Diversiteit en inclusie bij de rijksoverheid: met beleid vooruit

    The Dutch public sector wants to become more diverse and inclusive, which seems necessary for the legitimacy and confidence of the government. This explorative study took place within two Dutch national government departments and shows how scientific insights into diversity and inclusion are reflected in government practice. Four results can be derived from this study: (1) The sense of urgency around diversity and inclusion has a stimulating effect, but the embedding of the theme into both departments deserves attention. (2) There is a wealth of perspectives and interventions, but hardly any attention to the connection with society. (3) The themes of leadership and inclusion should be higher on the agenda. (4) Psychological security determines an inclusive culture.
    Important conclusions and recommendations are:

    • Formulate a clear vision of diversity and inclusion, and involve the entire organisation in the approach.

    • Strengthen an inclusive culture, and invest in inclusive leadership.

    • Promote diversity at the top of the organisation.

    Notably, the influx of diversity in the workforce is still the priority of many public organisations. However, the flow and retention of these employees needs more attention. There lies an important task for executives. These conclusions and recommendations form a basis for organisations that want to move forward with policies and interventions on diversity and inclusion.

    Both education and housing are highly regulated sectors in the Netherlands. According to various stakeholders, regulations and formal and informal rules hinder the development of new initiatives aimed at providing attention to personal needs and wishes of children (in education) and older people (in housing). This article focuses on founders of initiatives in both sectors that, despite institutional obstacles, dare to do things differently. We adopt a rebellion perspective, which focuses on how individual and collective actors aim to create favorable circumstances for providing better services, even if this means they have to disrupt existing institutions. In-depth interviews were conducted with 22 founders of rebellious initiatives in education and housing for older people. According to the founders, what makes them different from others is having a dream, learning by doing, and critically assessing rules and regulations. Founders in both sectors not only interpret rules differently, but also try to change them. In order to do so, they need supportive internal and external contexts, which they create through personal contacts and social media. Although rebellion in both sectors has many similarities, sector-specific institutional settings and past events do shape its appearance.

    This article describes the main trends in refugee policies in sixteen Dutch cities, offering an overview of the local approaches to the reception, housing and integration of refugees that the cities rapidly had to develop in response to the increased refugee inflow in 2015. In contrast to other studies that often focus on capital and gateway cities, this article illustrates the variety of local approaches to migration diversity and refugee integration. By illustrating the different positions municipalities take, the article shows the local power to innovate. In this article clusters of cities with comparable approaches to refugee policies are identified to aid cooperation and knowledge exchange between cities, in which the big cities are not necessarily always the relevant partners.

    Large government investments are regularly preceded by an ex-ante evaluation. This article examines the quality of two ex-ante studies and considers the use made by administrators and representatives of the people of these ex-ante studies. In both cases it concerned qualitatively sound ex-ante studies. In both cases, these studies also demonstrably affected the debate about these investment plans in the people’s representations. But there was no question of power-free decision making. In both cases, the representatives of the people were put under great pressure. Not only was there time pressure. The public debate came late. The use of sound ex-ante studies is not only an investment in rationality, but is also accompanied by political-strategic manoeuvring. The relevance of this article to practitioners is that it (a) contains four reasonable requirements that the representative may make of each ex-ante study offered by the executive board; (b) also shows that an ex-ante analysis on which important decisions are based should not be characterised by secret parts or by undefined assumptions and an ex-ante analysis must be transparent; and (c) demonstrates it is important as a representative to be tenacious, to keep a firm hand and not to decide before all questions have been answered and a full list of safeguards is on the table.

    Technological advancements in the field of data analytics, algorithms and AI have dramatically increased opportunities for workplace monitoring. In this article, we discuss some of these digital technologies, and examine their impact on employment relationships and the quality of work. Based on desk research, literature review and interviews, the Rathenau Institute examined a wide range of digital instruments, their scientific basis, implications for the quality of work and relevant legal frameworks. Digital monitoring technologies often quantify work activities. We argue that it is important for organisations to realise that such quantification often negatively impacts both job quality and employment relationships. Responsible use of digital monitoring tools not only requires a broad societal and political dialogue about privacy, discrimination and workload but also a critical reflection on the aim of organisations to use data to understand workers, while not everything of value can be captured in data.

    Citizen participation is a regular feature of recent legislation and policymaking. However, more often than not, the goals of participation remain implicit. As a consequence, exclusion mechanisms well known from the literature keep coming back. A current example is the Dutch Environment and Planning Act, which is expected to enter into force in 2021. In this article we use this Act to identify the exclusion mechanisms at work and suggest an alternative wording.

