    This contribution describes civil service professionalism from a functionalist perspective: the most important function of civil service professionalism is creating, developing and maintaining the authority of governments. Contrary to common opinion, moral authority in our day appears to be of prime importance. Citizens appreciate moral authority, but this important source of authority is often underused by political-administrative officials (especially by them). By making better use of moral authority, civil servants – policy officials and executive officials – could play a much bigger role. In order to achieve this, their professionalism must be improved by creating a broad civil service charter from which (to a certain extent) they can derive a right for civil service professionalism. In the context of the present political debate in the Netherlands on the normalization of the legal status of civil servants, there is an opportunity now to make real progress in this matter. It would be a good thing if civil servants would make themselves heard in this debate. Looking after the moral dimension of the work of civil servants and the accountability in this respect is not only a matter for the Dutch cabinet and those preparing the civil service charter, but also for the civil servants in different parts of the Dutch civil service themselves.

    Een lerende overheid heeft behoefte aan beleidsevaluaties die niet alleen van betekenis zijn voor het onderwerp waarop deze primair gericht zijn, maar ook bijdragen aan bredere, systematische opbouw van kennis en ervaring. Het interdepartementaal verbinden van expertise verruimt daarbij het zicht op factoren die het leren bevorderen of belemmeren.
    Een centrale vraag is of de door het beleid beoogde publieke belangen inderdaad bevorderd worden. Beleidsevaluatie moet dan niet alleen gericht zijn op effectiviteit en doelmatigheid ten aanzien van relatief gemakkelijk meetbare indicatoren, maar ook op lastig te kwantificeren essentiële waarden zoals subjectief welzijn, rechtvaardigheid en maatschappelijke aanvaardbaarheid. Het verdient aanbeveling kostbare evaluatie-energie te concentreren op belangrijke kwesties waarover vooraf discussie of onzekerheid bestaat.
    Uit een oogpunt van doelmatige beleidsvoorbereiding, en omdat de uitwerking van wetgeving en beleid ex post niet altijd eenvoudig is vast te stellen, is veel aandacht nodig voor ex ante evaluatie. Van onderzoek naar werkingsmechanismen van beleidsmaatregelen wordt in dit verband terecht veel verwacht.
    Er is sprake van een paradoxaal spanningsveld tussen verwetenschappelijking en politisering van beleid. Daarom is stevig verankerde, onafhankelijke en onpartijdige beleidsevaluatie onmisbaar. Hoge methodologische kwaliteit biedt extra houvast om deze functie geloofwaardig te kunnen vervullen.
    In het streven naar systematische opbouw van kennis en ervaring naast dossier-specifieke doelbereiking kan het helpen als evaluaties zowel een specifiek als een breder geldend algemeen deel bevatten. Belangrijk is ook te sturen op een evenwichtige evaluatieportfolio per beleidsterrein, met aandacht voor ex ante en ex post methoden, uiteenlopende waarden, en verschillende informatiebronnen. Naast best practices moet daarbij ook minder geslaagd beleid in beeld worden gebracht. Voor de bruikbaarheid van evaluaties voor de praktijk is goede vertegenwoordiging van het bottom-up perspectief noodzakelijk.
    Evaluatie van beleid vereist gedegen inbedding binnen de nationale kennisinfrastructuur, effectieve samenwerking met kennisinstellingen en het up-to-date houden van het evalueren zelf. Dat is cruciaal voor het evaluatievermogen van de lerende overheid.

    Every now and then the question whether or not civil servants are allowed to wear religious and ideological signs divides the minds of the people, and leads to societal and political controversy. In this article we examine this controversy by contrasting two different conceptions of neutrality, an inclusive and an exclusive account. We illustrate why the former is to be preferred and hence that a neutral government should not necessarily ask its servants to abstract from religious and cultural expressions. This however does not imply that all kinds of expressions should be allowed. In order to prevent a slippery slope, we formulate a number of formal criteria that can help to separate the proverbial wheat from the chaff: (1) the interpretation of neutrality in relation to a minimum and objective review; (2) the proportionality criterion; (3) the functionality criterion; and (4) the criterion of contact with the public.

It contains accessible contributions about opportunities and threats of big data. The authors have put special emphasize on big data institutions. Many publications about big data seem relatively poor on institutions, reflecting a more technocratic approach. In this first contribution we will introduce core concepts around big data. Additionally, we will specify the need to delve into institutions of big data.

    Public administrations have always dealt with large volumes of data. They are now increasingly adopting sophisticated big data technologies to further leverage the data. Data provided by citizens, observed by sensors, deduced and inferred from diverse data sets are being used for decision making and making (pre-emptive) predictions about the behaviour of citizens and groups of citizens. The data and algorithms are not neutral nor flawless, but contain biases and may induce harms to individuals, such as discrimination, loss of autonomy, infringing their privacy. Big data decision making systems are usually opaque. Providing transparency about input, process, and even outcomes may be difficult due to the complexity inherent to the technology and even undesirable because it could affect the effectiveness of the system. This lack of transparency is at odds with the Rule of Law, which requires transparency and accountability of government action. What transparency should entail in the context of predictive analytics, however, is unclear. This short article points out some of the issues at stake.

