Catharsis: een vergeten functie van financiële verantwoording

    Performance Budgeting has been introduced to gain greater managerial control over the outcomes and efficiency of policies and their budgets. Strikingly, a growing body of literature has explained that politicians hardly use performance information or only to emotionally judge government performance. We, however, propose understanding the emotional use of performance information as catharsis. Catharsis is the ritual of emotional and moral judging to understand and initiate improvement. Catharsis has been named as an important function of accountability, but has not been researched in the field of Public Administration. We discuss the concept of catharsis in relation to accountability and show that, by using evidence from its role in Dutch parliament, the use of ‘cathartic emotions’ are omnipresent in financial debates, especially when parliamentary enquiries and annual budgets are debated. Based on these findings catharsis should be understood as a much more serious function of accountability by both academics and public officials.

    The word neoliberalism has often been the object of fierce controversy in the Dutch public debate. Prominent intellectuals have equated neoliberalism with extremism and fundamentalism, with some going as far as calling it a ‘totalitarian faith’. The opposite camp in the debate has argued that neoliberalism is largely a self-invented bogeyman of the left, a swearword used by critics to engage in an intellectual witch-hunt. Of course, neoliberalism is not the only social science term suffering from a polemical status. Common concepts such as populism, socialism, nationalism or conservatism have given rise to similar lasting disagreements and comparable accusations of their derogatory use. What does appear to be exceptional about neoliberalism in the Dutch debate, is that very few conceptual and historical studies have been published on the subject. While the word neoliberalism is commonly employed in Dutch mainstream social science, many scholars seem to use the term without much further qualification. This paper explores the controversy and looks for ways to proceed beyond it. Drawing on a recent wave of international scholarship, it outlines an ideational approach to neoliberalism. After tracing the origins of the term neoliberalism, it closes with a preliminary example of an ideational analysis of Dutch neoliberalism.

    This article examines the economic agenda of the Dutch Freedom Party. It finds that this party mixes left-wing and right-wing policy positions. This inconsistency can be understood through the group-based account of Ennser-Jedenastik (2016), which proposes that the welfare state agenda of radical right-wing populist parties can be understood in terms of populism, nativism and authoritarianism. Each of these elements is linked to a particular economic policy: economic nativism, which sees the economic interest of natives and foreigners as opposed; economic populism, which seeks to limit economic privileges for the elite; and economic authoritarianism, which sees the interests of deserving and undeserving poor as opposed. By using these different oppositions, radical right-wing populist parties can reconcile left-wing and right-wing positions.

    Whereas constitutions establish the institutions of government, human beings actually govern countries, municipalities, and regions. The institutional position of these people may be constitutionally constrained but the people who occupy these positions always have some discretion with regard to the way they fulfil their duties. Either consciously or unconsciously these officials develop their styles of governance. A style of governance reflects a combination of personal traits, institutional constraints, and a genuine set of beliefs with regard to what these duties exactly entail. While some people in a government position believe that a debate in Parliament constitutes the core of their work others may prefer developing policies or meeting citizens. Twenty years ago, observational research conducted in Dutch municipalities led to a set of five coherent beliefs or styles of governance. Over the past two decades, politics in the Netherlands has changed dramatically. The stable pillars that characterized and stabilized the Dutch political system have been replaced by political online and offline swarms, the volatility of the electorate has increased more than in other European countries, and incident driven politics has replaced the ideological and managerial political styles of the 1970s, 1980s, and 1990s. In this article we explore the implications of these dramatic changes for the styles of governance in the Netherlands. As recent empirical research is not available yet, we analyse the changes in the Dutch political context to derive a number of implications for the styles of governance.

    This article compares the study and professional backgrounds of ethnic minority and native Dutch MPs in the Netherlands using self-collected data from 2010-2016. We build on previous studies and further develop and test the compensation and similarity model. We expected that ethnic minorities compensate with regard to the duration of their education and the length of their professional and pre-parliamentarian political careers. Furthermore, in line with the similarity model, we expected greater similarities between ethnic minority and Dutch MPs in terms of their educational and professional backgrounds and political experience. The results show more evidence for the similarity model than for the compensation model. We find that ethnic minority MPs have similar educational levels and types of political experience as Dutch MPs, however, contrary to the expectation they do not have more but less years of professional and pre-parliamentarian political experience.

