    Recent developments shed a new light on the role of Lipsky's classic analysis of the street-level bureaucrat. A growing number of social services is provided as a product of cooperation between different actors: government agencies, societal organizations, private businesses, citizens. As a result of this development, the street-level bureaucrat now increasingly operates in an interorganizational network, rather than within one single organization. This (partly) changes the dilemmas he has to deal with. The authors demonstrate this by analyzing the so-called ‘Achter de Voordeur’ projects, whereby house-calls of street-level bureaucrats are linked with full cooperation between local authorities.

Europese agentschappen in de praktijk: De strijd om autonomie en de paradox van samenwerking

    Agencies of the European Union (EU) are formally independent entities that collect information, provide advice and take decisions on technical, scientific or operational issues. While the original idea underlying their independence was that they could contribute to ‘depoliticize’ these issues, current discussions emphasize strengthening the control over EU agencies because it is often thought that they are too autonomous. The question is how autonomous EU agencies really are. I answer this question by studying the development of two agencies (for the authorization of medicines and food safety) in greater detail. The results of my research show that, in practice, not only do the creation and design of EU agencies result from political struggle, but this struggle continues during their development. Moreover, EU agencies are themselves part of this struggle. They must fight for their autonomy, but at the same time cannot position themselves too independently vis-à-vis other parties. This leads to the paradoxical conclusion that EU agencies are likely to be more autonomous when they cooperate more closely with other parties, especially with national agencies, whose positions in turn are strengthened rather than weakened.

    Real estate vacancies, undeveloped land within cities and exhausted financial resources of governments are currently high on the agendas of urban decision makers. The financial-economic crisis is often blamed for this. In the Netherlands, overoptimistic development strategies from market players and city governments also contributed to this problem of oversupply, in their pursuit for profit, people and jobs. Research has shown the existence of two coordination dilemmas; at the local and regional level. What solutions to these dilemmas are possible? This article argues that recognition of the problem by local parties is a first and necessary step to be taken. Evidence shows this is difficult due to conflicting interests. Step two will be to decide for the feasible projects within the local development arena partners. Regional coordination is needed to determine conditions that the assumption underlying these projects should be based on. Only after this third step regional cooperation to prevent future tragedies development will be possible.

    Currently the Dutch government funds dozens of social interventions designed to tackle polarization and radicalization issues. It is still unknown whether the assumptions underlying these interventions are valid. This article puts the theories of change of such interventions to the test. Underlying causal assumptions of four dominant Dutch social policies were confronted with scientific evidence: (1) the system-based approach, (2) peer mediation, (3) intergroup contact and (4) self-esteem enhancement. System-based approaches – comparable to multi-systemic therapy (MST) – seem effective in reducing extremist behaviour in radical youth, but do not necessarily lead to an ideological change. In peer mediation, the causal link between the deployment of young people and the positive outcomes of such methods remains unclear. Peer mediation is also more likely to contribute in conflicts that have not yet escalated. Intergroup contact reduces prejudices about other groups, but has a limited effect. There is also no evidence for a long term effect and positive outcomes of intergroup contact do not automatically apply to adolescents. Finally, it is questionable that enhancing the self-esteem of (moslim) youth makes them more resilient against radical tendencies. In the same vein, the scientific evidence is ambiguous about whether increasing self-esteem results in social desirable behaviour or improved social relations.

    This article analyses how the European Union functions internally when it participates in international environmental negotiations. It examines the relations between, on the one hand, the European member states and, on the other hand, the EU negotiator who represents the member states around the international negotiation table. Applying a principal-agent model, this article demonstrates, first, that the member states are able to control their negotiator and the way the latter negotiates internationally through the so-called ad locum control mechanisms, being the on the spot EU coordination meetings and the ability of the member states to attend the international negotiations. Second, this article argues that these institutional structures not only have a control function, but also a cooperation function. Finally, the analysis shows that the EU decision-making processes with regard to international environmental negotiations are not only characterized by the principals controlling their agent, but also by the agent keeping its principals under control.

