    The Anthropocene offers a narrative to rethink the full range of present-day institutions. The urgency, complexity and scope of the ecological challenges that are upon us provide important challenges. Traditional institutions may be up to the task or be able to adapt to the new challenges, but likely new institutional perspectives will be required. The idea of ‘ecological reflexivity’ is helpful to critically explore some new and important institutional features for the Antropocene: recognition of the non-human world and its voices, reflection upon what works and upon what can be imagined, and response in terms of new practices and functions. We explore these features and offer some examples of new institutions.

    This essay is about the Dutch PhD-thesis New forms of decentralization by Joris in ’t Veld from 1929. He was not only a competent and efficient social-democratic administrator, but he was also an early administrative scientist. Like the other early (local) administrative scientists, he mainly worked from the legal discipline. During this period however, we also see an increasing input from other disciplines, such as urban planning, economic geography, business administration and statistics. The subject of his dissertation does not come out of the blue. Like many, In ’t Veld felt strongly attracted to the problems of urban and regional development, but the various problems were not yet ripe for a final solution. An important part of his book is therefore devoted to the various solutions that have been found abroad for similar problems. In his thesis, In ’t Veld discusses various forms of governance. First of all, he looks at the way in which the arrangement of cooperation between municipalities can be improved. Where this (voluntary and forced) cooperation falls short of its nature, the institutes of the port authority and of the regional plan come into the picture. In both cases it concerns decentralization through target corporations. A solution is also conceivable through further territorial decentralization: the insertion of a new regional corporation between the province and the municipality in the form of the region (the urban region or the rural region). The urban region needs a necessary supplement in the form of a system of tax equalization to adequately do justice to the interests of the whole and of the parts. An alternative to the urban region is the unity municipality with local decentralization. His integral vision on the organization of domestic government in 1929 is also instructive for the present time.

    Since the 1970s social integration of the police has been considered as a key element of the Dutch police. It can be understood as a strategy to realise police legitimacy. This article adresses the question whether the Dutch police still strive for police legitimacy via social integration. The article is based on a series of interviews with present and former strategic leaders of the Dutch police. The study shows how asking about police legitimacy and social integration of the police leads to more fundamental considerations about the role of the police in democratic society and about democratic values and the rule of law (‘Rechtsstaat’). The article concludes that police leaders emphasize the importance of civic liberties (freedom of speech, right to demonstrate) and equal rights. Police leaders consider the role of the police to reinforce and protect these values. In their opinion, this requires the police to be deeply rooted in society.

    A large number of people, institutions, journals and approaches have contributed to the history of (local) administrative sciences in the Netherlands. Initially (around 1914) the legal approach was dominant; from 1964 onwards, political science would become the dominant approach; and from 1990 onwards, Public Administration would increasingly profile itself as an independent discipline. This essay concentrates on the influence on this development of sociology and its, typically Dutch, predecessor sociography. The starting point here is the promotion tree of the founder of the Dutch sociology Sebald Steinmetz. Through him various lines (via his doctorates Nicolaas ter Veen and Jakob Kruijt) go to modern Public Administration. This essay tells the story of the influence of sociography and sociology on the development of the administrative sciences and modern Public Administration in six acts, in which two persons from the promotion tree are discussed (via Sjoerd Groenman, who is promoted by Nicolaas ter Veen there are two different lines again). The line via Jakob Kruijt contains Aris van Braam (he wrote in 1957 what is considered the first Dutch empirical study in Public Administration) and Jos Raadschelders. The first line via Sjoerd Groenman contains Henk Brasz (the first full-time professor in Public Administration in the Netherlands), Fred Fleurke and Ko de Ridder. The second line via Sjoerd Groenman contains Joop Ellemers, Geert Braam (professor at the first regular Dutch Public Administration programme in Twente) and Wim Derksen. These acts are framed with short intermezzos about the other sociological key figures who played an important role in the story of sociography, sociology and Public Administration. In conclusion, the author of this essay discusses the continuing relevance of sociology for modern Public Administration.

