Samenvatting

    Societal and technological developments (such as the digital and energy revolutions) move faster than existing institutions can keep up with. The developments may lead to a metaphorical institutional void, which brings questions about the nature of the void, the changing rules, practices and responsibilities, and about the strategies to deal with the void. The concept has been around for a while but (again) seems relevant to understand current socio-technological innovations and challenges, that also allow us to further conceptualise the institutional void. In this introduction to the issue, we discuss the concept of an institutional void and explore how it is used in various domains of study, including public administration. We argue for how the concept is relevant today and therein also introduce the topics that are discussed in this special issue.

Samenvatting

    Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel.

    The crowd increasingly plays a key role in facilitating innovations in a variety of sectors, spurred on by IT-developments and the concomitant increase in connectivity. Initiatives in this direction, captured under the umbrella-term ‘crowd-based innovations’, offer novel opportunities in socio-technical systems by increasing the access, reach and speed of services. At the same time, they signify important challenges because these innovations occur in a context of traditional, well-established institutional and governance structures and practices. This dynamic is captured in the idea of the ‘institutional void’: the tension between traditional structures and (radically) new initiatives. Existing rules, standards and practices are challenged, which raises questions about the safeguarding of public values such as quality, legitimacy, efficiency and governance of crowd-based innovations. This article argues that understanding these tensions requires supplementing empirical research with an explicitly normative dimension to reach thorough and balanced conclusions to facilitate innovation while protecting the valuable elements in existing rules and regulations. Illustrated by a number of short examples, we propose a multidisciplinary research agenda towards formulating appropriate governance structures.

    Scientific knowledge plays a pivotal yet problematic role in identifying, assessing and evaluating climate impacts, and hence in their governance. This raises questions of how knowledge for adaptation policy is made. This article studies the production of authoritative and meaningful knowledge claims in the Delta Committee, regional water management and urban warming. It is argued that the conventional supply-and-demand conceptualisation with its notion of ‘knowledge transfer’ has fundamental flaws. This study shows how the wicked issue of climate change is tamed and made tractable in climate adaptation. In these processes knowledge of climate change transforms. This article presents a conceptual apparatus to study transformation. Transformation has a Janus face. While transformation brings climate change in conversation with localised meaning to create concrete adaptation responses, it also closes down and becomes blind to particular climate risks. Transformations are affected by the goals and institutions of policy fields. To overcome problems of blindness and cognitive path dependencies, more institutional change is necessary than the current piggyback approach of mainstreaming and knowledge co-creation entails.

    In 2010, the three Dutch Caribbean islands of Bonaire, St. Eustatius, and Saba (the BES islands) were constitutionally integrated into the Netherlands, and were administratively reorganized on the basis of the Dutch municipal model. While this reform was anticipated to mitigate some of the governance problems of these islands, so far this expectation has remained unmet. Using the literature on the effects of smallness on the relation between formal and informal politics as a baseline, this article investigates why the new institutional structure has so far not resulted in improved governance in the Caribbean Netherlands. On the basis of three stages of field research resulting in over forty semi-structured interviews with political elites on the three islands, the analysis highlights the influence of two contextual factors – the small scale and the political culture of the postcolonial Caribbean – that have a powerful, and in many ways negative, impact on governance performance. Subsequently, the article highlights the inapplicability of the Dutch municipal model to the Dutch Caribbean islands, and also pays attention to a number of differences between the three islands, which are explained on the basis of their divergent historical and demographic trajectories, as well as differences in individual leadership.

    Over the last three years, various G1000s have been organized in Dutch municipalities. These citizen summits share a number of characteristics: random selection of participants, an open agenda, dialogue and inclusion of the entire ‘system’ (inhabitants, politicians, civil servants). The G1000s aim to renew local democracy and to change the relations between citizens and governments. Both of these objectives affect the role of local councilors and this paper discusses their opinions and attitude towards a G1000. It shows that councilors regard the G1000 as complementary to representative democracy and that they want be involved both in the organization of a G1000 in their municipality and the follow-up in local decision-making. On the one hand, this may lead to a better coupling between citizen initiatives and formal policy making. On the other hand, this entails the risk that a G1000 becomes institutionalized and loses its distinctive characteristics that make it a new form of democracy.

    The increased complexity of multilevel democracies makes the evaluation of the performances of the government an increasingly difficult task for citizens. Multilevel governance involves information costs, which makes it more difficult for citizens to give clear responsibility for government tasks to the correct level of government. This article contains the first study that is focussing on the responsibility perceptions in the Netherlands. The authors do not just look at who citizens hold responsible for certain government tasks, but they also look at the consequences of these perceptions for the mechanism of accountability. The satisfaction of citizens are with the policy in a particular area should only influence the political support for the level of government they hold responsible. Results of the research are that in line with this perspective a strong correlation exists between satisfaction with the pursued policy and trust of the citizens in this government, in proportion as they hold a level of government more responsible. On the other hand there are large differences between citizens, that correlate with their level of education. So there are also large groups of citizens for whom it is not possible to keep governments responsible for the policy pursued, because they simply do not know which government is responsible.