    In this final contribution we will summarize the main findings of this special issue. Moreover, we will think through the main consequences. The contributions all suggest major societal shifts. Organization of government is changing as a consequence of big data. They either reorganize or initiate new collaborations with businesses and knowledge institutions. What’s more, the processes of data generation, data processing and use are far from neutral. It requires more - at least other - technological knowledge and skills, which some possess and others not. New checks and balances are necessary, notably between data scientists and decision makers, between organizations that make big data their business and civilians, and maybe even between man and computer. Their relations might get reconfigured and those not familiar with the new big data methods will prove vulnerable. This final contribution contains an institutional research agenda that will meet these concerns.

    Big data can be seen as vital fuel for the innovation of diverse processes in both companies and in government policies and practices. In this short article we describe local efforts in the region around the Dutch city of Alkmaar in which the (local) government, (local) companies and a nearby university (Vrije Universiteit Amsterdam) work together on data-related challenges in a typical triple-helix structure. The municipality of Alkmaar gathers activities in a physical location to stimulate interaction and cooperation among (potential) partners, and it engages in the formation of new governance structures to increase both the intensity and the regional spread of the activities around data. All this raises many new and interesting issues and challenges for public administration researchers and practitioners.

    This essay review discusses three publications on co-creation: ‘We, the government’ by Davied van Berlo (2012), ‘Co-creation of innovation’ by Corry Ehlen (2015), and ‘New Business Models’ by Jan Jonker et al. (2014). The theme of this essay is the specific character of co-creation compared to other buzzwords (e.g. participation, co-production, social responsibility) that can be heard in the search for a new balance between the state and civil society. We suggest that the distinctive character of co-creation lies in the active engagement of parties who work together to co-create. Co-creation means raising the bar of collaboration and dialogue. Openness, trust, equality and reciprocity are emphasised as essential elements in the process. It is literally about collectively creating multiple values in which there should be plenty of room for creativity and sharing ideas. Following on the publications of Ehlen and Jonker a dual vision on co-creation arises. In general terms, the potential of co-creation depends on the know-how, commitment and values of the actors involved (microscopic perspective) and on the social capital in the wider environment that they can draw upon to bolster the co-creation process (macroscopic perspective).

    In 2015, Dutch local governments have become responsible for youth care, social welfare, employment and income assistance programs, as a result of decentralization. Many municipalities have set up service delivery networks and community teams, in which they collaborate with healthcare providers and civic organizations to build integrated care services. It is assumed that these networks will improve outcomes in terms of enhanced people’s self-reliance and healthcare cost control; by operating close to citizens they are in a position to know the client, activate a client’s social network and mobilize specialized professional expertise if necessary. However, a comparative case study of 26 emerging local networks in the Arnhem area indicates that healthcare providers use the networks mainly for presentation purposes in an effort to secure business continuity, that the role of local governments is fuzzy, and that citizen participation only thrives when actively encouraged in a climate of trust.

    Big data has been adhered many potential benefits for the public sector. It could contribute to performance increase and to a better service delivery in many policy domains, across multiple public sector organisations and administrative levels. Within this debate the question of governance is blatantly absent, though crucial to address. To properly use big data in the public sector it will be necessary to integrate big data governance on three interconnected levels: micro, meso and macro-level, respectively referring to the proficient use of big data, its integrated use within an organisational context and the use of big data within the larger public sector for the benefit of public service delivery.

    For the Dutch Association of Municipal Councillors (Raadslid.Nu) Bas Denters, professor of Public Administration at the University of Twente, wrote an essay on control and accountability in local government and the role of the municipality in this process. At close examination the relations in this area are less clear than they look on paper. The reason is what Mark Bovens and others have called the ‘displacement of politics’ in all its appearances: regionalization, privatization and socialization (i.e. tasks carried out by the society instead of the government). That process requires reflection on the question how democratic control and accountability at the local level can be reshaped. It is important to experiment with new ways in which municipal councils redefine the local processes of control and accountability. One can think of: (a) broadening the scope of the section in Dutch Municipal Law on affiliated parties (‘Verbonden Partijen’); (b) formulating Governance Charters and process framework notes; and (c) organizing the ‘democratic encirclement’ of the local administration, e.g. by other parties. In various places interesting initiatives have already been taken and hopefully this essay and the attention from Raadslid.Nu will contribute to more municipalities daring to blaze new paths.

