    The future is inherently uncertain. No certain statements can be made about the future. This means that policy and management always have to deal with long-term ‘future uncertainty’. However, it does matter how we name uncertainty; what words we use for it. What kind of uncertainty do we mean when we talk about uncertainty in policy processes and management? The same applies to the type of preparation for uncertainty that we choose. The question ‘are we prepared’ can also be answered in different ways. In this contribution we identify a variety of types of uncertainty and types of ways of dealing with uncertainty, based on the text of my Inaugural Speech delivered in 2016. I then discuss how these questions have been translated into research and education and which next steps I foresee for myself in the – although inherently uncertain – near future.

    How do you profile a diverse region? Based on what story, and under what name? The Southern Randstad, a conglomeration of large cities, medium-sized cities and villages in the Netherlands, wishes to make a name for itself worldwide as a metropolitan and innovative region. In this article, we will discuss how such a profiling strategy is realized. We will use insights from public administration, geography and those obtained from forty interviews with regional stakeholders. Selecting a new regional profile is a complex matter and sometimes even inappropriate. From the case study, it will be evident that in a pluralistic region collective profiling is only promising if it does not function as a replacement but as an enhancement. Furthermore, it will become clear that an area reference that refers to the two largest cities (Rotterdam and The Hague) in the region name is the most preferable. Finally, municipalities have to ‘play with scales’,i.e. they will have to align their profiling to suit the scale level at which they are presenting themselves.

    This article shows the relevance of Burawoy’s analytical categories on the division of scientific labour to analyse the interactions between science and practice. It argues that social scientists need to combine the roles of expert witness, social engineer and storyteller in order to develop a productive relationship with policy makers. It also emphasises the relevance of a permanent dialogue between social scientists and policy makers. However, the analysis disagrees with Burawoy’s view that knowledge is based on a consensus between scientists and their publics (consensual knowledge). Burawoy underestimates the risk of a politicisation of science inherent to a close relationship with various ‘publics’. The arguments presented in this article are based on the reception of a research project on labour migration from Central and Eastern Europe. This was a hybrid research project in which different actors participated: the Erasmus University, nine Dutch municipalities, the national government and a Dutch knowledge center on urban issues.

    More often it has been supposed that pride has important positive effects on the functioning of civil servants (performance) and the provision of services to citizens. To stimulate civil servants to be proud of their profession and regain their professional pride it is necessary to know what causes civil servants to be proud of their work. Little quantitative research has been done into the determinants of professional pride in the public sector and the research that has been carried out is characterized by a diversity of definitions and operationalizations of pride. This research analyses to what extent civil servants are proud and which factors determine the amount of professional pride. The data have been gathered in 2010 by the Dutch Department of Home Affairs in the Personnel and Mobility Monitor. The monitor shows that three out of ten Dutch civil servants are not proud of their own profession. This is not caused by personal characteristics like gender, age and education that cannot be influenced, but intrinsic characteristics of the relation between civil servant and work that have the largest effect on the amount of professional pride amongst civil servants. Those civil servants that feel attached to the organization, are satisfied with the organization, are satisfied with their work and are motivated, are much prouder than those civil servants which lack these characteristics.

    Achter opdrachtresearch gaat de veronderstelling schuil dat de tussen- en eindresultaten van beleidsonderzoek vroeg of laat ook benut worden en onderdeel worden van een proces van bezinning op beleid. Dit artikel handelt hierover. Diverse aspecten van benutting van onderzoek komen aan bod, zoals de definitie en vormen van benutting. Er worden vier richtingen onderscheiden om de omvang en vorm van benutting of onderbenutting op te sporen. Het artikel geeft voorts verklaringen voor achterblijvende benutting en bevat adviezen om te komen tot meer benutting. Voor ambtenaren, bestuurders en partners in beleidsnetwerken biedt deze beschouwing aanknopingspunten om researchresultaten desgewenst beter te benutten. En voor onderzoekers bevat dit artikel tal van aanzetten tot hypothesevorming voor verder onderzoek.

