    For administrative sciences in the Netherlands in general and for local administrative sciences in particular 2021 is a special year. It is the year in which our Dutch journal Administrative Sciences (the first issue was published in November 1946) celebrates its 75th anniversary, even though 1947 was the first full volume. But it is also the year in which it is 100 years ago since its predecessor, Municipal Administration, was founded; the first issue was published in January 1921. This means that we can speak of 100 years of having an (academic) journal for local government in the Netherlands. In 2016 we paid extensive attention in an editorial to the start of our Administrative Sciences journal and the men (and a woman) who have worked in it from the very beginning. In this editorial, we therefore draw attention to the men from the very beginning (this time there was no women involvement) of the Municipal Administration journal. It is the first academic journal in the field of local government in the Netherlands, first published every two weeks from January 1921 and on a monthly basis after 1922. The editorial board of the new journal was entrusted to a committee, of which, in addition to the board of the VNG (that is the Dutch association for municipalities) and its secretary, six people were members: Herman Nieboer (after his sudden death on 16 November 1920, he was replaced by Willem Drees in January 1921), Gerrit van Poelje, Willem van Sonsbeeck, Ate Roelof Veenstra, Bastiaan Verheij and Jacob de Wilde. Henri Vos, Pieter Bakker Schut and Jakob Herman van Zanten joined them in 1922.

    Celebrating 100 years of women’s suffrage in 2019 is an excellent reason to reinvigorate the debate on the position of women in politics and public administration in the Netherlands. In this essay, we look at trends and figures, as well as discuss the measures that Minister of the Interior and Kingdom Relations Kajsa Ollongren puts forward in her recent letter to Parliament: (1) inclusive selection and selection procedures; (2) actively inviting and recruiting candidates; and (3) good equipment for political office. We try to inform the debate about the position of women in politics with new insights and knowledge from academic research.

Split-Ticket Voting in Belgium

An Analysis of the Presence and Determinants of Differentiated Voting in the Municipal and Provincial Elections of 2018

    This article tackles the particular issue of split-ticket voting, which has been largely overlooked in Belgian election studies thus far. We contribute to the literature by answering two particular research questions: (1) to what extent and (2) why do voters cast a different vote in the elections for the provincial council as compared to their vote in the elections for the municipal council?
    The article draws on survey data collected via an exit poll in the ‘Belgian Local Elections Study’, a research project conducted by an inter-university team of scholars.
    Our analysis shows that nearly 45% of the total research population cast a split-ticket vote in the local elections of 2018. However, this number drops to one out of four if we only consider a homogenous party landscape at both levels by excluding the numerous votes for ‘local’ lists (which occur mostly at the municipal level). This finding underlines the importance of accounting for the electoral and institutional context of the different electoral arenas in research on split-ticket voting in PR systems. In the Belgian context, split-ticket voting in 2018 also differed between the different parties and regions. Furthermore, it was encouraged by a higher level of education and familiarity with particular candidates. This candidate-centred and strategic voting was matched by party identification and the urban municipal context favouring straight-ticket voting. Other factors such as region, a rural municipal context and preferential voting seemed more relevant to determine voting for local parties than using the instrument of split-ticket votes as such.

    Taking Lijphart’s work on consensus democracies as our point of departure, we signal a major shortcoming in Lijphart’s focus being almost exclusively on the political hardware of the state structure, leaving little attention for the administrative and bureaucratic characteristics of governance systems. We propose to expand the Lijphart’s model which overviews structural aspects of the executive and the state with seven additional features of the bureaucratic system. We argue that these features are critical for understanding the processes of policymaking and service delivery. Next, in order to better understand the functioning of the Netherlands and Belgium as consensus democracies, we provide a short analysis of the historical context and current characteristics of the political-administrative systems in both countries.

    This article compares the mayoralties of the Netherlands and Flanders, with a particular focus on the changes since 2010. The results show that the mayors of these two historically and culturally connected Low Countries form particularly homogeneous groups of people. This has not changed much over the last few years. The role and function of mayors in both Flanders and the Netherlands, however, have gradually changed substantially. In particular, both mayors’ responsibilities in the field of safety and security have increased. At the same time, the two mayoralties show considerable differences. The Flemish mayor has long been and still is a far more political figure than the Dutch mayor is. The Dutch mayoral office, however, is politicising, which has resulted in more debate about its role in local government than in Flanders. The comparison shows how the local political culture can strongly influence how public offices take shape.


Niels Karsten

Over het Nederlandse burgemeestersambt publiceerde hij onder andere in Bestuurswetenschappen, Lex Localis, Leadership en het Oxford Handbook of Political Leadership.

