    This article reflects on the proposed measures of the Dutch Government to increase the number of women in the Dutch public administration. Based on the lessons learned from the practice of the public sector, this study concludes that there is still much work to be done with regard to female participation in the Netherlands, but when it comes to the ethnic minorities, the situation is alarming. Politicians directly elected by the citizen, such as MPs and councillors, do see a representation of the ethnic diversity of society. Where the citizen has no direct influence, such as the king’s commissioners, mayors, and aldermen, the percentages are zero or slightly higher than zero. It is argued that mechanisms such as selection procedures are hindering gender and ethnic diversity at the top of the public organizations. It is, therefore, suggested that introducing quota could bring more diversity in public administration.

    Preference votes constitute one of the key features of (open and flexible) PR-list electoral systems. In this article, we give an extensive overview of studies conducted on preference voting in Belgium and the Netherlands. After elaborating on the definition and delineation of preference voting, we scrutinize studies about which voters cast preference votes (demand side) and about which candidates obtain preference votes (supply side). For each of these aspects, both theoretical approaches and empirical results are discussed and compared. At the same time, we also pay attention to methodological issues in these kinds of studies. As such, this research overview reads as an ideal introduction to this topic which has repercussions on many other subfields of political science.


Bram Wauters
Bram Wauters is an associate professor at the Department of Political Sciences of Ghent University, where he leads the research group GASPAR. His research interests include political representation, elections and political parties, with special attention to diversity. He has recently published in journals such as International Political Science Review, Party Politics, Political Studies, and Political Research Quarterly. He is co-editor (with Knut Heidar) of ‘Do parties still represent?’ (Routledge, 2019).

Peter Thijssen
Peter Thijssen is a professor at the Department of Political Science of the University of Antwerp, where he is a member the research group M2P (Media, Movements and Politics). His research focuses on political sociology, public opinion and political participation. He has published in such journals as British Journal of Sociology, Electoral Studies, Energy Policy, European Journal of Social Theory, Party Politics and Risk Analysis. He has co-edited ‘New Public Spheres’ (Ashgate, 2013) and ‘Political Engagement of the Young’ (Routledge, 2016).

Patrick Van Erkel
Patrick van Erkel is a postdoctoral researcher at the Department of Political Science of the University of Antwerp, where he is connected to the research group M2P (Media, Movements and Politics). His research interests include electoral behavior, public opinion, political communication and polarization. He has published in journals such as the European Journal of Political Research, Electoral Studies, European Political Science Review and the Journal of Elections, Public Opinion & Parties.

Diversiteit in bestuurskundig perspectief

    In practice, diversity interventions do not always appear to be effective. One argument is that there is little or no match between the perspectives of public organizations on diversity and the interventions used. This article provides an overview of the underlying rationales for diversity policy and discusses the perspectives on diversity from the diversity literature, HRM, and management literature and how these overlap, complement each other and differ from each other. What these perspectives have in common is that they all emphasize the added value of diversity. In the diversity literature, the emphasis is on the four perspectives equality, legitimacy, creativity, and the labour market. HRM literature focusses on managing differences. In public administration, there is a shift from active representation by individuals to connecting by all employees. Furthermore, the binding perspective is gaining more and more importance in the public domain because it may be possible to close the gap between the government and its citizen. This perspective emphasizes the importance of the long-term relationship with citizens to strengthen the trust of citizens in the government for realizing social tasks and responsibilities. It makes diversity an issue for all employees. For Hassan and Havva, and also for Hans and Hanna.

    A polarizing society, ever-changing politics and an administrative field that is fragmented: that is the present world of Dutch mayors. These three processes have had a profound impact on local government and on the office of mayor. The position of the mayor has become vulnerable and his or her functioning is being put under a magnifying glass, sometimes leading to negative imaging and even a premature departure of mayors. More and sometimes conflicting demands are being imposed on mayors on the basis of their different tasks and responsibilities, as a result of which their positional authority has come under pressure, among other things. Based on discussions with 20 Dutch mayors, the authors of this essay present five central leadership dilemmas for mayors: (1) internal versus external connection; (2) authenticity versus adaptability; (3) involvement versus distance; (4) setting the course versus being of service; and (5) knowledge of content versus process monitoring. Coping with these leadership dilemmas also requires a different set of skills. First, the mayor must be pro-active and have a good antenna for new developments. Secondly, it is essential that he or she not only keeps in mind the short-term perspective, but also the middle-term and the long-term perspective. Thirdly, the mayor is expected to be able to combine hard and soft personality traits: just being nice is not enough.

    Electoral campaigning and its financing at the local level have been hardly studied in spite of the growing political significance of municipalities in the Netherlands. Local parties have been barely studied either, even though they gained more than 30 percent of the seats in the local elections of 2014. They have done so without any public subsidy, whereas subsidized national parties can and do support their local branches. This article examines which campaign activities local parties used to attract voters, how these activities were funded, and whether local parties perceived subsidies necessary and desirable. A survey among local parties held just after the local elections of 2014, indicates that their campaigns are by and large a traditional, low-cost affair. They are often not labor-intensive nor technology-intensive, despite the electoral effectiveness of micro-targeting and canvassing. Contributions from local councilors constitute the main source of finance. The survey also shows that transparency of campaign financing can count on widespread support among local parties. They also prefer a level playing field between local parties and local branches of national parties by providing both public subsidies or none, which is an important contribution to the discussion on the current legislative proposals on party financing at the local level.

    In this contribution, Kees Breed of the Dutch Council for Public Administration reflects on Roel in ‘t Veld’s discussion of the 2012 Council’s report ‘Letting go and public trust’ in the previous issue of Bestuurskunde (vol. 22, issue 3, pp. 88-94). The discussion focuses on the report’s shortcomings regarding the analysis of tensions and conflicts between government, market, and society. In ‘t Veld regrets that understandings from complex systems’ theories were not used. In this reaction, Breed argues that in order to contribute to the current debates, theoretical and abstract concepts from systems’ theories will have to be confronted and matched with the actual experiences by practitioners. Reports as the one discussed, published by Advisory Coucil’s, stimulate debate and can thus contribute to bridge this gap.
