In the past decade, large infrastructure projects in the Netherlands have often been implemented through Public-Private Partnerships (PPPs), specifically using Design-Build-Finance-Maintain (DBFM) contracts. While the decision to implement projects through PPPs is based on expected advantages for internal parties – the public and private partners in the PPP –, there is a call for more focus on the advantages and disadvantages of PPPs for external stakeholders. External stakeholder management in DBFM projects is based on a contractual division of risks and responsibilities between the partners. However, it is clear from the literature that the contract does not guarantee successful stakeholder management. Relational aspects are important. Little research has been done, however, into the interplay of contractual and relational aspects in achieving successful stakeholder management. This article addresses this research need. A comparative case study was conducted into the PPP projects A9 Gaasperdammerweg and A16 Rotterdam. The study first shows that sanctions, when combined with a relational approach, have a positive effect on the relationships with stakeholders. Second, external stakeholder management cannot be simply outsourced to the private partner and continuous involvement of the public partner is important for success. |

Rapid technological change and the information society have consequences for the role and duties of municipal clerks. To increase understanding of the implications of digital technologies for the role of municipal clerk (town clerk), this article presents an exploration of the ‘digital leadership’ of municipal clerks, i.e. leadership that suits a time when digital technologies are growing explosively. By using the four leadership perspectives of Bolman and Deal and the public value thinking of Moore, it was investigated which leadership themes are mentioned in the literature. In this way, this article aims to contribute to the leadership role of the municipal clerk so that he gives shape and direction to the organization from a vision on this change task and leads this transition instead of seeing it as a collection of smart gadgets or an issue concerning the IT department. This means that he will have to be aware of technological developments, can think critically about their significance and acquire the necessary knowledge and skills to be able to lead the municipal organization in the information society. This article shows practitioners that: (a) municipal clerks play an important role when it comes to the structure of the municipal organization in the information society; (b) the way in which municipalities innovate digitally has an impact on society and people’s lives; and (c) it is therefore important to shape the leadership of municipal clerks based on public values in order to realize legitimate applications of digital technologies with added social value. |

Research into successful alderman is scarce. Scientifically less is known about the perspective of residents and council members on (successful) aldermen. A recent study investigated the sources of legitimacy that successful aldermen draw on. In addition, the contribution of characteristics of local political leadership to successful alderman has been examined. Based on a survey of residents, councilors and aldermen, differences in opinions about aldermen, aspects and indicators of legitimacy and personal characteristics were uncovered. There are clear differences in judgment, indicators and personal characteristics that are considered important and another source on which the judgment is based. This provides interesting and new research material for public administration literature as well as for administrative practice. The view of residents learns us that the distance to aldermen must be reduced, more connection must be made, a more outside view must be taken and an addition to the management style of councilors with responsive qualities is required. |

Large government investments are regularly preceded by an ex-ante evaluation. This article examines the quality of two ex-ante studies and considers the use made by administrators and representatives of the people of these ex-ante studies. In both cases it concerned qualitatively sound ex-ante studies. In both cases, these studies also demonstrably affected the debate about these investment plans in the people’s representations. But there was no question of power-free decision making. In both cases, the representatives of the people were put under great pressure. Not only was there time pressure. The public debate came late. The use of sound ex-ante studies is not only an investment in rationality, but is also accompanied by political-strategic manoeuvring. The relevance of this article to practitioners is that it (a) contains four reasonable requirements that the representative may make of each ex-ante study offered by the executive board; (b) also shows that an ex-ante analysis on which important decisions are based should not be characterised by secret parts or by undefined assumptions and an ex-ante analysis must be transparent; and (c) demonstrates it is important as a representative to be tenacious, to keep a firm hand and not to decide before all questions have been answered and a full list of safeguards is on the table. |

Theorieën en methoden uit de gedragswetenschappen betreden steeds nadrukkelijker de beleidsscene. Gedragsinzichten en nudging beloven beleid te verrijken en te versterken. Het begin van deze gedragswetenschappelijke omslag of behavioural turn laat men doorgaans samenvallen met de publicatie van het boek Nudge van Richard Thaler en Cass Sunstein in 2008. In dit artikel plaatsen we nudging in perspectief en argumenteren we dat het concept zowel een zegen als een vloek betekent, en zowel een katalysator als een rem is voor de bredere toepassing en verankering van gedragsinzichten in beleid. Ondanks het aantrekkelijke narratief botst nudging op functionele limieten en ethische bezwaren. Om de gedragswetenschappelijke, experimentele en evidence-based beleidsbeloften alsnog in te lossen, zien we een strategie van steeds verdere verbreding. Het programma van de Behavioural Insights-beweging op basis van vijf pijlers leek in eerste instantie een oplossing te bieden, maar kampt door een eendimensionale interpretatie met interne spanningen. De nog bredere en ambitieuzere Behavioural Public Policy-agenda biedt nieuwe perspectieven, maar moet op functioneel en ethisch vlak nog verder onderbouwd worden. |

The Western European social security systems are founded on the need to offer universal social protection, as was for example advocated in the Beveridge report of 1942. The universalistic endeavour has led to the development of the all-embracing welfare states of today, but already for many decades dissatisfaction with the direction of the welfare state has led to a diversion of the universalistic pretention. In the current debate, universalism seems to be on the rise again. The Dutch think tanks CPB, WRR and SCP increasingly pay attention to the divide that is becoming manifest between those with better chances in the society and who are left behind. The think tanks have all formulated policy options in order to address this divide by offering better social security protection for excluded groups. In this article we discuss whether the options presented fall back upon the post-war notion of universality. |

