    Given the increasing importance of local administration and its range of tasks, it is important to know whether municipal councils are succeeding in properly controlling the administration. That is one of the main tasks that has been entrusted to the municipal council when dualism was introduced in the Netherlands in 2002. Council members are aware of the importance of the monitoring task, but little is known about the way in which they perform this task. Research in ten Dutch municipalities into the use of the available set of tools for framing and monitoring shows that municipal councils make little or no use of some of the instruments, in particular with regard to information gathering and the support of the council. Good information provision to the council sometimes appears to be subordinated to the political importance of the coalition. And everywhere councillors are struggling with the set of programmes for programme budgeting and accounting introduced during the dualisation process: it offers insufficient possibilities for framing and checking. In the absence of a clear assessment framework, it is not possible to determine whether this detracts from the effectiveness of control and framework. What good or effective control is and what its purpose is are also apparently not a topic for discussion in the local arena. This article shows (a) that council members can make more and better use of available framework and control instruments and the possibilities for supporting the council; b) the instrument of the programme budget (and the program account) does not seem to live up to the expectations of the dualisation process; c) mayors, as chairmen of the council, do not always feel responsible for the proper provision of information for the council and, in a broader sense, for better positioning of the council as a framework-setting and controlling body. More leadership is required here.

    The 20th Accountability Day of the Netherlands House of Representatives is a fitting occasion to investigate whether Dutch Members of Parliament use performance information (PI). Performance information used by managers and politicians is a basic assumption for managing and guiding Performance-based Budgeting. Ironically, based on a literature review on performance use, we know that politicians and especially parliamentarians do not use performance information for decision making or scrutiny. This is specifically so when PI reports are long. Using the framework of accountability of Bovens (2007) and using content analysis of the questions, motions and debates of the Standing Committees on the annual reports, this article shows that MPs use performance information in all phases (informing, debating, sanctions). Contradicting earlier research on parliamentarians, we found that they use annual reports and reports of the Court of Audit as their main sources in the debates. This article shows that the use of PI in parliament is steadily rising. The growing importance of performance information for accountability is further illustrated by the strengthening of the accountability forum.

    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

Catharsis: een vergeten functie van financiële verantwoording

    Performance Budgeting has been introduced to gain greater managerial control over the outcomes and efficiency of policies and their budgets. Strikingly, a growing body of literature has explained that politicians hardly use performance information or only to emotionally judge government performance. We, however, propose understanding the emotional use of performance information as catharsis. Catharsis is the ritual of emotional and moral judging to understand and initiate improvement. Catharsis has been named as an important function of accountability, but has not been researched in the field of Public Administration. We discuss the concept of catharsis in relation to accountability and show that, by using evidence from its role in Dutch parliament, the use of ‘cathartic emotions’ are omnipresent in financial debates, especially when parliamentary enquiries and annual budgets are debated. Based on these findings catharsis should be understood as a much more serious function of accountability by both academics and public officials.

    The European project currently faces not only an economic crisis, but a moral one as well. The economic growth model of social justice combined with market-oriented policies, also referred to as the European social model has lost much of its meaning after ten years of austerity and financial calamities. In 2012 ECB President Draghi says in the Wall Street Journal that the European social model is “gone”, a thing of the past. While only a couple of years later the European Pillar of Social Rights is put in place. What is happening with ‘Social Europe’? And how do trade unions, as a historical motor of social policy in the member states, relate to the European social model, especially since the financial crisis. This article deals with the position of trade unions vis-à-vis European social policy and the European institutions. The European social model, economic governance and the collective bargaining system are discussed as examples of post-crisis European social policy. It will be argued that although the European Commission gives institutional space to social policy and to a role for trade unions, it has always been subordinate to economic integration. And moreover that the recent economic crisis is used at the European level to obtain almost complete control over social policy in the member states.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

    An element of the theme of the VNG 2018 ‘Across boundaries’ annual conference in Maastricht is the necessity for Dutch politicians and administrators to push existing boundaries. In many cases this will involve a national border, which is closer in the region than in the national administrative center in The Hague. More than half of the twelve Dutch provinces have national borders, so cross-border cooperation is a regular phenomenon. National or EU regulations and subsidies may help to realize policy goals that are found important at a regional or local level, but when policy crosses national borders in practice it is also confronted with other ‘European’ boundaries. If there are incomprehensible, impracticable or conflicting rules, there is tension between common European policy and Dutch decentralization. Therefore this essay focuses on the control that the European Union has as an administrative challenge. It first discusses the shaky European consciousness and then the actions taken to break this vicious circle.

    In the 1990’s, the Dutch social democrats were trailblazers of what became known internationally as the politics of the Third Way, a new middle course between social democracy and neoliberalism. From the start, the Dutch Third Way distinguished itself from its Anglo-Saxon counterparts by its implicit character. The Dutch social democrat party (Partij van de Arbeid, PvdA) never fully embraced the Third Way and has sought to downplay the idea of a break with traditional social democratic thinking, combining Third Way practice with more classical social democratic rhetoric. The resulting political ambiguity, this paper argues, is at the centre of the present identity crisis of the social democrat party. Even though Third Way ideology has at times been declared dead, the range of attitudes, strategies and policy proposals that were introduced under its banner, still play a vital and prominent role in Dutch politics. While in the UK and the US, communitarianism was from the very beginning a defining feature of the Third Way, in the Netherlands this only came to the fore in 2012 under the leadership of Samsom and Asscher, and in the plea for a participation society under the Rutte II government. Leading us to conclude that the reports of the Third Way’s death are greatly exaggerated.

