    Public organizations delivering public services are the subjects of approximately a third of the daily news in the quality press. This article investigates the media frames in which public organizations are portrayed and also investigates the direct and indirect strategies that public organizations use to influence those frames. The analysis is relevant because public organizations are subjected to decision making processes by politicians that are informed by the frames in media stories. The article is based on a combination of quantitative and qualitative content analysis of media reporting, and focus-groups and interviews with senior officials from multiple Dutch and Australian public service providers. The analysis reveals that public organizations deploy both direct strategies via communication as well as indirect strategies (such as networking with journalists and applied research) in order to influence media framing. The interaction between news media and public organizations is depicted as a struggle for control over media messages, where journalists and politicians often get the upper hand but where public organizations have specific traits that may serve to generate specific frames.

Het democratisch mandaat van Nederlandse politieke partijen: crisis of continuïteit?

    This article studies the extent to which Dutch political parties fulfil their electoral mandates. The central question is how collective mandate fulfilment has developed over the last sixty years. Increasing electoral volatility, changes in party organizations and the rise of populist parties could have resulted in a decrease of party mandate fulfilment. Contrary to previous studies, this article studies the mandate in terms of congruence between the electoral and parliamentary party competition. This allows for the study of opposition parties’ mandate fulfilment. Election manifestos and parliamentary debates are studied for six elections and the subsequent parliaments (between 1950-2006). The structure of the party competition is rather congruent before and after elections for all of the cases, except 1972-1977. There is no evidence for a decline of the degree to which parties collectively fulfil their electoral mandates.

    This paper reports on a qualitative interview study into the prioritization and interpretation of public values government elites in the Netherlands, comparing value preferences between political and administrative elites. Based on 65 in-depth interviews with MPs, ministers and senior civil servants, statements on four public values (responsiveness, expertise, lawfulness, transparency) that have been deducted through a substantive literature review, are coded and categorized. Overall, political and administrative value preferences in the Netherlands turn out to be more similar than they are different. However, mutual perceptions emphasize differences and contrasts. Theoretical and practical implications of the results are offered and hypotheses are formulated for future studies.

    Recent developments shed a new light on the role of Lipsky's classic analysis of the street-level bureaucrat. A growing number of social services is provided as a product of cooperation between different actors: government agencies, societal organizations, private businesses, citizens. As a result of this development, the street-level bureaucrat now increasingly operates in an interorganizational network, rather than within one single organization. This (partly) changes the dilemmas he has to deal with. The authors demonstrate this by analyzing the so-called ‘Achter de Voordeur’ projects, whereby house-calls of street-level bureaucrats are linked with full cooperation between local authorities.

    In 2010 and 2011 a committee of experts inspected if and how forty of the most deprived areas in Dutch cities have benefitted from the major national neighbourhood policy program launched by the previous government in 2007. The aim of the program was to restore living conditions in those areas within the next ten years, by investments in the physical, social and economic field, thus trying to improve the living conditions and chances (social mobility) of the neighbourhood citizens. According to the Committee, the forty neighbourhoods have proved to be laboratories for institutional change. There is growing confidence among local parties that with less disintegrated bureaucracy and more possibilities for citizen initiatives, interventions can be organised which are more effective and cheaper. Realising the objectives of the neighbourhood approach demands continuous involvement, effective organization, creative solutions and intensive contact between professionals and citizens. Government organizations and institutions need to relinquish control and facilitate and support the problem solving abilities of the professionals and citizens, who live and work in these neighbourhoods day in day out. In the most problematic neighbourhoods of Dutch cities, the seeds of the new welfare state are being planted.

    The co-production possibilities brought on by web 2.0 has meant that media are no longer a one-way stream, with citizens as passive consumers of information. This has also had an impact on the way public organizations account for their actions. In this article we describe Open Data and various other emerging forms of dynamic accountability which in recent years have cropped up alongside the more traditional horizontal and vertical accountability mechanisms. Dynamic accountability uses the technical possibilities of web 2.0 to put an end to accountability as a one-way stream: citizens now have the possibility to react and actively hold their government to account. We reflect on this emerging trend by exploring which questions this raises for Dutch governmental organizations.