Koenraad De Ceuninck
Koenraad De Ceuninck is als docent verbonden aan de vakgroep Politieke Wetenschappen van de Universiteit Gent. Hij is lid van het Centrum voor Lokale Politiek. Zijn voornaamste onderzoeksdomeinen zijn schaal en lokale politiek, gemeentelijke fusies en hervormingen op lokaal niveau. Zijn doctoraatsonderzoek was een studie naar de politieke besluitvorming tijdens de gemeentelijke fusies in België in 1976. Hij publiceert rond meerdere onderwerpen met betrekking tot lokaal beleid en lokale politiek. Hij is betrokken bij het vak Actuele vraagstukken van de lokale politiek en is verantwoordelijk voor de stages binnen de opleiding politieke wetenschappen.

Herwig Reynaert
Herwig Reynaert is als gewoon hoogleraar verbonden aan de vakgroep Politieke Wetenschappen van de Universiteit Gent. Hij is voorzitter van het vakgebied Lokale en Regionale Politiek en voorzitter van het Centrum voor Lokale Politiek. Sinds 2009 is hij decaan van de Faculteit Politieke en Sociale Wetenschappen. Hij publiceerde als auteur en/of coauteur tientallen boeken, wetenschappelijke artikels en hoofdstukken in boeken. Zijn publicaties hebben vooral de lokale politiek als onderwerp. Tevens is hij organisator van zowel nationale als internationale congressen over (vergelijkende) lokale politiek. Hij doceert de vakken lokale politiek, actuele vraagstukken van de lokale politiek, interne Belgische politiek en Belgische binnenlandse politiek.     Electoral campaigning and its financing at the local level have been hardly studied in spite of the growing political significance of municipalities in the Netherlands. Local parties have been barely studied either, even though they gained more than 30 percent of the seats in the local elections of 2014. They have done so without any public subsidy, whereas subsidized national parties can and do support their local branches. This article examines which campaign activities local parties used to attract voters, how these activities were funded, and whether local parties perceived subsidies necessary and desirable. A survey among local parties held just after the local elections of 2014, indicates that their campaigns are by and large a traditional, low-cost affair. They are often not labor-intensive nor technology-intensive, despite the electoral effectiveness of micro-targeting and canvassing. Contributions from local councilors constitute the main source of finance. The survey also shows that transparency of campaign financing can count on widespread support among local parties. They also prefer a level playing field between local parties and local branches of national parties by providing both public subsidies or none, which is an important contribution to the discussion on the current legislative proposals on party financing at the local level.

Electorale presidentialisering van het burgemeesterschap in Vlaanderen

    Presidentialization involves a shift in focus from collective actors (such as parties) to one person, in this case the mayor. It is a specific form of personalization which focusses on one rather than on several individuals. Electoral presidentialization, which constitutes one of the diverse features of this phenomenon, was studied at the local level in Flanders (Belgium). By formulating hypotheses based on theoretical and empirical insights on personalization (referring to several politicians), we have tried to figure out whether presidentialization differs from personalization. From our results, it appears that mayors indeed attract a huge share of preferential votes, but also that most factors that influence personalization have an impact on presidentialization too. These include both individual variables (such as media attention and incumbency) and municipal variables (such as size of the municipality and number of parties). Although both trends differ in nature, the factors influencing them appear to be similar.

    Professionals often have problems with governmental policies they have to implement. This can lead to diminished legitimacy and lower policy performance. The goal of this article is to identify the main reasons why professionals resist implementing new policies. An interdisciplinary approach is taken. From public administration literature, I use the policy alienation model, which consists of five dimensions: strategic, tactical and operational powerlessness, societal meaninglessness and client meaninglessness. These are possible reasons why professionals resist public policies (‘resistance to change’, a concept drawn from change management literature). I test these assumptions using a survey among 1,317 healthcare professionals. The results show that when professionals experience that a policy is meaningless for society or for their own clients, they show strong resistance. A lack of perceived influence is much less important in explaining resistance, although this is partly dependent on the particular profession someone belong to. The policy alienation model can help policy makers and managers to develop policies which are accepted by professionals. The article ends with practical recommendations for policy makers, managers and professionals.

    In recent decades, professionals in the public sector have been faced with increasingly detailed demands concerning accountability and performance. It is often argued that this increased accountability and its bureaucratic pressures limit professionals’ discretionary space and autonomy. However, this critique is hardly based on empirical research on the experiences and perceptions of professionals themselves. In this article we present an investigation into these perceptions and experiences with accountability in one particular brand of the public sector, namely youth care.
    Our research indicates that professionals in youth care are hardly interested in greater autonomy or discretion. They rather want clarity, security and options for learning. Moreover, we found ‘bureaucratic attachment’: attachment to bureaucratic procedures particularly as a reaction to increased fears to be sued when something goes wrong with clients. In the recurrent arguments for reduction of bureaucracy, this other face of bureaucracy is often disregarded.
    Regarding working conditions however, the professionals we interviewed do want more discretion. Especially concerning occupation of beds, as the requirement for permanent occupation is viewed to augment risk. We therefore argue for better backing of professionals in youth, for a more precise battle against unnecessary bureaucracy, and for professionalization in order to handle more discretion.

