    Access to affordable, decent and secure housing is under increasing pressure in countries across the world, especially in burgeoning cities. This results in displacement, exclusion and increasing housing cost burdens. This theme issue consists of a collection of papers that approach inequality on urban housing markets from different angles. In this introduction to the special issue, we provide a framework to understand these various dimensions of inequality and their interconnectedness. We identify three scales of inequality: First, at the abstract level of housing systems, market developments and housing policies contribute to increasing housing costs and a reduction in affordable housing units. Second, at the urban level we identify increasing spatial segregation between populations as well as the intertwined trends of intensifying gentrification and suburbanization of poverty. Third, at the everyday level we can identify a loss of belonging among long-term residents of changing (gentrifying) neighbourhoods, while other residents may appreciate change. This also fosters the potential for conflict and poses new challenges to professionals dealing with families in situations of poverty. We argue that emerging inequalities at these different scales need to be considered as interconnected.

    Regulation and markets have become central steering mechanisms in modern states, but have received relatively little attention in public administration. This contribution argues that questions around regulation, monitoring and enforcement deserve more attention in public administration scholarship. It sketches the development of ‘Regulatory Governance’ as a scholarly field, and discusses the added value of a criminological perspective on relations between state and market. A research agenda on ‘naming and shaming’ brings these perspectives together.

    The introduction of the euro led to large macroeconomic imbalances between Euro countries. Under pressure from the euro crisis, the European Commission adopted EU regulations 1174/2011 and 1176/2011 in 2011 with the aim of reducing these macroeconomic imbalances. These measures include the Macroeconomic Imbalance Procedure to identify macroeconomic imbalances and, if necessary, to prompt Member States to take corrective action. This article provides an overview of this recent EU policy for countering imbalances and provides a political-economic analysis of the macroeconomic imbalances in Europe and its consequences. In particular, it focuses on the conflicting interests of the euro-area countries with current account surpluses and deficits. This article also analyses the possibilities offered by the 2019 European election for European policy makers to strengthen this policy. The article concludes that the surplus countries, despite the apparent advantage of trade balance surpluses, do have an interest in reducing imbalances in the EU but fail to translate this into actual policy. The Commission’s role in reducing imbalances is likely to remain limited, even after the 2019 European elections.

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    Mounting concerns exist that small private investors exacerbate the urban housing crisis, by purchasing dwellings to rent out so-called ‘buy-to-let’ purchases. By buying up property, they may drive up house prices and exclude regular house-seekers. In this paper, we show that buy-to-let purchases constitute an increasing share of all purchases on the Dutch housing market, and especially so in larger cities and university cities. We argue these local trends do not emerge out of thin air and are not a ‘natural’ market process but should be considered the product of both global economic developments and national policies supporting these changes. Global developments include the increased mobility and ample availability of capital, exemplified by a prolonged low interest environment and a growing scarcity of high quality collateral and investment opportunities, making housing attractive for storing capital. Dutch housing policies have increasingly restricted access to social rent to low-income groups, while blowing up house prices fuelled with mortgage debts. As a consequence, a growing number of households falls in-between these two tenures: they have to resort to private rent. Private investors respond to and accommodate this demand through buy-to-let investments. Furthermore, the Dutch national government has made steps to relax regulation on the private-rental market and weakened tenant rights. In so doing, it sets the scene for amplifying social and spatial inequalities between the property rich and the property poor.

    During the last ten years, the private rental sector in the Netherlands has experienced a rapid growth. In the larger cities, this sector grew with 30 percent, mainly as a result of the large amount of private persons operating as small scale landlords (buy-to-let). This article reflects on the findings of a recent report on the nature of the buy-to-let sector in the Netherlands, carried out by Manuel Aalbers, Jelke Bosma, Rodrigo Fernandez and Cody Hochstenbach. This takes their findings as a starting point, and positions the Dutch private rental sector in an internationally comparative perspective. Furthermore, this article explains the rise of the buy-to-let sector not just from a housing market point of view, but from a welfare state perspective. In different European countries, the private rental sector plays a different role in the housing market, which impacts on the availability and affordability of housing in urban areas. Moreover, rental income for buy-to-let or small-scale private landlords can be seen as part of the provision of welfare. For some it is a pension arrangement, for others a speculative investment. This article reflects on the policy recommendations that Aalbers cum suis propose in their report. To what extent are their proposals able to increase the availability and affordability of housing, without undermining the livelihood of landlords for whom the rental incomes function as social security arrangement?

