    The Dutch government is preparing a major new law on social security. Among other things, this law fundamentally addresses the current system of job provision for disabled workers. The article describes the proposed system change from the Schumpeterian perspective of creative destruction. The national government effectively tears up the current system but fails to offer a workable and effective alternative. The creative part of the process is left to the municipalities. The municipalities have to develop strategies for integrating disabled workers in the labour market, acknowledging the fact that demand for these workers is very low. The author presents two of those strategies that might effectively integrate disabled workers in the economy and society.

Het falen van deliberatie

    Deliberative democracy is a topic of fierce debate in political philosophy, democratic theory and other disciplines. Over the last two decades, the notion of deliberation - or dialogue - as a key democratic asset has also pervaded practices and empirical studies of public policy and governance. Although avid advocates and critics of deliberative governing and policy making may be found, the majority of scholars and professionals in this field take on a pragmatic, agnostic stance, and a public debate between them remains largely absent. Thus, deliberation is hardly contested or questioned, while in practice, it regularly leads to failure and disappointment. The article introduces and transcribes a dialogue on the failing of deliberation that was performed at a symposium on ‘Contested democracy’ by The Netherlands Organisation for Scientific Research (NWO) (Jan. 2011, The Hague). An optimist and a cynic deliberate the role of deliberation, accompanied by a chorus of administration scientists.

    The problems discussed in the articles of this special issue are not merely wicked in the sense of involving normative dissensus and factual uncertainty. They also are systemic: they reflect institutional inertia, discursive inertia and the disruptive impact of sociological trends (individualization, Europeanization etc.) on incumbent practices and institutions. This systemic character tends to makes them persistent: while fundamental change is unavoidable, such change is likely to be bothered by the very institutional and discursive inertia it seeks to address. Reflecting, from a public policy studies point of view, on previous articles we deduce four principles from urban practices to deal with these challenges: 1) reduce dissent and uncertainty where possible; 2) acknowledge normative diversity by promoting context-specific solutions; 3) organize policies around societal/market initiatives that have emerged in a context and 4) define institutional changes that may further promote and simplify such policies and seize opportunities for structural change.

    Real estate vacancies, undeveloped land within cities and exhausted financial resources of governments are currently high on the agendas of urban decision makers. The financial-economic crisis is often blamed for this. In the Netherlands, overoptimistic development strategies from market players and city governments also contributed to this problem of oversupply, in their pursuit for profit, people and jobs. Research has shown the existence of two coordination dilemmas; at the local and regional level. What solutions to these dilemmas are possible? This article argues that recognition of the problem by local parties is a first and necessary step to be taken. Evidence shows this is difficult due to conflicting interests. Step two will be to decide for the feasible projects within the local development arena partners. Regional coordination is needed to determine conditions that the assumption underlying these projects should be based on. Only after this third step regional cooperation to prevent future tragedies development will be possible.

    In 2010 and 2011 a committee of experts inspected if and how forty of the most deprived areas in Dutch cities have benefitted from the major national neighbourhood policy program launched by the previous government in 2007. The aim of the program was to restore living conditions in those areas within the next ten years, by investments in the physical, social and economic field, thus trying to improve the living conditions and chances (social mobility) of the neighbourhood citizens. According to the Committee, the forty neighbourhoods have proved to be laboratories for institutional change. There is growing confidence among local parties that with less disintegrated bureaucracy and more possibilities for citizen initiatives, interventions can be organised which are more effective and cheaper. Realising the objectives of the neighbourhood approach demands continuous involvement, effective organization, creative solutions and intensive contact between professionals and citizens. Government organizations and institutions need to relinquish control and facilitate and support the problem solving abilities of the professionals and citizens, who live and work in these neighbourhoods day in day out. In the most problematic neighbourhoods of Dutch cities, the seeds of the new welfare state are being planted.

    Sustainability, the question of how our system of prosperity could be maintained, is one of the main issues of the coming decades. To combine economic growth and a pleasant environment, society needs to scale back its resource use and the ensuing pressures on the environment, by a factor of five. The challenge is to do more with less; something for which there is no instant solution. The city is the place where this change will begin, not by ‘big’ government with ‘big’ plans, but by the energetic society. Citizens and the business community are motivated by their wish for a clean economy and a pleasant living environment. The rise of the information society has increased their ability to exchange knowledge and ideas, releasing creativity and creating new solutions. If city governments are to tap into the strength of society, they must embrace the initiatives and join citizens and business in the empowered deliberative search for sustainable solutions. The goal of a clean economy is within reach, but it demands comprehensive physical and cultural change, in which local initiatives may lead the cultural change towards a broad vision of a strong, sustainable society. A large role for government remains, but high quality, low carbon cities may be the winners of the future.

