Big Data: een revolutie in gemeentelijk beleid?

    Big Data is the new hype in municipal policy and the promise of Big Data is rationalization: better policy that is based on better information. In this article the authors investigate the extent to which the use of Big Data in municipal organizations results in a more rational policy process. Their empirical research was held in two Dutch municipalities: Tilburg, in the south of the Netherlands, and Assen, in the north of the Netherlands. They investigated how Tilburg deploys Big Data for the fight against crime and Assen is trying to improve its traffic management with Big Data. Their analysis shows that policy, more so than in the past, is being steered by specific information because Big Data is being used. The rationalization of policy, however, is limited by the possibilities of Big Data and by political dynamics. Their final conclusion therefore is that the uncertainty, unfamiliarity, complexity and constant change are partly made manageable and controllable by the use of Big Data in municipal organizations. Politics is also partly ‘tamed’ because politicians have to relate to ‘objective data’ from information systems.

    Risks taken by some organizations may have considerable impact on society. In this contribution the assessment and management of risk are perceived to take place in a multi-actor setting. Within an organization operators, risk managers, and top managers interact about risk assessments and risk mitigation strategies. Public regulators and inspectorates increasingly focus on risk management systems instead of the operational activities or organizational outputs. Are organizations systematically assessing their risks? This contribution identifies two contrasting perspectives on risk assessment and risk mitigation in literature: risk management and risk governance. An empirical study in three sectors reveals evidence of both perspectives in practice. Companies adopt hybrid approaches, which are essential for the quality of risk assessment and mitigation. Indeed, adopting just one perspective seems dangerous. We conclude that public regulators and inspectorates might provide incentives to focus on just one perspective and suggest two heuristics for public inspectorates that respect hybrid approaches of risk assessment and mitigation.

    Governments throughout the whole world feel the need to cut spending due to the current financial crisis. The Netherlands are no exception in this matter. Top civil servants are up to the task to implement these cutbacks within their own organizations. However, not much is known about what influences their choice for certain implementation strategies. One factor of interest are the values of top civil servants, which are supposed to be influenced by their work experience. This is a relevant factor, since the introduction of New Public Management made it more common for managers from the private sector to reach the higher echelons of government. Top civil servants with different backgrounds and from different Dutch ministries were interviewed for this study. It seems that using across-the-board cuts are present within Dutch ministries, sometimes combined with targeted cuts. Surprisingly, no differences in values and implementation strategies were found between managers with and without experience in the private sector, contrary to expectation. The implementation strategies used seem mainly influenced by values such as soberness and thrift, values which are not present in current public values literature.

    Modern government has high expectations of active citizen participation. Sociologists however, expect that this emphasis on citizen participation leads to new inequalities between city neighbourhoods. In ‘better’ neighbourhoods relatively more inhabitants are higher educated and indigenous, categories that are traditionally more active in society. In vulnerable neighbourhoods on the other hand many of the inhabitants are non-indigenous, lower educated and unemployed, who – as is shown in research – participate less. Citizen initiatives therefore would prosper in neighbourhoods with resilient and competent citizens and a powerful social fabric, while inhabitants of the vulnerable neighbourhoods would participate less, although there is more need for active citizen participation, because of their problems. This study analyses active citizen participation in two neighbourhoods in the Dutch city of Rotterdam, ‘Schiemond’ and ‘Lloydkwartier’, a typical backward neighbourhood versus a typical neighbourhood for young urban professionals (‘yuppen’). In contrast with the expectations the inhabitants of Schiemond do not appear to participate less than the inhabitants of Lloydkwartier. Concerning matters of neighbourhood safety even more respondents participate in Schiemond than in Lloydkwartier. Possible reasons are: (a) that lower educated people do participate more often in informal neighbourhood initiatives; (b) that because of the average longer residency in Schiemond there is a greater amount of public familiarity in this neighbourhood; or (c) that because of the bigger problems in Schiemond there is a greater necessity for inhabitants to become active themselves.

    Emery Roe’s nieuwste boek, Making the Most of Messes, biedt een verfrissend antwoord op de uitdagingen waarvoor de huidige bestuurskunde zich gesteld ziet om problemen van collectief handelen onder vaak grote tijdsdruk aan te pakken met beleid, organisatie en publiek management.
    Aan de hand van actuele, veelal Nederlandse, voorbeelden worden de hoofdthema’s uit dit boek besproken. Daarin staat centraal dat veel beleid en bestuur tegenwoordig een ‘janboel’ (‘mess mongering’) veroorzaakt en dat daardoor steeds meer aandacht uitgaat naar het managen of beheersbaar houden van die ‘troep’ (‘mess management’).
    Roe bezint zich in dit boek op de vraag hoe politiek en bestuur dit soort ‘policy messes’ kunnen beheersen of voorkomen om betrouwbaarder om te gaan met voor burgers en consumenten vitale dienstverlening van wankelende banken, onvoorspelbaar treinverkeer en ander openbaar vervoer, dichtslibbende wegen, achterstallig dijkonderhoud, mislukkende ICT-projecten, uit elkaar vallende of slecht functionerende netwerken voor jeugd- en ouderenzorg, et cetera.

