    The man-woman ratio in municipality councils in the Netherlands varies tremendously. Why does local politics attract women in some municipalities but not in other? The author attempts to answer this question by conducting interviews with municipality clerks and female council members of municipalities where the man-women ratio is even and municipalities where men are in the overwhelming majority. Additionally, the author conducts seven in depth interviews with former local and regional politicians about their motives to quit. Based on the interviews the author concludes that the political culture varies locally, making feel women more or less welcome. Sexist comments were mentioned several times, more often coming from respondents who worked in councils where men were in the majority. Finally, the balance between work, local politics and family life was often mentioned as a major hurdle for young parents (both men and women) for becoming or staying politically active. The author suggests to explore ways to change the political culture, to combat sexism and to find ways to reduce the workload in order to create more equal access to the local political arena.

    In this editorial the former chief-editor Bas Denters and the new chief-editor Marcel Boogers of this magazine ‘Bestuurswetenschappen’ (the Dutch word for Administrative Sciences) are interviewed on the occasion of changing the guard. This change is a good opportunity to highlight the views of both prominent figures on developments in public administration, in local and regional government, as well as on the role and significance of our magazine. With its new chief-editor, it is entering a new period. The third decade of the new millennium will prove to be just as unsettled, and possibly even more turbulent, as the previous period. Social developments are unfolding rapidly. Public Administration must provide answers to these developments, but also act as a guide. Not from an inapproachable seat, but from a position that puts local and regional government in the midst of citizens and private initiatives.

    From 1964 until roughly 1990, political science would become the dominant approach within the (local) administrative sciences in the Netherlands. This central position was taken over from the legal approach. Important impulses from political science for Public Administration came only from the second-generation political scientists: Gijs Kuypers at the Free University Amsterdam, Hans Daudt at the University of Amsterdam and Hans Daalder at the University of Leiden. In their footsteps, a political scientist emerged who, through his contribution to several universities (the Free University, the University of Nijmegen and the University of Twente), had a great deal of influence on the further development of Dutch Public Administration: Andries Hoogerwerf. Two other approaches emerged from political science that were important for the development of modern public administration in the Netherlands, namely policy science and the new political economy (public choice). In this essay the author outlines the input of the main figures from political science, policy science and public choice until 1990 in various stages that are most relevant to Public Administration. These stages take us to various cities and universities in the Netherlands. In addition, we see important cross-fertilization between the institutions through the transfer of people from one university to another. After 1990 however, Public Administration would increasingly profile itself as an independent inter-discipline.

    Overweight children are less fit than their peers, are bullied more often and face physical problems. It is therefore important for municipal administrators to devise and implement strategies to tackle youth obesity. Increasingly, the importance of measures in the physical environment is emphasized. However, a healthy living environment does not arise automatically. It requires an integrated and interactive policy approach. Vague policy language, stubborn ideas between public and private and divisions between policy areas stand in the way of measures taken by municipalities to achieve a healthy living environment for young people. To give such a working method a chance of success: (a) more knowledge has to be gained and made accessible about health-promoting policies; (b) professionals from the social and spatial domain must be better attuned to each other; and (c) administrators must commit themselves to an institutional context in which they work integrally and interactively.

    This essay is about the Dutch PhD-thesis New forms of decentralization by Joris in ’t Veld from 1929. He was not only a competent and efficient social-democratic administrator, but he was also an early administrative scientist. Like the other early (local) administrative scientists, he mainly worked from the legal discipline. During this period however, we also see an increasing input from other disciplines, such as urban planning, economic geography, business administration and statistics. The subject of his dissertation does not come out of the blue. Like many, In ’t Veld felt strongly attracted to the problems of urban and regional development, but the various problems were not yet ripe for a final solution. An important part of his book is therefore devoted to the various solutions that have been found abroad for similar problems. In his thesis, In ’t Veld discusses various forms of governance. First of all, he looks at the way in which the arrangement of cooperation between municipalities can be improved. Where this (voluntary and forced) cooperation falls short of its nature, the institutes of the port authority and of the regional plan come into the picture. In both cases it concerns decentralization through target corporations. A solution is also conceivable through further territorial decentralization: the insertion of a new regional corporation between the province and the municipality in the form of the region (the urban region or the rural region). The urban region needs a necessary supplement in the form of a system of tax equalization to adequately do justice to the interests of the whole and of the parts. An alternative to the urban region is the unity municipality with local decentralization. His integral vision on the organization of domestic government in 1929 is also instructive for the present time.