    With the term ‘system responsibility’ the authors (both working for the Dutch Scientific Council for Governmental Policy) mean the responsibility for the functioning of complex ‘administrative systems’. In these complex administrative systems supervision can have different roles: to assess the functioning one-sided from the perspective of the government, but also to put on reflective glasses (‘from afar glasses’) that aim at the bigger picture of divergent rationalities of the actors involved. In the second case, there is ‘system responsible supervision’. This essay explores the ‘what’ and the ‘how’ of the desirability of system responsible supervision in a society with complex, compound administrative systems. Such supervision can contribute to a somewhat better understanding of these systems and a somewhat better ability to adjust these complex systems. These supervisors can be seen as a necessary complement of the withdrawal of the government and the rise of ‘horizontal administration’, in which the hierarchical decision-power of the central government has gradually shifted to other actors. As unelected and as relatively independent actors they occupy a new, hybrid place in the ‘trias politica’, because on the one hand they have taken over functions of elected politicians and administrators and on the other hand they function in many respects as a quasi-judicial power.

    In imitation of the G1000 in Belgium in the Netherlands G1000-meetings were held in Amersfoort, Kruiskamp, Uden and Groningen and a citizens summit in Amsterdam with a similar design. In this article the authors investigate the design of these citizens summits and their contribution to a number of important democratic values. What is the diversity of the participants, the influence on policies and the quality of the discussions during the citizen summit? Their research shows that the diversity of the group of participants is rather limited. The selection method that is chosen, whether a lottery selection or an open invitation, doesn’t make much difference for the diversity of the group of participants. In addition the influence of citizens summits on policies and politics is nearly absent. The subjects that come forward at citizens summits hardly ever come back in the local policies, not even at the citizens summit in Uden, where the municipal council has taken the initiative to organize a G1000. Finally, in general the participants qualify the discussions at the table during citizens summits as constructive and inspiring. The specific form of the dialogue has only little influence on the extent to which the participants feel themselves heard and feel free to say whatever they want.

    The Internet of Things generates a wealth of data (big data) about personal behaviour, which can be used for marketing purposes. It brings about both benefits and costs in terms of societal welfare. Various forms of government intervention are needed to safeguard the public interests associated with these welfare effects. These public interest relate, on the one hand, to public availability of data and information, to repairing informational asymmetries, and on the other hand to providing personal security and privacy protection. This article discusses, from the perspective of the principal/agent approach to regulation, how the design of applications and systems in the Internet of Things can best be shaped. The example of the smart thermostat Toon® of the Dutch energy provider Eneco shows how an intensive collaboration between designers and software engineers may contribute to both proper data protection and to provide an incentive to save energy.

    Populism is usually studied by investigating the political discourses of parties considered to be populist. In contrast, this paper attempts to measure the support for a populist attitude among adolescents and young adults (age 14 to 30) in Flanders (N = 2618), the Dutch speaking part of Belgium. This paper answers two research questions: (1) Which adolescents and young adults support the populist attitude and which are the core elements of populism that get the most support? (2) To what extent are adolescents and young adults who support the core elements of populism willing to be politically engaged? The results show that: (1) the support for the populist attitude is widespread among young people in Flanders, and (2) the relationship between a support for populism and political engagement is nuanced. Implications of the support of the populist attitude for democratic participation are discussed.

Hoe korter, des te langer?

Over het verband tussen coalitieakkoorden en conflicten in gemeenten

    The Dutch municipality of Leiden used to be a rather ‘politically troublesome’ municipality, but after the formulation of a short coalition agreement during the 2010 to 2014 term of office, for the first time in a long while, no alderman was sent away. So, could short coalition agreements help to diminish the number of political conflicts, so that aldermen can remain in office for a longer period? In the first place, the answer to this question is important from a societal point of view because in the Netherlands an increasing number of aldermen are sent away. In the second place, it is important from an academic point of view because there is a lack of studies into local coalition agreements. In the third place, it is important because the analysis of the length of coalition agreements and the number of conflicts in almost all Dutch municipalities in the period 2010 to 2014 offers a good opportunity to test the contradictory expectations on the relationship between coalition agreements and political conflicts in Dutch municipalities at a national level. From the analysis, the authors conclude that there is a relationship between a high number of coalition parties and a large municipality, on the one hand, and longer coalition agreements, on the other hand. The length of the coalition agreements is not necessarily related to the number of conflicts measured by the number of aldermen sent away for political reasons. It is clear that the higher the number of coalition parties, the more conflicts there are likely to be, which is not an inviting prospect considering the ongoing fragmentation of municipal councils.

    Since 2001, the Dutch province of Overijssel has had its own knowledge centre focusing on urban society, called the ‘KennisInstituut Stedelijke Samenleving’ (KISS), alongside national knowledge centres. This essay gives an overview of some relevant KISS meetings devoted to a many kinds of citizen participation. The overview is based on reports made by the author himself. Examples of citizen participation are: the new styles of neighbourhood governance, citizen participation through neighbourhood budgets, the strength of the city and location-based leadership, innovative urban renewal and the promotion of citizen initiatives in the province of Overijssel. Examples are not only from the province of Overijssel (situated in the east of the Netherlands), but also from other parts of the Netherlands and other countries (Flanders, United Kingdom, United States and all over the world). The subject of citizen participation (in connection with urban renewal and administrative leadership) enjoys an ever-increasing popularity as is shown by the number of KISS meetings devoted to this subject.
