    This article investigates the feminisation of local politics. Starting from the observation that the representation of women in local electoral politics lags behind the regional and federal level, and taking into account the relevance of local party branches in the recruitment and selection of candidates for elections, we examine the extent to which there is an ‘internal’ feminisation of local party branches and how this links to the ‘external’ feminisation of local electoral politics. Based on surveys among local party chairs, the article maps patterns of feminisation over time and across parties, investigates problems local branches encounter in the recruitment of candidates for local elections, and analyses the (attitudes towards the) measures taken to further the integration of women in local electoral politics. We conclude that internal and external feminisation do not always go hand in hand and that local politics continues to be a male-dominated political biotope.


Robin Devroe
Robin Devroe is a postdoctoral researcher in the Department of Political Sciences of Ghent University and member of the research group GASPAR. Her main research interest is the study of the political representation of diverse social groups and voting behaviour, with a specific focus on the descriptive representation of women, and she has a fascination for experimental methods. Her doctoral work (2019, Ghent University) focused on the prevalence of political gender stereotypes among Flemish voters. In the past, Robin was a visiting scholar at Texas A&M University (2018, US). Since 2020, she has been co-convenor of the European Consortium for Political Research’s (ECPR’s) Group on Gender and Politics.

Silvia Erzeel
Silvia Erzeel is Assistant Professor at the Department of Political Science, Vrije Universiteit Brussel. Her research interests include party politics, political representation, gender and intersectionality, and comparative politics. Her current research focuses on three main areas: the integration of gender equality in political parties, intersectionality and political representation in Europe, and the consequences of economic and social inequality for representative democracy. Since 2018, she has been co-convenor of the European Consortium for Political Research’s (ECPR’s) Standing Group on Gender and Politics.

Petra Meier
Petra Meier is Professor of Politics at the Faculty of Social Sciences, University of Antwerp. Her research focuses on the (re)presentation of gender+ in politics and policies. Late work focused on the conceptualisation of symbolic representation, how it operates and the issues at stake from an inclusive perspective. Recently, she turned to study democratic deficits in federal systems, especially Belgium, and processes of de-democratisation in general. She is particularly interested in understanding how such processes affect the demos, more particularly from a gender, an LGBTQI or an ethnic perspective, and what dynamics of marginalisation and exclusion they generate.

    Celebrating 100 years of women’s suffrage in 2019 is an excellent reason to reinvigorate the debate on the position of women in politics and public administration in the Netherlands. In this essay, we look at trends and figures, as well as discuss the measures that Minister of the Interior and Kingdom Relations Kajsa Ollongren puts forward in her recent letter to Parliament: (1) inclusive selection and selection procedures; (2) actively inviting and recruiting candidates; and (3) good equipment for political office. We try to inform the debate about the position of women in politics with new insights and knowledge from academic research.

    Despite notable progress, women remain heavily underrepresented in virtually all layers of the Dutch political system. Only one in three Dutch MPs is currently female. The Minister of the Interior has recently made a number of suggestions to increase gender diversity in politics, in light of 100 years of active voting rights for women. Gender in politics is about much more than the number of women though: it is about the role and position of women in politics as well as about the uneven gendered influence of politics. This introduction discusses the importance of focusing on women and gender in politics, and introduces the four contributions to this Dossier. We specifically call for an intersectional perspective and the various dimensions of gender in and of politics.

    The man-woman ratio in municipality councils in the Netherlands varies tremendously. Why does local politics attract women in some municipalities but not in other? The author attempts to answer this question by conducting interviews with municipality clerks and female council members of municipalities where the man-women ratio is even and municipalities where men are in the overwhelming majority. Additionally, the author conducts seven in depth interviews with former local and regional politicians about their motives to quit. Based on the interviews the author concludes that the political culture varies locally, making feel women more or less welcome. Sexist comments were mentioned several times, more often coming from respondents who worked in councils where men were in the majority. Finally, the balance between work, local politics and family life was often mentioned as a major hurdle for young parents (both men and women) for becoming or staying politically active. The author suggests to explore ways to change the political culture, to combat sexism and to find ways to reduce the workload in order to create more equal access to the local political arena.

