    This paper analyzes the impact of linguistic characteristics of accountability reports on public sector organizations. It does so by analysing hundreds of accountability reports by four public sector bodies using the linguistic tool LIWC. The research question is: what linguistic characteristics of accountability reports are related to a bigger impact on the evaluated organization? The impact of three strategic choices is assessed. First of all, the impact of strategic positioning. Authors of texts can maintain a position of power in the choice of language (high clout) and speak top down to the recipient or they can take a more egalitarian, face to face, position. Secondly, authors can choose to use many complex linguistic phrasings, with causal reasoning for instance, or they can opt for simpler texts. Finally, the text can be littered with emotional, positive and negative, wordings or can be set in a neutral tone. Our analyses suggest that more emotional accountability reports are consistently related to a better reception and seem to have more impact. This has important consequences both theoretically and practically, which are discussed in the paper.

    Research into successful alderman is scarce. Scientifically less is known about the perspective of residents and council members on (successful) aldermen. A recent study investigated the sources of legitimacy that successful aldermen draw on. In addition, the contribution of characteristics of local political leadership to successful alderman has been examined. Based on a survey of residents, councilors and aldermen, differences in opinions about aldermen, aspects and indicators of legitimacy and personal characteristics were uncovered. There are clear differences in judgment, indicators and personal characteristics that are considered important and another source on which the judgment is based. This provides interesting and new research material for public administration literature as well as for administrative practice. The view of residents learns us that the distance to aldermen must be reduced, more connection must be made, a more outside view must be taken and an addition to the management style of councilors with responsive qualities is required.

    From 1964 until roughly 1990, political science would become the dominant approach within the (local) administrative sciences in the Netherlands. This central position was taken over from the legal approach. Important impulses from political science for Public Administration came only from the second-generation political scientists: Gijs Kuypers at the Free University Amsterdam, Hans Daudt at the University of Amsterdam and Hans Daalder at the University of Leiden. In their footsteps, a political scientist emerged who, through his contribution to several universities (the Free University, the University of Nijmegen and the University of Twente), had a great deal of influence on the further development of Dutch Public Administration: Andries Hoogerwerf. Two other approaches emerged from political science that were important for the development of modern public administration in the Netherlands, namely policy science and the new political economy (public choice). In this essay the author outlines the input of the main figures from political science, policy science and public choice until 1990 in various stages that are most relevant to Public Administration. These stages take us to various cities and universities in the Netherlands. In addition, we see important cross-fertilization between the institutions through the transfer of people from one university to another. After 1990 however, Public Administration would increasingly profile itself as an independent inter-discipline.

    The goal of citizens participation increases the moments of contact between politicians, policy makers, welfare professionals and citizens. The shared responsibility for local decision making is not an easy task. Often conflicts emerge between parties with opposing needs and interests. Citizens oppose decisions or organize protest. These moments do not only challenge the goal of participation, they also jeopardize the quality of democracy. The democratic value of contentious moments, however, is often neglected. How can public professionals deal with the dilemma’s and chances that emerge during interactions that happen unexpectedly at the street-level? I answer that question by applying the agonistic approach to democracy to the action repertoire of public professionals dealing with conflict. A dramaturgical analysis of contentious interactions provides insights in how we can recognize and acknowledge contentious citizenship.

    Regulation and markets have become central steering mechanisms in modern states, but have received relatively little attention in public administration. This contribution argues that questions around regulation, monitoring and enforcement deserve more attention in public administration scholarship. It sketches the development of ‘Regulatory Governance’ as a scholarly field, and discusses the added value of a criminological perspective on relations between state and market. A research agenda on ‘naming and shaming’ brings these perspectives together.

    The work of Elinor Ostrom suggests that under certain conditions local communities are better able to sustainably manage so-called common pool resources than an external party such as government. In this article I explore whether and to what extent those conditions also apply to the governance of the Dutch welfare state. I show that in the current participation society there are numerous examples in which self-governance seems to be successful and in which Ostrom’s conditions seem to play an important role. On that basis, I come to the conclusion that citizens – under certain institutional conditions – may be better able to resolve social problems among themselves than through external interventions. This requires a shift from public administration to self-administration.

    ‘The Netherlands is a country of commissions. Some are useful: they draw up an analysis that clarifies, declares success or denounces failure’, as the author wrote in his PhD-thesis ‘Looking with strange eyes’ in 2014. This essay also deals with commissions. In the three decentralization operations in the Netherlands, a so-called social affairs advisory council has made its appearance in the Dutch municipalities. Advisory committees or councils play an important role in our political system. For a long time discussions have been held about the position of these advisory bodies and their added value for policy and stakeholders. This fits in with municipalities that are in full development with concepts such as self-management, co-creation and vital communities. Advisory councils want to know if their work matters. There may be growing disappointment about the effects of their advice. That feeling of disappointment is understandable. In 1979 Carol Weiss was rather negative at the time about the degree of utilization of research. In 1983 Arno Korsten put this into perspective: ‘The view that there is underutilization on a large scale requires revision. An important reason is the fact that applying research results is often not immediately and easily visible, neither for researchers involved nor for policy makers.’ Research is something other than advice, but the insights are a source of inspiration for the use of advice. An advisory council wants to increase the effectiveness of its advice. For that reason, in this essay an approach is developed that provides insight into the factors that determine the way in which and the extent to which the advice is used in political decision-making. With this insight, an advisory council for the social domain can strengthen the influence of its advice, as is expected.