    Under the influence of international law, procedural rights for crime victims have been enormously expanded in the Netherlands in the last decades. Legislators often assume that such rights may have a therapeutic impact on those who use them. This paper discusses the course and nature of psychological problems which may arise in the aftermath of crime victimization to nuance this assumption. The author argues that participation in criminal justice procedures is most likely to have a positive impact on crime victims’ emotional well-being during the first weeks post victimization. Positive experiences with the criminal justice system during this phase may prevent some victims from developing significant mental health problems, because the course of this period determines whether one returns to pre-victimization levels of psychological functioning or not. Victims who still suffer psychologically from the effects of the crime afterwards will only benefit from professional mental health interventions. The author substantiates his argumentation with findings from a recent systematic literature review.

    In this contribution to the special issue on his own book ‘If Mayors Ruled the World: Dysfunctional Nations, Rising Cities’ Benjamin Barber first explains the background of his proposal to establish a global parliament of mayors: the failure of nation-states in solving the problems of the 21st century. The hope for a democratic solution lies especially in the rise of the cities and their mayors. A crucial role in this solution should be played by a global parliament of mayors. According to Barber the key issues for such a global parliament of mayors are climate change, immigration, policing and violence and urban autonomy. The biggest practical problem of this project is how thousands of representatives could meet on a regular basis. The digital technology of the information age offers the solution for this practical problem through a virtual platform for meetings of the global parliament of mayors. The global parliament of mayors is a unique form of intercity association that establishes a new form of political authority rooted in universal-rights claims: the rights of the city and citizens.

    Various advisory councils for the government advocate a retreat of government. This can take the form of less government, i.e. abandoning certain public tasks, or a more modest government. This retreat of government is said to be necessary to give space to initiatives from society – which are now hampered by policy makers – and because of the failure of both the state and the market to perform public tasks adequately. Yet, it remains to be seen how realistic this call for the retreat of government is. In addition, it is unclear whether this process is already taking place (descriptive) or whether it concerns a desired situation to be achieved in the future (prescriptive). What does a facilitating government actually look like? The advisory rapports discussed in this paper share a thorough line of argumentation analysis which is plausible at first sight. At the same time, they miss out in the practical application for policy makers, they seem to be overly optimistic in their assessment of the role of citizens. Moreover, all advisory councils shy away from making fundamental choices about which tasks governments should discontinue and hand over to societal initiatives.

    The Dutch government aims at a participatory society, for example by striving for a larger amount of self-responsibility in providing social care, since the introduction of the Societal Support Law (in Dutch called ‘Wet maatschappelijke ondersteuning’ or in short Wmo). Does public opinion in the Netherlands reflect this change of mentality? This article investigates (a) how far public opinion on responsibility for social care for the elderly has changed between 2003 and 2010, (b) which factors explain why some people put most responsibility on the government and others on the family and (c) which factors explain intra-individual changes of attitude. This research has used survey data from the Netherlands Kinship Panel Study (2003, 2006/07, 2010). A shift in public opinion appears to have taken place in line with government policy: less responsibility for the government and more for the family. However, a majority of the Dutch population still puts most responsibility on the government. Attitudes appear to be connected with normative motives rather than with utilitarian motives. Intra-individual changes in attitudes in the direction of less government responsibility are mainly explained by normative factors and not by factors related to self-interest.

    This article presents an analysis of the introduction of the HPV vaccine into the National Vaccination Program in the Netherlands. This introduction resulted in public debate and resistance and eventually a low turn-out (45% while 85% was expected). The question is what we can learn from this specific case about trust of citizens in scientific advice and political decision-making around medical issues. Our qualitative empirical research highlights that trust in scientific advice was undermined by a combination of criticism from peers, a critical approach in the mass media and a strong campaign through social media. Our analysis shows that these factors can be understood as partly resulting from a transition to a network society. We conclude that the network society demands a more open approach of scientific advice both in terms of who they discuss issues with and what kinds of arguments are permitted in the debate.

Verandermanagement en beleid: waarom vertonen professionals weerstand tegen nieuw beleid?

    Professionals often have problems with governmental policies they have to implement. This can lead to diminished legitimacy and lower policy performance. The goal of this article is to identify the main reasons why professionals resist implementing new policies. An interdisciplinary approach is taken. From public administration literature, I use the policy alienation model, which consists of five dimensions: strategic, tactical and operational powerlessness, societal meaninglessness and client meaninglessness. These are possible reasons why professionals resist public policies (‘resistance to change’, a concept drawn from change management literature). I test these assumptions using a survey among 1,317 healthcare professionals. The results show that when professionals experience that a policy is meaningless for society or for their own clients, they show strong resistance. A lack of perceived influence is much less important in explaining resistance, although this is partly dependent on the particular profession someone belong to. The policy alienation model can help policy makers and managers to develop policies which are accepted by professionals. The article ends with practical recommendations for policy makers, managers and professionals.

