    Amidst the turbulence of recent crises, governments’ capacity to govern and to deliver public value is under serious pressure. Public institutions are working hard to come up with new and improved schemes for dealing with complex and wicked policy issues that have emerged or just wont go away. But government alone cannot solve most of these issues. Governments already attempted to make ‘better, smarter policy’ in the hopes of raising performance. They also invested heavily in ‘participation’ of citizens, by inviting them to ‘co-create’ policy or ‘join-up’ with government agencies. However, this image of collaboration is one-sided. Besides the efforts initiated by governments themselves, there is a wide array of emerging activities. In these practices, it is not the government that takes action, but society takes ‘public matters’ into its own hands. Just as in many other countries, in The Netherlands groups of citizens have started to organize certain services, tasks or activities that used to be provided by the central or decentralized governmental institutions by themselves (and in most cases, for themselves). This article conceptualizes these emerging practices and analyses how they affect the world of policy making and what they may mean for public administration research.

    The factor time is an often neglected issue in the literature on network governance. In this article we analyze the differences in perceptions on time between actors involved in water governance and describe the managerial interventions aimed at synchronizing time horizons, managing the available amount of time and the tempo of the governance process. Two case studies of governance processes in the district of Water Board Delfland are included to provide insight in the question how the factor time influences the governance processes and how aspects of time are managed. The case studies show that different perceptions of time may cause tensions in collaborative relationships, and even cause the end of collaborations. This underscores the importance of time-sensitive governance.

    De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises.

    Urban government is expected to contribute to the solution of major urban problems. At the same time, urban government is riddled with problems itself, often denoted in terms of governing and democratic deficits. In this article, options for governance reform in the urban realm are being explored along five lines, following up on recent research in the Netherlands and abroad. Both more aggregative arrangements (electronic ‘straw polls’, knowledge polls, prediction markets, ‘dot gov’ competitions for ‘best solutions’) and more collaborative arrangements (electronic co-creation, wiki governance, vital coalitions, urban regimes) are being assessed. The conclusions is that there are good arguments for, at least, more experimentation along these lines - not only from a functionalistic, but also from a democratic and social-psychological point of view.

    The problems discussed in the articles of this special issue are not merely wicked in the sense of involving normative dissensus and factual uncertainty. They also are systemic: they reflect institutional inertia, discursive inertia and the disruptive impact of sociological trends (individualization, Europeanization etc.) on incumbent practices and institutions. This systemic character tends to makes them persistent: while fundamental change is unavoidable, such change is likely to be bothered by the very institutional and discursive inertia it seeks to address. Reflecting, from a public policy studies point of view, on previous articles we deduce four principles from urban practices to deal with these challenges: 1) reduce dissent and uncertainty where possible; 2) acknowledge normative diversity by promoting context-specific solutions; 3) organize policies around societal/market initiatives that have emerged in a context and 4) define institutional changes that may further promote and simplify such policies and seize opportunities for structural change.

    Real estate vacancies, undeveloped land within cities and exhausted financial resources of governments are currently high on the agendas of urban decision makers. The financial-economic crisis is often blamed for this. In the Netherlands, overoptimistic development strategies from market players and city governments also contributed to this problem of oversupply, in their pursuit for profit, people and jobs. Research has shown the existence of two coordination dilemmas; at the local and regional level. What solutions to these dilemmas are possible? This article argues that recognition of the problem by local parties is a first and necessary step to be taken. Evidence shows this is difficult due to conflicting interests. Step two will be to decide for the feasible projects within the local development arena partners. Regional coordination is needed to determine conditions that the assumption underlying these projects should be based on. Only after this third step regional cooperation to prevent future tragedies development will be possible.

    In 2010 and 2011 a committee of experts inspected if and how forty of the most deprived areas in Dutch cities have benefitted from the major national neighbourhood policy program launched by the previous government in 2007. The aim of the program was to restore living conditions in those areas within the next ten years, by investments in the physical, social and economic field, thus trying to improve the living conditions and chances (social mobility) of the neighbourhood citizens. According to the Committee, the forty neighbourhoods have proved to be laboratories for institutional change. There is growing confidence among local parties that with less disintegrated bureaucracy and more possibilities for citizen initiatives, interventions can be organised which are more effective and cheaper. Realising the objectives of the neighbourhood approach demands continuous involvement, effective organization, creative solutions and intensive contact between professionals and citizens. Government organizations and institutions need to relinquish control and facilitate and support the problem solving abilities of the professionals and citizens, who live and work in these neighbourhoods day in day out. In the most problematic neighbourhoods of Dutch cities, the seeds of the new welfare state are being planted.

