Robots en arbeid: technologisch determinisme revisited?

    In today’s debate on the impact of new technology on employment, many fear that robots will substitute human labour. Due to increased exposure to market pressure and the decline in union power, the adoption of new technology at the workplace is perceived as an inevitable course in order to remain competitive. This rejects the basic principles behind organizational choice theory: the idea that technology is shaped by social agency. Analysis of qualitative data from 23 in-depth interviews in two sectors of the Dutch economy shows that the use of robotics at the workplace is far more limited than anticipated.

    In this final contribution we will summarize the main findings of this special issue. Moreover, we will think through the main consequences. The contributions all suggest major societal shifts. Organization of government is changing as a consequence of big data. They either reorganize or initiate new collaborations with businesses and knowledge institutions. What’s more, the processes of data generation, data processing and use are far from neutral. It requires more - at least other - technological knowledge and skills, which some possess and others not. New checks and balances are necessary, notably between data scientists and decision makers, between organizations that make big data their business and civilians, and maybe even between man and computer. Their relations might get reconfigured and those not familiar with the new big data methods will prove vulnerable. This final contribution contains an institutional research agenda that will meet these concerns.

    In the sequence of creating, processing and use of data several actors are involved. They have different knowledge, skills, motives and interests. In this contribution big data is framed as a coordination effort in a chain. This perspective emphasizes the importance of transfers between actors. It emphasizes their difficulties too. Do actors mean the same? Do actors understand the same? Do actors want the same? To understand the value of data, the entire process from data creation to use need to be considered. This process may entirely take place within an organization. More often parts of the process are outside the organization. The challenge for governments that use big data for their decisions, is managing the quality of data and the chain that process them.

    In 2015, Dutch local governments have become responsible for youth care, social welfare, employment and income assistance programs, as a result of decentralization. Many municipalities have set up service delivery networks and community teams, in which they collaborate with healthcare providers and civic organizations to build integrated care services. It is assumed that these networks will improve outcomes in terms of enhanced people’s self-reliance and healthcare cost control; by operating close to citizens they are in a position to know the client, activate a client’s social network and mobilize specialized professional expertise if necessary. However, a comparative case study of 26 emerging local networks in the Arnhem area indicates that healthcare providers use the networks mainly for presentation purposes in an effort to secure business continuity, that the role of local governments is fuzzy, and that citizen participation only thrives when actively encouraged in a climate of trust.

    De voorbije vier decennia werden er heel wat studies naar de implementatie van beleid uitgevoerd, maar deze hebben vier belangrijke tekortkomingen: (1) onduidelijke omschrijving van de afhankelijke variabele, (2) te weinig inzicht in de ‘kritieke’ onafhankelijke variabelen en te weinig aandacht voor de wijze waarop deze in combinatie met elkaar het beleidsimplementatieproces beïnvloeden, (3) te laag aantal cases en (4) te weinig aandacht voor hypothesetoetsing. Dit artikel geeft aan hoe het gebruik van Qualitative Comparative Analysis (QCA) (Ragin, 1987) een antwoord kan bieden op deze beperkingen. Deze analysemethode tracht de verschillende causale paden die het beleidsimplementatieproces beïnvloeden te identificeren en de condities of combinaties van condities die noodzakelijk of voldoende zijn in kaart te brengen. Hiervoor wordt gebruikgemaakt van Booleaanse algebra. Door deze en andere specifieke eigenschappen kan QCA leiden tot vernieuwende inzichten in beleidsimplementatieonderzoek.

    Professional services such as educational services, are increasingly managed and optimized in order to improve performances. Performances of students, teachers and school (boards) are measured and evaluated. Increasingly, rules and systems focus on outputs and control. Consequently, the ‘freedom’ of professionals such as teachers is reduced, or is perceived and felt to be reduced. There have been growing debates on the problematic effects of performance pressures. Often, public professionals are seen as ‘defenseless victims’ of systems and pressures – they are ‘professionals under pressure’. In this paper, we introduce a more positive way of understanding professionals and professional action in changing contexts. We see professionals such as teachers as ‘active agents’ who can develop and regain control over their own situation. Professionals can deliver quality, in spite of bureaucratic burdens and managerial intrusions. We call this ability professional capability: ‘the ability to proactively deal with work-related expectations, tasks and burdens in dynamic stakeholder environments’. This paper combines research on public administration, organizational sociology and occupational psychology, to generate a more productive understanding of proactive coping of professionals in public domains. We define and operationalize professional capacity, we explore sources and effects, and we develop hypotheses for further research.