    In managing new cleavages between conflicting values (such as materialism and post-materialism), we cannot simply fall back on a classical approach to cleavage management. The segments surrounding the new cleavage are clearly more fluid than those surrounding the religious or socio-economic cleavages from consociationalism and neo-corporatism, such as is rightly emphasised in the network approach. In the conflict between the materialist and post-materialist value pattern, representation logic is not a given certainty. Not only the facts, but also the negotiating players and the decision-making arenas are the subject of negotiation and strategic action. This is reflected in the new forms of consultation politics. Similarly, consensus formation cannot make do with the (party) political integration of the segments because, given the conditions of post-materialism, this integration can only be partial. It seems important in the new cleavage management to devote attention to the existence of several arenas in which political interests are weighed up. For the players involved in a particular policy issue, this means the lure of strategic forum shopping and thus complication of the conflict-resolving ability of each of the forums.

    Behind many notions of ‘governance’, there lies the image of a ‘modest’ or ‘retreating’ state. The assumption is that local and national authorities can only perform effectively if in cooperation with other public and private actors. Generally, it is said, governments increasingly lack the legitimacy for top-down interventions and hence the need of including participative citizen involvement in policy making and implementation. In recent years this democratic image has been disputed in scientific debates because of its lack of attention for new forms of interventionism by the state in societal processes, e.g. crime, youth care, immigration and integration. In this article, we aim to contribute to this other understanding of modern governance by analysing Dutch political discourse between 2001 and 2010 on (implicit) notions of the role and responsibility of the state. We show how the idea of ‘responsibilisation’ of citizens is turned into an argument for more instead of less state involvement in societal processes and citizens’ lives. By emphasizing ‘shared responsibilities’ between government and society, a tricky picture of parity is sketched of this relation. Dutch government presents itself as ‘an ally’ of citizens in fighting pressing social problems, but in the meantime an ideal of ‘responsible behaviour’ is constructed, namely, citizen behaviour in concordance with government’s policy ambitions. Within this political discourse, the socio-liberal idea of ‘responsibility’ turns into ‘responsibilisation on government’s terms’ and ‘irresponsible’ behaviour becomes a legitimate focal point for deep state interventions through techniques of governance.

    In the past decades, employment and incomes were on the rise, social spending remained high while passive welfare states were progressively transformed into so-called ‘investment states’. Despite these favourable conditions, however, contemporary welfare states did not succeed in reducing poverty and inequality. What lies beneath the disquieting poverty standstill and how did welfare states miss this ‘window of opportunity’? In this article, we aim to shed more light on this question. We identify three structural trends behind the poverty standstill: rising employment has benefited workless households only partially; income protection for the working-age population out of work has become less adequate; social policies and, more generally, social redistribution have become less pro-poor. In other words, the reorientation of social expenditures to the employed occurred at the expense of those at risk in the labour market. The success of future poverty-reducing strategies will depend on the way policies aimed at labour market inclusion will be implemented and the emphasis on redistributive policies.

    Putnam (2007) claims that in ethnically diverse neighbourhoods, residents of all ethnic groups tend to ‘hunker down’. Solidarity and trust are lower, mutual help and cooperation rarer, friends fewer. Various studies in the United States found a clear correlation between diversity and cohesion, and also for many different dimensions of social cohesion. Whether this finding also holds in other (European) settings is the subject of hot and unresolved debate. Specifically, this article addresses the question whether living in an ethnically diverse setting has negative consequences for social cohesion in the Netherlands as well. To further the debate, this article pulls apart various contexts and various dimensions of social cohesion. This article examines the relationship between ethnic diversity (in socio-graphically defined neighbourhoods) and four dimensions of social cohesion (trust, informal help, voluntary work and neighbourhood contacts) for the 50 largest cities in the Netherlands. We conclude that the Putnam hypothesis holds only to a limited extent in the Dutch context. The only aspect on which ethnic diversity has a negative effect is the degree of contact in the neighbourhood.

    In recent years the Dutch welfare state has invested substantial sums of money in activation of citizen’s initiatives in deprived neighbourhoods. As a policy concept citizen’s initiatives refers to enhancements by citizens to the quality of life in their neighbourhood. Is this activation policy productive or counterproductive for citizen participation? This question is answered by analyzing the representativeness of the activated citizens, the nature of their initiatives, the type of relations they develop with institutions, and whether they develop more competences due to their initiative(s). Our findings indicate that the activated citizens are more often female, below 50, lower educated, and 40 percent is migrant, which makes them more representative than the participation elite (male, 50+, white, and higher educated). They form a new vanguard that activates many participants through initiatives that focus on connecting people and on social problems such as anonymity, isolation and nuisance. Many contacts with professionals contribute for them to a partnership relation geared toward cooperation instead of consumerism or dissatisfaction. Also these citizens develop democratic, bureaucratic and social competences as well as social reflexivity and empathy for other citizens and institutions. We conclude that activation of citizen’s initiatives has positive effects on citizen participation.

