    To be able to realize the ambitions of citizen participation, diversity of participants is a crucial condition. At the same time excluding groups of citizens, amongst them critical citizens, is inextricably linked with citizen participation. In this article in the series ‘Local democratic audit’, the authors wonder what the exclusion of critical citizens means for the process and outcome of citizen participation. Through two empirical studies during a spatial intervention in different municipalities in the Netherlands, they investigated how people involved in a participation process spoke about critical citizens and their manifestations. The results show that the way these critical citizens are discussed either legitimizes exclusion or questions it critically. The legitimization of exclusion is detrimental to the support for spatial intervention. The problematization of exclusion results in a responsive approach to critical citizens, which is beneficial for both the course of the participation process and for the support for the spatial intervention.

    Decades of neoliberalism have placed emphasis on individualism, self-responsibility, and self-interest. As a result solidarity, and charity are losing ground and inter-subjective suspicion enters society. With a dominant focus on the economic life, happiness can be found in working and consuming, which has led to a morbid focus on performance. As a consequence self-exploitation, stress, fear of failure and auto-aggression undermines self-love. Competing individuals, with whom man cannot identify himself, see the other as someone who also has to take care of himself; empathy for the stranger is far to seek. Problematic because in the participatory society people need to care for themselves, and others, which calls for public love. Economic actions of man should be perceived as a social activity that presupposes love. A supplier must show empathy towards its customer before a decent product can be created. A prerequisite for empathy and cooperation is equality. However with scarcity as the engine of hyper-capitalism market thinking inequality between people increases. It seems that men should embrace the ‘difference’ of others. The acceptance of ‘the strange’ could start with a heterogeneous student population during education, and a variety of inhabitants in neighbourhoods. Furthermore a more relaxed working climate with the focus on cooperation instead of competition could contribute to the return of empathy and self-love.

    In the last few years, platform work and the so-called ‘gig economy’ have been growing across countries. While policy makers are debating the gig economy, there is no single agreed definition of this new type of work and systematic academic reviews are missing. This literature review provides main findings of relevant papers on working in the gig economy. The article shows that the growth of the gig economy fits well into the increasing hybridisation of work, which raises some political questions.

    In recent years few political ambitions enjoyed so much political support as the striving to let the welfare state become more of a ‘participation society’. This ‘participation society’ should be a society with self-reliant citizens; before turning to the state for support, citizens should first of all look at their own capacities, and only in the last case ask the state for help. The premise is promising: collective well-being. However, the fundamental assumptions behind this notion do raise questions. This article argues that the notion for citizens to be self-reliant easily builds on questionable assumptions; these assumptions on the one hand raise hope for collective well-being, but on the other hand easily catalyze citizens’ contemporary uncertainties. It indeed is desirable to restate the relation between state and citizens, but the contemporary focus on citizens’ self-reliance should watch for building on unstable foundations to easily.

    Much has been written about the decline of trust in societies: trust in governments and political systems is a popular field of research. Trust of governments in citizens however, is a relatively unknown field. This article presents a research into the trust the Dutch government has in its citizens. By conducting a discourse analysis on policy documents regarding the participation society, the degree of trust was examined. The results show that the government has trust in the capabilities of citizens, but does not trust the intentions of citizens. This results in many control measures, high transaction costs, a fragile base for public cooperation and a disturbed relationship between the government and citizens. In order to gain more trust in citizens the government has to change the way it uses language regarding citizens.

    This article argues that the politics of participation, as it is currently implemented in Dutch society, departs from dubious policy assumptions. The main problems relate to a controversial idea of what societal resilience is about, which in turn is a side-effect of the neoliberal conception of man and society. In particular three policy assumptions seem contested, regarding respectively the self-governance norm, the required levels of trust, and the presence of a ‘loving culture’. While discussing these three topics, the article also introduces three contributions to this special issue, which will focus in more detail on the poverty of the assumptions underlying the participation paradigm.

