Samenvatting

    Societal challenges are increasingly requiring cooperation and solutions on a regional scale. The recently formed metropolitan regions around Amsterdam, Rotterdam-The Hague and Eindhoven are examples. This essay serves as the introduction to a symposium on regionalization and the substantive and institutional questions that regionalization raises. It deals with the growing differences between regions and the call for a differentiated response. It also discusses the drivers for regional cooperation and the constraints of focusing on administrative structures. The essay exposes a number of tensions regarding the external profiling of regions, the benefits of regional cooperation, and the pursuit of broad societal goals. At the same time, it puts forward suggestions for follow-up research.

    Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research.

Europese agentschappen in de praktijk: De strijd om autonomie en de paradox van samenwerking

    Agencies of the European Union (EU) are formally independent entities that collect information, provide advice and take decisions on technical, scientific or operational issues. While the original idea underlying their independence was that they could contribute to ‘depoliticize’ these issues, current discussions emphasize strengthening the control over EU agencies because it is often thought that they are too autonomous. The question is how autonomous EU agencies really are. I answer this question by studying the development of two agencies (for the authorization of medicines and food safety) in greater detail. The results of my research show that, in practice, not only do the creation and design of EU agencies result from political struggle, but this struggle continues during their development. Moreover, EU agencies are themselves part of this struggle. They must fight for their autonomy, but at the same time cannot position themselves too independently vis-à-vis other parties. This leads to the paradoxical conclusion that EU agencies are likely to be more autonomous when they cooperate more closely with other parties, especially with national agencies, whose positions in turn are strengthened rather than weakened.