    Although long recognized as beneficial, a global language has not come to fruition despite considerable past efforts. A major reason is that many policy makers and citizens fear that such a universal language would undermine the particularistic, constituting primary languages of local and national communities. This dilemma can be greatly diminished by a two tier approach, in which efforts to protect the primary language will be intensified but all the nations involved would agree to use the same second language as the global one. Although theoretically the UN or some other such body could choose such a language, in effect English is increasingly occupying this position. However, policies that are in place slow down the development of a global language, often based on the mistaken assumption that people can readily gain fluency in several languages.

    In February 2004, a highly debated research report with the title 'A Burdened Relation. 25 Years Development Aid between the Netherlands and Surinam' was sent to parliament. The study was conducted by a Netherlands scientist and a Surinam senior official (Kruijt and Maks, 2004). Their central aim was to execute a 'quick scan lessons learned evaluation' in order to arrive at a research agenda for a more detailed and profound study of the bilateral development aid relations of the two countries. In spite of this, the Netherlands minister for Development Aid decided in June 2005 to terminate the research project. Main argument she put forward to underpin the decision was that further research would add just about nothing to what already was known, or could be thought relevant for policymaking. The author of this article questions the validity of the argument of the minister. She scrutinizes the threefold research task, the research process and the results of the joint exercise. This demonstrates that the review holds a future scientific research agenda that is both innovative and provocative. Furthermore, she points out that the political ups and downs that accompanied the publication contain some additional practical insights.

    The EU is transforming the function and power of the Dutch parliament as an institution, and the way in which its principal actors, the governing and opposition parliamentary party groups, interact with each other and the government. This article seeks to address the question: How does parliamentary scrutiny over EU decision-making function in the Netherlands and how has this new role for parliament changed both parliamentary and executive relations in the country and the interaction of parties in parliament? For the purposes of this research, this paper uses the typology of King. The author has conducted a number of in-depth interviews with Dutch MPs. Overall, this article concludes the process of parliamentary scrutiny over EU matters in the Netherlands is no longer exclusively about finding a national consensus towards the outside world, but increasingly mirrors the rough and tumble of normal, domestic politics.

    Member states must transpose European directives into national rules. This process, however, is not without problems. The Netherlands regularly transposes directives too late. Moreover, very often the content of the national transposition rules does not match the adaptations required by the directives. This article examines whether political resistance or administrative and legal weaknesses cause these problems. The author concludes that problems regarding transposition are caused by a culture of neglect and lack of priority for EU policies. Improving coordination procedures, formal legislative processes, and information facilities will not solve transposition problems as long as the cultural aspect of the problem isn't adequately addressed.

    At the start of the century, the organisational fields belonging to the public employment service and social security, which previously were strictly institutionally separated with their rules and norms, have been brought under one umbrella or network structure in the Netherlands. We discuss how within this structure adaptive and reflexive forms of governance enhance information feedback and simultaneous learning processes both at the top and in the execution level of social security. Based upon document study, interviews and a case study of a sectoral experiment on integral service provision, we illustrate which learning elements occurred in bridging the planning and control cycle of New Public Management at the top with the horizontal mutual adjustment between organisations at decentral level.

Het (onzinnige) verlangen naar het 'maken' van tradities in lokaal bestuur

    In local government, traditions and styles of working are under pressure. Local administrators try to find new methods to address urban matters in a business-like manner, to direct networks and to activate stakeholders. In that way, they strive for better performance, and for 'new' politics. In order to succeed, not only new methods are introduced, but cultures are changed as well and new traditions of governance are established. Existing styles of working and regular procedures are seen as outdated and considered to be barriers that have to be eliminated. This 'violence of renewal', as we call it, is based on several assumptions. First, new methods are seen as crucial for modernizing local governance. Second, the effects of new methods depend on the manner in which modernization takes place. Third, effective introductions of new methods do not happen straightforwardly; cultural change is required. In this article we will argue that these assumptions have to be put into perspective and, especially, that the idea of 'making' of cultures in order to effectively implement new methods is illusory. We show, based on research in four municipalities, that interventions in local governance as such are culturally biased, and that local traditions, styles and customs influence how modernization takes place.
