Governance by numbers: risico’s verbonden aan de internationale benchmarking en ranking van pensioensystemen

    This article points out some of the pitfalls and ambiguities involved in quantified cross-national policy comparisons by looking at the construction and use of standardized indicators in the field of pension policy. The empirical analysis looks at three cases where the OESO and EU use standardized pension indicators to score and rank the performance of national pension systems. The cases illustrate some of the problems associated with scoring and ranking the outcomes of unique and complex pension systems by means of internationally standardized indicators. Our results show that internationally standardised indicators for pension systems are not neutral in the sense that they favor countries with certain institutional pension policy mixes over others. When particular institutional characteristics are treated differently under the same metric, systematically distorted conclusions about the performance of national pension systems may, and likely do, result. Consequently, these observed biases hinder reliable cross-national comparison that is based on these indicators. The article concludes with some recommendations on the construction and use of international indicators in the field of pension policy. It also discusses where research on the process of commensuration – transforming qualities into quantities − in a comparative context should go from here.

    The factor time is an often neglected issue in the literature on network governance. In this article we analyze the differences in perceptions on time between actors involved in water governance and describe the managerial interventions aimed at synchronizing time horizons, managing the available amount of time and the tempo of the governance process. Two case studies of governance processes in the district of Water Board Delfland are included to provide insight in the question how the factor time influences the governance processes and how aspects of time are managed. The case studies show that different perceptions of time may cause tensions in collaborative relationships, and even cause the end of collaborations. This underscores the importance of time-sensitive governance.

    The assassination of Pim Fortuyn and the electoral breakthrough of his Lijst Pim Fortuyn sent shockwaves through the Netherlands in May 2002. This article assesses the influence Fortuyn has had on Dutch politics and society. It provides an overview of the research that has been conducted on this topic over the past decade and relates the findings of previous studies to research on the consequences of the emergence of radical right-wing populist parties on West European party systems.

    In managing new cleavages between conflicting values (such as materialism and post-materialism), we cannot simply fall back on a classical approach to cleavage management. The segments surrounding the new cleavage are clearly more fluid than those surrounding the religious or socio-economic cleavages from consociationalism and neo-corporatism, such as is rightly emphasised in the network approach. In the conflict between the materialist and post-materialist value pattern, representation logic is not a given certainty. Not only the facts, but also the negotiating players and the decision-making arenas are the subject of negotiation and strategic action. This is reflected in the new forms of consultation politics. Similarly, consensus formation cannot make do with the (party) political integration of the segments because, given the conditions of post-materialism, this integration can only be partial. It seems important in the new cleavage management to devote attention to the existence of several arenas in which political interests are weighed up. For the players involved in a particular policy issue, this means the lure of strategic forum shopping and thus complication of the conflict-resolving ability of each of the forums.

    There are many different ways in which employees may choose to address unequal treatment at work. They may do so themselves, in an informal or formal manner on the work floor. They may also, at some stage in the dispute, decide to involve specialized advisers such as legal advisers, anti-discrimination officers, health and safety executives and labour unions. It is generally assumed that consulting such specialized advisers will help the employee to address unequal treatment more successfully. In this paper, the effectiveness of the interorganizational field of specialized advisers is analyzed on the basis of an elaborate study among different types of respondents. The main finding is that fear of retaliation plays a crucial role in seeking and receiving specialized advice and that the existing interorganizational field broadly fails to cope with this fear. To resolve this issue, the field needs an improved governance structure with better co-ordination between different types of advisers.

    Agricultural production systems may influence each other in a negative way, with conflicts as a consequence. In general, such conflicts are resolved technically in an ad hoc manner, at farm or greenhouse level. There is no structural attention to so-called co-existence problems. This article makes a plea for acknowledging such problems as policy issues and for grouping these together under the label of co-existence conflicts, broadening this phrase beyond its traditional meaning related to conventional, organic and GM crop production. Co-existence conflicts are concrete, local expressions of the tensions between conflicting values incorporated in the current agricultural system. It is argued that because they are manifestations of conflicting value systems, they offer useful stepping-stones to practically organise and channel discussions on sustainable development in agriculture.

    Climate change forces to a fundamental reconsideration of our strategic policy, and especially of the relationship between policy and law. With regard to political urgent topics, a tendency towards policy instrumentalism always lies in wait. In the current policy practice this problem manifests itself in the application of law (in many detailed norm prescriptions) and – curiously – also in its policy counterpart: the search towards informal but even goal specific policy processes.