    Dit artikel bevat een uitvoerige samenvatting en een beoordeling van een nieuw boek van Furubo, Rist en Speer met als (in het Nederlands vertaalde) titel: ‘Evaluatie in turbulente tijden. Reflecties op een discipline in verwarring’. De aanleiding voor dit boek is dus de opvatting dat de meeste politieke en bestuurlijke contexten voor beleidsevaluatie zo sterk in beweging zijn geraakt dat ex-post beleidsevaluatie als discipline en vanzelfsprekend onderdeel van het proces van beleidsondersteuning in crisis is geraakt en bedreigd wordt. In het kort geeft dit boek als antwoord op deze dreiging: relativeer het ideaal van ‘evidence-based’ beleid, en ga voor ‘real-time’ evaluatie; verleg uw aandacht van ex-post evaluatie ten behoeve van verantwoording achteraf naar ex-ante evaluatie tijdens de beleidsformulering en ex-durante evaluatie parallel aan de beleidsimplementatie, met als doelen: ‘early warning’, beleidsleren, en flexibel reageren op snel veranderende omstandigheden. Natuurlijk heeft dat gevolgen voor rolopvattingen en taakverdelingen in de procesarchitectuur van het beleidsproces.

    Internationaal stijgt de aandacht voor evidence-based policy (EBP); de term duikt steeds vaker op in het beleidsdiscours. Het empirisch onderzoek naar kennisgebruik en doorwerking van wetenschappelijk onderzoek is evenwel eerder gelimiteerd, al bestaat er consensus dat de doorwerking van sociaalwetenschappelijk onderzoek beperkt is. De vraag stelt zich of het recente EBP-discours hierin verandering kan brengen. Kan EBP leiden tot meer doorwerking van sociaalwetenschappelijk onderzoek, gelet op de inherente kenmerken van beleid en wetenschappelijk onderzoek die belangrijke obstakels blijken te vormen voor kennisgebruik en doorwerking? Kunnen we in Vlaanderen reeds spreken over een EBP? Wat verstaan beleidsmakers onder ‘evidence-based’? Is een EBP überhaupt mogelijk? Wat zijn de belangrijkste obstakels voor kennisgebruik volgens beleidsmakers en wat zijn de belangrijkste gebruiksverhogende factoren? In dit artikel wordt aan de hand van een literatuurstudie, een bevraging van (Vlaamse) beleidsmakers en een citaats- en inhoudsanalyse van Vlaamse parlementaire bronnen gepoogd een antwoord te bieden op deze vragen.

    Dutch local government is more and more regarded as a ‘first government’. Vision documents of the association of municipalities and national policy plans stress the importance of local government for improving public governance. This ‘new localism’ builds upon two conflicting perspectives to local government: the modernization model and the political community model. As a result, local governments are becoming overloaded by many new and conflicting demands. A debate about how both perspectives to the ‘first government’ can be balanced, is therefore needed.

    Over the past decade, policy attention for ‘active citizenship’ and ‘bottom up’ citizen initiatives has strongly increased. Nowadays, governments tend to approach citizens more and more as practical ‘doers’: as active citizens that can initiate projects in the public domain – for instance to increase the livability of their neighborhood. The dominant policy perspective on what is called the ‘democracy of action’ is one of a small government (to make room for a ‘big society’) that is not directive but supportive to active citizens.
    In this article, we first argue that in practice we observe two ‘silent ideologies’ that suppress this policy perspective of the democracy of action. We call these the silent ideologies of ‘professional centralism’ and of ‘instrumental support’; we claim that in practice these ideologies enable the dominance of professionals over citizen initiatives (and nót that of the citizens). Second we state that the policy perspective of the democracy of action itself contains a silent ideology: it assumes a highly depoliticized form of citizenship. In the short term, this may be convenient for administrators and policy makers but in the long run this can lead to a less democracy because the voices of critical citizens are not heard.

    In this article we aim to provide an insight in one of the specifics of the dynamic relationship between government and society; the delegation of public tasks to (civil) society. The concept ‘Big Society’ in the United Kingdom generated immense expectations in this respect. By making use of an explorative case study, we examine the origins, visions and best practices in successively the UK, Australia and Scandinavia in order to generate a better understanding of this dynamical relationship. The major insights following from this analysis relate to the economic and cultural background, the political reality and rhetoric, as well as to concrete practices to understand what civil society has to offer in the delegation of public tasks. Finally, as a first step towards theory development, we formulate five concrete lessons for the delegation of public tasks to the civil society.

    This article explores the intellectual, political and pragmatic origins of the concept Big Society. The authors argue that although the concept has become intertwined with the political ideas of UK’s Prime Minister David Cameron, the concept has also become firmly rooted in society and is thus likely to survive the political life of Cameron. Also outside the UK, the concept has acquired political attention. The authors explore the meaning of Big Society for the Netherlands. Thus far, the concept has reached the political agenda, but time will tell how the concept succeeds to sustain.