    Relations between government and news media are often complex and contradictory. In order to shed light on their interactions, this review essay discusses four recent books on the tensions between government and the media. Discussed are Schudson's Why Democracies Need an Unlovable Press, Prenger et al's Gevaarlijk spel, Cook's Governing with the News and Keane's Life and Death of Democracy. Three general issues are discussed: the ways in which journalists and policy actors behave towards each other; the implications for the daily practices of journalists and policy actors and, on a more abstract level, the implications for the democratic system. It is argued that critical and inconvenient news media fulfil a crucial role in a vital democracy, as essential checks for those in power. The news media facilitate the interaction between the fragmented parts of a monitory democracy and thus enhance a well-functioning government. In order to cope with media pressure, government pr-officials try to pacify journalists, but at the same time, government and public organizations should be wary of the incorporation of media rules in their own processes as this may lead to a mediatisation of politics.

    Public Private Partnerships (PPP), especially those geared to exercise public legal powers (‘Authoritative PPP’), are suggestive of tensions between private party involvement and public legitimacy. Hence, public legitimacy is analyzed primarily on the basis of work done by David Beetham, and complemented with Public Law legitimacy considerations concerning the exercise of legal powers and law on public organizations. The findings project that there is room to convincingly frame legitimate PPP involving public authority, but that the scope is restricted both in terms of legal constraints and of political sensitivity.As a result of this, truly wicked policy projects, which in theory stand to gain most by PPP, in practice seem to be considered less suited for Authoritative PPP (and probably more for Network PPP).

    In this article we present the results of research on how five hybrid social housing associations tried to create public value. We link Moore's Public Value Management framework to theories on good governance and discuss the tensions that arise when hybrid organizations create public values and how they are dealt with. Based on this, we describe several recommendations for Dutch social housing associations.

    The literature on the management of organizational change is mostly based on private sector research. Research on the management of change in public sector organizations is relatively scarce. Because of the specific characteristics of public sector organizations, insights in the management of change may not be translated from one sector to the other. In this essay, four recent books about organizational change in public sector organizations are reviewed. Based on these books and other literature, an overview of the contemporary insights in the management of change of public sector organizations is presented.The essay concludes with an agenda for future research.

    Regional or local identities are an important factor to take into account in administrative rearrangement processes, as Evert Meijers rightly argues. But if one does so, it’s very important to analyse how public authorities deal with such identities and identifications. In The Netherlands many instances can be found were at least one public authority becomes activistic and tries to mobilize the public against rearrangement plans. This very often happens throughout processes of municipal amalgamation. Activistic public authorities can bring historically formed and often still cultivated local identities into play as being threatened by the plans. By doing so, citizens can identify with the ‘we’ of the local community against ‘them’ of another community. Another antithesis can develop in how the plans are being framed: ‘we’ who will suffer because of ‘their’ bad plans. Finally, the political performance of proponents may be critiqued, thus evoking identifications with ‘we’ who are treated undemocratically against ‘them’ who are unreliable. This appeal to identities and identifications by activistic public authorities provides powerful impediments for successful administrative rearrangement. Prevention of such activism thus seems to be a very important requirement.

    According to many observers, multicultural integration policies have strongly eroded in the Netherlands since the early 1990s and particularly following the rise of Pim Fortuyn in 2002. In this view, the Netherlands now follow harsh, assimilationist policies that threaten the foundations of democracy. Policy studies on the local level have however found strong continuities. This article investigates changes and continuities in Dutch integration policies on the national level. The cross-national policy data compiled in the Migration Policy Index show that the Netherlands are in 2007 still among the European countries that offer immigrants and their descendants the largest degree of legal equality. Comparative data on accommodation policies regarding immigrant cultures and religions show that Dutch policies are still culturally pluralist compared to most other European countries, e.g., by recognizing immigrants' ethnic and religious identities and practices, subsidizing and incorporating their associations, and providing preferential access to public sector jobs. Quantitative comparative policy data are supplemented by qualitative examples of pluralist policies in the media, the police force, and nature conservation and recreation. The article concludes that in spite of rhetoric to the contrary, there is strong path dependence in Dutch integration policies, also on the national level.

    The recent introduction of leadership primaries within the Dutch political parties PvdA, VVD and D66 has attracted much attention, but the opinions about this form of party-reform are divided. This article discusses the reasons for the recent popularity of internal primaries for the selection of the heads of the list of candidates for the national elections and describes the procedures used by the various parties. The article concludes that leader-ship primaries are not always beneficial for parties and democracy. Only if the procedures for primaries are carefully designed and the candidates behave prudently and in an integer way, leadership primaries can have a positive effect on internal party democracy and on the political system as a whole.
