Rapid technological change and the information society have consequences for the role and duties of municipal clerks. To increase understanding of the implications of digital technologies for the role of municipal clerk (town clerk), this article presents an exploration of the ‘digital leadership’ of municipal clerks, i.e. leadership that suits a time when digital technologies are growing explosively. By using the four leadership perspectives of Bolman and Deal and the public value thinking of Moore, it was investigated which leadership themes are mentioned in the literature. In this way, this article aims to contribute to the leadership role of the municipal clerk so that he gives shape and direction to the organization from a vision on this change task and leads this transition instead of seeing it as a collection of smart gadgets or an issue concerning the IT department. This means that he will have to be aware of technological developments, can think critically about their significance and acquire the necessary knowledge and skills to be able to lead the municipal organization in the information society. This article shows practitioners that: (a) municipal clerks play an important role when it comes to the structure of the municipal organization in the information society; (b) the way in which municipalities innovate digitally has an impact on society and people’s lives; and (c) it is therefore important to shape the leadership of municipal clerks based on public values in order to realize legitimate applications of digital technologies with added social value. |

Adriaan Koelma fits in with the list of legal scholars who helped to shape the early history of the (local) administrative sciences in the Netherlands, which was dominated by a legal approach to local administration. In that respect, he was not only a follower of the first Dutch public administration scholar, Gerrit van Poelje, but also his successor. He held the chair in Public Administration in Rotterdam, which Van Poelje vacated in 1933, first as a lecturer and later as a professor (from 1946 onwards). Nowadays, Koelma is mainly remembered for the state commission named after him: he (in vain) advocated the introduction of districts (next to municipalities). He was chairman of this state commission that was installed by Minister Beel on 19 December 1946. He fulfilled his scientific activities in addition to a career in the Dutch civil service. Koelma was a typical ‘self-made man’ who worked his way up from junior employee at the municipal clerk’s office of Dordrecht to municipal clerk and, if only briefly, mayor of Alkmaar. His experiences in the Second World War had a great influence on his later life. Due to a war-related illness, he had to give up the chairmanship of the Koelma Commission in 1947 and in 1948 his professorship and role as mayor of Alkmaar. This war also gave him insight into the pernicious influence of Nazi ideology on governance theory and governance practice. He could not have suspected how hard the German occupier would put the Dutch administration and its servants to the test during his public lesson of 1934, because at that time the Nazi regime in Germany had not yet shown its true nature at the local level of government. |

While many new churches were built in the Netherlands sixty years ago to meet the demands of religious communities for space for their worship, the situation in 2020 is completely different. It is true that a church is sometimes built here and there in the Netherlands, but the general picture is that many churches have been withdrawn as places of worship in recent years, that a number have been demolished and that many have been given a new designated purpose. The fate of a church building often evokes many emotions in people. For example, we experienced this when we, together with the Parisians, watched in disbelief as fire destroyed parts of Notre Dame. This is related to the fact that for many people churches are more than just ‘beautifully stacked stones’. They are directly linked to the highs and lows of people’s individual and collective lives. People were baptized and married in that church, funeral services of loved ones were held there and the church is still a familiar part of the image of city or village. Rightly so that churches are also seen as ‘affective monuments’. The central question, however, is how to deal with religious heritage (policy related) now that churches are emptying? In this article the authors first give a brief outline of the background, nature and scope of what they call the ‘church problem’. Then they discuss the ‘battle for churches’ associated with this problem, which they subsequently try to interpret from a number of Public Administration theories. The role of certain individuals and organizations in the ‘battle for churches’, the so-called ‘entrepreneurs’, is further explored. They pay specific attention to the role of the municipality in this as a whole and call on all parties involved to deal (politically) with the ‘church problem’ rather than ‘spasmodically’. |