    Over the past three years buy-to-let purchases have become a substantial presence in the Dutch housing market. Private investors buy existing homes in order to rent out. Rental yields have become attractive to a large group of individuals due to low interest rates and high rents. Though buy-to-let helps to increase the stock of rental homes (a broadly recognized need in the Netherlands) there are concerns about negative effects for instance on affordability for regular house seekers. A new group of buyers enters the market and this poses new or potentially aggrevated risks for the Dutch housing market, in particular regarding overall house price stability.

    Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research.

    Over the last couple of decades, metropolitan areas around the world have been engaged in a multitude of initiatives aimed at upgrading urban infrastructure and services, in an effort to create better environmental, social and economic conditions and to enhance cities’ attractiveness and competitiveness. Reflecting these developments, many new categories of ‘cities’ have entered the policy discourse: ‘sustainable cities’; ‘green cities’; ‘digital cities’; ‘intelligent cities’; ‘smart cities’; ‘information cities’; ‘knowledge cities’; ‘resilient cities’; ‘eco-cities’; ‘low carbon cities’; ‘liveable cities’; and even combinations, such as ‘low carbon eco-cities’ and ‘ubiquitous eco-cities’. Each of these terms apparently seeks to capture and conceptualize key aspects of ongoing urban sustainability efforts. Closer examination, however, reveals that the terms are often used interchangeably by policy makers, planners and developers alike. In this article we examine the reflection of the wider policy debate in academic discourse. By subjecting the twelve most frequently encountered categories mentioned above to bibliometric analysis, we aim to identify the distinct conceptual perspectives harbored by each of them.

    The reform of the Dutch welfare state is an ongoing process, that jumpstarted in the early 1980s. We chart demographic trends and prospects for economic growth up to year 2025. Our search for options to strenghten the economic base of the welfare state leads on to a discussion of tax-benefit measures to increase labour participation and to incentivise part-timeworkers to accept fulltime jobs. We conclude that, all in all, by 2025 the number of workers in de Dutch economy will not differ significantly from the current size of the labour force, whereas the scope to improve labour productivity seems to be limited. Given these limits to the prospects for future economic growth – even with the standard pension age at 67 years, planned to be in force as from 2021 –, our economy will have to support at least half a million more pensioners and an as yet unknown additional number of elderly unemployed and disabled. It follows, that further reforms of the social security system of the Netherlands can be expected, as public sector outlays claim currently already half of national output.

    The literature on the management of organizational change is mostly based on private sector research. Research on the management of change in public sector organizations is relatively scarce. Because of the specific characteristics of public sector organizations, insights in the management of change may not be translated from one sector to the other. In this essay, four recent books about organizational change in public sector organizations are reviewed. Based on these books and other literature, an overview of the contemporary insights in the management of change of public sector organizations is presented.The essay concludes with an agenda for future research.

    This article examines the differences and similarities in public policy of the Dutch and Belgian government in the policy field of socially responsible investing (SRI). In particular the authors discuss both the content and the consequences of the Dutch arrangement 'Groen beleggen' and the Belgian 'Kringloopfonds'. Our empirical evidence states that, although both public policies are very similar (a tax incentive for investors investing financial means in socially responsible funds), they had a different influence on the socially responsible investment market. The Dutch arrangement 'Groen beleggen' lead to more assets under management, more green private funds, more financed projects and a bigger influence on the market of socially responsible investment products. This is mainly caused by the nature of the funding: the choice for private funds in the Netherlands, instead of a public fund like in Belgium.