    In Nederland komen tal van wicked problems (WP) voor. Ze worden ook wel aangeduid als weerbarstige problemen. Kenmerkend is het unieke karakter, het feit dat kennis over probleemaspecten beperkt is en verschillende perspectieven op een probleem en meerdere waardenoriëntaties een rol spelen. Naast cognitieve en normatieve complexiteit bestaat er ook nog sociale complexiteit. WPs zoals voetbalvandalisme spelen zich af in een beleidsnetwerk met tal van elkaar afhankelijke actoren. Kennis, preferenties, handelingsvermogen en middelen blijken gespreid en niet in de hand van één actor. Om toch tot een bevredigend resultaat te komen moeten de actoren gezamenlijk optrekken. Daarom is interorganisationeel netwerkmanagement en deliberatie met burgers een wenselijke responsestrategie. Bij WPs zijn actoren dus tot elkaar veroordeeld. Centralistische besluitvorming werkt niet. Een centrale actor kan overigens nog wel een rol vervullen als initiator, facilitator of regisseur van overleg en discussie; als arbiter bij botsende perspectieven; of beslisser na netwerkberaad en inbreng van burgers.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

    Debates about the quality of local democracy are not new. This was also the case 100 years ago. In 1918 the ground-breaking dissertation of Adriaan Buriks on democratic municipal government was published in the Netherlands. In his dissertation Buriks proposed a radical democratic reform of Dutch municipal government by adopting the new system of ‘commission government’ from the US. That is a system of city government in which (almost) all city authority functions are concentrated in a small commission. The commission is organized in such a way that each member of the commission is the head of a city government department, every member is chosen by the population of the whole city and the exercise of authority is controlled by the whole population. The essay describes the remarkable life of this social revolutionary and municipal law expert. It goes on to discusses the dissertation through an introduction on the central issue of democratic municipal government, a description of the government systems of the US before and after the American Revolution of 1787, a description of the new system of ‘commission government’ and his proposal to adopt the new system in the Netherlands. The essay is closed by the author’s reflection on how the dissertation was received and its impact.

    In this essay, the author is looking for pioneering local administrators in the Netherlands who dared to push existing boundaries. However, the story starts in Great Britain where progressive liberals under the label ‘municipal socialism’ proceeded to provide public utilities through municipal governments rather than private enterprises. Their example was adopted by the so-called ‘radicals’ in Amsterdam led by Wim Treub. ‘Aldermen socialism’ with Floor Wibaut in Amsterdam as its most important representative, took it a step further. Their aim for a welfare municipality anticipated the later welfare state. After the Second World War we also saw some strong local administrators who in their own way strived for changes in their municipalities. After 1970 the phenomenon of ‘urban renewal’ led to a new flourishing of ‘aldermen socialism’ in the Netherlands with Jan Schaefer (in Amsterdam) as its most appealing figurehead. Since 2000, we have been in a new era of dualism, citizen participation and devolution that has produced new 'boundary pushers', which generated interest abroad (see the book on mayors by Benjamin Barber). At the end of the article, the author takes a look into the future. Current global problems also confront municipalities and they require local administrators with a good mix of political leadership, new civic leadership, inspiring commissioning and good stewardship. This essay is written for the ‘Across boundaries’ annual conference of the VNG (the Association of Netherlands Municipalities founded in 1912) held in Maastricht (in the far south of the Netherlands) in 2018.