    Sustainability, the question of how our system of prosperity could be maintained, is one of the main issues of the coming decades. To combine economic growth and a pleasant environment, society needs to scale back its resource use and the ensuing pressures on the environment, by a factor of five. The challenge is to do more with less; something for which there is no instant solution. The city is the place where this change will begin, not by ‘big’ government with ‘big’ plans, but by the energetic society. Citizens and the business community are motivated by their wish for a clean economy and a pleasant living environment. The rise of the information society has increased their ability to exchange knowledge and ideas, releasing creativity and creating new solutions. If city governments are to tap into the strength of society, they must embrace the initiatives and join citizens and business in the empowered deliberative search for sustainable solutions. The goal of a clean economy is within reach, but it demands comprehensive physical and cultural change, in which local initiatives may lead the cultural change towards a broad vision of a strong, sustainable society. A large role for government remains, but high quality, low carbon cities may be the winners of the future.

    Social welfare has often been presented in the hospital research area in terms of travel costs and or distances. Most hospital cost studies only focus on the private costs generated by hospitals caring for patients. However, patient inputs in terms of patient travel cost and time cost are often neglected. In this article we combine both these factors, and optimize the social cost being the sum of the operating cost of hospitals and the costs of accessibility. This article presents a pure economic model for optimizing the social costs, the optimum gives us insight in the lowest hierarchical administrative level on which the provision of hospital care can be planned.

    The model is applied to the Flemish hospital sector for three types of products: revalidation, basic hospital care and radiotherapy. In this study, we point out that as the population (and patient base) increases, existing hospitals would have to expand moving further along the average cost curve into the region where decreasing returns to scale would prevail and by definition, higher cost. Building another hospital could both relieve the pressure on existing hospitals as well as decrease aggregate patient travel costs, i.e., social costs. By dividing the district into regions, we are able to establish the optimal number (and size) of hospitals. We found that the Flemish region should not be divided too much even though travel costs are minimized since the hospitals would be too large and too costly.

    In managing new cleavages between conflicting values (such as materialism and post-materialism), we cannot simply fall back on a classical approach to cleavage management. The segments surrounding the new cleavage are clearly more fluid than those surrounding the religious or socio-economic cleavages from consociationalism and neo-corporatism, such as is rightly emphasised in the network approach. In the conflict between the materialist and post-materialist value pattern, representation logic is not a given certainty. Not only the facts, but also the negotiating players and the decision-making arenas are the subject of negotiation and strategic action. This is reflected in the new forms of consultation politics. Similarly, consensus formation cannot make do with the (party) political integration of the segments because, given the conditions of post-materialism, this integration can only be partial. It seems important in the new cleavage management to devote attention to the existence of several arenas in which political interests are weighed up. For the players involved in a particular policy issue, this means the lure of strategic forum shopping and thus complication of the conflict-resolving ability of each of the forums.

    Whilst embedding democratic innovations that increase and deepen citizen participation in decision making now is a common policy of governments in many countries, and theorists in democratic theory also tend to emphasize how good citizen participation is to democracy, the empirical evaluation of democratic innovations is still a rather unexplored area of research.

    This article evaluates two types of democratic innovations, participatory governance and deliberative forums in the Netherlands and a large number of other Western countries. The findings show, for both types of innovation, that citizen participation contributes to the quality of democracy in several ways. The analysis also makes it clear that different designs produce different democratic effects, which also reflects tensions between democratic values; participatory governance projects are better at giving citizens influence, whereas deliberative forums appear to be better at promoting the exchange of arguments. Also, whereas cases of participatory governance are more open than deliberative forums, representation is higher for the deliberative type of cases. As a consequence politicians and policy makers can have a major impact on democracy; by choosing for a specific design of citizen participation they may encourage certain aspects of democracy more than others.

    There are many different ways in which employees may choose to address unequal treatment at work. They may do so themselves, in an informal or formal manner on the work floor. They may also, at some stage in the dispute, decide to involve specialized advisers such as legal advisers, anti-discrimination officers, health and safety executives and labour unions. It is generally assumed that consulting such specialized advisers will help the employee to address unequal treatment more successfully. In this paper, the effectiveness of the interorganizational field of specialized advisers is analyzed on the basis of an elaborate study among different types of respondents. The main finding is that fear of retaliation plays a crucial role in seeking and receiving specialized advice and that the existing interorganizational field broadly fails to cope with this fear. To resolve this issue, the field needs an improved governance structure with better co-ordination between different types of advisers.

    In recent years the Netherlands have seen an upsurge of housing enclaves. The enclaves are often built as courtyards, castles, estates or apartment complexes. The growing number of people living in housing enclaves indicates a demand for this kind of living areas. However, the motivations behind the increasing popularity of housing enclaves are unclear. Is this a reflection of a long standing tradition of people staying in their own social group, seeking for belonging and sociability? Or does it fit in a global trend of searching for security in gated communities? This paper presents empirical research in the Netherlands that addresses peoples’ motives for living in housing enclaves, as well as the role of the local government in relation to housing enclaves. The research shows that residents of housing enclaves seek a pleasant living environment in the first place, while security is a less important motive. The study gives reason for planners and developers outside the US not to assume that fear of crime and a wish for security are the main reasons for moving to housing enclaves. Further, the study shows that housing enclaves are not completely privatized areas. Local government still has an important role to play.