    This article presents an empirically grounded typology of labour migration patterns among migrants from Central and Eastern Europe (CEE) and analyses the ways in which large cities and small towns cope with the diverse inflows of new EU citizens in their municipalities. Our analysis is based on a survey (N=654) among labour migrants from Poland, Bulgaria and Romania in 11 municipalities in the Netherlands, including Rotterdam and The Hague. Next, we make use of the results of six discussion meetings with local stakeholders and housing and labour recruitment agencies. The inflow of new EU citizens shows the local limits of urban governance. In order to cope with the negative aspects of the new labour migration Dutch cities try to influence national and European policy agenda's and develop local programs that counteract the shadow sides of the new labour migration.

    Social welfare has often been presented in the hospital research area in terms of travel costs and or distances. Most hospital cost studies only focus on the private costs generated by hospitals caring for patients. However, patient inputs in terms of patient travel cost and time cost are often neglected. In this article we combine both these factors, and optimize the social cost being the sum of the operating cost of hospitals and the costs of accessibility. This article presents a pure economic model for optimizing the social costs, the optimum gives us insight in the lowest hierarchical administrative level on which the provision of hospital care can be planned.

    The model is applied to the Flemish hospital sector for three types of products: revalidation, basic hospital care and radiotherapy. In this study, we point out that as the population (and patient base) increases, existing hospitals would have to expand moving further along the average cost curve into the region where decreasing returns to scale would prevail and by definition, higher cost. Building another hospital could both relieve the pressure on existing hospitals as well as decrease aggregate patient travel costs, i.e., social costs. By dividing the district into regions, we are able to establish the optimal number (and size) of hospitals. We found that the Flemish region should not be divided too much even though travel costs are minimized since the hospitals would be too large and too costly.

    Scale is an important topic in the fields of public administration, political sciences, and environmental sciences. How scales are defined, studied, and dealt with varies substantially within and across these fields. This article aims to reduce the existing conceptual confusion regarding scales by disentangling three representative approaches that address both governance and scaling: monocentric governance, multilevel governance, and adaptive governance. It does so by analyzing the differences in underlying views on governing, assumptions about scales, dominant problem definitions regarding scales, and preferred responses for dealing with multiple scales. Finally, this article identifies research opportunities within and across these approaches.

    In the Netherlands there is an ongoing discussion on the preferred or even necessary scale of government. Basic assumption in this decades-long discussion is that the mere seize of government affects the functioning and quality of government. This article questions that specific assumption, by applying two criteria; government performance and democratic legitimacy. It is concluded that the supposed relationship between seize and quality hardly exists, theoretically nor empirically. Recent government proposals for further up-scaling are being critically assessed. Main conclusion is that thinking in terms of scale and seize is no longer feasible in a modern network society.

    While the international community tries to picture what the future of Belgium as a country will be, the different regions (Flanders, Wallonia and Brussels) deal with issues of territorial governance like amalgamations, the future of provinces, city-regions and intergovernmental collaboration. The article maps these issues, but also which facts, interests and arguments are brought to the table, and to what extent policy agendas in the three regions are similar or not. In Wallonia and Flanders, the existence of the provincial tier is questioned and intermunicipal collaboration should become more important. Amalgamation of municipalities is discussed openly in Flanders - with little success so far, while such a debate is absent in Wallonia. The authors zoom in on the debate in Flanders, showing how rich the landscape of intergovernmental and public-private collaboration is, which variations exist, how each policy sector creates and protects its ‘own’ regional turf, how political debate on ‘cleaning up the mess of regional organisations’ requires nuancing, and how the Belgian political culture shapes that sectoral regional landscape. The authors build on two regional mappings, combining descriptive information with input from the interactive processes with different stakeholders on issues of efficiency, effectiveness, and accountability.

    The theme of scale is simply too big to grasp in one special issue of this journal. However, having discussed some topical issues of scale, we denounce the illusion of an ideal scale and welcome a new perspective. We introduce the concept of scale sensitive governance and use insights from the different articles in this special issue to discuss the concept. Scale sensitive governance relates to 1) being sensitive towards different logics of scale, 2) leaving behind scale as a dogmatic concept, and (3) linking scale to broader developments in society.