The urbanisation of society is a well-known fact. It is perhaps less well known that this process is accompanied by the emergence of ‘city gurus’. By this, the authors mean advisers, scientists and other authors who have an international influence on the thinking and actions of city administrators and other urban policymakers. City administrators nowadays often find their intellectual inspiration from ‘contemporary city gurus’. They are usually not public administration experts; instead they come from the fields of urban geography, urban economics, or urban sociology. Their ideas do however resonate in administrative practice. The questions that the popularity of contemporary city gurus raise are: is this a hype or is it really about thoughts that have a lasting impact on ‘urban development’ and city management? Which city gurus are we actually talking about? There are several of them, but in this essay the authors highlight a few that can be counted among the favourite speakers among the ‘science and advisor conference goers’ in recent years: Richard Florida, Bruce Katz, Richard Sennett, Benjamin Barber and Jeb Brugmann. The city gurus ask us to have an eye for the city. But the authors of this essay believe that that also means that we must be aware of differences, because every city and every city dweller is different, and that requires an interpretation of the ‘city of difference’. The popularity of the city leads to an increase in those differences and they present us with various considerations and management issues. |

Theorieën en methoden uit de gedragswetenschappen betreden steeds nadrukkelijker de beleidsscene. Gedragsinzichten en nudging beloven beleid te verrijken en te versterken. Het begin van deze gedragswetenschappelijke omslag of behavioural turn laat men doorgaans samenvallen met de publicatie van het boek Nudge van Richard Thaler en Cass Sunstein in 2008. In dit artikel plaatsen we nudging in perspectief en argumenteren we dat het concept zowel een zegen als een vloek betekent, en zowel een katalysator als een rem is voor de bredere toepassing en verankering van gedragsinzichten in beleid. Ondanks het aantrekkelijke narratief botst nudging op functionele limieten en ethische bezwaren. Om de gedragswetenschappelijke, experimentele en evidence-based beleidsbeloften alsnog in te lossen, zien we een strategie van steeds verdere verbreding. Het programma van de Behavioural Insights-beweging op basis van vijf pijlers leek in eerste instantie een oplossing te bieden, maar kampt door een eendimensionale interpretatie met interne spanningen. De nog bredere en ambitieuzere Behavioural Public Policy-agenda biedt nieuwe perspectieven, maar moet op functioneel en ethisch vlak nog verder onderbouwd worden. |

From 1964 until roughly 1990, political science would become the dominant approach within the (local) administrative sciences in the Netherlands. This central position was taken over from the legal approach. Important impulses from political science for Public Administration came only from the second-generation political scientists: Gijs Kuypers at the Free University Amsterdam, Hans Daudt at the University of Amsterdam and Hans Daalder at the University of Leiden. In their footsteps, a political scientist emerged who, through his contribution to several universities (the Free University, the University of Nijmegen and the University of Twente), had a great deal of influence on the further development of Dutch Public Administration: Andries Hoogerwerf. Two other approaches emerged from political science that were important for the development of modern public administration in the Netherlands, namely policy science and the new political economy (public choice). In this essay the author outlines the input of the main figures from political science, policy science and public choice until 1990 in various stages that are most relevant to Public Administration. These stages take us to various cities and universities in the Netherlands. In addition, we see important cross-fertilization between the institutions through the transfer of people from one university to another. After 1990 however, Public Administration would increasingly profile itself as an independent inter-discipline. |

The Dutch central government has a long history in its search to meaningfully present policy effects. One of the instruments that was developed to this end is the Policy Conclusion (beleidsconclusie). This part of the annual report, which has been mandatory since 2013, should provide a judgement for every policy article on its results in the year 2017. To what extent has the Policy Conclusion been successful in its aims? And how do various governmental departments give substance to it? For this article, all policy conclusions that were composed for the most recent reporting year were examined. Among others, our analysis shows that departments differ greatly in their interpretation of what the Policy Conclusion should include, such as the usage of sources and the way in which intended results are (re)addressed. In addition, it was found in the Policy Conclusions that a tendency exists to put a strong focus on positive outcomes. |

This article explores how we can gain insight into the quality of local government with the help of the public value perspective. The public value perspective does not evaluate government through generalised standards or benchmarks, but through the judgments of the actors involved in the policy. This approach could do better justice to the unique context of different governments, such as different local governments. The public value perspective, however, is hampered by the competing expectations that actors have of public policy and their generally negative bias towards the government. Based on 71 interviews with local actors in six municipalities, we show how the public value approach does indeed yields many different and critical perspectives, even within municipalities that are considered successful by national experts. However, we also show which connections exist between these seemingly competing perspectives and how sombre judgments about past governance are actually influenced by optimistic ambitions for the future. |