    From 1964 until roughly 1990, political science would become the dominant approach within the (local) administrative sciences in the Netherlands. This central position was taken over from the legal approach. Important impulses from political science for Public Administration came only from the second-generation political scientists: Gijs Kuypers at the Free University Amsterdam, Hans Daudt at the University of Amsterdam and Hans Daalder at the University of Leiden. In their footsteps, a political scientist emerged who, through his contribution to several universities (the Free University, the University of Nijmegen and the University of Twente), had a great deal of influence on the further development of Dutch Public Administration: Andries Hoogerwerf. Two other approaches emerged from political science that were important for the development of modern public administration in the Netherlands, namely policy science and the new political economy (public choice). In this essay the author outlines the input of the main figures from political science, policy science and public choice until 1990 in various stages that are most relevant to Public Administration. These stages take us to various cities and universities in the Netherlands. In addition, we see important cross-fertilization between the institutions through the transfer of people from one university to another. After 1990 however, Public Administration would increasingly profile itself as an independent inter-discipline.

    On 29 May, the highest court in the Netherlands, the Council of State, ruled that the government’s Nitrogen Emissions Program (PAS) did not comply with the European Habitats Directive. The PAS arranged permit applications for economic activities that caused extra nitrogen oxide emissions. According to the Council of State, the PAS proved to be insufficiently capable of protecting the ‘natural characteristics’ of Natura2000-protected areas against damage caused by nitrogen depositions. The ruling has led to a situation in which all pending license applications in construction and agriculture have been rejected or put on hold. This political ‘nitrogen crisis’ that resulted from this ruling has been characterized by major disagreements between the government coalition parties, large farmers’ protests, and a faltering coordination between the central government and provinces. This essay analyzes the root causes of the nitrogen crisis and presents some ideas about how to overcome the current deadlock. I argue that the PAS debacle symbolizes a failing, reactive agricultural and nature policy. More than ever, strong leadership and a clear future perspective for the Dutch food system are needed.

    This essay is written on the occasion of the appearance of the Dutch translation of Richard Sennett’s new book Building and dwelling. Ethics for the city. For more than half a century Sennett has been occupied with the position of man in the changing society in general and with the life of people in the city in particular. Apparently he doesn’t stop thinking and writing about it. His central thesis is that in the past decades, we have worked from the vision of the ‘closed city’, a city that was conceived and designed by professionals in advance, while for the future there is a need for an ‘open city’, a city where not everything is carefully planned in advance, but where there is room for unpredictability and coincidences. That sounds and is very abstract indeed, but it is a signal that is being delivered in the direction of a city nowadays controlled by state and capital, that should make room for a city that is more inspired by civil initiatives and civil involvement. A statement that is, moreover, largely at odds with the current practice of urban design and spatial planning in the present era. Does this mean that Richard Sennett’s central message has actually been said in advance against ‘deaf ears’? Is the chance that ‘his mission’ ends up in the right place already gone in advance? When we talk about the city Sennett distinguishes between two (and inseparable) dimensions: the city as a physical space (‘ville’) and the city as a whole of people of flesh and blood (‘cité’). It is a fascinating quest for the phenomenon of city: an ‘academic pilgrimage’ to an uncertain urban site, an ‘open city’, undergoing the purification of talking with the great figures in the history of (urban) sociology and urban planning.

    This essay is about the Dutch PhD-thesis New forms of decentralization by Joris in ’t Veld from 1929. He was not only a competent and efficient social-democratic administrator, but he was also an early administrative scientist. Like the other early (local) administrative scientists, he mainly worked from the legal discipline. During this period however, we also see an increasing input from other disciplines, such as urban planning, economic geography, business administration and statistics. The subject of his dissertation does not come out of the blue. Like many, In ’t Veld felt strongly attracted to the problems of urban and regional development, but the various problems were not yet ripe for a final solution. An important part of his book is therefore devoted to the various solutions that have been found abroad for similar problems. In his thesis, In ’t Veld discusses various forms of governance. First of all, he looks at the way in which the arrangement of cooperation between municipalities can be improved. Where this (voluntary and forced) cooperation falls short of its nature, the institutes of the port authority and of the regional plan come into the picture. In both cases it concerns decentralization through target corporations. A solution is also conceivable through further territorial decentralization: the insertion of a new regional corporation between the province and the municipality in the form of the region (the urban region or the rural region). The urban region needs a necessary supplement in the form of a system of tax equalization to adequately do justice to the interests of the whole and of the parts. An alternative to the urban region is the unity municipality with local decentralization. His integral vision on the organization of domestic government in 1929 is also instructive for the present time.

Zij waren collega’s binnen het onderzoeksproject ‘Slaves, Commodities, and Logistics’. Lurvink was verbonden aan de Vrije Universiteit als postdoc-onderzoeker en publiceerde artikelen over slavenverzekeringen in de achttiende eeuw. Ze promoveerde in 2016 op een studie naar gedwongen winkelnering op plantages en veenderijen in de negentiende en twintigste eeuw. Combrink werkt als promovenda aan het Internationaal Instituut voor Sociale Geschiedenis en publiceerde over de impacterijn van op slavernij gebaseerde producten, zoals suiker en koffie.

