Changes in views on the management of non-profit organizations have implications for the role expected of administrators. This also has an important influence on the requirements placed on these administrators. In the Dutch context, it has not previously been investigated whether and how the requirements for administrators change, and to what extent this occurs in conjunction with changes in the views on the management of non-profit organizations. This is central to this study. By means of a content analysis, in which 363 recruitment texts from the period 1980-2010 were analyzed, the authors show that more and more divergent demands are made on administrators in non-profit organizations. With our study we also show that this accumulation is closely related to views on management. Regulators are advised to focus on optimizing requirements, rather than maximizing them. This allows for more targeted and more adequate recruitment. The study also shows that accountability has not previously been a specific requirement in recruitment texts, whereas this is desirable in the light of previous incidents. Our recommendation to supervisors is to pay more specific attention to this when drawing up job profiles. The relevance for practitioners is (a) that the study provides insight into the relationship between views on the management of non-profit organizations and the demands placed on directors by supervisors; (b) this also clarifies that there are or may be blind spots, as becomes clear with regard to accountability requirements; and finally (c) our study provides food for thought about the role of recruitment texts in the selection process, and whether the requirements set are really relevant to the organization.

This article analyses the visual communication of the Flemish populist right-wing party Vlaams Blok/Vlaams Belang, and investigates whether or not the party uses a specific populist communication style in its campaign posters, whether or not its visual style evolves over time and how the party distinguishes itself from other (right-wing) parties in its use of images. To do this, the image use will be compared with the CVP/CD&V and the Volksunie/N-VA. This use of images will be investigated by analysing election posters from 1991 to 2018. The analysis shows that there is indeed a ‘populist visual style’. These items consist mainly of (negative) metaphors, false dilemmas, caricatures and the use of so-called ‘agonic’ visual techniques.

De Operatie Inzicht in Kwaliteit van het kabinet-Rutte III moet leiden tot beter overheidsbeleid door de kennis over de doeltreffendheid en doelmatigheid te vergroten en het evaluatiestelsel te verbeteren. De Operatie moet een cultuuromslag realiseren, niet via verplichte voorschriften maar via intrinsieke betrokkenheid. Zo’n Operatie kost veel tijd en geld en kent een politiek risico. Zolang het uitgangspunt blijft dat effectiever overheidsbeleid te realiseren is door meer aandacht voor doelmatigheid en doeltreffendheid, is de kans op verbetering klein. De uitvoerbaarheid en aanvaardbaarheid van beleid in de praktijk blijven dan te veel uit het zicht, en daarmee ook de werkelijke effectiviteit van beleid. Het institutionaliseren van ook deze twee criteria via een vernieuwde Regeling Periodiek Evaluatieonderzoek (RPE) zal resulteren in beter beleid en politieke verantwoording. De cultuuromslag ontstaat vanzelf wanneer de vernieuwde RPE een vanzelfsprekende manier van werken wordt. Een cultuuromslag is wel degelijk te realiseren met een voorschrift. Eenvoudiger, sneller, goedkoper en met minder politiek risico.

Policy decisions taken now can determine the room for manoeuvre of future generations for a very long term. Politicians and civil servants often only seem to be interested in short-term implications, however. A major focus on the short term does not provide sufficient stability and impetus for long-term structural measures. This is primarily an institutional issue. In this article, the authors discuss how to instil a long-term focus in day-to-day processes of policymaking.

Er is de laatste tijd veel aandacht voor het omgaan met onzekerheid en dynamiek in beleid. Zo is er recent de roep om leren door doen, door een overheid die samen met de samenleving het experiment aan durft te gaan. Zo’n benadering van beleid als gezamenlijk experiment is veelbelovend, maar vergt ook passende methoden voor beleidsevaluaties. Adaptief beleid speelt hierop in. De laatste jaren is een belangrijke stap gezet in de ontwikkeling van methoden waarmee adaptief beleid ontwikkeld kan worden. Voor de evaluatie en de rol van evaluaties heeft dit belangrijke implicaties. In dit artikel wordt hierop verder ingegaan, op basis van ervaringen met adaptief beleid en beleidsevaluatie binnen het Nederlandse Deltaprogramma.

Een gedegen beleidsvoorbereiding kan beleidsfalen voorkomen. Hoewel deze thematiek al jaren aandacht krijgt in de politiek, lukt het de rijksoverheid nog niet hieraan structureel succesvol invulling te geven. In het licht van de recente Tweede Kamer verkiezingen is er hernieuwde aandacht voor samenspraak bij beleid en beleidsexperimenten om te komen tot beter beleid. Het rendement daarvan is naar verwachting beperkt. Ten eerste omdat samenspraak vaak zodanig ingeperkt is, dat de invloed van kennis voor beleid beperkt blijft. Ten tweede omdat wetenschappelijke kennis prevaleert boven de voor beleidseffectiviteit noodzakelijke tacit knowledge. De rijksoverheid kan meer rendement halen uit investeringen in een betere beleidsvoorbereiding, door de structurele afweging tot de inzet van samenspraak en beleidsexperimenten bij nieuw of gewijzigd beleid; verantwoording van deze afweging, alsmede onafhankelijke toetsing van de te verwachten beleidseffectiviteit. Investeringen in handreikingen zijn weinig zinvol. De gemeente Rotterdam geeft een goed voorbeeld.

This article shows how the municipality of Amsterdam (The Netherlands) has coped with the popularity of home sharing platform Airbnb. In collaboration with Airbnb, the municipality of Amsterdam was the first to come up with regulations for home sharing. However, enforcement of these rules proved difficult without access to user data of the Airbnb platform. In addition, a scientific (statistical) assessment of the effects of homesharing is also difficult without open data. As a result, the legitimacy of the platform has weakened in the eyes of some stakeholders. The article ends with some general reflections how government can cope with sharing economy platform. In particular, it is argued that the right-to-challenge principle may prove hard to apply to sharing platforms.

For this article, part of a series on the future of the discipline in the Netherlands, the author has talked to ten newly appointed professors in the field of public administration. We discussed their background, how they see their role and position within university and society and how they view recent developments in our field of study and our discipline. The young professors share their view on how our discipline could and should develop and what their role will be in this process.