    Exactly a hundred years ago Jos van der Grinten wrote an article in De Beiaard (a catholic magazine) with which he established his name as early administrative scientist. In this respect he is an important ally of Gerrit van Poelje, who is generally recognized to be the founder of the (local) administrative sciences in the Netherlands. This essay discusses the most important themes in the work of Van der Grinten against the background of the early debate about the quality of local administration in the Netherlands. The essay also looks into his place in the history of (local) administrative sciences, not only nationally in relation to Gerrit van Poelje, but also internationally in relation to the American writer Frank Goodnow. In 1923 Van der Grinten (until his early death in 1932) was the first professor of State and Administrative Law at the new Catholic University of Nijmegen. As the city secretary of Nijmegen he played an important role at the arrival of this university to Nijmegen, but in this period he also contributed to the (local) administrative sciences. In this sense he is the forerunner of Public Administration, first at the Legal Department and later at the Social Department of the Radboud University in Nijmegen.

    In administrative practice as well as in administrative science administrative innovation is a much desired good. In this article the author makes an attempt to describe the good, or the better, that can be pursued with administrative innovation, much sharper than has been done in the past. The result is a substantive framework for qualifying and evaluating administrative innovations. The article arises from a special interaction research, that started with a question from administrative practice (about the leading principles for administrative innovation in the Dutch municipality of Breda) and ended in a confrontation between desiderata from administrative practice on the one hand and foundations from administrative science on the other hand. Finally, these six leading principles emerged out of the investigation: responsiveness, productivity, involvement, counter-pressure, creativity, and good governance. The author also discusses how the resulting framework can be used and understood. The framework is robust because it not only is theoretically (the literature on governance and democratic innovation) inspired and founded, but also recognizable and manageable for administrative practice.

Hoe profileer je een pluriforme regio?

    How do you profile a diverse region? Based on what story, and under what name? The Southern Randstad, a conglomeration of large cities, medium-sized cities and villages in the Netherlands, wishes to make a name for itself worldwide as a metropolitan and innovative region. In this article, we will discuss how such a profiling strategy is realized. We will use insights from public administration, geography and those obtained from forty interviews with regional stakeholders. Selecting a new regional profile is a complex matter and sometimes even inappropriate. From the case study, it will be evident that in a pluralistic region collective profiling is only promising if it does not function as a replacement but as an enhancement. Furthermore, it will become clear that an area reference that refers to the two largest cities (Rotterdam and The Hague) in the region name is the most preferable. Finally, municipalities have to ‘play with scales’,i.e. they will have to align their profiling to suit the scale level at which they are presenting themselves.

    From 1974 until 1994 John Wevers was alderman in Maastricht (an old city in the deep south of the Netherlands) in the area of urban development. Before (from 1967 until 1974) Wevers was already a political activist in this domain. In 2016 he published his autobiography, which is very interesting for several reasons. The autobiography not only gives insight in the policy and the organization in the area of urban renewal in that period, but also in the functioning of local politics in general. At his farewell as an alderman in 1994 Wevers was the last remnant of a generation of Dutch Labour politicians (the other three were Adri Duivesteijn in The Hague, Ypke Gietema in Groningen and Fons Asselbergs in Amersfoort) who made architecture a public matter during the eighties. During the seventies Wevers also belonged to the generation of Dutch Labour politicians (amongst Jan van der Ploeg in Rotterdam, Max van den Berg in Groningen and Jan Schaefer in Amsterdam) who propagated the human scale and living in the inner city for ordinary people. In this respect they could rightfully call themselves the heirs of the legendary Labour alderman Floor Wibaut (alderman in Amsterdam from 1914 until 1931).

    The anniversary issue of this magazine (Reussing, 2016/4: 71-101) contained an essay with a short history of the (municipal) administrative sciences. This postscript contains a number of corrections, clarifications and additions to this essay, in chronological order. Examples are the inherently Fabian vision on socialism by one of the pioneers alderman Floor Wibaut, the importance of Jos (not Joop) van der Grinten in the early period (next to the founder of public administration in the Netherlands, Gerrit van Poelje) and the later prime minister Willem Drees as the successor of Herman Nieboer as member of the editorial board in 1921 of the first magazine in the field of ‘Municipal Administration’.