Hiervoor gebruikt hij een crossnationale database met gedetailleerde politieke carrière-informatie die hij zelf ontwikkelt. Zijn focus gaat uit naar politiek human capital, gendergelijkheid en het formeel modelleren van loopbaanbeslissingen.

    Municipal amalgamations form a red thread through the history of local government in the Netherlands. With varying intensity, this country was continuously confronted with adjustments of the municipal scale. Where once the focus was rather one-sided on the minimum number of inhabitants of a municipality, we see that since the nineties questions were asked about the amalgamation policy. From now on a lack of administrative power had to be demonstrated before an amalgamation would be carried through. These critical remarks however didn’t lead to a downfall in the number of municipal amalgamations. Amalgamation and merger will always continue in the Netherlands. The Flemish policy on amalgamation appears to be quite different. Since the large-scale merger operation in 1976 Flanders was no more confronted with municipal amalgamations. The former Flemish government however, announced at its appointment in 2009 that it would encourage voluntary mergers of municipalities with financial and administrative incentives. The present Flemish government treads the same path. The incentives put in place by the former Flemish legislature are even increased. They even appear to bear fruit. In the provinces Limburg and East-Flanders several municipalities have indicated to investigate a merger. Some of them even have taken the principal decision to merger in the municipal councils involved. This article describes and compares the municipal amalgamation policies of the Netherlands and Flanders. The authors also investigate what both can learn from each other.

    Central concern of this article is tracing back how the making-responsible of citizens takes shape within Dutch speeches from the throne, government statements and reports of the Dutch Social and Cultural Research Institute (SCP) ever since the 1960s. The Dutch participation society, a term much discussed ever since mentioned in the 2013 speech of the throne, is often associated with a withdrawing government and a coming to end of the welfare state. At the same time, according to several authors, the notion of a withdrawing government that operates within a network of multiple equal actors has brought along the need for a widening of the government’s repertoire of action. This has been characterized as making-responsible citizens on conditions of the state. It has raised doubts about true government-withdrawal and authors have related it to the dominance of neo-liberal thinking ever since the 1990s. Applying an analysis framework derived from discourse analysis, it is made tangible in this article how within political discourse beginnings of the making-responsible of citizens can be traced to the 1960s, more than thirty years earlier than expected. It is argued that this longer history makes a plea for encouraging the political dimension of citizenship all the more important.

    In the 1990’s, the Dutch social democrats were trailblazers of what became known internationally as the politics of the Third Way, a new middle course between social democracy and neoliberalism. From the start, the Dutch Third Way distinguished itself from its Anglo-Saxon counterparts by its implicit character. The Dutch social democrat party (Partij van de Arbeid, PvdA) never fully embraced the Third Way and has sought to downplay the idea of a break with traditional social democratic thinking, combining Third Way practice with more classical social democratic rhetoric. The resulting political ambiguity, this paper argues, is at the centre of the present identity crisis of the social democrat party. Even though Third Way ideology has at times been declared dead, the range of attitudes, strategies and policy proposals that were introduced under its banner, still play a vital and prominent role in Dutch politics. While in the UK and the US, communitarianism was from the very beginning a defining feature of the Third Way, in the Netherlands this only came to the fore in 2012 under the leadership of Samsom and Asscher, and in the plea for a participation society under the Rutte II government. Leading us to conclude that the reports of the Third Way’s death are greatly exaggerated.

    Achterliggende motieven en overwegingen van Nederlandse overheidsbesturen om dan wel en dan weer niet te kiezen voor publiek-private samenwerking (PPS) bij infrastructurele projecten bleven tot voor kort onduidelijk. Diverse kabinetten predikten sinds het midden van de jaren tachtig uit de vorige eeuw weliswaar publiek-private samenwerking, maar daarmee was PPS nog geen feit. Wisselende (macro-)motieven werden in nota’s opgevoerd om PPS onvermijdelijk te maken, waarbij financiële meerwaarde een constante was, maar dat bleek niet genoeg. Per project wisselende (micro-)motieven moesten de gewenste PPS-keuze rechtvaardigen, waaronder ook niet-politieke motieven. Het bereiken van financiële meerwaarde bleek wel een officieel doel of motief, maar was in de praktische besluitvorming lang niet altijd de enige relevante factor. Dit betekent dat de stelling dat financiële meerwaarde juist bepalend is, niet volledig blijkt te sporen met de PPS-praktijk. Sterker gesteld, bestuurlijke afwegingen blijken vaak bepalender voor keuzen pro of contra PPS bij rijksinfrastructurele projecten, of ook van grote invloed.