    This article shows how top officials in ten European countries evaluate changes in the public sector based on a number of dimensions, such as quality, cost-efficiency, ethics, effectiveness and the attractiveness of the public sector as an employer. Senior public officials in the Netherlands are compared to their counterparts from 9 other European countries. The study is based on the large-scale academic COCOPS Top Executive Survey, and answers from 3,173 top public sector officials were used.
    Results show that senior public officials in the Netherlands are very positive about changes in cost-efficiency and service quality in the public sector. Yet they are concerned about the attractiveness of the public sector as an employer and public trust in government. At the same time, senior public officials in the Netherlands appear to be among the most positive all nationalities about recent changes in how the public sector operates. Only with regard to changes in the attractiveness of the public sector as an employer are senior Dutch public officials considerably less optimistic.

Framing en reframing in het klimaatdebat

    Why is there an on-going debate about climate change? We analyse this question from a framing point of view. We analyse four well-known frames in the climate change debate, and see what kind of reactions and reframing they invoke. The analysis shows that simple frames with an inherent logic, which activates underlying values and which are easy to communicate strongly resonate. It is difficult to counter such a frame. Opponents of the frame are often seduced to counter the frame by using the same wording. In this way, they step into the frame of their opponents and thus confirm the frame. To conclude, the article discusses two possible strategies for reframing: to couple the frame with other frames, and to suggest an alternative frame without stepping into the opposed frame.

Waarom ‘Anders omgaan met water’ niet leeft bij burgers

    Problems with the rivers were the incentive to change Dutch flood safety policy in 2000. ‘A different approach to water’ became the new policy slogan. Government presumes that public engagement in decision-making on flood safety will lead to more water awareness and risk aware behaviour. ‘No or hardly any negative side-effects’ are expected from this strategy. However, our research shows that public engagement in flood safety decision-making leads to fierce policy contestation, since proposed solutions do not meet the safety perception of local citizens. ‘A different approach to water’ strategy does not resonate in Dutch society because most people are convinced that government guarantees water safety. In this article we explain that this so-called ‘myth of water safety’ is based on a deep frame of risk control. We argue that flood safety needs to be reframed and that a new frame should be based on acceptance of vulnerability instead of risk control.

    Framing is a not a new subject in science, but scientific interest in this matter is increasing lately. Being a quite abstract and somehow indefinite research object, framing theory is not yet fully developed and used in every research field in the same way. This article explores framing theory from a neurolinguistic perspective and shows why framing is important as well as inevitable in any form of communication or text. A case - framing crisis - is used to show the body and impact of different frames. The main argument is that it is impossible to communicate without frames and that the chosen frame has a great impact on the way the public will interpret certain events or situations.

    This paper offers a critical empirical analysis of the policy terms ‘allochtoon’ and ‘autochtoon’, which have been used in Dutch public policy and administrative practices in recent years, as well as in general public discourse, to distinguish between people with a migrant background and those with a so-called native background on the basis of birthplace. Taking an interpretive policy analysis perspective, we present metaphor and category analyses to show the determining role that ‘place of origin’ has in the policy terms. The analysis includes a historical contextualization of the categories within Dutch policy discourse. The metaphor analysis focuses on the etymology of the terms, and the category analysis examines the taxonomy used by Statistics Netherlands since 1999. The role of ‘place’, and in particular country or land of birth, in these etymologies and taxonomies link to elements from ancient racial thinking, showing that ‘birthplace’ is a surrogate for race in this policy discourse. The analysis leads us to argue that the terms are inherently exclusive and that the exclusive work that the essentialist categories do is in marked contrast to the policy goal of integration.

    This article details metaphor styles in Belgian-Flemish political discourse. Some scholars complain about uniformity and colorlessness of the modern political discourse. In this 'sound bite culture', metaphor plays, nevertheless, a major role. Sound bites were, in fact, found to rely upon these traditional elements of style. The present, empirical, article examines variety in metaphor used by Flemish politicians. The first part consists of a quantitative metaphor analysis of written press interviews with male and female politicians. The second part presents the results of in-depth interviews with politicians on the subject of their own and colleagues' political (metaphor) style strategies. The conclusion confronts politicians' impressions with our findings on political (metaphor) style in Flanders.
