The number of boards in the public domain has risen sharply in recent decades and so has the number of reports containing guidelines for effective and good governance. The question, however, is what this flow of advice is based on and what we actually know about board capacity. In this paper, we discuss theoretical expectations on boards, recent developments in governance based inspection, and empirical research on this topic. All in all, it appears that relatively little empirical research is conducted into boards in the public domain. And the research that is available is as yet not very optimistic. Based on these observations, we conclude that it is necessary to re-examine the policy assumptions with regard to board capacity in the public domain. |

Civil servants at the Dutch authorities increasingly make use of behavioural insights in the policy process. These insights are primarily put on the agenda at the level of the national government in the Netherlands. However, they also seem to be particularly useful at the local level. After all, behaviour-conscious policy focuses on behavioural change through the redesign of the direct environments of citizens, and local authorities have a clear view and control over these environments. In the light of this potential, this article explores the current rise and institutionalization of behavioural expertise in local government. The work practices of local behavioural experts are examined on the basis of three dimensions of local government: positioning, practices and politics. The findings show that local behavioural experts are still in an experimental and start-up phase, but at the same time are already working with a wealth of behavioural assignments. In doing so, they deal tactically with scarce resources, resistance and abrasive institutional logics. The article shows that behavioural insights and designs are also promising in local government, that a local administrative landscape of behavioural expertise is already being developed; and that making meters in the field of behavioural expertise calls for several forms of coordination. |

The regulatory agencies in various public service sectors are said to be changing (some) of their regulatory attention issues of internal governance of organizations in education, health care en social housing. This paper aims to assess how (if, at all) responsible actors within those organizations experience this shift in regulatory focus. We report on the findings from a survey with modest N, distributed at an early stage of this new policy. The paper shows that respondents have fairly divergent views on whether or not this regulatory shift has indeed occurred, something which is not uncommon for a new policy. We distinguish three mechanisms through which governance-based oversight may have an impact on public service providers. This new regulatory regime could 1) have an agenda-setting effect within organizations, could 2) stimulate organizational decision-makers to take well-considered decisions and could 3) induce a sense of relational felt accountability towards the regulator. |

In Dutch semi-public sectors of education, healthcare, and housing there is a tendency towards governance based inspection. The attention of inspectorates shifts from inspection on minimum quality standards to inspection on governance based quality improvement. The aim of this special issue is to learn more about the opportunities and risks of governance based inspection. The survey and sector articles show that governance based inspection (1) puts the responsibility of governors to stimulate quality on the agenda, (2) makes governors more aware of the quality targets they want to achieve within their organisations, and (3) has a deregulating effect. However, the risks are (1) reregulation via sector norms, (2) a lack of reality checks, and (3) a narrow focus on governors instead of the quality of public services. Consequently, inspectors have to learn new skills and competences. All in all, governance based inspection can complement but not replace other ways of inspection. |

The introduction of dualistic administration in the municipal government in the Netherlands in 2002 created the profession of the registrar. This article contains a description of the way Dutch municipal registrars fill in their office nowadays. The research shows that registrars deal with a wide range of tasks, that can be divided in four task fields: secretarial tasks, facilitating, representing and advising councillors. In the filling in of these task fields several profiles of registrars arise. So the basic registrar mainly organizes council meetings and reports on these meetings. The basic registrar plus performs the same tasks, but is also active in a few other task fields. The strategic advisor is the most active on all task fields. There are some significant differences between the three profiles when it comes to the importance of registrars to their activities, their value orientations and their competences. Contextual factors are hardly important, except the size of the municipality. It is also remarkable that the registrar has shown little activity with respect to two developments that are becoming increasingly important for municipal councils: regionalization and socialization of local government. |

This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining. |

This essay contains a short history of the municipal and other administrative sciences in the Netherlands. This history is divided into seven lives. Each life has its own specific characteristics and approaches. The story starts in 1914 with the dissertation of Gerrit van Poelje and the aldermanship of Floor Wibaut (for the Dutch Labour Party) in Amsterdam. Nevertheless, the authors make a plea to view 1921 as the actual starting point, because it is the year of the introduction to municipal administration written by Van Poelje and the first Dutch academic magazine on municipal administration (‘Gemeentebestuur’). This means that we can prepare for the celebration of 100 years of (municipal) administrative sciences in 2021. A great challenge for all universities, but certainly for the Public Administration programme of the University of Twente, which is now celebrating its 40th anniversary. The challenge is to work on current topics such as the relationship between public administration and technology in smart, sustainable and resilient cities. |