    This paper investigates the effects of neighbourhood change caused by the inflow of new residents in the still existing social rental stock in a post-World War II district next to the effects of the changing population as the result of urban restructuring. All residents, native Dutch and residents that belong to an ethnic minority, are critical about the occurring concentration of the latter in the existing rental housing stock. Loss of respectability and of shared norms and values of how to live in the neighbourhood play an important role in the critical stance of mostly older Dutch native residents. Residents with a migrant background criticize the concentration as a negative influence for their integration in Dutch society. Most residents support the idea of a mixed neighbourhood based on income and ethnicity. Restructuring by demolition of old social rental dwellings and new housing development for owner-occupiers is supported by most residents, based on the positive impact on the liveability. Urban restructuring has however not decreased the share of non-Dutch-native residents but it did bring more middle-class households. In the view of the residents these are ‘decent people’ as they have to work in daytime and do not linger at night in the streets.

    The impact of residualisation on social work has so far hardly been explored. Based on existing literature and recently started empirical research in Amsterdam we analyze several consequences. Residualisation refers to the process whereby urban social housing is strictly allocated to the lowest income groups. What does this concentration of disadvantaged households mean for the role of social workers? Firstly, for community workers residualisation mostly implies a renewed role as instigators of residents’ participation in urban renewal trajectories for social mix. Furthermore community activities are increasingly used to offer safe havens for new and old groups of residents and also to prevent expensive treatments for several residential groups. For social workers focusing on individual support or casework residualisation results in an increasingly complex caseload. Residualisation does not imply extra formation for social work, but rather extra attention for the effortful coproduction of welfare between formal and informal actors. Within this playing field, we distinguish link work as vital for both formal and informal social work. Link work is about establishing vertical and horizontal connections between different worlds, across sectoral, professional or trust gaps. We expect that in areas of residualisation successful urban social work is dependent on strong linking skills.

    The word neoliberalism has often been the object of fierce controversy in the Dutch public debate. Prominent intellectuals have equated neoliberalism with extremism and fundamentalism, with some going as far as calling it a ‘totalitarian faith’. The opposite camp in the debate has argued that neoliberalism is largely a self-invented bogeyman of the left, a swearword used by critics to engage in an intellectual witch-hunt. Of course, neoliberalism is not the only social science term suffering from a polemical status. Common concepts such as populism, socialism, nationalism or conservatism have given rise to similar lasting disagreements and comparable accusations of their derogatory use. What does appear to be exceptional about neoliberalism in the Dutch debate, is that very few conceptual and historical studies have been published on the subject. While the word neoliberalism is commonly employed in Dutch mainstream social science, many scholars seem to use the term without much further qualification. This paper explores the controversy and looks for ways to proceed beyond it. Drawing on a recent wave of international scholarship, it outlines an ideational approach to neoliberalism. After tracing the origins of the term neoliberalism, it closes with a preliminary example of an ideational analysis of Dutch neoliberalism.

    The European project currently faces not only an economic crisis, but a moral one as well. The economic growth model of social justice combined with market-oriented policies, also referred to as the European social model has lost much of its meaning after ten years of austerity and financial calamities. In 2012 ECB President Draghi says in the Wall Street Journal that the European social model is “gone”, a thing of the past. While only a couple of years later the European Pillar of Social Rights is put in place. What is happening with ‘Social Europe’? And how do trade unions, as a historical motor of social policy in the member states, relate to the European social model, especially since the financial crisis. This article deals with the position of trade unions vis-à-vis European social policy and the European institutions. The European social model, economic governance and the collective bargaining system are discussed as examples of post-crisis European social policy. It will be argued that although the European Commission gives institutional space to social policy and to a role for trade unions, it has always been subordinate to economic integration. And moreover that the recent economic crisis is used at the European level to obtain almost complete control over social policy in the member states.