    Using survey data from 1,300 welfare recipients in the Netherlands, this paper explores the effects of different enforcement styles in the field of social security law. Although most policy debates focus on punitive and persuasive enforcement, our findings suggest that both styles only play a limited role in explaining regulatory compliance. Our study also shows that the level of compliance among welfare recipients is related to their ‘motivational postures’ (Braithwaite 2003; 2009; 2011). While some of these ‘postures’ are shaped by elements of procedural justice, others are related to the perceived legitimacy of laws or to instrumental motives. Given these findings, we suggest that compliance with social security laws may not only depend on punitive or persuasive enforcement, but also on the degree in which regulatory enforcement is attuned to the individual characteristics of welfare recipients. Finally, these ideas are translated into several practical suggestions for the ‘smart enforcement’ of social security law.

    Exploration of the future is about systematically exploring future developments and the possible consequences for an organization or issue. The demand for future explorations at local policy level has increased in recent years. This article focuses on the relationship between participatory future exportations and local strategic policy processes. On the basis of four case studies, the meaning of participatory foresight studies for local policy processes was investigated. The research, which was carried out as action research, shows that future explorations in local strategic policy processes can be significant in different ways: they provide new knowledge, they promote learning in an integral and future-oriented manner and they encourage social learning processes that are independent of the content, which is valuable for group dynamics. In addition, future explorations can be useful in different phases of the policy cycle. Despite the fact that participatory explorations of the future can be meaningful in local strategic policy processes, there is still a bridge between the method of future exploration on the one hand and policy processes and organizations on the other. The research shows that a demand-driven approach starting from the needs of the participants in the policy process and responding to the culture, structure and working method of the organization is a promising approach. At the same time, the research shows that there are several factors that need to be considered in order to achieve a stronger interrelatedness of future exploration and policy. The policy practice and the exploratory practice seem to be gradually evolving towards each other. On the one hand, policy practice is becoming more rational, transparent and analytical in nature through the use of future explorations, at least in policy preparation. The explorations promote substantive discussions on policy agendas and policy intentions. On the other hand, they are becoming more policy oriented through more reasoning from the policy practice in terms of process design and knowledge needs of the policy process.

In dit artikel wordt beschreven op welke manier die systematische benutting kan worden bewerkstelligd. Als de afstand tussen kennis en beleidsontwikkeling kan worden verkleind en tevens wordt gekozen voor een proces van open beleidsontwikkeling, zal de benutting van kennis tijdens het beleidsproces beter verlopen. Daarbij dienen tegelijkertijd diverse voorwaarden te worden gesteld aan een adequate programmering van het corresponderende beleidsonderzoek.

Peter van Hoesel is emeritus hoogleraar toegepast beleidsonderzoek bij de Erasmus Universiteit Rotterdam. Hij was gedurende zijn gehele loopbaan actief als beleidsonderzoeker bij meerdere onderzoeksbureaus. Hij geeft regelmatig adviezen ten behoeve van beleidsevaluaties bij enkele ministeries. Hij is auteur en redacteur van diverse boeken over beleidsonderzoek.

Max Herold
Max Herold is expert op het gebied van open beleidsvorming en is werkzaam bij de rijksoverheid als senior organisatieadviseur ‘leren en ontwikkelen’. Hij promoveerde in 2017 bij de Erasmus Universiteit Rotterdam op ‘ongeschreven regels’ bij beleidsprocessen van de overheid en de wijze waarop die de omgang met de samenleving beïnvloeden.

Monitoring van sociale media: op weg naar een Brave New Democracy?

    Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument.

    The Dutch minister of Home Affairs, Ronald Plasterk, has resolved to obligate municipalities to set up an independent audit office. Other variants of the audit office function, in which counselors themselves are members of local audit offices or commissions, will be forbidden. The minister’s assumption is that an independent audit office will control the municipal government more effectively. The disappearance of counselors as member of audit offices (or commissions) may have implications for the impact of local audit reports. The supposed effect of the membership of counselors is that there will be better coordination between the local audit office (or commission) and the need for control of the municipality. In addition one might suppose that the presence of counselors in the audit office guarantees that the audit reports will receive enough attention in the municipal council. Both effects concern the impact of local audit investigation. In this article, the authors study the extent to which membership of counselors really contributes to the impact of local audit investigation on the basis of quantitative (a survey amongst secretaries of local audit offices) and qualitative (an explorative case study in a number of Dutch municipalities) research. The results show that the membership of counselors as such does not lead to a greater impact, but that a proper consultation is required between the audit office and the municipal council.

    This essay contains a short history of the municipal and other administrative sciences in the Netherlands. This history is divided into seven lives. Each life has its own specific characteristics and approaches. The story starts in 1914 with the dissertation of Gerrit van Poelje and the aldermanship of Floor Wibaut (for the Dutch Labour Party) in Amsterdam. Nevertheless, the authors make a plea to view 1921 as the actual starting point, because it is the year of the introduction to municipal administration written by Van Poelje and the first Dutch academic magazine on municipal administration (‘Gemeentebestuur’). This means that we can prepare for the celebration of 100 years of (municipal) administrative sciences in 2021. A great challenge for all universities, but certainly for the Public Administration programme of the University of Twente, which is now celebrating its 40th anniversary. The challenge is to work on current topics such as the relationship between public administration and technology in smart, sustainable and resilient cities.