    The Dutch Municipal Personal Records Database is an IT-innovation that enables the use of the civil registry by hundreds of (semi-)public organisations. Literature review and a case study show how this ‘basis registration’ creates a deep tension between system and lifeworld: citizens who do not fit the system’s criteria lose their access to the major part of public services. The instrumental rationality of the system simplifies the use of addresses for service delivery to one single definition, turns the consequences of address mutations into a black box, and reduces the discretionary space of street-level bureaucrats to handle with social complexities and unintended consequences of the system. This type of IT-innovations can, therefore, come to resemble a ‘digital cage’: a highly disciplining system that hinges on hardware and software design instead of Weberian rules and procedures.

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    We calculate and describe profits obtained by health organizations in The Netherlands in the years 2014 and 2015. We distinguish between profit and not-for-profit organizations. We find that on average net profits amount to about 2 percent on turnover with a peak of more than 3 percent for mental-healthcare organizations. If we take the size of organizations into account, we find that for-profit organizations with a turnover of less than 1 million euro tend to have on average net profit rates of 4 percent to more than 5 percent with peaks amounting to more than 50 percent. We are not yet able to come up with explanations for these excessively high profit rates in parts of the Dutch health care sector. On the other hand, the highest losses can be found in small-sized organizations as well. We delved deeper into the financial accounts of a few for-profit organizations and found indications of misreporting of turnover or number of treatments. On the other hand, bad management and unhealthy cost structures might explain why some organizations incur excessive big losses. The sector does not appear to be well monitored by the government.

    This article analyses the transformations of the Dutch civil service over the last 15 years, during which numerous cutbacks and reorganizations took place. While existing research predominantly focused on changes in the total number of civil servants, we examine how the distribution of civil servants changed in terms of rank, gender and age. We theorize four methods for shrinking the government apparatus, and for each method, we identify the possible consequences for the composition of the central civil service in terms of hierarchical make-up and of age. Our results indicate that the total number of civil servants only slightly decreased, but the decrease affected differentially the various ranks of the civil service. While at the lower ranks the number of civil servants decreased strongly, at the upper ranks the number actually increased slightly. The number of women in the civil service increased, also in the higher echelons. Regarding the age distribution, we found considerable changes, with the modal age shifting upwards with up to ten years. Altogether, the civil service has become slightly smaller, more gender-balanced, and significantly more senior (both in terms of ranks and age). The results of this study show that it is important for researchers and practitioners to look beyond the trends in the total number of civil servants and explore the deeper changes within the civil service.

    Alhoewel het gebruik van beleidsevaluaties (of het gebrek eraan) een van de meest besproken thema’s is in de evaluatieliteratuur, berust veel onderzoek over het thema enkel op anekdotisch bewijs, en zijn er nauwelijks studies beschikbaar die aandacht hebben voor de samenhang tussen verschillende factoren die impact kunnen hebben op het gebruik. In voorliggend artikel presenteren we de resultaten van een studie waarin we hebben getracht om op een systematische wijze inzicht te bieden in de combinaties van factoren die instrumenteel gebruik van beleidsevaluaties bevorderen of verhinderen. We onderzochten in dit verband alle evaluaties die in de periode 2013-2016 werden uitgevoerd bij de Inspectie Ontwikkelingssamenwerking en Beleidsevaluatie. Via Qualitative Comparative Analysis (QCA) bekeken we welke combinaties van de volgende factoren als noodzakelijk en/of voldoende bleken voor evaluatiegebruik: (1) politiek gehalte van het onderwerp, (2) interesse van de beleidsmakers, (3) aanwezigheid van nieuwe kennis in de evaluatie, en (4) de timing van de evaluatie.
    Voor de praktijk van beleidsmakers en evaluatoren benadrukken we het belang van tijdigheid en interesse voor een evaluatie. Onze analyse laat zien dat professionals die op deze factoren inzetten, een gunstig klimaat creëren voor het gebruik van evaluaties. Wat betreft tijdigheid lijkt het van belang de evaluatie te laten sporen met het schrijfwerk van een beleidsafdeling aan nieuw beleid of grote beleidsveranderingen. Goede anticipatie en een sterke institutionalisering van het evaluatieproces zijn hiertoe cruciaal. Of het thema van de evaluatie een sterke politieke gevoeligheid kent, is minder belangrijk. Mits sprake is van de juiste omgevingscondities, kunnen ook dergelijke evaluaties sterk instrumenteel worden benut.

