Hoe profileer je een pluriforme regio?

    How do you profile a diverse region? Based on what story, and under what name? The Southern Randstad, a conglomeration of large cities, medium-sized cities and villages in the Netherlands, wishes to make a name for itself worldwide as a metropolitan and innovative region. In this article, we will discuss how such a profiling strategy is realized. We will use insights from public administration, geography and those obtained from forty interviews with regional stakeholders. Selecting a new regional profile is a complex matter and sometimes even inappropriate. From the case study, it will be evident that in a pluralistic region collective profiling is only promising if it does not function as a replacement but as an enhancement. Furthermore, it will become clear that an area reference that refers to the two largest cities (Rotterdam and The Hague) in the region name is the most preferable. Finally, municipalities have to ‘play with scales’,i.e. they will have to align their profiling to suit the scale level at which they are presenting themselves.

    Public value management encourages public organizations to move beyond existing frameworks and create value in flexible collaboration with societal partners. However, this approach creates problems for the accountability processes, because reports to politicians are often still directed at quantitative goals and rigid frameworks. This creates uncertainty and disagreement around the definition of value, the legitimacy of the new governance styles and the complexity of the new collaborations. This article describes the experiences of a large Dutch municipality where we conducted an experiment with an innovative accountability process for public value creation in the public health domain. Political administrators, council members, civil servants and societal partners have jointly assessed, through an interactive Public Value Table meeting format, what value their combined efforts in complex societal challenges have created. This experiment gives insight in the growing pains of public value creation, but also shows some possible solutions to address these tensions.

    From 1974 until 1994 John Wevers was alderman in Maastricht (an old city in the deep south of the Netherlands) in the area of urban development. Before (from 1967 until 1974) Wevers was already a political activist in this domain. In 2016 he published his autobiography, which is very interesting for several reasons. The autobiography not only gives insight in the policy and the organization in the area of urban renewal in that period, but also in the functioning of local politics in general. At his farewell as an alderman in 1994 Wevers was the last remnant of a generation of Dutch Labour politicians (the other three were Adri Duivesteijn in The Hague, Ypke Gietema in Groningen and Fons Asselbergs in Amersfoort) who made architecture a public matter during the eighties. During the seventies Wevers also belonged to the generation of Dutch Labour politicians (amongst Jan van der Ploeg in Rotterdam, Max van den Berg in Groningen and Jan Schaefer in Amsterdam) who propagated the human scale and living in the inner city for ordinary people. In this respect they could rightfully call themselves the heirs of the legendary Labour alderman Floor Wibaut (alderman in Amsterdam from 1914 until 1931).

    Electoral campaigning and its financing at the local level have been hardly studied in spite of the growing political significance of municipalities in the Netherlands. Local parties have been barely studied either, even though they gained more than 30 percent of the seats in the local elections of 2014. They have done so without any public subsidy, whereas subsidized national parties can and do support their local branches. This article examines which campaign activities local parties used to attract voters, how these activities were funded, and whether local parties perceived subsidies necessary and desirable. A survey among local parties held just after the local elections of 2014, indicates that their campaigns are by and large a traditional, low-cost affair. They are often not labor-intensive nor technology-intensive, despite the electoral effectiveness of micro-targeting and canvassing. Contributions from local councilors constitute the main source of finance. The survey also shows that transparency of campaign financing can count on widespread support among local parties. They also prefer a level playing field between local parties and local branches of national parties by providing both public subsidies or none, which is an important contribution to the discussion on the current legislative proposals on party financing at the local level.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

    From 2001 (until February 2017), the Dutch province of Overijssel had its own knowledge center, in the area of urban society alongside the national knowledge centers, that was called KISS. In a first essay, an overview of KISS meetings dedicated to citizen participation was given with examples from all over the world. A second essay zoomed in on the Dutch municipality Deventer, a frontrunner in the area of innovative community and area development. This essay focuses on Enschede, a municipality with nearly 160,000 inhabitants in the east of the Netherlands near the German border, as pioneer with the method of the social general practitioners (‘wijkcoaches’) in the Netherlands. Two KISS meetings were devoted to this innovative instrument: the first on its design and on the preliminary results of the project, the second on the final results and on the future of the project. An important role in pioneering was played by the political executives in the municipality and the community of Enschede that showed New Civic Leadership (a concept from Robin Hambleton) by their commitment to the common good and the values of the welfare state. This type of leadership is especially important in a turbulent policy environment like that of social work with decentralizations, financial cuts and shifting policy goals.