Technology is increasingly being used to change people’s behavior. Such persuasive technologies can be understood as a cybernetic loop: data about the individual is collected and analyzed and, via feedback mechanisms, the technology exerts influence on the behavior of the individual. In practice, we see persuasive technology in various applications. This article discusses how persuasive technology can be responsibly implemented in a collective context, on the basis of two emerging practices: smart energy meters and fitness tracking. The cases reveal the tensions between corporate, commercial and individual interests. Due to datafication, a strong reduction is taking place in terms of what the smart meter defines as sustainable behavior and the fitness trackers understand to be healthy behavior. Each step in the process of technological persuasion (collecting, analyzing, providing feedback) presents its own challenges, which urges policy makers to reflect on preconditions for responsible persuasion. |

A gradual process of fragmentation is going on in the Dutch political landscape. This article first describes the political fragmentation (the number of parties in the parliament, the popularly elected body) of the Dutch municipalities after the local elections of march 2014. Next the authors address the background factors of political fragmentation. These factors are the task heaviness, the municipal size, the turnout at local elections and the administrative instability. Then they take up the consequences of political fragmentation. A high level of political fragmentation is accompanied by a somewhat higher absenteeism (so there is a little less ‘civil service power’), a somewhat higher debt per capita (so there are somewhat less financial reserves) and lower performance in the area of separate waste collection (an indication of a somewhat lower level of ‘civil society power’). The absence of an above average political fragmentation can be seen as an administrative resource. The hypothesis that municipalities with a higher level of political fragmentation are characterized by a higher number of administrative crises (early retiring administrators) could not be statistically accepted, nor (not yet) rejected. |

At December 1st 2014 in the Dutch city of Nijmegen (known from the Treaty of Nijmegen, 1678) the yearly VanHeste-lecture took place. This year the mayors Hubert Bruls of Nijmegen (Netherlands) and Louis Tobback of Leuven (Belgium) discussed the binding role of the modern mayor. Their starting point was the latest book of the American political scientist Benjamin Barber ‘If mayors ruled the world’. Michiel Herweijer, professor of Public Administration at Radboud University Nijmegen, is supposed to lead the discussion. To structure the discussion between the two mayors he formulates six questions, which contain six reservations about the gospel of Benjamin Barber. His conclusion is that Barber has written a fascinating book that has aroused much discussion worldwide. This debate is a good thing, because there are at least six good reasons (the six reservations mentioned by Herweijer himself in this contribution) to abandon the idea of a global parliament of mayors. |

Deze bijdrage gaat over goed opdrachtnemer/-geverschap bij beleidsgericht onderzoek in de gezondheidszorg. De constatering luidt dat de relatie tussen kennisvrager/opdrachtgever en kennisaanbieder/opdrachtnemer vaak spanningsvol is. Aan de hand van de werkpraktijk van kennisprogrammeur ZonMw wordt beschreven onder welke voorwaarden de kans op bruikbaarheid en gebruik van kennis zo groot mogelijk is. Daarbij geldt goede interactie tussen onderzoekers en kennisgebruikers in beleid of praktijk als de meest kritische succesfactor. In essentie komt goed opdrachtnemerschap neer op de gedragslijn: ken uw opdrachtgever; het gevraagde mag niet onbekend zijn. Goed opdrachtgeverschap komt in essentie neer op de complementaire gedragslijn: duidelijk formuleren wat je verlangt; het onbekende mag niet worden gevraagd. |

This article presents the effects of an evaluation study of different municipal amalgamations in the past ten years in the Dutch provinces Gelderland, Limburg and Overijssel. It is an evaluation that passes through two tracks; we investigate by written sources and evaluation studies of specific amalgamations its gains, but we also by the method of a survey-feedback have asked the opinions on the amalgamation of a considerable group of people involved in the amalgamation. Would they do it again this way years after the amalgamation and they do have a positive or negative assessment of the amalgamation as a whole afterwards? The answer to this question is surprising: a lot of people involved are quite positive on a municipal amalgamation and would choose for it again in the same circumstances. They also think it is an alternative to be preferred over piling up arrangements of municipal cooperation. There is also a remarkable small difference between the assessment afterwards of a voluntary or a ‘forced’ amalgamation. That difference of assessment can be felt intensively in the process before and during the amalgamation, but afterwards the respondents are also positive about amalgamations that have been imposed ‘top-down’. This result suggests that the proverb of a ‘bottom-up amalgamation’ needs relativisation and the provinces and the central government can play a more active part in the process of amalgamation. |

There are many different ways in which employees may choose to address unequal treatment at work. They may do so themselves, in an informal or formal manner on the work floor. They may also, at some stage in the dispute, decide to involve specialized advisers such as legal advisers, anti-discrimination officers, health and safety executives and labour unions. It is generally assumed that consulting such specialized advisers will help the employee to address unequal treatment more successfully. In this paper, the effectiveness of the interorganizational field of specialized advisers is analyzed on the basis of an elaborate study among different types of respondents. The main finding is that fear of retaliation plays a crucial role in seeking and receiving specialized advice and that the existing interorganizational field broadly fails to cope with this fear. To resolve this issue, the field needs an improved governance structure with better co-ordination between different types of advisers. |