Increasing demands and competing values force public organizations to introduce new organizational forms that veer away from rigid bureaucratic structures while remaining in control. How do public managers and their employees deal with the dilemmas that these decentralized and organic ways of organizing entail? On the one hand it must be prevented that public managers fall back too quickly on structures that rely on control and formalization, while, on the other hand, they themselves as managers are still primarily held accountable based on those bureaucratic principles. New organizational forms also assume that leadership is shared and distributed. This not only asks for a higher degree of self-management of employees, but also requires from formal leaders that such behavior is supported and encouraged. In our research and teaching on these changes in public organizations, we work closely with practice. That too is a matter of balancing, this time of public engagement with scientific independence. |

Governance is a human activity and is therefore unquestionably about relationships. Relationships between public and private parties. Relationships in existing steering-oriented structures (the political administrator as guardian, magistrate) and also relationships in new forms of cooperation that are often focused on good relationships (government participation). Public-private partnerships are inevitably accompanied by conflicting interests that place different demands on interactions. One-size-fits-all does not fit there, but customization is required, with constant alignment with what is – and what is not (yet). And so the ability to make contact requires much more attention, and from there to explore and grasp perspectives. How do you work on the tensions that you find on your way? It is there that the method of communication influences how the process of cooperation and steering proceeds. This is not a matter of whether-or, but and-and. Both perspectives are characterized by a different relationship with those involved and a different way of contact and interaction. This article focuses on contact from a collaborative perspective. The classical administrative side already has a rich history, while the cooperation side is often still an unknown and unexplored territory. The central question is: how can you, as a director and public professional, deliver tailor-made solutions and therefore adapt to complex tasks? The authors look at complex situations from a communicative perspective and they introduce ‘appreciative communication’ as the art of aligning with what really moves people, as a frame of view of the inconvenience caused by the differences present. They highlight a number of generic tensions that can arise in cooperation situations. A case study into the approach to regional innovation in the field of mobility serves as an illustration. |

A large number of people, institutions, journals and approaches have contributed to the history of (local) administrative sciences in the Netherlands. Initially (around 1914) the legal approach was dominant; from 1964 onwards, political science would become the dominant approach; and from 1990 onwards, Public Administration would increasingly profile itself as an independent discipline. This essay concentrates on the influence on this development of sociology and its, typically Dutch, predecessor sociography. The starting point here is the promotion tree of the founder of the Dutch sociology Sebald Steinmetz. Through him various lines (via his doctorates Nicolaas ter Veen and Jakob Kruijt) go to modern Public Administration. This essay tells the story of the influence of sociography and sociology on the development of the administrative sciences and modern Public Administration in six acts, in which two persons from the promotion tree are discussed (via Sjoerd Groenman, who is promoted by Nicolaas ter Veen there are two different lines again). The line via Jakob Kruijt contains Aris van Braam (he wrote in 1957 what is considered the first Dutch empirical study in Public Administration) and Jos Raadschelders. The first line via Sjoerd Groenman contains Henk Brasz (the first full-time professor in Public Administration in the Netherlands), Fred Fleurke and Ko de Ridder. The second line via Sjoerd Groenman contains Joop Ellemers, Geert Braam (professor at the first regular Dutch Public Administration programme in Twente) and Wim Derksen. These acts are framed with short intermezzos about the other sociological key figures who played an important role in the story of sociography, sociology and Public Administration. In conclusion, the author of this essay discusses the continuing relevance of sociology for modern Public Administration. |

In this article, we discuss how regulation of governance in healthcare has been shaped over the past decade. We describe the presuppositions under this movement. Searching and balancing was needed to meet the complexity of care management. This has to do with the fact that the external pressure on the regulator after incidents is high. Due to this pressure, it is necessary to constantly ensure that management-oriented regulation does not narrow to the supervision on the actor with final responsibility. The regulation of good governance requires reflectivity of the inspectors and is aimed at stimulating recoupling between management and shop floors. This requires space for experimentation for both managers and inspectors. To provide this space, we do not only need a political and social debate about the quality of care and its management, but also attention and appreciation for the difficult considerations of organizing care. |
