examining the Belgian case, this article aims to show that methodological nationalism is strongly present in the literature on nationalization of party offer and voting behaviour. In nationalization studies, Belgium is often presented as a typical example of a denationalized country. This is true for the party offer, as it is de facto split between the two language groups since the 1980s, and therefore also voter response at the national level. However, voter response within each separate subnational party system is very homogeneous and shows interesting differences between these party systems that inform us about important electoral dynamics. We argue, on the basis of our results, that rather than stretching the concept of nationalization, it is preferable and justified to treat the concepts of nationalization of the party offer and homogenization of voter response as analytically distinct and not as two sides of the same coin.

    This article offers the reader an overview of arguments for and against the different modes of appointments of Dutch mayors. The authors do this from different perspectives that are based on relevant values of good governance. In relation to the intended deconstitutionalization of the mode of appointment, they want to contribute with this overview to the debate on the role of the mayor and the mode of appointment. The three modes of appointment discussed are nomination by the Crown, election by the municipal council and direct election by citizens. On the basis of this research, they conclude that changing the mode of appointment to one of the three (pure) modes of appointment has advantages as well as disadvantages, but that the combination has important consequences for the functioning of the local governance system as a whole. In addition, they conclude somewhat paradoxically that the mode of appointment is only one of the factors that influences the functioning of a mayor. Therefore, the question about the mode of appointment of Dutch mayors must be considered within a broader framework of possible measures, with the underlying questions: what kind of mayor, and what kind of local governance, do we want ultimately?

    On April 8th 2015, Jan Schrijver got his PhD at Maastricht University (Arno Korsten was his doctoral thesis supervisor) on research into 40 years of Dutch administrative policy (1969 to 2009). This period largely coincided with his career as a senior civil servant (1976 to 2003). The expectation often predicted in Public Administration was that a shift from government to governance (from cockpit thinking to a network society) would occur in the dominant administrative theory. However, this shift was not detected in the Departments of Home Affairs and Agriculture during the research period. In the literature on Dutch local administration, qualitative (and often ambivalent) information is generally to be found. On the one hand, this literature emphasizes the inevitability of this shift and offers a lot of case descriptions. On the other hand, Dutch handbooks on local administration devote little attention to this development and contain many views that point to stubborn administrative methods employed by old-style governors. The author concludes that Dutch national administration converges to one firm, while local administration diverges into a leading group of municipalities and a group of followers.

    This article presents an analysis of the geographical clustering at the bottom end of the human capital distribution within Belgium and its major political regions (namely, the Flemish and the Walloon Region). At the national level, there is both a clear decrease of the shares of unskilled and unqualified adults and of their regionally unequal distribution. However, this overall decrease goes along with growing divergences between Flanders and Wallonia. In Flanders the number of early school leavers has become small. In Wallonia economic problems – measured in terms of unemployment rates – go hand in hand with a comparatively high number of school dropouts. Our empirical findings suggest that the success of particular areas and regions in a knowledge-intensive economy depends not only on the presence of highly skilled and highly qualified human capital, but also suffers from the presence of relatively large shares of the less-skilled. We discuss some implications for political decision-making.

    The social security system provides some form of protection for its citizens. The social security system depends on public support in society. Support is crucial for legitimacy of the social system. To date, it remains unclear whether social policy preferences will be affected by changes on the labour market. In this article we aim to increase our understanding of individual reactions to increasing labour flexibility and the impact on social policy preferences. From the results of our study, we draw the general conclusion that employees with flexible labour contracts as well as the self-employed do not reject the idea of social security.

    In the run up to the elections, parties have several ways of communicating with voters. In the current paper, we focus on one piece of the puzzle: advertisements of political parties in the mass media. More specifically, we are interested in the choice of candidates within these ads. In countries where parties are the dominant actor, they are faced with a choice: not all candidates can be promoted in the campaign, as this would be too costly and inefficient. Thus, the first question we want to answer is what factors determine candidate choice in political ads? Secondly, does candidate choice in political ads have an effect on the subsequent coverage in media as well? Agenda setting research has shown that as far as issues are concerned, ads do set the media agenda. We investigate whether this also holds for candidate choice. The results indicate that both internal party hierarchy, as well as external visibility of candidates determines candidate choice in political ads. Furthermore, the agenda setting effect of political ads is confirmed as well.

