    In the spring of 2013, the Dutch railway operator, High Speed Alliance, cancelled the acceptance procedures for V250 high-speed train sets they ordered from Italian manufacturer AnsaldoBreda after numerous problems with the build quality and safety systems. It is the latest chapter in a series of failed attempts to build and run a high-speed railway link between Amsterdam and Paris. Inevitably, the question of who was responsible for the decision to order the V250 has become prominent. We study 20 years of public decision-making by analysing the content of over 1,200 documents. Using David’s and Arthur’s theory of path-dependency, we conclude that all the decisions that were taken during those two decades created a situation in which the choice for the V250 was nothing more than an inevitable gamble. It can therefore be concluded that all parties involved, from the railway operator to Parliament, have contributed to the current failure.

    This article shows how top officials in ten European countries evaluate changes in the public sector based on a number of dimensions, such as quality, cost-efficiency, ethics, effectiveness and the attractiveness of the public sector as an employer. Senior public officials in the Netherlands are compared to their counterparts from 9 other European countries. The study is based on the large-scale academic COCOPS Top Executive Survey, and answers from 3,173 top public sector officials were used.
    Results show that senior public officials in the Netherlands are very positive about changes in cost-efficiency and service quality in the public sector. Yet they are concerned about the attractiveness of the public sector as an employer and public trust in government. At the same time, senior public officials in the Netherlands appear to be among the most positive all nationalities about recent changes in how the public sector operates. Only with regard to changes in the attractiveness of the public sector as an employer are senior Dutch public officials considerably less optimistic.

    In co-production processes, citizens and professionals both contribute to the provision of public services and try to enhance the quality of the services they produce. Although government offers several opportunities for co-production, not all citizens decide to actually take part. Current insights in citizens’ individual motivations offered by the co-production literature are limited. In this article, we integrate insights from different streams of literature to build a theoretical model that explains citizens’ motivations to co-produce. We test the model using empirical data of Dutch neighborhood watches.

    Public regulators and inspectorates are increasingly involved in self-regulatory initiatives. This contribution is about co-regulation, which are co-ordination efforts among public regulators and self-regulating institutions. In co-regulation arrangements typical regulation and oversight activities, such as standard setting, information gathering and sanctioning become subjects of co-ordination between public and private actors. Co-regulation arrangements are typically network efforts. At the same time ‘regulation’ has a hierarchical connotation. This paradox shows in interpretations of ‘governance’ and ‘the move from government to governance’, the latter being a popular phrase qualifying a change of the government’s role in society. Main question in this paper is what the changing role of government in society means for the assessment of co-regulation. Based on literature two implicit, but opposing interpretations of ‘governance’ and the change are described. This implicitness may cause unsound assessments of co-regulation, either too tough or too lenient. In this contribution the normative implications of both interpretations are made explicit for co-regulation. The argument is illustrated by the case of co-regulation in the Dutch coach travel industry.

    Our research question is: how do Dutch municipalities practice their local steering role within climate mitigation policy? Policy documents of twelve municipalities have been analysed and corresponding policymakers have been interviewed. Our research illustrates that the Dutch government is struggling with the changing relations with society and the growing dependency on it for reaching policy targets. According to literature, the governmental steering role of process management is expected to be more effective in situations of high dependency. However, the policy strategies of municipalities meet characteristics of project management. Meanwhile, the project targets are not controllably formulated and rely solely on actions of other local parties. The ministry has assigned municipalities to use this project management style, to implement the projects in a top-down manner, and to find partners after the implementation phase. Municipal policymakers indicate that they are facing problems afterwards, because the ‘partners’ have interests that do not correspond with the projects as formulated by the municipalities. It is more effective to negotiate with the other parties. This is necessary in order to formulate collective policy targets that meet the interests of all of the participating parties in accordance with the theory of network governance and process management.

    Because of the blurring of the European internal borders, combating crime is demanding closer cross-border collaboration between police forces. For that reason, the Dutch police have expressed the objective that dealing with cases with an international component should be an integral part of the job for every police officer. This study focuses on the attitudes of Dutch police officers regarding cross-border policing, and seeks to determine which factors have the greatest effect on those attitudes. This attitude approach contrasts with more traditional, top-down approaches, by shifting the focus to micro dynamics on the individual level. The methods chosen for addressing this research objective consist of semi-structured interviews and observations. The results show that the current attitude of Dutch police officers is mainly determined by the extent to which they have had to deal with international issues in their daily work. Although strong organization-wide attitudes towards cross-border policing are not likely to arise, much could still be gained by facilitating cross-border experiences and making more coherent efforts at socialization.