    Public Administration as a scientific discipline can increase its scientific and social relevance if it takes a more design-oriented approach. With that I go back to the classical notion of Herbert Simon that public administration is a design science. I advocate revitalizing that idea. This is necessary if we look at the problems governments are struggling with, but also in view of the developments in the environment of our field. But it is also promising because it offers opportunities to achieve innovative, scientific knowledge. The design sciences contain numerous insights into how a public administration design process can be set up, with room for creativity, abduction and intuition. I divide a public design process into five rounds: the round of understanding the issue, defining or demarcating it, coming up with possible solutions, testing and refining these solutions and distilling the more generically applicable elements. This is ideally done through fast, iterative rounds of developing, testing and refining designs. In such a design process, disciplinary knowledge can play an important role in understanding the issue and coming up with possible designs. And so designing can also become a way to validate this knowledge.

    In the implementation of the Dutch Youth Act, since the so-called ‘transition’ of 2015 under the responsibility of the municipalities, there are three major problems: the municipalities are short of money, the implementation of youth aid is accompanied by high administrative burdens and there are serious quality concerns, especially where different care providers must work together for one client. This article deals with the possibilities of the economic transaction cost theory for realizing improvements through organizing more effective collaboration between municipalities and healthcare providers. Transactions are a ‘forgotten’ cost source. There are three sources of transaction costs: limited rationality, opportunistic behavior and ‘asset specificity.’ In this article the authors analyze twelve problems documented in the literature on youth care from this perspective. This creates a framework from which municipalities can tackle these problems in order to improve the quality of youth care, to keep costs under control and to reduce the administrative burden. In a number of sectors and large projects ‘linking zones’ appear to be a way to increase the trust between players in a chain, so that transaction costs fall. Where poor cooperation between chain partners in youth care is a major cause of the problems, municipalities can make significant gains by establishing linking zones with care providers contracted by them. This article outlines the method in a linking zone.

    In Nederland komen tal van wicked problems (WP) voor. Ze worden ook wel aangeduid als weerbarstige problemen. Kenmerkend is het unieke karakter, het feit dat kennis over probleemaspecten beperkt is en verschillende perspectieven op een probleem en meerdere waardenoriëntaties een rol spelen. Naast cognitieve en normatieve complexiteit bestaat er ook nog sociale complexiteit. WPs zoals voetbalvandalisme spelen zich af in een beleidsnetwerk met tal van elkaar afhankelijke actoren. Kennis, preferenties, handelingsvermogen en middelen blijken gespreid en niet in de hand van één actor. Om toch tot een bevredigend resultaat te komen moeten de actoren gezamenlijk optrekken. Daarom is interorganisationeel netwerkmanagement en deliberatie met burgers een wenselijke responsestrategie. Bij WPs zijn actoren dus tot elkaar veroordeeld. Centralistische besluitvorming werkt niet. Een centrale actor kan overigens nog wel een rol vervullen als initiator, facilitator of regisseur van overleg en discussie; als arbiter bij botsende perspectieven; of beslisser na netwerkberaad en inbreng van burgers.

    Democracy means the voice of the people. Democratic renewal means that the voice of the people is not static. Look at ostracism among the Ancient Greeks: could one imagine that it would not exist forever? Still the voice of the people, men and women, would sound different and clearer than it would if it were based on ostracism. Over the centuries change always appears to be the constant, also in democracy, for example in the democratic renewal we have been calling ‘citizen participation’. Bottom-up citizen participation originated in the 1980s, mostly in urban renewal, and was legitimized top-down in 1993 in the Dutch parliament through the Willems motion. During the past decade increasingly more instruments for citizen participation have been developed from the bottom up. This development aims for self-management, with instruments like neighbourhood rights and the right to challenge. It goes down in history under the name of ‘localism’. In this essay the author is looking for localism on the special Scottish island Gigha, which is part of the Argyll and Bute Council.

    In this essay, the author is looking for pioneering local administrators in the Netherlands who dared to push existing boundaries. However, the story starts in Great Britain where progressive liberals under the label ‘municipal socialism’ proceeded to provide public utilities through municipal governments rather than private enterprises. Their example was adopted by the so-called ‘radicals’ in Amsterdam led by Wim Treub. ‘Aldermen socialism’ with Floor Wibaut in Amsterdam as its most important representative, took it a step further. Their aim for a welfare municipality anticipated the later welfare state. After the Second World War we also saw some strong local administrators who in their own way strived for changes in their municipalities. After 1970 the phenomenon of ‘urban renewal’ led to a new flourishing of ‘aldermen socialism’ in the Netherlands with Jan Schaefer (in Amsterdam) as its most appealing figurehead. Since 2000, we have been in a new era of dualism, citizen participation and devolution that has produced new 'boundary pushers', which generated interest abroad (see the book on mayors by Benjamin Barber). At the end of the article, the author takes a look into the future. Current global problems also confront municipalities and they require local administrators with a good mix of political leadership, new civic leadership, inspiring commissioning and good stewardship.
