    The speed and disruptive character of digital innovations affect social structures and practices faster than institutions can keep up with them. This results in an ‘institutional void’, i.e. a gap between the rules and institutions and their ability and the effectiveness of their measures. It also affects the institutional stability that is the basis for the paradigm of collaboration-based types of governance. In this paper, we explore how parties are able to set up collaboration for digital security, which is inherently a topic that transcends organisational boundaries. Yet digital innovations constantly enable new challengers that might not share the same incentives for collaboration. Life in an institutional void is convenient for them and enables new business models. Hence, a key question is whether (institutionalised) collaboration is a sustainable model for addressing shared problems like digital security. We explore this question in the domain of financial cyber fraud. The new (regulatory) space currently being created for innovators suggests that the answer is ‘no’. It is too early to say how this will play out specifically and we argue for further research into the antecedents for collaboration in institutional voids.

    A major issue confronting Dutch municipalities is that informal help is not being accepted. This concerns potential clients who avoid or are reluctant to ask for support that can be provided by friends, family, neighbours or volunteers. This phenomenon of non-acceptance is still underexplored and our theoretical understanding is fragmented at best. We explore various explanations for why people avoid seeking help, drawn from various and – until now – largely separate bodies of literature. From an extensive literature review across the disciplines of psychology, sociology and public administration, we distil four possible causes for refusing to accept help. We conclude with a discussion of the practical implications and possible future research avenues.

    Government cybersecurity requires action from many public and private actors. Both collective knowledge and collective priority are needed to ensure cybersecurity at a government level. This makes collective learning essential. There is a system of arrangements that includes all kinds of governmental organisations and private parties. How can learning be stimulated in this system? And what is the need for steering here? This article provides answers to these questions, based on the contributions in this special issue. We conclude that both central control and self-regulation are essential to cybersecurity, even if they are in conflict. We coin the term ‘complimentary self-regulation’. We also conclude that many arrangements have been developed or are under development, however, it is difficult to institutionalise the coherence between these initiatives. There is a long road ahead in terms of gaining a collective understanding. Cybersecurity and its organisation will probably not vanish from the administrative agenda any time soon.

    Cybersecurity is becoming increasingly vulnerable. DDos attacks, phishing e-mails, ransomware, Russian hacker attacks on the head office of a political party are all part of our daily online businesses, for governments too. Governments play various roles here. They are internet users and rely on information on the internet. They are also suppliers of online information and in these roles they are connected to citizens, companies and other governmental organisations. Because of the role they play in society, the government possesses huge quantities of – often sensitive – information. They have the legal and moral obligation to be careful with this information and to secure it properly. Providing adequate security for information, however, is not an easy task for governments, especially because they usually do not operate in isolation. What factors threaten the security of government information and the systems involved? And who is accountable for the security of the information chains that are becoming complex as a consequence of cooperation between organisations?

Duurzame innovatie in industriële clusters

    We study the role division between public and private actors in their search for sustainable innovation of industrial clusters. This search unfolds as a two-phase process. In the first phase, private parties develop different projects for sustainable innovation independently from each other. Without coordination, a common ground for the projects emerges. Through their involvement in several of these projects, public actors are able to take up a central place between the projects and their associated actor coalitions. From this position, they are able to act on the common ground, and mobilize other actors for collaboration. The common ground is translated to a vision, and the private projects are assembled into a program, in which synergetic connections between the different projects are established. This starts the second phase of the process, in which a regional collaboration unfolds, coordinated by the public actors. Thus, the crucial role of private actors is to create the building blocks for sustainable innovation in the early stages of the process. The public actors are crucial in acting on these private initiatives, assembling the building blocks into programmatic effort towards sustainable innovation of industrial clusters. The main strength of public actors lies in their betweenness centrality.

    This article shows how the municipality of Amsterdam (The Netherlands) has coped with the popularity of home sharing platform Airbnb. In collaboration with Airbnb, the municipality of Amsterdam was the first to come up with regulations for home sharing. However, enforcement of these rules proved difficult without access to user data of the Airbnb platform. In addition, a scientific (statistical) assessment of the effects of homesharing is also difficult without open data. As a result, the legitimacy of the platform has weakened in the eyes of some stakeholders. The article ends with some general reflections how government can cope with sharing economy platform. In particular, it is argued that the right-to-challenge principle may prove hard to apply to sharing platforms.

Doorgeven, negeren of vervormen?

Media als kritische transparanteurs van beleid

    Transparency is a token of modern governance and is said to serve many different goals. Earlier research has shown that the disclosure of information will only be seen by the public and serve its goals if ‘transparators’, such as news media, pay attention to the information. The news media cannot be expected to be uncritical implementers of transparency policies; they will only do so when the policy and ensuing story fit their criteria for newsworthiness. This paper analyzes when and how news media pay attention to different types of policies serving different types of goals. It does so on the basis of quantitative and qualitative content analysis of 8 important cases of transparency-policies in the Netherlands in the past decade. The analysis shows that, even for these high profile cases, the amount of media attention for disclosed information is limited. The analysis also suggests that the media primarily tend to treat items in neutral or critical frames. Particularly in cases where the disclosed information is about the government itself, media stories seem to be primarily negative. These results suggest, in line with prior research, that transparency-policies may easily fail to be effective.

    What do Public Administration scholars tell Public Administration students in the Netherlands about the study of Public Administration as science, public administration as empirical domain and how it works? By means of interpretative and historicizing research I studied student handbooks and historical reviews on the origination myth and self-image of Public Administration.
    It shows a very delineated origin myth and a mainly non-political and neutral self-image. Therefore I conclude that Public Administration mostly neglects its political-normative foundations, which deliver problems in how and what Public Administration scholars teach. This article shows the importance of the political-normative foundations and includes a plea for Public Administration as true political science.
