De toename van eisen aan bestuurders in non-profitorganisaties

    Changes in views on the management of non-profit organizations have implications for the role expected of administrators. This also has an important influence on the requirements placed on these administrators. In the Dutch context, it has not previously been investigated whether and how the requirements for administrators change, and to what extent this occurs in conjunction with changes in the views on the management of non-profit organizations. This is central to this study. By means of a content analysis, in which 363 recruitment texts from the period 1980-2010 were analyzed, the authors show that more and more divergent demands are made on administrators in non-profit organizations. With our study we also show that this accumulation is closely related to views on management. Regulators are advised to focus on optimizing requirements, rather than maximizing them. This allows for more targeted and more adequate recruitment. The study also shows that accountability has not previously been a specific requirement in recruitment texts, whereas this is desirable in the light of previous incidents. Our recommendation to supervisors is to pay more specific attention to this when drawing up job profiles. The relevance for practitioners is (a) that the study provides insight into the relationship between views on the management of non-profit organizations and the demands placed on directors by supervisors; (b) this also clarifies that there are or may be blind spots, as becomes clear with regard to accountability requirements; and finally (c) our study provides food for thought about the role of recruitment texts in the selection process, and whether the requirements set are really relevant to the organization.

    This article provides insight into the way in which various city churches that are national monuments fulfill their various, sometimes contradictory, functions. All of these are church buildings that determine the city view. These five church buildings are dependent on commercial rental by a foundation or manager for their maintenance, but they also explicitly fulfill a religious and cultural-historical function. How do ecclesiastical and management organizations deal with this area of tension, what administrative forms do we find and where and why do tensions arise? The author sketches the results of a comparative case study of five churches, supplemented with data collected through focus groups with administrators of 20 church communities associated with city churches that are national monuments. It appears that tensions between the various functions of the church building occur in all these churches, regardless of the chosen administrative model. These tensions seem to be concentrated mainly around the ‘iconic’ meaning of the church building. For the church community, the church building not only fulfills the function of ‘meeting place’; it is also the building through which the church community is visible and recognizable in the city. In addition, the church building also appears to represent certain values with which church communities identify themselves. It is therefore important for administrators and foundations to answer a ‘cardinal’ question: can the current ecclesiastical function of the building be part of the commercial and cultural-historical function of the building, or should it remain strictly separate from it?

    Childcare centers are organizations that differ in structural and cultural characteristics. The present comparative case study examined how Dutch childcare centers match different organization types and related the identified organization types to the implementation of diversity and inclusion policy. Diversity and inclusion in organizations concerns climate-dimensions, such as providing equal opportunities, allowing influence on decision-making and stimulating professional development for all staff. Semi-structured interviews were conducted with 13 managers and 24 pedagogical practitioners in 13 childcare centers. Content-analysis of the interviews showed that employees in all centers experience equal opportunities, however the content and form of these opportunities differed according to the type of organization. Employees in childcare centers with a comparatively strong orientation on professional performance reported positive experiences with group-collaboration, team-professionalization and collective decision-making. Employees in childcare centers with a comparatively strong market orientation reported positive experiences with possibilities for individual development and autonomy in their daily work. The experiences of the employees match the differences in organizational climate as reported by the location managers, emphasizing either collaboration in teams or employees’ individual responsibility, depending on the type of organization.

    This article presents the research program into governance in a knowledge society of professor Albert Meijer and colleagues at Utrecht University. The knowledge society is a society in which (1) citizens are higher educated that ever before and their level of education largely determines their societal position, (2) knowledge plays a key role in administrative and policy processes and is increasingly contested and (3) technology plays a key role in every facet of societal life. Research into governance of and in the knowledge society requires a transdisciplinary and plural approach to scientific work. Transdisciplinarity entails combining insights from science with various forms of contextual and practical knowledge. A plural approach to scientific works means that we should not only do explanatory empirical work but also theoretical, normative and prescriptive research. The overall ambition of this research program is to contribute to a democratic debate about the governance of the future.

    ‘The Netherlands is a country of commissions. Some are useful: they draw up an analysis that clarifies, declares success or denounces failure’, as the author wrote in his PhD-thesis ‘Looking with strange eyes’ in 2014. This essay also deals with commissions. In the three decentralization operations in the Netherlands, a so-called social affairs advisory council has made its appearance in the Dutch municipalities. Advisory committees or councils play an important role in our political system. For a long time discussions have been held about the position of these advisory bodies and their added value for policy and stakeholders. This fits in with municipalities that are in full development with concepts such as self-management, co-creation and vital communities. Advisory councils want to know if their work matters. There may be growing disappointment about the effects of their advice. That feeling of disappointment is understandable. In 1979 Carol Weiss was rather negative at the time about the degree of utilization of research. In 1983 Arno Korsten put this into perspective: ‘The view that there is underutilization on a large scale requires revision. An important reason is the fact that applying research results is often not immediately and easily visible, neither for researchers involved nor for policy makers.’ Research is something other than advice, but the insights are a source of inspiration for the use of advice. An advisory council wants to increase the effectiveness of its advice. For that reason, in this essay an approach is developed that provides insight into the factors that determine the way in which and the extent to which the advice is used in political decision-making. With this insight, an advisory council for the social domain can strengthen the influence of its advice, as is expected.