    This article analyses the Dialogue Table (‘Dialoogtafel’ in Dutch) in Groningen, the most northern province in the Netherlands, as an example of connecting vertical and horizontal steering. The Dialogue Table was set up to supervise the spending of compensation money for the damage from the earthquakes caused by gas extraction in this province. The Dialogue Table combines vertical forms of governance, such as a unilateral imposition of the budget and the presidency of the Dialogue Table, and more horizontal forms such as equal deliberation between administrative bodies and stakeholders. The central questions are which tensions will occur in these two different logics of steering, how one deals with these tensions and which competences this requires from civil servants. An exploratory analysis of the case shows that tensions occur around (1) the starting conditions (costs, presidency, selection and representation), (2) the progress of the process (desired results, openness, inequality) and (3) the outcomes of the process (influence). On the basis of their research, the authors offer recommendations about the organization of such hybrid steering processes and indicate which competences are required in this respect from civil servants.

De duurzaamheid van burgerinitiatieven

    Citizens’ initiatives are the focus of public attention as part of the popular ‘do-democracy’ (associative democracy). However, it is not clear to what extent citizens are able to shape self-organization in a sustainable manner, what the important factors in this respect are and if citizens’ initiatives are the sole preserve of a better educated group of citizens. Through a secondary quantitative analysis of 56 citizens’ initiatives, this article offers an empirical contribution to answering these questions. The authors explore the effects of three possible factors on the sustainability of citizens’ initiatives: the network structure of the citizens’ initiative, the organizational design of the initiative and the revenue model. They show significant relationships between the organizational design of citizens’ initiatives and their sustainability. They also show a relationship between the network structure of these initiatives and their sustainability: initiatives that develop into a fully connected network or a polycentric network are more sustainable than initiatives with a star network. The personal characteristics of the initiators show a dispersal in age, descent, gender and retirement. Relatively speaking, many initiators have a high level of education: 80% has a higher professional or university education. But there are no significant relations between these personal characteristics and the sustainability of citizens’ initiatives.

Big Data: een revolutie in gemeentelijk beleid?

    Big Data is the new hype in municipal policy and the promise of Big Data is rationalization: better policy that is based on better information. In this article the authors investigate the extent to which the use of Big Data in municipal organizations results in a more rational policy process. Their empirical research was held in two Dutch municipalities: Tilburg, in the south of the Netherlands, and Assen, in the north of the Netherlands. They investigated how Tilburg deploys Big Data for the fight against crime and Assen is trying to improve its traffic management with Big Data. Their analysis shows that policy, more so than in the past, is being steered by specific information because Big Data is being used. The rationalization of policy, however, is limited by the possibilities of Big Data and by political dynamics. Their final conclusion therefore is that the uncertainty, unfamiliarity, complexity and constant change are partly made manageable and controllable by the use of Big Data in municipal organizations. Politics is also partly ‘tamed’ because politicians have to relate to ‘objective data’ from information systems.

    During the first decades after World War II income policy was an important topic of public debate in the Netherlands. This changed in the eighties and nineties when gross wages were ‘demoralized’ and taken off the political agenda. Income policy was deemed pointless, inefficient, or superfluous. Moreover wages were determined according to technocratic schemes designed by consultancy firms. These schemes encourage employees to compare themselves with people with a comparable education in other organizations rather than with coworkers in their own organization thus fostering a caste mentality.
    However, following the financial crisis a cry for remoralization was launched which ended in a new law which determined that civil servants and top administrators in public organizations should never earn more than a government minister (178.000 euros per annum). In this article it is argued that such a partial remoralization of the highest wages in the public sector is unsatisfactory. It is argued that wages at large should be a moral topic for organizations that should explain their reward policy for their highest and lowest employees, thus encouraging workers to see themselves as members of their organization rather than their educational caste. Public administration scholars should play a role in this debate.

