    Municipalities have increasingly adjusted their policies in order to better respond to the problematic social and economic participation of permit holders. The core elements within the chosen policies seem to consist of an early activation, combining language and professional training, and providing customization in the support of these newcomers. In this article, this policy change has been studied in the municipalities of Amsterdam, Rotterdam and Utrecht. It becomes clear that a more successful approach only succeeds when permit holders are offered additional and tailored support. For all three municipalities, this means that more permit holders are reached by the available support measures and that local policy makers can better respond to individual needs and possibilities. In addition, these municipalities pay more attention for sustainable labour market participation. At the same time, it is evident that no rapid successes are being made with this new course. In particular, more vulnerable permit holders, including those with low levels of education and women, are not always reached by municipalities. We also see that many of these newcomers must be supported for a long time, even if after have found a place on the labour market. Therefore, evidence suggests that without additional measures there is a good chance that the perspective on social and economic participation for many permit holders in the Netherlands will be extremely limited.

    In the last few years, platform work and the so-called ‘gig economy’ have been growing across countries. While policy makers are debating the gig economy, there is no single agreed definition of this new type of work and systematic academic reviews are missing. This literature review provides main findings of relevant papers on working in the gig economy. The article shows that the growth of the gig economy fits well into the increasing hybridisation of work, which raises some political questions.

Maatschappelijk onbehagen en burgerlijke boosheid

    In recent narratives about the negative mood of the Dutch, ‘societal unease’ and ‘angry citizens’ seem to be concepts that are directly linked: angry behaviour is the manifestation of deep feelings of unease. Is it that simple? In this contribution, I use the Citizens’ Outlook Barometer (COB) to investigate unease and anger, and their relationship. The spread of unease in today’s Netherlands is outlined quantitatively using indicators for strong societal pessimism and political discontent (a complex of negative attitudes towards national politics and globalization). The approach to anger is more exploratory. Anger is definitely not the most dominant feeling that pessimists are aware of, but their explanations of why the country is heading in the wrong direction do often reveal anger. Interviewing ‘angry citizens’ suggests that they are not ‘angry people’ in general, but that their anger is limited to politics and social issues, and is sometimes instrumental (‘you have to express yourself angrily to be heard’). This civic anger can be important both in addressing injustice in politics and as a source of action. It is better to approach anger as a topic in its own right rather than to frame it as an expression of unease.

    In deze column reageert de auteur op de WODC-affaire: de conclusies van een onderzoek van het Wetenschappelijk Onderzoek- en Documentatiecentrum (WODC) van het ministerie van (toen nog) Veiligheid en Justitie naar de overlast van coffeeshops zouden op verzoek van beleidsambtenaren in de politiek gewenste richting zijn omgebogen. Dekker gaat na wat de aandacht voor dit voorval kan betekenen voor de relatie tussen opdrachtgever en opdrachtnemer.

    This article investigates the state of affairs of local participation and participation wishes, and its backgrounds. The central question is if those who participate a lot are also those who wish to have more participation or not. It is not possible to simply summarize the developments in time in terms of ‘less and less’ participation and ‘more and more’ wishes. Since the seventies the turnout in municipal elections has fallen (against fluctuations without trend at the national elections) and collective actions for local goals have remained at the same level (against a fall in collective actions for supralocal goals). In 2016 also less people have appeared to participate non-electorally (19% local activists) than electorally (54% turnout in 2014). In addition the support for new opportunities for participation is larger than the actual use of existing opportunities. Political participants are almost as often as non-participants in favour of new opportunities for participation. In line with previous research the authors find several social and political attitudes in support of promoting more opportunities for participation. For participants as well as non-participants it applies that support for more opportunities is promoted by ‘positive’ characteristics (like interest in local politics, worries about the environment) as well as ‘negative’ ones (dissatisfaction with local democracy, disbelief in the responsiveness of councillors).

    In recent decades, the Dutch labour market has become more flexible. Flexible labour contracts enable firms to adjust employment to a changing market environment and to competitive pressures. Almost without exception, academic studies on the drivers behind the use of flexible labour contracts at the company level, are motivated by competitive pressures. However, companies may be susceptible to institutional pressures as well. Based on a survey among more than 650 managers in the Netherlands, we conclude that firms are vulnerable to institutional (mimetic) forces. This finding has several implications for policy-making and labour flexibility research.

    In today’s debate on the impact of new technology on employment, many fear that robots will substitute human labour. Due to increased exposure to market pressure and the decline in union power, the adoption of new technology at the workplace is perceived as an inevitable course in order to remain competitive. This rejects the basic principles behind organizational choice theory: the idea that technology is shaped by social agency. Analysis of qualitative data from 23 in-depth interviews in two sectors of the Dutch economy shows that the use of robotics at the workplace is far more limited than anticipated.

    The social security system provides some form of protection for its citizens. The social security system depends on public support in society. Support is crucial for legitimacy of the social system. To date, it remains unclear whether social policy preferences will be affected by changes on the labour market. In this article we aim to increase our understanding of individual reactions to increasing labour flexibility and the impact on social policy preferences. From the results of our study, we draw the general conclusion that employees with flexible labour contracts as well as the self-employed do not reject the idea of social security.