    This essay contains a short history of the municipal and other administrative sciences in the Netherlands. This history is divided into seven lives. Each life has its own specific characteristics and approaches. The story starts in 1914 with the dissertation of Gerrit van Poelje and the aldermanship of Floor Wibaut (for the Dutch Labour Party) in Amsterdam. Nevertheless, the authors make a plea to view 1921 as the actual starting point, because it is the year of the introduction to municipal administration written by Van Poelje and the first Dutch academic magazine on municipal administration (‘Gemeentebestuur’). This means that we can prepare for the celebration of 100 years of (municipal) administrative sciences in 2021. A great challenge for all universities, but certainly for the Public Administration programme of the University of Twente, which is now celebrating its 40th anniversary. The challenge is to work on current topics such as the relationship between public administration and technology in smart, sustainable and resilient cities.

    While international research gives increasing attention to geographical factors in education, this perspective is lacking in Dutch research and policy. That a geographical perspective is badly needed, is demonstrated on the basis of the proposed policy to promote new schools in the Netherlands. Current housing policies for Dutch schools are described, pointing at disputes between municipalities and school boards who hold shared responsibilities. Next, foreign housing policies for new schools are studied, that is for friskolor in Sweden, free schools in England and charter schools in Texas (USA). Experiences abroad not only testify that very different choices can be made, but indicate that housing policies may in the long run have a substantial impact on segregation and educational inequality. It is also shown that new schools are mainly located in urban areas. It is argued that in addition to costs for new schools, friction costs for existing schools need to be considered. In all, a geographical perspective on education is needed, so as to prevent increasing segregation and social inequality as well as wasting public financial resources.

    Bedrijven en andere organisaties ontvangen vaak veel enquêtes en klagen over de lastendruk hiervan. Tevens dalen responsaantallen en zijn er zorgen over de kwaliteit van de respons. In dit artikel wordt beschreven wat er gedaan kan worden om de motivatie van bedrijven en organisaties, en hun respondenten, te verhogen om daarmee bij organisatie- en bedrijfsenquêtes de responsaantallen en de responskwaliteit te verbeteren.

Waarom zorgorganisaties in Nederland fuseren

    In many OECD countries, healthcare sectors have become increasingly concentrated as a result of mergers. However, detailed empirical insight into why healthcare providers merge is lacking. Also, we know little about the influence of national healthcare policies on mergers. We fill this gap in our knowledge by analyzing the results of a survey study among Dutch executives about mergers between healthcare organizations in the period from 2005 to 2012. During this period, Dutch healthcare providers faced a number of policy changes, including increased competition, more pressure from purchasers (health insurers), growing financial risks, de-institutionalization of long-term care and decentralization of healthcare services to municipalities. Our study shows that Dutch healthcare providers predominantly merge to improve the provision of healthcare services and to strengthen their market position. Efficiency and financial reasons are also important drivers of merger activity in healthcare. Motives for mergers seem to be related to changes in health policy, in particular to the increasing pressure from competitors, insurers and municipalities.

Probleemanalyse is het halve werk

    Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research.

    Politicians and scientists in the Netherlands often claim that only municipalities with over 100,000 inhabitants (so called ‘100,000+ municipalities’) have enough administrative power to be able to carry out their tasks in the future well. This is also the case for the responsibilities that recently have handed over to the Dutch municipalities as part of the three decentralizations. Against the background of this debate, the authors of this essay argue that the experiences of the four European microstates – Andorra, Liechtenstein, Monaco and San Marino –may offer an interesting frame of reference where it concerns the delivery of public services. These four countries have all the responsibilities and tasks of a sovereign state, but at the same time three of the four countries have a population of fewer than 40,000 inhabitants. Also, the fourth country is smaller than a 100,000+ municipality. Despite the small size of these states, their public services are of an exceptionally high level. Therefore this essay tries to answer two questions: How is this possible?