    Tom van der Meer (University of Amsterdam) and Henk van der Kolk (University of Twente) are the guest editors of this special issue on local electoral research in the Netherlands. In the introduction Henk van der Kolk describes the background of the first Local Electoral Research (LKO) performed in the Netherlands in 2016. Weighted data were used from the representative LISS-panel existing of 5000 households from all over the Netherlands. The LKO could become an instrument to obtain an integral view of the state of the local democracy from the perspective of the citizen. The articles in this special issue show on the basis of the LKO data to what extent the two divergent views of local democracy correspond with the facts. The first view is that of a local democracy standing close to its citizens, the other view is that of a local government as a derivative of national government.

    For the legitimacy and ability of governments it is crucial to have insight in the worries of citizens about society and politics. In the Netherlands these worries are at the national level systematically mapped by the Dutch Social and Cultural Planning Agency (SCP) through their Continuous Research Citizen Perspectives (COB) for almost ten years now. At the local level there is a lack of information about what worries citizens. Insight in locally experienced problems will probably become even more important in the coming years because of the recent decentralizations of national governmental tasks to the municipalities. This article investigates which problems citizens perceive in their municipalities based on an analysis of data from the Local Electoral Research (LKO). The authors find a number of striking differences with the problems that are perceived at the national level in the same period. The municipal issues citizens mention offer opportunities, but they also point to the limited impact force of the municipal level of government. All in all the research findings are indicative of a substantial added value of the LKO with respect to the already longer running COB.

    The term ‘second-order election’ indicates some elections are less important for citizens than national elections. This article investigates to what extent that applies for the Dutch elections of the municipal council. The research builds on literature about the second-order nature of the local elections in the Netherlands. The authors focus on the question to what extent the Dutch elections of the municipal council are second-order elections, by comparing voting at local and national elections in different ways. They compare four aspects of local and national voting: the turnout, the underlying factors that explain the turnout, the factors that explain voting for local parties, and the national or local character of the voting motives at the municipal elections in 2014. The results do not give a clear answer to the question to which extent municipal elections are locally oriented. The four different angles all deliver ambiguous patterns. So municipal elections indeed partly have a second-order nature as previously argued and shown. Nevertheless, we must not underestimate local affinity and political involvement. The fact that some of the citizens are interested in local politics, local parties and in local election electoral programmes is pointing out a local political dynamics.

    In a final view the other guest editor draws conclusions on local democracy based on the analyses of the Local Election Research presented in this special issue. The good news is that the basic attitude of the Dutch people about their local democracy, their local institutions and their local government is quite positive. A picture of trust and satisfaction arises from the data that are available. However, the picture is much less positive if we look at the local democracy from the perspective of the monitoring citizen. The outcomes of municipal elections are largely dictated by national party preferences, which is both harmful for the process of representation before and the control and accountability after the election of the municipal council. In addition, the level of political participation at the local level is rather low and the participants are not a balanced reflection of the population, even in new forms of participation that are especially designed to break the dominance of the permanent participation elite.

Als aspirant bij het Fonds voor Wetenschappelijk Onderzoek behaalde ze een bekroond doctoraat op haar proefschrift over ‘Rechtsbescherming van de Burger tegen de overheid’. Sinds 1 mei 2008 is zij gouverneur van de provincie Antwerpen. Zij is voorzitter van het Instituut voor Tropische Geneeskunde (ITG) en zetelt in de raden van bestuur van onder meer HETPALEIS, Stichting Conservatorium, Campus Vesta, de Hoge Raad van de Universiteit Antwerpen. Zij schreef boeken, artikelen en bijdragen over diverse onderwerpen. Voordien was Cathy Berx onder meer vicevoorzitter van het OCMW van Antwerpen (2001-2007), lid van het Vlaams Parlement (2004-2008) en van de Gemeenteraad van Antwerpen (2007-2008).

Verticale politieke cumul in de Lage Landen: evolutie en verklaringen

    Studies have shown that multiple office-holding, a practice that denotes the simultaneous exercise of any directly elected municipal mandate and parliamentary seat, is more commonplace in European national parliaments than expected. However, research in Belgium, and especially in the Netherlands, is scarce and extremely fragmented. Therefore, our analysis provides a systematic comparison between the Low Countries with a longitudinal focus. In the first part of the paper, the frequency of the practice is described and its evolution in the last two decades tracked. In the second part, we provide aggregated explanations for the identified discrepancy. Indeed, our results show that after the most recent elections, more than 80% of all Belgian members of parliament held a local mandate, and this percentage increased by 10% during our reference period. In contrast, 9 out of 150 members of the Dutch Second Chamber were combining several offices at the beginning of their national mandate, while the degree of cumulards remained stable. Unexpectedly, the legislative framework and the party regulations are not the source of this deviation, as they are almost identical in both countries. We argue that the difference can be attributed to the role and position of the local government, the political culture and the electoral system.