    The number of preference votes for the candidates running in the October 2006 local elections in the thirteen main cities of Flanders is largely determined by the position on the list and the previous political mandate. A multivariate analysis shows that an executive function on the local level yields a comparable electoral bonus as a national mandate. The campaign expenditures also have a significant effect. There is a spending limit, but the candidates on average spend only 22% of what they are allowed to. Christian-democratic candidates generally spend the most, with the liberals ranked second. The gender, age and professional status of the candidates have at most a very marginal effect on their electoral score, controlling for the other relevant variables. Candidates with a foreign name obtain a somewhat better result on average, but this is particularly the case with candidates running for the socialist party.

    According to our analysis of the campaign expenses declared by the Flemish candidates for the 2003 federal and the 2004 regional elections candidates of the three traditional parties spend, on average, about 70 à 80% of what they are allowed to. The impact of the spending limit is much smaller for the other parties, the candidates of which spend only about 50% of what they are allowed to. Incumbents and candidates who are also mayor in a municipality tend to spend more. The background characteristics of the candidates have almost no effect on the expenditures. There is only a small effect of gender, in the sense that women candidates spend less. On average, one third of the individual campaign expenditures is financed by the individual candidates, and two thirds by the party. However, in the liberal party the contribution of the party is substantially lower (35 à 40% on average), while it is higher (80% on average) in the socialist party as well as for female candidates

    Various authors have claimed that postmodern concepts of citizenship have become more important in contemporary Western societies. The new generation of citizens are said to be more critical toward the political system, less likely to participate in conventional politics, but they remain strongly interested in politics and social life (Norris, Inglehart, Dalton). Michael Schudson developed the concept of a ‘monitorial citizen’, who is interested in politics, with high levels of political efficacy and who turns to political action if needed, but does not participate in traditional political organizations. Based on the European Social Survey (2004) we investigate whether this type of citizenship actually occurs in Belgium, and found that approx. 9 per cent of all respondents can be labeled as ‘monitorial citizens’. In accordance with the theoretical expectations, most of them are young and highly-educated citizens. A multivariate analysis shows that, controlling for education, ‘monitorial citizens’ also score relatively high on political trust.

Een kandidaat uit mijn buurt?

De scheve spreiding van kandidaten voor de Brusselse gewestverkiezingen over armere en rijkere buurten

    Parties supposedly take great care to assure an equilibrium in the socio-geographical composition of their lists of candidates. In this contribution it is investigated whether the parties which participated to the 2004 regional elections in Brussels indeed presented lists in which the criterion of equilibrated geographical distribution was taken into account. We compared the presence of candidates living in disfavoured neighbourhoods, middle class neighbourhoods and rich neighbourhoods for the different lists which participated in the elections. It is shown that elected politicians overwhelming tend to live in the richer areas of the Brussels Capital Region. This is not due to a funnel effect in which predominantly the candidates living in richer neighbourhoods were able to get elected. Parties had, indeed, in general distinct socio-geographical profiles of their candidates and these merely got reflected in the overall results of those getting elected.

    Op 22 maart 2005 sneuvelde het Wetsvoorstel introductie gekozen burgemeester (TK 2003-2004, 29 223 nr. 1) in de Eerste Kamer. De direct gekozen burgemeester is in Nederland echter niet dood en begraven: de discussie is nog steeds springlevend. Invoering van de direct gekozen burgemeester is een ingrijpende operatie; de kwaliteit van het bestuur kan in het geding komen. In de discussie verdient de integriteit van de direct gekozen burgemeester de nodige aandacht. Door het kabinet is dit in het Wetsvoorstel onderkend: ‘Politieke ambtsdragers dienen van onbesproken gedrag te zijn. Dat geldt ook voor de gekozen burgemeester’ (TK 2003-2004, 29 223 nr. 1: 30). In de Verenigde Staten is men al sinds jaar en dag gewend gezagsdragers rechtstreeks te kiezen. De vraag is wat de Amerikaanse praktijk ons op dit vlak leren kan.
