The recent decline in professionalism has frequently been explained as a result of the rise of New Public Management (NPM). As will be shown in this article, however, NPM does not automatically result in a decline in professionalism; its effects differ in various professional contexts. In a case study of the work of social insurance doctors and labor specialists the authors demonstrate that NPM structures the technical aspects of professional tasks, that are the verifiable elements of the professional's judgment. NPM proofs to have strong influence on the techniques for quality insurance (performance of production, time and lawfulness). On the longer term this influence can undermine professional self-regulation. NPM has little impact on the indeterminate task aspects, the professional judgment itself, even though this part has become more 'technical' in years. The case study shows however that this is not due to NPM but to the impact of bureaucratization of the professional task. Furthermore it becomes clear that this impact is stronger in the case of the labor specialist than with respect to the social insurance doctor.

In this article, we introduce the concept of 'policy alienation'. We define policy alienation as a general cognitive state of psychological disconnection from the policy program being implemented, here by a public professional who regularly interacts directly with clients. By introducing policy alienation, we want to contribute to the contemporary debate on the role of public professionals. According to some authors, professionals are experiencing increasing pressures, as managers have turned their backs to work floors and primarily opt for results, efficiency, and transparency. Conversely, other scholars note that it is questionable whether managers can be blamed for all perceived problems at work floors and in service delivery. We are able to examine these opposing claims using the policy alienation perspective, as this perspective not only takes into account the role of management, but also the influence of policy makers and politicians, as well as the claims of the more emancipated clients. After conceptualizing policy alienation, we use a case of insurance physicians and labor experts to illustrate how the concept can be researched empirically.

Community workers traditionally have a tendency to be very critical towards their own profession. Especially in the 1970s and 1980s, many community workers were afraid that structural conditions would prevent them from fulfilling an emancipatory role or, worse, that they would become part of a system of social control. In the discussion about the profession, the work of philosophers played an important role. In this paper we examine interpretations of two philosophers who were particularly influential among community workers: Foucault and Habermas. We cast doubts about the way in which these philosophers were used to discredit community work and develop an alternative interpretation that does justice to the profession as well as the work of these philosophers.

Recently in The Netherlands, as in other countries, many have called for administrative and democratic reform. The perspectives implicated in the arguments for change differ, however. Some argue for a strengthening of mechanisms of control and accountability. Others opt for more – and more direct – citizen participation in governance. In effect, these perspectives often contradict. In this article we will look into J.S. Mill's effort to combine such different perspectives. It is shown that in his considerations on good government a third principle is active: administrative competence or quality. Mill, thus, makes us aware of a deficiency in many contemporary evaluations of administrative and democratic renewal.
