    This theme issue analyzes and describes the different ways in which behavioral science is currently becoming integrated in public administration as a practice as well as an academic discipline. Many governments and public organizations are currently experimenting with ways to integrate behavioral insights in public policy and public administration. This theme issue addresses the state of the art and the most salient research issues. It does so by explicitly drawing on insights from scholars from both behavioral sciences as well as from public administration. We survey the major theoretical approaches from both fields, investigate up close and personal how real world policy makers are trying to integrate behavioral knowledge in their structures, routines and policies, and we look at some examples of the most promising behaviorally informed policies. The theme issue confirms and documents the sudden rise of behaviorally informed policy making. By doing so, the theme issue allays some of the concerns voiced in the literature. But the theme issues also draws attention to some new critical questions and debates.

    In polycentric urban regions one can find different, mutually related cities without a clear centre. In these regions cities cooperate to attract inhabitants and employment, but at the same time they are each other’s competitors. The Randstad (Netherlands) and the Rhine-Ruhr area (Germany) both can be seen as polycentric regions. The authors explore to what extent these regions possess a common identity and common agenda and to what extent this promotes the sustainability and energy transition of these regions. In both regions identity appears to have grown especially at subregional level, by historically developed spatial-economic profiles of the different cities or suburban regions. In addition the cities in these regions more and more wish to distinguish themselves in the area of sustainability. Every city wants to be the smartest, greenest and healthiest, and to be at the forefront in energy transition and climate mitigation. In the Dutch Randstad this competitive drive especially seems to contribute to the realization of sustainability projects at the local level. And that is exactly why regional cooperation is important: to allocate resources as well as possible and to avoid transfer to others. This can be improved by the development of subregional or regional sustainability visions.

Publiek-private samenwerking in Nederland en Vlaanderen: een review van veertien proefschriften

    Public-private partnerships (PPPs) have attracted considerable attention in the Netherlands and Flanders, as witnessed by the recent wave of doctoral theses on this topic. This article presents a review of fourteen Dutch and Flemish doctoral theses, published in the period 2012-2015. The main purpose of the review was to examine what the theses’ most important findings and conclusions are. We found that they mainly focus on themes related to effectiveness, transaction costs, and legitimacy. However, although PPPs are often part of a debate between opponents and proponents, none of the studies found convincing arguments for or against the use of PPPs. Instead, most studies stressed the importance of contextual factors for the success of PPPs. The doctoral theses provided various valuable recommendations for practitioners regarding, e.g., the optimization of PPP procurement and the importance of soft management aspects such as collaborative working and process management. We observed that most theses studied PPPs by applying traditional theories and methods and that the majority focused on the early project phases of planning, procurement, and contracting. More research is needed into the later project phases. Finally, since the generalizability of the theses is limited, more programmatic, quantitative, and (international) comparative research is required.

    Policy evaluation has two main functions: it should lead to policy oriented learning and facilitate accountability. Rendering account is considered an important democratic duty but is not very popular with politicians and, hence, public officials. Learning is popular, but in practice it is often difficult to organize or, indeed, witness.
    This contribution addresses the question how, in both functions, policy evaluation could be better utilized. As a starting point we the tension between scientific and political rationality and the barriers associated with these different worlds to the development of knowledge.
    As indispensable for sound and productive knowledge management in government the article outlines the importance of societal values, policy effectiveness as a research angle, and the independence of researchers at major evaluations. In addition, relevant research questions, high methodological quality, responsiveness, good timing, and clear and accessible reporting are indispensable. It is argued that these are by no means abstract notions but can be brought into real day-to-day practice.
    The conclusion is that a knowledge agenda for policy evaluation that is based on the search for effective policy interventions and societal values can help to bridge politics and science.

    Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research.

    In the safety domain important developments are currently taking place concerning the way in which administrative and tactical operations are dealt with in crises. It is characteristic for the approach that cooperation in chains and networks is increasingly needed to arrive at a suitable approach. In this essay, the authors analyse two subdomains in two concrete cases on how cooperation between several parties takes shape and functions. For that purpose, they differentiate between acute and non-acute crises. In the subdomain ‘acute crises’, they have chosen the case of the Dutch town Moerdijk (the fire at the Chemie-Pack company in 2011). In the subdomain of non-acute crises, they focus on community safety partnerships (‘Veiligheidshuizen’), especially on the community safety partnership in the Dutch province of Friesland (‘Veiligheidshuis Friesland’). In both subdomains the establishment of a good basic cooperation and leadership structure appears to be of prime importance. From there it is necessary to respond in a flexible manner (to be able to execute custom-made work). Within that framework, the capacity may develop to arrange a well-structured and effective cooperation at the operational level (ad hoc in acute crises), to monitor progress properly and to carry out targeted interventions if the developments in the situation ask for these interventions. A good knowledge of each other’s frame of reference is necessary to make this work, so that a maximum level of integration in the approach is achieved.