    There is no world government for sustainability, whereas many of todays' sustainability issues are of a global scale. This paradox explains the rise of global, often private, partnerships to develop principles and criteria for sustainability. The central theme of this article is the relationship between global partnerships and national governments in governing sustainability. Are these global partnerships an excuse for governments not to take the lead in organizing sustainable palm oil, or do they activate governments to take up their public responsibilities? Is there synergy, coordination or rather competition between these different agents and scales of governance? The case is about the Round Table on Sustainable Palm Oil (RSPO) and its relationship with the government of Indonesia, the largest producer and exporter of palm oil in the world. This relationship is dynamic and characterized by ‘boomerang-effects’: the Indonesian government left the initiative to international NGOs and multinational companies to develop principles and criteria for sustainable palm oil at the RSPO, but is then invited by the RSPO to participate in the national implementation of global principles and criteria. Triggered by the RSPO, the government of Indonesia develops an own, national standard for sustainable palm oil, gradually distancing itself from the RSPO and its global standard.

    This article analyses how the European Union functions internally when it participates in international environmental negotiations. It examines the relations between, on the one hand, the European member states and, on the other hand, the EU negotiator who represents the member states around the international negotiation table. Applying a principal-agent model, this article demonstrates, first, that the member states are able to control their negotiator and the way the latter negotiates internationally through the so-called ad locum control mechanisms, being the on the spot EU coordination meetings and the ability of the member states to attend the international negotiations. Second, this article argues that these institutional structures not only have a control function, but also a cooperation function. Finally, the analysis shows that the EU decision-making processes with regard to international environmental negotiations are not only characterized by the principals controlling their agent, but also by the agent keeping its principals under control.

    Governance networks are characterized by complex interaction and decision making, and much uncertainty. Surprisingly, there is very little research on the impact of trust in achieving results in governance networks. This article asks two questions: (a) Does trust influence the outcomes of environmental projects? and (b) Does active network management improve the level of trust in networks? The study is based on a web-based survey of respondents involved in environmental projects. The results indicate that trust does matter for perceived outcomes and that network management strategies enhance the level of trust.

Is it always a good idea to let citizens participate in policy making through social media? Will Open Data only lead to positive effects? And will the co-creation possibilities of web 2.0 really dramatically alter the ways in which bureaucracies function, as its advocates believe? We also draw up an agenda for future research on the governmental effects of web 2.0.

    The co-production possibilities brought on by web 2.0 has meant that media are no longer a one-way stream, with citizens as passive consumers of information. This has also had an impact on the way public organizations account for their actions. In this article we describe Open Data and various other emerging forms of dynamic accountability which in recent years have cropped up alongside the more traditional horizontal and vertical accountability mechanisms. Dynamic accountability uses the technical possibilities of web 2.0 to put an end to accountability as a one-way stream: citizens now have the possibility to react and actively hold their government to account. We reflect on this emerging trend by exploring which questions this raises for Dutch governmental organizations.

    The digital revolution enables civil servants to create innovation with others, across organizational boundaries and with larger groups. Traditional bureaucracies are challenged to put additional conditions and incentives in place to make this possible. The program ‘civil servant 2.0’, aimed at enabling and awareness raising among civil servants, itself also makes use of modern possibilities. One example is Pleio, a digital meeting place for civil servants and other officials and persons who want to share knowledge in a thematic, transboundary way. A dilemma civil servants face is that the hierarchy and the political leadership have to be open to opportunities and input generated from outside. The level of hierarchical support can be discovered when the opportunity emerges. This takes entrepreneurial civil servants: taking initiative with the aim of discovering emerging opportunities in the outside world before it is known how these will be evaluated by the hierarchy. Other enabling conditions are that this activity needs to be possible without taking-up too much of their time, a culture of transparency, the possibility to link with the world through modern ICT (despite possible risks), a safe hierarchical environment, and novel ways of accounting for their output.

    Before 2010, the Netherlands Antilles were an autonomous country within the Kingdom of the Netherlands. This structure was often cited as a barrier to effective governance and led to calls for the ablishment of the Netherlands Antilles. This article examines whether this step has led to good governance in the case of the new country of Curaçao. The author comes to the conclusion that political culture has a bigger effect on good governance than institutional arrangements.