    This paper will show how citizens’ summits in the Netherlands cope with diversity of participants and the impact of this on those initiatives. This provides insight in why diversity is hard to reach and what can be done to improve it. Presently, dissatisfaction about the Dutch democratic system is widespread. Solutions are being sought to strengthen Dutch participatory democracy. For this objective, citizens’ summits develop different kind of initiatives. However, citizens participating in these summits are a homogeneous group, namely mainly white, middle aged and highly educated. Mechanisms of exclusion, selection of candidates, homogeneous composition of the organization, and a dominating intellectual/rational way of debating are playing a role here. Citizens with different backgrounds need to be included in these initiatives to obtain a better representation of society’s voices. This notion has been strengthened by theory, which shows that diversity enables more creativity and innovation.

    Nationaal en internationaal staat onderzoek dat maatschappelijk relevant is, wetenschappelijk gezien hoge kwaliteit heeft, en zowel integer als efficiënt wordt uitgevoerd in de schijnwerpers. Het achterliggende idee is dat alleen zo de gewenste maatschappelijke impact kan worden bereikt. Door het bevorderen van verantwoorde onderzoekspraktijken, waarbij er onder andere expliciet aandacht is voor aspecten als stakeholderparticipatie, interdisciplinaire samenwerking, replicatie en systematische reviews, kunnen financiers of programmeurs van onderzoek hieraan bijdragen. In dit artikel wordt een overzicht gegeven van de wijze waarop ZonMw dat doet als kennisprogrammeur op het gebied van het gezondheidsonderzoek. Hiertoe is een toetsingskader ontwikkeld en toegepast op zestien lopende onderzoeksprogramma’s, dat ook voor andere domeinen en actoren betekenis heeft. Een belangrijke aanbeveling is dat ‘verantwoord programmeren’ een eigen kennisbasis behoeft om de toegevoegde waarde ervan te kunnen bepalen. Naast investeringen in metaonderzoek vraagt dat om een goede monitoring en informatievoorziening bij de kennisprogrammeur.

    Infrastructure and adjacent areas represent extensive social value. However, infrastructure and areas are still often developed sectoral and independent. In the Netherlands, national spatial policies strive for combining infrastructure and area as one integrated approach as this is expected to result in more spatial quality. Taking this perspective, this article discusses trendy concepts in current Dutch planning, such as: adaptive planning, public and private cooperation and challenge-oriented approaches (‘opgave-gericht werken’ which focuses less on realising a project but more on the current and future issues and challenges in an area). This article argues that these concepts are closely related. Adaptive planning defines the rules of the game and the playing field, within which cooperation may develop. Cooperation is a means for creating spatial quality in interaction within this playing field. After all, generated quality can be considered as a contribution to the specific objectives and interest of the various partners. A challenge-oriented approach is the process for generating spatial quality from synergies in combined infrastructure and spatial development. This article aims to explore the relationships between adaptive planning, public and private cooperation and challenge-oriented approaches and to provide starting points for further research and discussion.

    In the private sector, user innovation is used to develop innovations that better fit the needs of customers. In the public sector, interest for citizen innovation is also on the rise and new information and communication technologies seem to offer a great potential for accessing the power of citizens. At the same time these technologies offer another potential value: they can turn citizens into data sources. This data can offer governments crucial insights and may form the basis for datadriven innovation. Innovating with citizens in both different ways seems to offer great potential for broadly supported issues such as urban sustainability. This article develops a framework for studying these new developments and presents explorative research in three cities (Curitiba, Glasgow en Utrecht). The research shows that cities make different choices in their use of new technologies to innovate with or for citizens.

    This essay contains a short history of the municipal and other administrative sciences in the Netherlands. This history is divided into seven lives. Each life has its own specific characteristics and approaches. The story starts in 1914 with the dissertation of Gerrit van Poelje and the aldermanship of Floor Wibaut (for the Dutch Labour Party) in Amsterdam. Nevertheless, the authors make a plea to view 1921 as the actual starting point, because it is the year of the introduction to municipal administration written by Van Poelje and the first Dutch academic magazine on municipal administration (‘Gemeentebestuur’). This means that we can prepare for the celebration of 100 years of (municipal) administrative sciences in 2021. A great challenge for all universities, but certainly for the Public Administration programme of the University of Twente, which is now celebrating its 40th anniversary. The challenge is to work on current topics such as the relationship between public administration and technology in smart, sustainable and resilient cities.