    Lack of safety leading to death or injury has many aspects: personal violence, traffic, accidents at home or the work place, not to mention other external sources as radiation and fine dust or internal sources like diseases. In this paper we restrict ourselves to the lack of safety in traffic as a system, and address the following questions: (1) Is traffic a system with one dominant responsible actor (Ministry of Traffic)? (2) What explanations are offered for the lack of safety? (3) Who is responsible for safety? (4) What sort of interventions are suitable for enhancing safety? and (5) What type of process/consultancy is most appropriate for answer the preceding questions?
    The paper arrives at its conclusions via an indirect way, namely a short analysis of what a system comprises and what constitutes an explanation, responsibility and effectiveness. It appears that we are all causally involved in the lack of safety, and we are all responsible at all levels of society: micro-individual, meso-organizational and macro-societal. Therefore a promising route to maximize safety is a governance perspective comprising multiple stakeholder co-responsibility. It remains to be seen whether this perspective should replace the predominant command and control governance or complement it.

    This paper analyses various landmark criminal cases in the Netherlands that saw individual professionals being blamed for allegedly contributing to safety-critical events occurring in the past twenty years. These cases can be seen as symbolizing an increasingly risk-averse society whose expectations of human capacity for securing safety have reached unprecedented levels. In this view, punishing professionals who make dangerous mistakes serves to re-establish the illusion of being in control and to satisfy emotions. In practice, however, the prosecution of professional error appears to be somewhat out of touch with public sentiment, as responses to the cases discussed revealed little public support and a backlash among professionals. Moreover, safety science and practice claim that punishing individual error tends to undermine safety and overemphasizes the role of individual error compared to systemic failures. This begs the question of whether criminal liability should be imposed at the system level, as recently happened when local governments were sentenced following fatalities on dangerous road spots. Sentencing ‘system administrators’ may have advantages, but probably produces negative effects as well. Therefore, it would be ideal if administrators reduced the need for resorting to criminal law by proactively and generously taking responsibility for their organisation’s share in accidents.

    In recent decades processes of partisan dealignment and professionalisation have taken place. But how do political parties adapt their financial behaviour to these changes in the political-electoral system? We answer this question by analysing two indicators. First, we examine to what extent parties spend their available financial means (saving versus spending strategy). Secondly, we study how parties spend their available financial means (bureaucratic versus electoral strategy). Based on these two indicators we set up a two-dimensional model describing the financial behaviour of political parties, which we apply to data of Belgian parties in the period 1999-2015. The results illustrate that most parties generally adopt a bureaucratic saving strategy, but that there has not been a linear evolution between 1999 and 2015 towards a specific financial behaviour as a reaction to dealignment and professionalisation.

    This essay describes how municipal councillors can make the difference in the multiple democracy, in which forms of representative and participative democracy touch upon each other. The essay has three parts. The first part addresses the questions: what do you make politics of, and how do you fill in your role as municipal councillor in this multiple democracy? The second part is about the question: where to steer and control in the local interplay? The final part of the essay discusses what forms there are and at what moments they can be used. The key argument of the authors is that municipal councillors can make the difference by: (a) working on social assignments and connecting to these social assignments the administrative and organizational assignment by setting priorities; (b) being responsible for the whole system (for the community and for the municipality); (c) steering on a democratic process on the basis of clear criteria; (d) ensuring appropriate forms per assignment and per policy phase; and (e) thereby also supervising implementation and management.