    This article analyzes the political discourse of alliance or partnership thinking. The metaphore of a partnership suggests a government which stands alongside civilians embodying a humble and service-based policy-making. We claim that this metaphore is in fact a justification for an interventionist claim towards those who not subscribe to the pact. The ideal of partnership is based on the political mimesis, a political conception which denies the principled distinction between state and society. The identification of a popular and political will is the legitimation of partnership thinking. It creates a problematic distinction between those who are supposed responsible and those who are not. To oppose governmental policy making leads to a high political price: either you’re with us, or against us.

    In this article we aim to provide an insight in one of the specifics of the dynamic relationship between government and society; the delegation of public tasks to (civil) society. The concept ‘Big Society’ in the United Kingdom generated immense expectations in this respect. By making use of an explorative case study, we examine the origins, visions and best practices in successively the UK, Australia and Scandinavia in order to generate a better understanding of this dynamical relationship. The major insights following from this analysis relate to the economic and cultural background, the political reality and rhetoric, as well as to concrete practices to understand what civil society has to offer in the delegation of public tasks. Finally, as a first step towards theory development, we formulate five concrete lessons for the delegation of public tasks to the civil society.

    This article discusses the realization of public value through social entrepreneurship. It shows practices that can at present be seen in the Dutch society and answers the question: what is the relation between social entrepreneurship and the realization of value in the public domain? We conclude that public value is at the same time the result of the efforts of a social entrepreneur (person) in the beginning of his endeavors, the presupposition for social entrepreneurship (activity) in the phase of growth and the good that is preserved by the social enterprise (organization) by the time it has matured. In realizing public value social entrepreneurs come into contact with government. For government this encounter has quite an awkward nature since government has at the same time both a say (it is responsible for policy) and no say (it is not responsible for individual social entrepreneurial initiatives) regarding the realization of value in the public domain through social entrepreneurship.

    ‘Big Society’ has been one of those inspirational concepts that have recently swept through the public administration literature. With their appeal for a ‘Big Society’, the British Tories contrasted their policy program with Labours’ traditional ‘Big Government’ program. Upon closer inspection, however, it is revealed that the underlying analysis is not new at all, but reflects a specific analysis that can be traced back to Wilson’s famous essay on the study of public administration in 1887. Stripped from its details, the never-ending story claims that public administration now struggles with overwhelming complexity, which makes traditional bureaucratic methods obsolete and calls for innovative, new approaches. The fact that this story has remained fairly constant for over 125 years is cause for some concern. The article traces the historical genesis of this never-ending story and lands on a plea for more sophisticated attention for administrative history, more critical scrutiny of new ideas and more serious study of the nature and effects of complexity.

    Over the last decades an increasing number of mergers and acquisitions between Dutch healthcare organizations has taken place (up scaling). More recently there is a rise in the numbers of new small-scale healthcare organizations and small-scale care facilities (down scaling in the numbers). The wide variety of scales, each with its pros, cons and (historical) contexts, makes the existence of one optimal scale an illusion. Our research question is: when, and on the basis of which values, is scale of healthcare organizations legitimate? We answer this question by analyzing 650 newspaper articles from fourteen national newspapers. By using theory about legitimacy and values, we argue that five values underlie the public discussion on scale: governance, the human size, quality of care, market power and efficiency. We conclude that achieving legitimate scale involves dealing with those five values, which are not always commensurable and sometimes conflicting. With this article we contribute to the scientific debate about scale and values. We also give recommendations to policy makers and executives that can be used to improve the legitimacy of scale decisions.

    Urban government is expected to contribute to the solution of major urban problems. At the same time, urban government is riddled with problems itself, often denoted in terms of governing and democratic deficits. In this article, options for governance reform in the urban realm are being explored along five lines, following up on recent research in the Netherlands and abroad. Both more aggregative arrangements (electronic ‘straw polls’, knowledge polls, prediction markets, ‘dot gov’ competitions for ‘best solutions’) and more collaborative arrangements (electronic co-creation, wiki governance, vital coalitions, urban regimes) are being assessed. The conclusions is that there are good arguments for, at least, more experimentation along these lines - not only from a functionalistic, but also from a democratic and social-psychological point of view.

Het falen van deliberatie

    Deliberative democracy is a topic of fierce debate in political philosophy, democratic theory and other disciplines. Over the last two decades, the notion of deliberation - or dialogue - as a key democratic asset has also pervaded practices and empirical studies of public policy and governance. Although avid advocates and critics of deliberative governing and policy making may be found, the majority of scholars and professionals in this field take on a pragmatic, agnostic stance, and a public debate between them remains largely absent. Thus, deliberation is hardly contested or questioned, while in practice, it regularly leads to failure and disappointment. The article introduces and transcribes a dialogue on the failing of deliberation that was performed at a symposium on ‘Contested democracy’ by The Netherlands Organisation for Scientific Research (NWO) (Jan. 2011, The Hague). An optimist and a cynic deliberate the role of deliberation, accompanied by a chorus of administration scientists.