    Even though they are portrayed as culturally and mentally very different, the Dutch and the Flemish share a border, a part of their history, and their language. Little oversight has been provided regarding the similarities and differences in terms of their democratic and political institutions and their mode of operation. This is especially the case for the local level. With upcoming local elections in both the Netherlands and Flanders/Belgium, this article presents an oversight of similarities and differences regarding local government and local elections in both territories. The main conclusion is that there are differences and similarities in both the local institutional setting and government practice. In local government practice however, the differences stand out.

    This article compares the mayoralties of the Netherlands and Flanders, with a particular focus on the changes since 2010. The results show that the mayors of these two historically and culturally connected Low Countries form particularly homogeneous groups of people. This has not changed much over the last few years. The role and function of mayors in both Flanders and the Netherlands, however, have gradually changed substantially. In particular, both mayors’ responsibilities in the field of safety and security have increased. At the same time, the two mayoralties show considerable differences. The Flemish mayor has long been and still is a far more political figure than the Dutch mayor is. The Dutch mayoral office, however, is politicising, which has resulted in more debate about its role in local government than in Flanders. The comparison shows how the local political culture can strongly influence how public offices take shape.


Niels Karsten
Niels Karsten, MA, is als universitair docent verbonden aan de Tilburg School of Governance. Hij doet vooral onderzoek naar lokaal politiek-bestuurlijk leiderschap. Als promovendus deed hij onderzoek naar de verantwoording door burgemeesters en wethouders van controversiële beslissingen. Tussen 2013 en 2014 was hij projectleider van een uitgebreid empirisch onderzoek naar het Nederlandse burgemeestersambt, dat resulteerde in het boek Majesteitelijk & Magistratelijk. Sindsdien is hij betrokken geweest bij verschillende onderzoeken naar politieke ambtsdragers in binnen- en buitenland. Over het Nederlandse burgemeestersambt publiceerde hij onder andere in Bestuurswetenschappen, Lex Localis, Leadership en het Oxford Handbook of Political Leadership.

Koenraad De Ceuninck
Koenraad De Ceuninck is als docent verbonden aan de vakgroep Politieke Wetenschappen van de Universiteit Gent. Hij is lid van het Centrum voor Lokale Politiek. Zijn voornaamste onderzoeksdomeinen zijn schaal en lokale politiek, gemeentelijke fusies en hervormingen op lokaal niveau. Zijn doctoraatsonderzoek was een studie naar de politieke besluitvorming tijdens de gemeentelijke fusies in België in 1976. Hij publiceert rond meerdere onderwerpen met betrekking tot lokaal beleid en lokale politiek. Hij is betrokken bij het vak Actuele vraagstukken van de lokale politiek en is verantwoordelijk voor de stages binnen de opleiding politieke wetenschappen.

Herwig Reynaert
Herwig Reynaert is als gewoon hoogleraar verbonden aan de vakgroep Politieke Wetenschappen van de Universiteit Gent. Hij is voorzitter van het vakgebied Lokale en Regionale Politiek en voorzitter van het Centrum voor Lokale Politiek. Sinds 2009 is hij decaan van de Faculteit Politieke en Sociale Wetenschappen. Hij publiceerde als auteur en/of coauteur tientallen boeken, wetenschappelijke artikels en hoofdstukken in boeken. Zijn publicaties hebben vooral de lokale politiek als onderwerp.     This article investigates to what extent national and/or local factors influence the performance of national parties in the most recent Flemish and Dutch municipal elections of, respectively, 2012 and 2014.
    Our analyses underscore the impact of local factors on the municipal election results, both in Flanders and in the Netherlands. The number of parties and previous election results have a negative effect on the vote share of national political parties. Contrary to the expectations, participation in local government does not have any influence on the national lists’ elections results.
    Although local factors have to be taken into account to get a better estimation of the performance of national lists in municipal elections, national factors have significant effects as well. Parties doing well at the national elections, are less successful at the local level.

    While existing research shows that politicians fulfil many of their election promises, voters remain very sceptical about pledge fulfilment. A possible explanation is that the media report critical about election pledges. That is why, in this article, the occurrence of media logic is analysed in the coverage of election promise fulfilment in two countries: the Netherlands and the United States. The results indicate that media logic is indeed ubiquitous in the coverage of election promises, but also that there is a difference in media coverage during governing periods and campaign periods. In addition, the results show that, in contrast to what the existing literature suggests, coverage on election promises is more negative in the Netherlands than in the United States. The media evaluate Dutch politicians’ pledge fulfilment more critically. This result offers the valuable insight that citizens and the media may take a negative view of the traditional way of making policies through compromise in consensus democracies because it forces politicians and governments to break their election promises. This, in turn, can fuel political cynicism.

    E-democracy incorporates digital tools, the internet and social media to enhance democracy. There are many of these tools available to improve governmental responsiveness, transparency, and accountability, but also to support the inclusiveness, representativeness and influence of citizens’ participation. Examples are online petitions, apps for neighborhood watches, wikiplanning and social media monitoring. Web 3.0, which is more interactive and less location specific, enables governments to take a more personalized approach. It also allows for participation across administrative and geographical boundaries. In this symposium two contributions address the question of the influence of e-democracy on the democratization of governmental decision-making, information and service delivery, and of citizens’ participation.

Samenvatting

    Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument.