    In this article, based on a case study regarding the merger of boroughs within the municipality of Amsterdam, different perspectives are brought together to provide an overall analysis leading to insight into the change in the organizational culture. A particular research methodology is used to shed light on three elements of organizational culture: mindset (values), arena (group) and behavior. Through periodical measurements the effects of interventions and the progress in culture change is followed. It is argued that measurement instruments to explore the shifts in thinking and action are useful but limited. Policy makers and organizational actors from all hierarchical levels are shown to be influenced and disciplined by the actual existing change discourse to various degrees. Every organization nowadays must prove to the market that it is capable of change. Stories about organizational flexibility are embedded in more macro-stories of the changes in economic life. This article provides insight into the complexity of organizational discourse and the philosophical and sociological richness that it embodies. Therefore anthropological concepts are used which make the case more understandable in terms of rules and procedures that construct and legitimate the way we see things and talk about them.

    Many authors have claimed that the role of the Dutch government, and other governments, is changing. The overarching consensus is that states are now retreating after decades of expansion. This paper investigates, on the basis of a secondary analysis of existing data, whether, where and how the Dutch state can be said to be retreating. This leads to mixed findings: four different analyses of the ‘state of the state’. The first tale, focusing on macro financial indicators, suggests ‘stability’. The second tale, focusing on net changes in expenses, depicts further expansion, particularly in the domain of health care. The third tale, focusing on policy intentions, sees a retreat indeed. And the fourth tale would suggest that it is merely about a reorganization of the state itself.

    The military is generally considered to act as a professional when it comes to retreating forces from military battleground or international conflict areas. At the same time recent national experiences with the withdrawal of national troops from international peacekeeping operations are filled with disappointments and crises. In this article the authors question the idea that these disappointments and crises are simply due to problems of reduced military competence or military morale. They argue that the military is still the alleged expert who knows how to perform military retreats and other military actions. At the same time they show that network-like decision-making structures that are inherent to the deployment of troops in international peacekeeping missions, have become a major obstacle for the military to act in its own right. The lessons that government can learn from the military experience are firstly, that decisions for national public cutbacks should be accompanied by a more in-depth (re)consideration of public (key) tasks than up to now was considered appropriate, and secondly, that more trust should be shown in the skills, knowledge and motivation of professionals to delineate and constrain the boundaries of their own fields of expertise.

    The 2008 Dutch Parliamentary Enquiry Commission on Innovations in Education researched policy making for three innovations in Dutch secondary education. These innovations have been implemented in the 1990’s, but form a continuous cause of public concern. The commission concluded that policy making fell short on many points; government had neglected its duty to provide educational quality. The commission formulated several conditions to improve policy making. This article analyses the line of reasoning of the Commission and its effect. By looking back it tried to understand the policy results at the time of the enquiry. The highly politicized context in which the enquiry took place and the political aims of the research have probably contributed to the Commission’s choice for this approach. However, such an approach does not explain the political-administrative context of the policy process and the behaviour of the policy makers involved. In recent years, policy attention for educational quality has grown, but the conditions formulated by the Commission have not been applied due to policy dynamics and time pressure.

    In the coming years, a major decentralization operation in the social sector will make the Dutch municipalities fully responsible for support, assistance and home care. The starting point for decentralization is the ‘one family, one plan, one coordinator’-approach. Under municipal reign, professionals will have to coordinate their actions in order to provide more customized services and to enhance citizens’ involvement. In this contribution we discuss two pilots, of the municipalities of Enschede and Leeuwarden, which have experimented with the new approach. We describe the background, institutional structure and results and conclude that there is evidence that the new approach has worked. We end with a reflection on the present challenges that municipalities are confronted with, when applying the approach under the current conditions of new responsibilities and severe budget cuts.

    This article studies how the presence of the supported minority government Rutte-I affected patterns of legislative behaviour. Based on the literature on minority cabinets one would expect that during supported minority cabinets parliamentary parties cooperate more often across the division between coalition and opposition than under multiparty majority cabinet rule. Examining almost 30,000 parliamentary votes between 1994 and 2012, this study finds that on a host of indicators of coalition-opposition-cooperation, there was less cooperation ‘across the aisle’ during the Rutte-I cabinet than during any cabinet before it. We explain this with reference to the comprehensive nature of the support agreement as well as the impact of the cabinets’ ideological composition.