Childcare centers are organizations that differ in structural and cultural characteristics. The present comparative case study examined how Dutch childcare centers match different organization types and related the identified organization types to the implementation of diversity and inclusion policy. Diversity and inclusion in organizations concerns climate-dimensions, such as providing equal opportunities, allowing influence on decision-making and stimulating professional development for all staff. Semi-structured interviews were conducted with 13 managers and 24 pedagogical practitioners in 13 childcare centers. Content-analysis of the interviews showed that employees in all centers experience equal opportunities, however the content and form of these opportunities differed according to the type of organization. Employees in childcare centers with a comparatively strong orientation on professional performance reported positive experiences with group-collaboration, team-professionalization and collective decision-making. Employees in childcare centers with a comparatively strong market orientation reported positive experiences with possibilities for individual development and autonomy in their daily work. The experiences of the employees match the differences in organizational climate as reported by the location managers, emphasizing either collaboration in teams or employees’ individual responsibility, depending on the type of organization. |

Recent developments on the Dutch labour market raise questions about the emergence of new social dividing lines. In this paper we discuss two cases. Both address labour market disadvantages which can easily deepen and sharpen with unchanged policies. The first case shows that there are groups that are less able to respond to the defined trends in the labour market due to a lack of education or disabilities. In the second case we focus on the question of sustainable employability as such that creates dividing lines. A first conclusion from our contribution is that a thorough analysis of existing dividing lines in the labour market is crucial for effective policy, but that knowledge about deepening old and creating new dividing lines is at least as relevant. A second conclusion is that the outlined assumptions in policies around self-reliance of, for example, people with a disability or the possibilities of employers to realize sheltered work and to focus on retraining, for example outside working hours, are not always realistic. Much more will have to be done to match the real possibilities of people and organizations to achieve this. Financial, but also organizational and personal. The motivations and behaviors of employees, employers and educational authorities appear to be very relevant explanatory factors in practice, which are often not sufficiently taken into account. Recent experiences with the Participation Act and lifelong learning show us that. More interaction is needed in the coming years between research, policy and the practice of the labour market. |

After adopting a governmentality approach to the domain of climate change, the paper highlights how this approach contrasts with dominant conceptions of governance in Public Administration. Finally, the paper argues that Foucault is an innovative and important thinker and should be considered a classic for critical governance researchers. |

This paper lays out a proposal for a basic income system for the elderly. The proposed basic income allows elderly people to retire from the work place, or to keep on working (full time or part time). In the latter case employers are allowed to take part of the basic income into account in calculating the wages for their older workers. This characteristic makes employing older workers financially more attractive to employers. On the other hand, the basic income enables workers in physically and/or mentally challenging jobs, which are mostly low-paid jobs, to quit their job early. The effects on the government budget are calculated, based on different assumptions on the labour-participation effects of such a basic-income system. If the starting age of the basic income is 60 years and if the system incites older workers to increase their labour participation, introducing a basic income can have minor effects on the government budget. On the other hand, if the basic income has the same the labour-supply effects as the previous, but far more generous early-retirement schemes, the budgetary effects can be strongly negative. With a starting age of 65, however, positive budgetary effects can be obtained relatively easy. |

The author discusses the practices, problems and pitfalls research in the biomedical field with regard to conflicts of interests. Medicines are not ordinary products: the exclusive right to prescribe lies with the doctor, and because of the potentially life-saving nature of medicines, their use, price and availability is surrounded by emotions, especially when there is only one medicine available for a serious illness. Nonetheless, these products are marketed by companies that have a primarily commercial interest and, on the basis of those interests, engage in pricing and advertising activities. In the research on medicines, there is close cooperation between the pharmaceutical industry and doctor-researchers, whereby independence is at stake due to the large financial interests and reimbursements. This pushes the design, outcome and publication of research in a direction that is favorable to the pharmaceutical industry, but that is not financially the best direction for society, or medically for patients. |

The concept of self-reliant citizens reflects an ideology of citizenship that is multiple and flexible. It could be regarded as a ‘plastic’ word, malleable and adjustable according to convictions, needs and purposes. This study shows the importance of considering the way in which ideological views on citizenship are transferred, adjusted and enacted in an organizational context. On the basis of a case study at the Dutch Tax and Customs Administration (DTCA), we contribute to knowledge on the way processes of framing interrelate on micro, meso and macro levels. We found that frames on self-reliance are enacted in a way that tensions and dilemmas are neutralized or reduced. In a dynamic context of conflicting goals and limited resources, DTCA-employees create meanings of self-reliance which legitimate practices and policies. By doing this they reproduce both organizational and social perspectives. Accounts of citizenship play an important role in this process. Self-reliant citizens are presented as active and responsible. The need of help is imagined as a normal and yet an atypical situation. This study promotes attention to the possibility that organizational systems reproduce perspectives in a way that alternative views remain unnoticed, whereas organizational choices are silently accepted as natural facts. |

Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration. |

New insights from the field of positive psychology led to the insight that people learn more effectively from positive feedback. Policy evaluation aims to improve public policy programmes through contributing to both accountability and learning. This ambiguous ambition has contributed to a considerable body of research into the impact of policy evaluation. Too often the conclusion is that the outcomes of policy evaluations – which are often negative by nature – are sparsely used by policy makers. This has led to series of improvements in the way we carry out evaluations. First through technical improvements and then by more responsive approaches. Both have not led to the desired breakthrough. Building on a number of positive evaluation studies, we advance a more positive approach in policy evaluation. Focussing on the successes in policy programmes rather than on its failures may contribute to evaluation impact. Consequently, we think a more positive, appreciative approach and using data to find success in policy making is necessary for policy evaluators to be more effective. This article presents practical examples of positive policy evaluations and successful use of data in the domain of policy evaluation. |