    A large number of people, institutions, journals and approaches have contributed to the history of (local) administrative sciences in the Netherlands. Initially (around 1914) the legal approach was dominant; from 1964 onwards, political science would become the dominant approach; and from 1990 onwards, Public Administration would increasingly profile itself as an independent discipline. This essay concentrates on the influence on this development of sociology and its, typically Dutch, predecessor sociography. The starting point here is the promotion tree of the founder of the Dutch sociology Sebald Steinmetz. Through him various lines (via his doctorates Nicolaas ter Veen and Jakob Kruijt) go to modern Public Administration. This essay tells the story of the influence of sociography and sociology on the development of the administrative sciences and modern Public Administration in six acts, in which two persons from the promotion tree are discussed (via Sjoerd Groenman, who is promoted by Nicolaas ter Veen there are two different lines again). The line via Jakob Kruijt contains Aris van Braam (he wrote in 1957 what is considered the first Dutch empirical study in Public Administration) and Jos Raadschelders. The first line via Sjoerd Groenman contains Henk Brasz (the first full-time professor in Public Administration in the Netherlands), Fred Fleurke and Ko de Ridder. The second line via Sjoerd Groenman contains Joop Ellemers, Geert Braam (professor at the first regular Dutch Public Administration programme in Twente) and Wim Derksen. These acts are framed with short intermezzos about the other sociological key figures who played an important role in the story of sociography, sociology and Public Administration. In conclusion, the author of this essay discusses the continuing relevance of sociology for modern Public Administration.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

    Exploration of the future is about systematically exploring future developments and the possible consequences for an organization or issue. The demand for future explorations at local policy level has increased in recent years. This article focuses on the relationship between participatory future exportations and local strategic policy processes. On the basis of four case studies, the meaning of participatory foresight studies for local policy processes was investigated. The research, which was carried out as action research, shows that future explorations in local strategic policy processes can be significant in different ways: they provide new knowledge, they promote learning in an integral and future-oriented manner and they encourage social learning processes that are independent of the content, which is valuable for group dynamics. In addition, future explorations can be useful in different phases of the policy cycle. Despite the fact that participatory explorations of the future can be meaningful in local strategic policy processes, there is still a bridge between the method of future exploration on the one hand and policy processes and organizations on the other. The research shows that a demand-driven approach starting from the needs of the participants in the policy process and responding to the culture, structure and working method of the organization is a promising approach. At the same time, the research shows that there are several factors that need to be considered in order to achieve a stronger interrelatedness of future exploration and policy. The policy practice and the exploratory practice seem to be gradually evolving towards each other. On the one hand, policy practice is becoming more rational, transparent and analytical in nature through the use of future explorations, at least in policy preparation. The explorations promote substantive discussions on policy agendas and policy intentions. On the other hand, they are becoming more policy oriented through more reasoning from the policy practice in terms of process design and knowledge needs of the policy process.

    Whereas constitutions establish the institutions of government, human beings actually govern countries, municipalities, and regions. The institutional position of these people may be constitutionally constrained but the people who occupy these positions always have some discretion with regard to the way they fulfil their duties. Either consciously or unconsciously these officials develop their styles of governance. A style of governance reflects a combination of personal traits, institutional constraints, and a genuine set of beliefs with regard to what these duties exactly entail. While some people in a government position believe that a debate in Parliament constitutes the core of their work others may prefer developing policies or meeting citizens. Twenty years ago, observational research conducted in Dutch municipalities led to a set of five coherent beliefs or styles of governance. Over the past two decades, politics in the Netherlands has changed dramatically. The stable pillars that characterized and stabilized the Dutch political system have been replaced by political online and offline swarms, the volatility of the electorate has increased more than in other European countries, and incident driven politics has replaced the ideological and managerial political styles of the 1970s, 1980s, and 1990s. In this article we explore the implications of these dramatic changes for the styles of governance in the Netherlands. As recent empirical research is not available yet, we analyse the changes in the Dutch political context to derive a number of implications for the styles of governance.