    Social welfare has often been presented in the hospital research area in terms of travel costs and or distances. Most hospital cost studies only focus on the private costs generated by hospitals caring for patients. However, patient inputs in terms of patient travel cost and time cost are often neglected. In this article we combine both these factors, and optimize the social cost being the sum of the operating cost of hospitals and the costs of accessibility. This article presents a pure economic model for optimizing the social costs, the optimum gives us insight in the lowest hierarchical administrative level on which the provision of hospital care can be planned.

    The model is applied to the Flemish hospital sector for three types of products: revalidation, basic hospital care and radiotherapy. In this study, we point out that as the population (and patient base) increases, existing hospitals would have to expand moving further along the average cost curve into the region where decreasing returns to scale would prevail and by definition, higher cost. Building another hospital could both relieve the pressure on existing hospitals as well as decrease aggregate patient travel costs, i.e., social costs. By dividing the district into regions, we are able to establish the optimal number (and size) of hospitals. We found that the Flemish region should not be divided too much even though travel costs are minimized since the hospitals would be too large and too costly.

    A surprising difference between the Netherlands and Flanders is that a Flemish minister may appoint more than 20 advisors, while Dutch ministers can appoint only one or two ‘political assistants’. However, this difference was hardly studied before, although it is a relevant and actual theme. This article analyzes the differences in role and position of Flemish ministerial advisors and Dutch political assistants. We show that there exist large differences between both types of advisors and we discuss the reasons for and consequences of this difference. The institutional context in which both actors work determines a lot their role. Differences in political culture and administrative organization in particular seem to be important explanatory factors.

    The Belgian politico-administrative relationship is known for its large ministerial cabinets who operate as interfaces between ministers and civil servants. According to Dierickx & Majersdorf (1994) ministerial cabinets are the central nodes in the Belgian policy-making networks, reducing the policy role of civil servants and shielding them from all relevant policy-making interactions. They found that pressure groups hardly ever turned to civil servants and stated that civil servants lived in an administrative beguinage. This article tests whether the conclusions of Dierickx & Majersdorf (1994) are still valid. Next, it seeks to explore the policy-making interactions of both actors in a more detailed way, since Dierickx & Majersdorf (1994) only measured the frequency of their contacts, not the direction, goal and/or content of the interactions. Based on a unique written survey-research among top civil servants and ministerial advisers, we discuss the role differences with regard to their interactions in four ‘arenas’

    In this paper we investigate the effects of political dissatisfaction, political distrust and ethnocentrism on support to the incumbent coalition in three different municipalities in Flanders. Theoretically, we define the concept of political trust, at which it is differentiated from political satisfaction and political alienation. At the same time, four dimensions of political distrust are disentangled: competence, integrity, responsiveness and justice. Empirically, four research questions may be distinguished. First, we investigate whether political satisfaction, political trust and ethnocentrism have an independent effect on support to the ruling majority. Second, we check whether there are differential effects of the dimensions of political trust on the dependent variable in the different municipalities.Third, we try to connect the micro-level data with macro-level, by linking the results with the characteristics of the local government and the party system. Fourth, we examine the influence of the presence of extreme right.

    The 2006 local elections in Belgium were the first one organised after the transfer of the local authorities competences from the federal to the regional level. This means by consequence that the different regions have as well the competence in designing the institutional framework of local government as the competence of changing electoral rules. The same elections were also the first ones after drastic reforms in the national political landscape (eg., the democratic Flemish nationalist party split in different groups, nearly all the parties changed their name and particularly in the Flemish part of the country, different kinds of alliances between parties emerged).
    All over the country, the Christian democrats made progress and the ecologists suffered a declining trend. For the other parties, results depend from one region to another.
    In the Flemish part of the country, the socialists and the extreme right wing joined the Christian democrats as winners of the elections. The other parties lost votes. This was particularly the case for the liberals and ecologists (the winners of the 2000 local elections). Liberals are however the winners in the Walloon part of the country, together with again the Christian democrats. In this region, socialists and ecologists were set back. In the Brussels region, we noticed progress for socialists and Christian democrats and declining figures for liberals and ecologists.
    Analyses of political competition, number of groups in local councils and single party majorities point out that the fragmentation of local politics is not growing. The local political landscape seems to be more stable in the Walloons compared with the Flemish region.