    We are only fully aware of our dependency on large scale technical infrastructure systems when they fail to provide reliable services. Yet, at the same time we have witnessed the dismantling of the organizations providing these services due to privatization and liberalization policies. In this article we provide insight into the complexity of managing these now networked systems, consisting of several private and public organizations, by looking at the Dutch railway system. More specifically we analyze a case in which the decision to take several railway tracks and switches out of service resulted in a large scale disruption during rush hour in one of the busiest parts of the Netherlands. With the concept of sensemaking we show that the different actors involved were unable to create a common understanding of the situation to enable coordinated action.

    Risks taken by some organizations may have considerable impact on society. In this contribution the assessment and management of risk are perceived to take place in a multi-actor setting. Within an organization operators, risk managers, and top managers interact about risk assessments and risk mitigation strategies. Public regulators and inspectorates increasingly focus on risk management systems instead of the operational activities or organizational outputs. Are organizations systematically assessing their risks? This contribution identifies two contrasting perspectives on risk assessment and risk mitigation in literature: risk management and risk governance. An empirical study in three sectors reveals evidence of both perspectives in practice. Companies adopt hybrid approaches, which are essential for the quality of risk assessment and mitigation. Indeed, adopting just one perspective seems dangerous. We conclude that public regulators and inspectorates might provide incentives to focus on just one perspective and suggest two heuristics for public inspectorates that respect hybrid approaches of risk assessment and mitigation.

    In the Netherlands citizens increasingly unite in cooperatives to realize common facilities and services in their neighborhood themselves. Apparently neither markets nor governments succeed in providing all the public goods and services that citizens strive for. Although these forms of self-organization are still young and their success is far from sure, they are seen as sources of social innovation and new ways of organizing that inspire many. Their example is followed widely: cooperatives seem to be rapidly emerging almost everywhere. Yet not much systemic knowledge is available on their nature, drivers, and impacts, nor on the conditions under which they flourish. In this special issue the state of the art regarding these cooperatives is examined in the areas of energy, care, broadband connections and housing. The various contributions show that the main challenge that cooperatives have to deal with is finding the balance between the ambition to preserve their identity as grass root organizations and the need for professionalization. Also they have to learn to build and maintain relationships with other organizations and actors in their environment on which they are dependent: governments, private parties and professionals.

    This contribution argues that self-organization is uneven: it emerges more in certain groups, sectors and geographical areas than in others. While the number of cooperatives has increased, their overall impact remains rather limited. Although the government rhetorically embraces cooperatives, in practices it is often hesitant or reluctant to lend support. Politicians are often ‘on a mission’ to promote startup companies and to obtain contracts or competitive advantages for large corporations. What if cooperatives would receive the same kind of support?

    Public Administration has been confronted with an emerging body of literature on the subject of social engineering and the limitedness of governing society. At the same time, governance is considered to be more greedy. The aim of this article is to consider the implications of the boundaries of social engineering for Public Administration. This article reflects on these implications as follows. Firstly, this article gives an analysis of the relation between governance, policy and feasibility. Secondly, different definitions of feasibility are developed and related to Public Administration. These elements lead to the conclusion that Public Administration is part of the culture of perfecting. Thirdly, after rejecting fatalism, a new perspective for Public Administration can be found in thinking based on practical rationality.

    Although in many Western European countries women have entered the workforce in large numbers this has not resulted in an equal representation in senior positions. Little is known about how organizational policies could be changed and what initiatives have proven to be effective in raising the number of women in the top of organizations. This article examines the effectiveness of measures taken by organizations to increase the number of women in senior management positions. We have reviewed literature regarding the effects of various types of measures on realizing more women in senior positions. The outcomes of this literature review have been used as a framework for an empirical analysis of the effectiveness of measures taken by companies. Data from the Charter Talent to the Top show that adopting a broad range of measures at the strategic level leads to a higher share of women in senior management positions. HR instruments and communication strategies also affect the proportion of women at the top. More specifically, facilitating flexible work options, external communication about the organization’s diversity goals, and increasing women’s visibility within the organization all have positive effects on the share of women in the top.
