After the European refugee crisis of 2015-2016, many Dutch municipalities took initiative in (re)shaping policies of asylum seeker reception and refugee integration in their own ways. We are witnessing a ‘local turn’ of integration policies with decentralization of responsibilities to the local level of governance. Besides civic integration and socioeconomic integration, social integration of asylum seekers and refugees has been a concern as these groups are often housed in superdiverse and vulnerable neighborhoods. How can municipalities best address the specific problems in their cities? This editorial introduces the four articles that are part of this special issue. We discuss three overarching topics. First, we argue that aside from targeting specific groups and issues, cities should develop mainstreamed policies and provisions to be able to handle future fluctuations and changes in their populations. Second, we observe that in policies aimed at enhancing inter-group contact, earlier immigrant groups are often overlooked. They can play a bridging role in establishing social connections. Third, we highlight the role of urban experiments and living labs in transfer and upscaling of innovative policies. |

Complexity theory dares to adopt a critical-constructive attitude to the practice and science of public administration. From the worldview of complex systems, it raises questions about the machine thinking that has influenced public administration strongly and persistently. Many contemporary attempts by governments to simplify societal issues to knowable, solvable and controllable problems – for example the approach to transforming Utrecht Central Station and dealing with multi-dimensional problems in families – can be traced back to machine thinking. Complexity theory points to the ineffectiveness and undesirability of simplifications and considers the complexity of government and society a quality that should be increased rather than reduced. Complexity theory not only keeps the administrative mind sharp on simplification reflexes, but also offers the option to make policy by increasing, rather than reducing complexity. |

Over the past four decades of its existence, Dutch public administration has developed into a science which mainly produces knowledge that either caters to a very specific scientific niche or aims to optimize policy processes in an instrumental fashion. This type of knowledge is not well equipped to provide answers or improve understanding of the challenges of our time. We argue that public administration needs to shift its focus more towards producing reflexive knowledge in the form of what we would call critical public administration. Based on the contributions in this special issue, this article outlines what the contribution of such a critical public administration could be. The article shows that, even though it is theory driven, critical public administration is close to policy practice and can fuel a productive public debate by imagining alternative futures. |

Public Administration as a scientific discipline can increase its scientific and social relevance if it takes a more design-oriented approach. With that I go back to the classical notion of Herbert Simon that public administration is a design science. I advocate revitalizing that idea. This is necessary if we look at the problems governments are struggling with, but also in view of the developments in the environment of our field. But it is also promising because it offers opportunities to achieve innovative, scientific knowledge. The design sciences contain numerous insights into how a public administration design process can be set up, with room for creativity, abduction and intuition. I divide a public design process into five rounds: the round of understanding the issue, defining or demarcating it, coming up with possible solutions, testing and refining these solutions and distilling the more generically applicable elements. This is ideally done through fast, iterative rounds of developing, testing and refining designs. In such a design process, disciplinary knowledge can play an important role in understanding the issue and coming up with possible designs. And so designing can also become a way to validate this knowledge. |

Singapore and the Netherlands are small, export- and trade-dependent countries that perform excellently in many areas, such as good governance and integrity, policy effectiveness, liveability, innovation, and e-government. At the same time there are clear differences in political culture and history: Singapore has a more authoritarian governance style including limitations in press freedom, freedom of speech, and political activism. Within these contrasting contexts, both countries have introduced and implemented similar public management reforms since the 1990s. The aim of these reforms is to maintain public service excellence in a dynamic environment but the countries make contrasting choices in achieving this aim. This article describes how administrative excellence is organised and pursued in Singapore and identifies five lessons for the Netherlands: (1) Use positive narratives about government often; (2) be nuanced about capping top-level remuneration; (3) enhance the attractiveness of government as an employer; (4) invest in life-long learning; (5) be an authoritative expert amidst horizontalisation hypes. |

In 2008 a global economic crisis broke out. Now we can look back at the crisis as a clearly ordered sequence of events. But at the time these events were experienced as unexpected, unordered and unpredictable: a shock situation. How did municipalities respond to this shock situation, to this economic crisis? This article describes how two Dutch municipalities, together with their societal partners, made sense of the economic crisis. This concerns the question of how they interpreted the crisis themselves, but also which actions ensued. From a constructivist position, the article considers how the two municipalities together with their partners made sense of the situation and this enabled them to implement measures that could mitigate the consequences of the crisis for their communities. Based on epistemological and methodological assumptions discourse analysis, the author investigates the role of language in this process of sense-making. This approach offers municipalities insight in the role of stories in policymaking and in determining new practical solutions. The article closes with some guidance on how this perspective can help to people and institutions to cope with comparable situations, specifically in the cooperation between municipalities and other organizations. |

In the private sector, user innovation is used to develop innovations that better fit the needs of customers. In the public sector, interest for citizen innovation is also on the rise and new information and communication technologies seem to offer a great potential for accessing the power of citizens. At the same time these technologies offer another potential value: they can turn citizens into data sources. This data can offer governments crucial insights and may form the basis for datadriven innovation. Innovating with citizens in both different ways seems to offer great potential for broadly supported issues such as urban sustainability. This article develops a framework for studying these new developments and presents explorative research in three cities (Curitiba, Glasgow en Utrecht). The research shows that cities make different choices in their use of new technologies to innovate with or for citizens. |

This essay contains a short history of the municipal and other administrative sciences in the Netherlands. This history is divided into seven lives. Each life has its own specific characteristics and approaches. The story starts in 1914 with the dissertation of Gerrit van Poelje and the aldermanship of Floor Wibaut (for the Dutch Labour Party) in Amsterdam. Nevertheless, the authors make a plea to view 1921 as the actual starting point, because it is the year of the introduction to municipal administration written by Van Poelje and the first Dutch academic magazine on municipal administration (‘Gemeentebestuur’). This means that we can prepare for the celebration of 100 years of (municipal) administrative sciences in 2021. A great challenge for all universities, but certainly for the Public Administration programme of the University of Twente, which is now celebrating its 40th anniversary. The challenge is to work on current topics such as the relationship between public administration and technology in smart, sustainable and resilient cities. |

Based on a large scale analysis of literature and years of interaction with senior practitioners, seven key 21st century demands for public managers are identified, each of which creates dilemmas as well as opportunities. 21st century public managers utilize a combination of traditional and new roles, competencies, and values to turn demands into opportunities. Do energy cooperatives work together with municipalities in the area of energy and, if this is so, how can this cooperative relationship be interpreted from a public administration perspective? That is the central question of this article. The experiences with cooperation of four frontrunners amongst the energy cooperatives show that in many areas a fruitful cooperative relationship has been developed. In other areas cooperation is lacking because the municipality stands aloof as soon as the energy cooperative provides services to citizens and/or companies or because the purchase of green energy by the municipality from their own energy cooperative cannot simply be carried out. In the development of renewable energy projects it also suits municipalities to be reluctant because they not only promote local renewable energy but are also responsible for the spatial quality. From the perspective of public administration it is striking that the variety of municipal roles increases the complexity of cooperative relationship with energy cooperatives. For energy cooperatives it is difficult to understand that the municipality sometimes behaves like an ally, but can also be reluctant. The variety of the bond between both parties is first of all apparent from the need of an own identity and autonomy in the energy cooperatives. Secondly, two of the four energy cooperatives that were analysed needed support in a financial emergency. |