    In polycentric urban regions one can find different, mutually related cities without a clear centre. In these regions cities cooperate to attract inhabitants and employment, but at the same time they are each other’s competitors. The Randstad (Netherlands) and the Rhine-Ruhr area (Germany) both can be seen as polycentric regions. The authors explore to what extent these regions possess a common identity and common agenda and to what extent this promotes the sustainability and energy transition of these regions. In both regions identity appears to have grown especially at subregional level, by historically developed spatial-economic profiles of the different cities or suburban regions. In addition the cities in these regions more and more wish to distinguish themselves in the area of sustainability. Every city wants to be the smartest, greenest and healthiest, and to be at the forefront in energy transition and climate mitigation. In the Dutch Randstad this competitive drive especially seems to contribute to the realization of sustainability projects at the local level. And that is exactly why regional cooperation is important: to allocate resources as well as possible and to avoid transfer to others. This can be improved by the development of subregional or regional sustainability visions.

    This paper analyses the information sources members of the Dutch Lower House base their questions on with regard to EU affairs in the period 1995-2013. Knowledge of the type of information sources to base questions on is vital for determining what the conditions are under which members of national parliaments can scrutinize the decisions taken by the national government at the EU level. The involvement of national parliaments in EU affairs is according to many scholars a necessary condition for closing the democratic deficit of the European Union, especially when the turnout in elections for the European Parliament remains low and for national parliaments remains stable and relatively high. An original dataset is constructed including all sets of written parliamentary questions on EU affairs asked by Dutch MPs in the period 1995-2013, categorized by different types of information sources on which the question is based. These different categories of information sources are regressed with a variable measuring the Treaty changes impacting on the intensity of contact between MPs of different national parliaments and several variables measuring the characteristics of Dutch MPs and their parties. The findings indicate that Dutch MPs base their written questions primarily on coverage on EU affairs by national newspapers. Moreover, MPs are more likely to use sources rooted in a national context for asking questions when they are a member of a party with a negative attitude towards European integration. These findings imply that parliamentary control via written questions over the decisions of the national executive at the EU level can be strengthened by increasing national media coverage on EU affairs, allowing the EU public sphere to develop further in the future.

    Forty years ago, Dutch Public Administration started as an independent academic discipline. The founding fathers considered empirical application and multidisciplinarity the most important characteristics of public administration. This article assesses the current state of the discipline in the Netherlands. The assessment is the result of a series of five debates throughout the country, focussing on different elements of the Public Administration discipline: education, academic research, consultancy and policy advice. In brief, the article argues that the discipline has reached maturity in these forty years. It has become an accepted academic discipline, on the verge of a mono-discipline. The Netherlands is considered as one of the leading countries in public administration research. However, these successes also create a gap between public administration as a successful academic discipline and its roots as a multi-disciplinary, applied science. Renewing the balance between these two will be the main challenge for the decades to come.

    This paper attempts a normative assessment of the input and output-oriented legitimacy of the present euro-rescuing regime on the basis of policy analyses examining the causes of present crises, the available policy options, and the impact of the policies actually chosen. Concluding that the regime lacks input-oriented legitimacy and that its claim to output-oriented legitimacy is ambivalent at best, the paper explores potential – majoritarian or unilateral – exits from the present institutional constellation that is characterized by the synthesis of a non-democratic expertocracy and an extremely asymmetric intergovernmental bargaining system.

    On January 1, 2013 an amendment entered into force, increasing the administrative fines in social security legislation and labor laws. The amendment also redesigned the way these fines were calculated. In this article these new fines are assessed for consistency. On the one hand consistency with the dominant tendency of localization of welfare states and on the other hand consistency with other penalties. Based on this assessments it is concluded that the new fines do not match the tendency of localization of the welfare state. Compared to other fines the increase itself suites the type of violation, but not with the type of offender. Moreover the amendment deviates with regard to the doubling of the fine, since the fine is based on the amount of the unduly paid benefits that have to be recovered as well. Finally the amendment deviates since the legislator obliges the administration to impose the fine: the administration has no discretion whatsoever.

    Social policy has to be legitimate. But what is legitimacy? And what makes policy legitimate? This article argues that in order to be legitimate policy needs to answer to three different logics: the logic of the policy system, of external conditions, and of societal preferences. However, these three logics are often not coherent and point in different directions. Also, signs are often not coherent and are ambiguous at best. Therefore, following the three logics is not merely a matter of reading the signs, but of interpreting and balancing them. This article shows how policy makers in the Netherlands are balancing for responsiveness in three cases of social policy: social assistance policy, sheltered work policy and labor migration policy. The cases learn that responsiveness does not come from large decisive reforms, but from a wide range of small and often hardly politicized steps. Also, we see that in balancing the various logics, policy makers have a strong bias towards the logic of the policy system and that of public preference, and pay far less attention to external conditions. However, on the longer term external conditions cannot be neglected and policy makers face tough decisions about short term responsiveness towards public preferences and more longer term actions that make for policies that are more balanced with external conditions and therefore sustainable on the longer term.

    Before 2010, the Netherlands Antilles were an autonomous country within the Kingdom of the Netherlands. This structure was often cited as a barrier to effective governance and led to calls for the ablishment of the Netherlands Antilles. This article examines whether this step has led to good governance in the case of the new country of Curaçao. The author comes to the conclusion that political culture has a bigger effect on good governance than institutional arrangements.