De ongekende effecten van deregulering: een experiment in Hollands Kroon

    What happens in the case of massive deregulation in the local public domain? Despite the widespread call for ‘less regulation’, the effects of large-scale deregulation have received surprisingly little academic attention. In this article, we present the results of a longitudinal study on the effects of deregulation in the Dutch municipality of Hollands Kroon. The municipality abolished a vast number of regulations on public order offences in a radical two-year policy experiment, encouraging citizens to exercise more social control. In contrast, criticasters expected that the experiment would lead to more public offenses and conflict. Based on our data collected over three survey rounds; focus groups with citizens, politicians and civil servants; and several secondary data sources, we conclude that there was little effect: neither an increase in public order offences, nor an increase in social control. Our research shows that, in the short term, deregulation did not significantly affect the behavior of citizens.

    Exactly a hundred years ago Jos van der Grinten wrote an article in De Beiaard (a catholic magazine) with which he established his name as early administrative scientist. In this respect he is an important ally of Gerrit van Poelje, who is generally recognized to be the founder of the (local) administrative sciences in the Netherlands. This essay discusses the most important themes in the work of Van der Grinten against the background of the early debate about the quality of local administration in the Netherlands. The essay also looks into his place in the history of (local) administrative sciences, not only nationally in relation to Gerrit van Poelje, but also internationally in relation to the American writer Frank Goodnow. In 1923 Van der Grinten (until his early death in 1932) was the first professor of State and Administrative Law at the new Catholic University of Nijmegen. As the city secretary of Nijmegen he played an important role at the arrival of this university to Nijmegen, but in this period he also contributed to the (local) administrative sciences. In this sense he is the forerunner of Public Administration, first at the Legal Department and later at the Social Department of the Radboud University in Nijmegen.

    Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel.

    This contribution contains a summary and a conclusion of the special issue ‘Innovation and government: a bad marriage or a fertile relation’. Innovation is said to be not the core quality of government. However, we found that government is actually good in innovation, albeit not in an obvious way. Government has a complex position when it comes to innovation. Sometimes innovation may be seen as a public value. However, innovation usually also involves conflict with other public values that civilians expect government to secure. This the innovation dilemma is that government ought to be both favour and innovation and fight its negative consequences to other public values. The four contributions show how governments deal with this dilemma. They first move along with the innovation and then redefine their positions by for instance developing new instruments, bundling private initiatives or framing private initiatives to large programmes.

    In the private sector, user innovation is used to develop innovations that better fit the needs of customers. In the public sector, interest for citizen innovation is also on the rise and new information and communication technologies seem to offer a great potential for accessing the power of citizens. At the same time these technologies offer another potential value: they can turn citizens into data sources. This data can offer governments crucial insights and may form the basis for datadriven innovation. Innovating with citizens in both different ways seems to offer great potential for broadly supported issues such as urban sustainability. This article develops a framework for studying these new developments and presents explorative research in three cities (Curitiba, Glasgow en Utrecht). The research shows that cities make different choices in their use of new technologies to innovate with or for citizens.

    This essay contains a short history of the municipal and other administrative sciences in the Netherlands. This history is divided into seven lives. Each life has its own specific characteristics and approaches. The story starts in 1914 with the dissertation of Gerrit van Poelje and the aldermanship of Floor Wibaut (for the Dutch Labour Party) in Amsterdam. Nevertheless, the authors make a plea to view 1921 as the actual starting point, because it is the year of the introduction to municipal administration written by Van Poelje and the first Dutch academic magazine on municipal administration (‘Gemeentebestuur’). This means that we can prepare for the celebration of 100 years of (municipal) administrative sciences in 2021. A great challenge for all universities, but certainly for the Public Administration programme of the University of Twente, which is now celebrating its 40th anniversary. The challenge is to work on current topics such as the relationship between public administration and technology in smart, sustainable and resilient cities.

    Do energy cooperatives work together with municipalities in the area of energy and, if this is so, how can this cooperative relationship be interpreted from a public administration perspective? That is the central question of this article. The experiences with cooperation of four frontrunners amongst the energy cooperatives show that in many areas a fruitful cooperative relationship has been developed. In other areas cooperation is lacking because the municipality stands aloof as soon as the energy cooperative provides services to citizens and/or companies or because the purchase of green energy by the municipality from their own energy cooperative cannot simply be carried out. In the development of renewable energy projects it also suits municipalities to be reluctant because they not only promote local renewable energy but are also responsible for the spatial quality. From the perspective of public administration it is striking that the variety of municipal roles increases the complexity of cooperative relationship with energy cooperatives. For energy cooperatives it is difficult to understand that the municipality sometimes behaves like an ally, but can also be reluctant. The variety of the bond between both parties is first of all apparent from the need of an own identity and autonomy in the energy cooperatives. Secondly, two of the four energy cooperatives that were analysed needed support in a financial emergency.