    Theory about participation has long moved beyond merely informing citizens, arguing for more influential and effective instruments. Nevertheless, ‘inspraak’ remains widely implemented in Dutch practice, with mixed results. This article argues that the deliberative quality of the instrument is closely related to the performance of power. Dramaturgical concepts are employed to analyze resistance against the siting of a homeless facility in an Amsterdam neighborhood. One particular evening sets the stage for escalation, which ultimately frustrates the policy process. The analysis shows how the performance of the meeting invokes specific kinds of resistance. A different performance of ‘informing’ could potentially improve the quality of the public sphere.

    This book focuses on gender equality policy in the Netherlands since 1974, when the issue made it to the political agenda and the major policy goals became attaining equal rights for women and equal status between women and men. The authors offer a chronological overview, intended for a wider audience, and focus mainly on the ‘second wave’ of feminism and the national level. In providing an overview, the book could have been a welcome addition to the existing literature on the topic, but it is marked by several flaws. It makes little use of this existing literature on the topic, neglects the policy input of women’s movement organizations, and the legal struggle on equal treatment. As the book lacks a central question, it does not provide an analytical analysis, an adequate definition of the scope of gender equality or discussion of the political difficulties of intersectoral policies. It also does not deal with the issue of implementation. Finally, there are too many inaccuracies and flaws in the references to make the book a reliable guide for a wider audience into the area.

    During a disaster or crisis, the response capacity of the government is put under extreme pressure. At the same time, citizens are often resilient in times of crisis and are increasingly capable of organizing themselves. Social media and online platforms have increased the possibilities for self-organization through improved connectivity. In practice, we see that governments struggle to deal with this form of self-organization, while it also offers a unique opportunity to increase the response capacity. The smart use of citizens’ initiatives offers opportunities and can increase the effectiveness of the government’s action. This article focuses on the following question: what role do online platforms play in smartly guiding the self-organization of citizens during crises and disasters? We answer the question on the basis of two examples: the role of online platforms in the aftermath of the earthquakes in Nepal in 2015, and the coordination of the reception of refugees during the crisis in the Netherlands in the winter of 2015-2016.

    In this essay, the author is looking for pioneering local administrators in the Netherlands who dared to push existing boundaries. However, the story starts in Great Britain where progressive liberals under the label ‘municipal socialism’ proceeded to provide public utilities through municipal governments rather than private enterprises. Their example was adopted by the so-called ‘radicals’ in Amsterdam led by Wim Treub. ‘Aldermen socialism’ with Floor Wibaut in Amsterdam as its most important representative, took it a step further. Their aim for a welfare municipality anticipated the later welfare state. After the Second World War we also saw some strong local administrators who in their own way strived for changes in their municipalities. After 1970 the phenomenon of ‘urban renewal’ led to a new flourishing of ‘aldermen socialism’ in the Netherlands with Jan Schaefer (in Amsterdam) as its most appealing figurehead. Since 2000, we have been in a new era of dualism, citizen participation and devolution that has produced new 'boundary pushers', which generated interest abroad (see the book on mayors by Benjamin Barber). At the end of the article, the author takes a look into the future. Current global problems also confront municipalities and they require local administrators with a good mix of political leadership, new civic leadership, inspiring commissioning and good stewardship. This essay is written for the ‘Across boundaries’ annual conference of the VNG (the Association of Netherlands Municipalities founded in 1912) held in Maastricht (in the far south of the Netherlands) in 2018.

    In the last few years, platform work and the so-called ‘gig economy’ have been growing across countries. While policy makers are debating the gig economy, there is no single agreed definition of this new type of work and systematic academic reviews are missing. This literature review provides main findings of relevant papers on working in the gig economy. The article shows that the growth of the gig economy fits well into the increasing hybridisation of work, which raises some political questions.

    In recent years few political ambitions enjoyed so much political support as the striving to let the welfare state become more of a ‘participation society’. This ‘participation society’ should be a society with self-reliant citizens; before turning to the state for support, citizens should first of all look at their own capacities, and only in the last case ask the state for help. The premise is promising: collective well-being. However, the fundamental assumptions behind this notion do raise questions. This article argues that the notion for citizens to be self-reliant easily builds on questionable assumptions; these assumptions on the one hand raise hope for collective well-being, but on the other hand easily catalyze citizens’ contemporary uncertainties. It indeed is desirable to restate the relation between state and citizens, but the contemporary focus on citizens’ self-reliance should watch for building on unstable foundations to easily.