    The media are key actors in political inclusion and exclusion. Existing research has shown that women and racial minorities receive less coverage and are portrayed more negatively than white males. Yet, less is known about differences in media coverage within and between groups. This study disentangles such variation with an intersectional lens. Drawing on newspaper analysis of all 55 politicians with a migration background who ever held a seat in Dutch parliament (1986-2016) we analyze the quantity and tone of media coverage and examine how they are identified. Our findings show that although women receive more coverage than men, this is no advantage. Women are framed more often and in more variety as ‘different’ compared to their male minority colleagues. The most visible politicians are particularly negatively described in terms of their different identities when they aim to achieve a higher position of power in the party.

    This article compares the study and professional backgrounds of ethnic minority and native Dutch MPs in the Netherlands using self-collected data from 2010-2016. We build on previous studies and further develop and test the compensation and similarity model. We expected that ethnic minorities compensate with regard to the duration of their education and the length of their professional and pre-parliamentarian political careers. Furthermore, in line with the similarity model, we expected greater similarities between ethnic minority and Dutch MPs in terms of their educational and professional backgrounds and political experience. The results show more evidence for the similarity model than for the compensation model. We find that ethnic minority MPs have similar educational levels and types of political experience as Dutch MPs, however, contrary to the expectation they do not have more but less years of professional and pre-parliamentarian political experience.

Tomas Turner-Zwinkels is postdoctoraal onderzoeker aan de Universiteit Basel. Hij doet kwantitatief onderzoek naar de carrières van politici. Hiervoor gebruikt hij een crossnationale database met gedetailleerde politieke carrière-informatie die hij zelf ontwikkelt. Zijn focus gaat uit naar politiek human capital, gendergelijkheid en het formeel modelleren van loopbaanbeslissingen.

    Women and ethnic minorities are underrepresented in national parliaments around the world. Interestingly, in the Netherlands ethnic minority women are better represented than ethnic minority men and ethnic majority women. The Netherlands did not adopt gender quotas, but some parties implemented target numbers. Drawing on document analysis and interviews, this article explores whether parties that encourage women’s representation are also likely to increase the number of ethnic minority representatives. It finds that party-specific factors such as a left or social democratic ideology, the institutionalization of gender and/or ethnicity within the party and the party’s vision on group representation are intertwined. Parties that actively encourage women’s representation are more inclined to openly acknowledge the importance of ethnic diversity. This especially favours ethnic minority women, who benefit from the strong embedding of gender. In the end gender determines the success of the ethnic card in political representation.

    The credit crisis that began in the summer of 2007 has fundamentally challenged much financial regulation and the political institutions that produced it. Measured against the criticisms that have been brought forth against previous financial governance, the extent of governments’ overall reform ambitions has been disappointing. Starting from this observation, this article asks: what explains governments’ reform choices, and thus also their limited ambitions? To explore this question, this article focuses on the positions that four governments central to global financial regulation (the USA, the UK, Germany and France) have taken in advance of the G20 meetings in 2009 across four key issue areas: accounting standards, derivatives trading, credit ratings agencies and banking rules. It evaluates both the overlap between positions across domains and governments as well as the differences between them. Such variation, we argue, provides key clues to the overall drivers behind reforms – as well as their limits. The overall picture that emerges can be summarized as follows: governments have been staunch defenders of their national firms’ competitive interests in regulatory reforms. That has not necessarily meant that they followed industry preferences across the board. It has been the relative impact, compared to foreign competitors, that counted in reform positions, not the absolute impact. These differences of opinion have played out within the context and the limits of the overall debates about thinkable policy alternatives. In spite of fundamental criticisms of pre-crisis regulatory orthodoxy, convincing and coherent alternatives have been forthcoming slowly at best. This has made reform proposals less radical than criticisms, seen on their own, might suggest.

    Adaptation to climate change is a challenge for both the public and the private sector. The legitimacy of initiatives from the side of the public sector is analyzed by means of the concept of market failure. This implies an economics oriented definition of legitimacy. This analytical framework is applied to climate related themes such as floods, low water, draught, storms and heat stress. Special attention is paid to the possibility to stimulate the involvement of the private sector by means of financial incentives.