    The problems discussed in the articles of this special issue are not merely wicked in the sense of involving normative dissensus and factual uncertainty. They also are systemic: they reflect institutional inertia, discursive inertia and the disruptive impact of sociological trends (individualization, Europeanization etc.) on incumbent practices and institutions. This systemic character tends to makes them persistent: while fundamental change is unavoidable, such change is likely to be bothered by the very institutional and discursive inertia it seeks to address. Reflecting, from a public policy studies point of view, on previous articles we deduce four principles from urban practices to deal with these challenges: 1) reduce dissent and uncertainty where possible; 2) acknowledge normative diversity by promoting context-specific solutions; 3) organize policies around societal/market initiatives that have emerged in a context and 4) define institutional changes that may further promote and simplify such policies and seize opportunities for structural change.

    In 2010 and 2011 a committee of experts inspected if and how forty of the most deprived areas in Dutch cities have benefitted from the major national neighbourhood policy program launched by the previous government in 2007. The aim of the program was to restore living conditions in those areas within the next ten years, by investments in the physical, social and economic field, thus trying to improve the living conditions and chances (social mobility) of the neighbourhood citizens. According to the Committee, the forty neighbourhoods have proved to be laboratories for institutional change. There is growing confidence among local parties that with less disintegrated bureaucracy and more possibilities for citizen initiatives, interventions can be organised which are more effective and cheaper. Realising the objectives of the neighbourhood approach demands continuous involvement, effective organization, creative solutions and intensive contact between professionals and citizens. Government organizations and institutions need to relinquish control and facilitate and support the problem solving abilities of the professionals and citizens, who live and work in these neighbourhoods day in day out. In the most problematic neighbourhoods of Dutch cities, the seeds of the new welfare state are being planted.

    There seems to be a contradiction between what is happening in public administration discipline and public administration practice. Whereas public administration discipline and law largely separated during the past decades public administration practice and law have converged. Recently three books have been published which emphasize the importance of the rule of law as an explanatory variable for public administration's design and behavior. In this review essay these books are discussed from a public administration theory perspective. The point of departure of the authors substantially differs. Beckett (‘Public Management and the Rule of Law’, 2010) focuses on the rule of law, Cooper (‘Public Law & Public Administration’, 2007) and Rosenbloom, O'Leary & Chanin (‘Public Administration and Law’, 2010) aim at constitutionalizing public administration. The rule of law and the constitution prove to be shaky grounds for a public administration theory. In general constitutional competence may be important for public managers and professionals, but what it means for everyday practices is not easy to establish. The authors therefore extensively describe American public law, emphasizing the constitutional constraints and general administrative law. With these books the authors provide excellent building blocks for a comparative approach of the rule of law from a public administration perspective. The aim of such an approach would be to discover patterns between legal and constitutional designs on the one hand and everyday administrative practices on the other hand.

    Public Private Partnerships (PPP), especially those geared to exercise public legal powers (‘Authoritative PPP’), are suggestive of tensions between private party involvement and public legitimacy. Hence, public legitimacy is analyzed primarily on the basis of work done by David Beetham, and complemented with Public Law legitimacy considerations concerning the exercise of legal powers and law on public organizations. The findings project that there is room to convincingly frame legitimate PPP involving public authority, but that the scope is restricted both in terms of legal constraints and of political sensitivity.As a result of this, truly wicked policy projects, which in theory stand to gain most by PPP, in practice seem to be considered less suited for Authoritative PPP (and probably more for Network PPP).

    Good governance is a contested concept in public administration theory and practice. This concluding article builds on the presented contributions as well as on additional research. First, we summarize the diversity, leading to a sketch of two basic approaches towards good governance (organizational and value oriented). Additionally questions concerning the normativity, the pluralism of values and the object of good governance (process or policy) are addressed. Second, attention is paid to strategies to cope with values in governance, acknowledging the tensions between those values. Basic strategies aim at ‘choosing’ between values, ‘accommodating’ (in time, project, context) and ‘connecting’ values (through institutions or hybridization).

Beide auteurs nemen deel aan het colloquium Goed Bestuur/Good Governance van het Netherlands Institute of Government, van waaruit dit themanummer gestalte kreeg.