    The authors plead for dealing with spatial climate challenges by creating room for a strategic policy perspective and a sustainable approach of the relation between law and policy. A qualitative approach of policy and law necessitates an innovative juridical transformation: the use of general normative rules which give direction to flexible policy processes in multiple, specific policy situations.

    This article identifies institutions and arrangements concerning the reconciliation of working life and family life for various European countries. These institutions and arrangements concern time (flexible working hours and leave arrangements), money (tax systems) and facilities (childcare facilities). A fairer distribution of all work and care tasks requires proper facilities at national level in respect of childcare, parental leave, so-called leave savings schemes, the right to work part-time, etc. Such facilities are of particular importance while taking the first steps towards a fairer distribution: they will enable men to take on more tasks at home, while making it easier for women to work outside the home. The article concludes that with regard to reconciliation facilities, the differences between the several welfare states within the European Union are fading away. This is interesting, because as a result the EU countries are increasingly finding common ground in terms of solutions for reconciliation and more specifically the role of men.

    This article is the introduction to this special issue in which the Europeanisation of Dutch polity, politics and policy forms the central focus of attention. The main question we address in this special issue is to what extent the Netherlands has changed under the influence of processes of Europeanisation. This article first discusses the state-of-the-art Europeanisation literature; then it sets out to discuss four problems with this literature. Based on the insights generated by the contributors to this special issue, the authors conclude that for a better understanding of processes of Europeanisation, the EU should no longer be seen as an actor, but rather as an (cluster of) arena(s) in which a variety of actors (member states, EU institutions, interest groups, et cetera) are trying to achieve their political goals.

De lessen van het privatiseringsstreven bij de Betuweroute, HSL-Zuid en Zuiderzeelijn

    In December 2004, the report of the Dutch Parliamentary Investigation Committee on Infrastructural Projects was published. This committee investigated the budgets overruns of two large rail projects currently under construction in the Netherlands: the Betuwe Line and the High Speed Line (HSL)-South. The committee also looked at how mistakes that were made in the earlier projects had been avoided in the construction of the Zuiderzee Line, a project currently under preparation. The report provides a look inside the struggle of the Dutch national government from the beginning of the 1990s in their public-private partnership (PPP) efforts. In this contribution, we provide an analysis of the motives, approach and results of privatisation of these three projects on the bases of the detailed empirical analysis provided by the Committee. We seek explanations of how privatisation with these three projects evolved and what lessons can be drawn. It appears that practices have so far been far from good and instead of committing to the obligation to apply PPP in every large infrastructural project, the government should first find out how PPP in such projects should actually be carried out.

    In the discussion about the introduction of a directly elected mayor in the Netherlands the issue of election procedures is largely ignored. Election procedures, however, are not neutral. Five different elections procedures that can be used to elect a mayor (simple majority, two round system, alternative vote, Cooms rule and the adjusted Copeland rule) are analyzed using seven different criteria (selecting majority winners, selecting condorcet winners, not selecting condorcet losers, monotonicity, strategy proofness, simplicity and costs). With respect to most of the criteria used, the adjusted Copeland score rule outperforms the other procedures mentioned.

    At the start of the century, the organisational fields belonging to the public employment service and social security, which previously were strictly institutionally separated with their rules and norms, have been brought under one umbrella or network structure in the Netherlands. We discuss how within this structure adaptive and reflexive forms of governance enhance information feedback and simultaneous learning processes both at the top and in the execution level of social security. Based upon document study, interviews and a case study of a sectoral experiment on integral service provision, we illustrate which learning elements occurred in bridging the planning and control cycle of New Public Management at the top with the horizontal mutual adjustment between organisations at decentral level.

    This article distinguished between three fundamental processes of collective decision-making as collective production in social systems: (1) persuasion; (2) exchange and (3) coercion. The conditions under which these processes are dominant are described, as well as the type of network that is central to each of the processes. Corporatism and lobbyism appear to be two polarities of collective decision-making. In corporatism interest groups are directly involved in final decision making through formal and informal institutions whereas in lobbyism final decision making is delegated to independent persons. In corporatist decision-making, mutual interests dominate conflicting interests. Thus, a failure of reaching consensus becomes unattractive and consensus is guaranteed through the formal norm of majority decision-making and the informal norm of unanimity. When mutual interests dominate over conflicting interests, lobbyism is reflected by the interactions between lobby activists and civil servants and politicians who share the same position. Ad hoc lobbyism will arise when conflicts of interests dominate and a non-cooperative game exists in which (temporal) coalitions must be built.