    This contribution describes civil service professionalism from a functionalist perspective: the most important function of civil service professionalism is creating, developing and maintaining the authority of governments. Contrary to common opinion, moral authority in our day appears to be of prime importance. Citizens appreciate moral authority, but this important source of authority is often underused by political-administrative officials (especially by them). By making better use of moral authority, civil servants – policy officials and executive officials – could play a much bigger role. In order to achieve this, their professionalism must be improved by creating a broad civil service charter from which (to a certain extent) they can derive a right for civil service professionalism. In the context of the present political debate in the Netherlands on the normalization of the legal status of civil servants, there is an opportunity now to make real progress in this matter. It would be a good thing if civil servants would make themselves heard in this debate. Looking after the moral dimension of the work of civil servants and the accountability in this respect is not only a matter for the Dutch cabinet and those preparing the civil service charter, but also for the civil servants in different parts of the Dutch civil service themselves.

    Big data can be seen as vital fuel for the innovation of diverse processes in both companies and in government policies and practices. In this short article we describe local efforts in the region around the Dutch city of Alkmaar in which the (local) government, (local) companies and a nearby university (Vrije Universiteit Amsterdam) work together on data-related challenges in a typical triple-helix structure. The municipality of Alkmaar gathers activities in a physical location to stimulate interaction and cooperation among (potential) partners, and it engages in the formation of new governance structures to increase both the intensity and the regional spread of the activities around data. All this raises many new and interesting issues and challenges for public administration researchers and practitioners.

    This essay review discusses three publications on co-creation: ‘We, the government’ by Davied van Berlo (2012), ‘Co-creation of innovation’ by Corry Ehlen (2015), and ‘New Business Models’ by Jan Jonker et al. (2014). The theme of this essay is the specific character of co-creation compared to other buzzwords (e.g. participation, co-production, social responsibility) that can be heard in the search for a new balance between the state and civil society. We suggest that the distinctive character of co-creation lies in the active engagement of parties who work together to co-create. Co-creation means raising the bar of collaboration and dialogue. Openness, trust, equality and reciprocity are emphasised as essential elements in the process. It is literally about collectively creating multiple values in which there should be plenty of room for creativity and sharing ideas. Following on the publications of Ehlen and Jonker a dual vision on co-creation arises. In general terms, the potential of co-creation depends on the know-how, commitment and values of the actors involved (microscopic perspective) and on the social capital in the wider environment that they can draw upon to bolster the co-creation process (macroscopic perspective).

    In 2015, Dutch local governments have become responsible for youth care, social welfare, employment and income assistance programs, as a result of decentralization. Many municipalities have set up service delivery networks and community teams, in which they collaborate with healthcare providers and civic organizations to build integrated care services. It is assumed that these networks will improve outcomes in terms of enhanced people’s self-reliance and healthcare cost control; by operating close to citizens they are in a position to know the client, activate a client’s social network and mobilize specialized professional expertise if necessary. However, a comparative case study of 26 emerging local networks in the Arnhem area indicates that healthcare providers use the networks mainly for presentation purposes in an effort to secure business continuity, that the role of local governments is fuzzy, and that citizen participation only thrives when actively encouraged in a climate of trust.

    With the term ‘system responsibility’ the authors (both working for the Dutch Scientific Council for Governmental Policy) mean the responsibility for the functioning of complex ‘administrative systems’. In these complex administrative systems supervision can have different roles: to assess the functioning one-sided from the perspective of the government, but also to put on reflective glasses (‘from afar glasses’) that aim at the bigger picture of divergent rationalities of the actors involved. In the second case, there is ‘system responsible supervision’. This essay explores the ‘what’ and the ‘how’ of the desirability of system responsible supervision in a society with complex, compound administrative systems. Such supervision can contribute to a somewhat better understanding of these systems and a somewhat better ability to adjust these complex systems. These supervisors can be seen as a necessary complement of the withdrawal of the government and the rise of ‘horizontal administration’, in which the hierarchical decision-power of the central government has gradually shifted to other actors. As unelected and as relatively independent actors they occupy a new, hybrid place in the ‘trias politica’, because on the one hand they have taken over functions of elected politicians and administrators and on the other hand they function in many respects as a quasi-judicial power.

    In imitation of the G1000 in Belgium in the Netherlands G1000-meetings were held in Amersfoort, Kruiskamp, Uden and Groningen and a citizens summit in Amsterdam with a similar design. In this article the authors investigate the design of these citizens summits and their contribution to a number of important democratic values. What is the diversity of the participants, the influence on policies and the quality of the discussions during the citizen summit? Their research shows that the diversity of the group of participants is rather limited. The selection method that is chosen, whether a lottery selection or an open invitation, doesn’t make much difference for the diversity of the group of participants. In addition the influence of citizens summits on policies and politics is nearly absent. The subjects that come forward at citizens summits hardly ever come back in the local policies, not even at the citizens summit in Uden, where the municipal council has taken the initiative to organize a G1000. Finally, in general the participants qualify the discussions at the table during citizens summits as constructive and inspiring. The specific form of the dialogue has only little influence on the extent to which the participants feel themselves heard and feel free to say whatever they want.

    De voorbije vier decennia werden er heel wat studies naar de implementatie van beleid uitgevoerd, maar deze hebben vier belangrijke tekortkomingen: (1) onduidelijke omschrijving van de afhankelijke variabele, (2) te weinig inzicht in de ‘kritieke’ onafhankelijke variabelen en te weinig aandacht voor de wijze waarop deze in combinatie met elkaar het beleidsimplementatieproces beïnvloeden, (3) te laag aantal cases en (4) te weinig aandacht voor hypothesetoetsing. Dit artikel geeft aan hoe het gebruik van Qualitative Comparative Analysis (QCA) (Ragin, 1987) een antwoord kan bieden op deze beperkingen. Deze analysemethode tracht de verschillende causale paden die het beleidsimplementatieproces beïnvloeden te identificeren en de condities of combinaties van condities die noodzakelijk of voldoende zijn in kaart te brengen. Hiervoor wordt gebruikgemaakt van Booleaanse algebra. Door deze en andere specifieke eigenschappen kan QCA leiden tot vernieuwende inzichten in beleidsimplementatieonderzoek.

    Co-production is regarded as a way to actively involve vulnerable citizens with public service delivery. However, there are several critical aspects that may lead to the unexpected exclusion of this group by public organizations, which have been insufficiently addressed hitherto. On the basis of a dissertation research, these critical aspects are analyzed for three phases of co-production. In the first phase, self-selection and organizational selection may lead to the exclusion of vulnerable citizens. In the second phase, a lack of commitment of the user and organizational support increase the chance of early discontinuation of co-production by vulnerable citizens. Finally, in the evaluation phase, it is likely that disadvantaged citizens attribute potential success of co-production to themselves and do not reward the public service provider for this. This has the possible consequence that there is no recognition for the added value of co-production, which may lead to less co-production that involves vulnerable citizens in the future.

Zijn PhD-onderzoek aan de Radboud Universiteit Nijmegen richtte zich op de relatie tussen coproductie van publieke dienstverlening en vertrouwen in publieke dienstverlening, vertrouwen in de overheid en vertrouwen in de samenleving. Het empirische deel van zijn onderzoek is voornamelijk gebaseerd op ervaringen van deelnemers van werkcorporaties, een activeringsprogramma voor bijstandsgerechtigden in Nijmegen. Op dit moment is hij werkzaam als onderzoeker/adviseur bij Necker van Naem.

    On a regular basis, the funding of football stadiums is an issue for large cities. Since football clubs appeal to the municipality for financial support, this is a public matter. Why should a municipality invest in a private project, such as a football stadium? What are the opportunities and risks? What is the public value of a stadium for the city? Based on literature reviews and case studies in Eindhoven and Amsterdam, this article examines what government involvement in stadium projects means, and what the outcomes of this involvement are. The cases show that stadiums may have social and economic spin-off effects on their surroundings, but one cannot take that for granted. Careful processes and elaborate strategies are needed for public investment in stadiums to really add value to the city. Based on the analyses, an assessment framework is presented for the benefit of new stadium project initiatives.

    When scientific values like objectivity, validity and reliability are inadequate for designing research that enables society’s capacity for dealing with unstructured problems, which values or criteria should we use for designing adequate knowledge practices? Based on the articles in this special issue we answer this question by analysing the methods researchers have used for selecting stakeholders, knowledges, synthesis, context and outcome in new knowledge practices. Although a common language for comparison and documentation is lacking, the analysis provides recommendations for better designing interaction between scientific and other practices. The most important message however is that we need a designated platform for exchanging and evaluating experiences and discussing methods and the outcomes they yield.

    De Nederlandse rijksoverheid maakt steeds meer gebruik van DBFM(O)-contracten om grootschalige bouw- en infraprojecten te ontwikkelen en te realiseren (DBFM(O) staat voor Design, Build, Finance, Maintain en eventueel Operate). De organisatie en inrichting van deze contracten en projecten zijn ‘als vanzelfsprekend’ gegroeid en gestandaardiseerd, veelal gebaseerd op de internationale praktijk en buitenlandse voorbeelden. Dit artikel zet uiteen hoe DBFM(O)-projecten georganiseerd en gestructureerd worden door publieke en private partijen. Uit internationaal onderzoek blijkt dat de resultaten wisselend zijn, maar de potentiële voordelen van DBFM(O) zijn groot. Deze potentie blijkt uit de eerste praktijkervaringen in Nederland, maar we kennen inmiddels ook de eerste negatieve gevolgen voor betrokken risicodragende partijen. We onderscheiden bij DBFM(O) zes ‘conventies’ met onderliggende spanningen waar praktijk en wetenschap, in de Nederlandse verhoudingen, kritisch op zullen moeten reflecteren.