    This year we are celebrating volume 70 of the Dutch magazine ‘Bestuurswetenschappen’ (Administrative Sciences in English). The first complete volume was published in 1947, but the first issue had already appeared in November 1946, so last month our magazine had its 70th anniversary. It is an appropriate age to reflect for a moment on the launch of our magazine in this anniversary issue, because 70 is rapidly becoming the new 65. It is also an opportunity for us to pay respect in this editorial to those people who were involved at the launch of the magazine which happened under difficult circumstances (because of the consequences of the Second World War and the huge task of rebuilding the Netherlands). At the same time this homage is an impressive ‘who’s who’ of Dutch (and also partly the international) administrative sciences at that time, with many remarkable and influential characters playing a role. Apart from all the male authors and editors, one woman (Hermine Revers) was the editorial secretary of the magazine. Chief editor was Gerrit van Poelje, who is considered by many to be the founder of Public Administration in the Netherlands.

Hoe staat de lokale democratie in Nederland ervoor?

    Is local democracy in the Netherlands equipped for its mission? There is confusion and disagreement about the answer to this question. How people assess existing democratic practices is strongly influenced by one of the three main perspectives: representative democracy, participative (deliberative) democracy or ‘do-democracy’ (associative democracy). But to be able to have this discussion in the first place, empirical knowledge is required about the state of democracy at the local level. In this article (apart from the introduction, the first in a series on the local democratic audit) the authors bring together the available research data and organize these data with the help of David Easton’s system model: from input of citizens and civil society via throughput to output and finally feedback again in the political system. The research presented offers some insight in the state of local democracy, although it is not possible to give a final assessment. That depends on the perspective on democracy chosen, but it is also not possible because of the fragmented and incomplete nature of the research on local democracy in the Netherlands. The authors advocate contributing to these discussions with more empirical knowledge. The overview in this article shows that there is work to be done in this respect.

    Central concern of this article is tracing back how the making-responsible of citizens takes shape within Dutch speeches from the throne, government statements and reports of the Dutch Social and Cultural Research Institute (SCP) ever since the 1960s. The Dutch participation society, a term much discussed ever since mentioned in the 2013 speech of the throne, is often associated with a withdrawing government and a coming to end of the welfare state. At the same time, according to several authors, the notion of a withdrawing government that operates within a network of multiple equal actors has brought along the need for a widening of the government’s repertoire of action. This has been characterized as making-responsible citizens on conditions of the state. It has raised doubts about true government-withdrawal and authors have related it to the dominance of neo-liberal thinking ever since the 1990s. Applying an analysis framework derived from discourse analysis, it is made tangible in this article how within political discourse beginnings of the making-responsible of citizens can be traced to the 1960s, more than thirty years earlier than expected. It is argued that this longer history makes a plea for encouraging the political dimension of citizenship all the more important.

    While international research gives increasing attention to geographical factors in education, this perspective is lacking in Dutch research and policy. That a geographical perspective is badly needed, is demonstrated on the basis of the proposed policy to promote new schools in the Netherlands. Current housing policies for Dutch schools are described, pointing at disputes between municipalities and school boards who hold shared responsibilities. Next, foreign housing policies for new schools are studied, that is for friskolor in Sweden, free schools in England and charter schools in Texas (USA). Experiences abroad not only testify that very different choices can be made, but indicate that housing policies may in the long run have a substantial impact on segregation and educational inequality. It is also shown that new schools are mainly located in urban areas. It is argued that in addition to costs for new schools, friction costs for existing schools need to be considered. In all, a geographical perspective on education is needed, so as to prevent increasing segregation and social inequality as well as wasting public financial resources.

Sturing van warmtenetten: naar een typologie van governance-structuren van warmte-infrastructuren

    A promising option in energy transition is a more efficient use of heat by linking local heating projects to a regional infrastructure. Although this is technologically feasible and the local officials are often benevolent, such projects only scantily get off the ground. The main challenge appears to be the aspect of the appropriate type of governance for the design and use of regional heat networks. The authors of this article developed a governance-typology for heat networks. The aim of the typology is to help unravel the complexity in the planning of heat infrastructures, taking due account of some legal principles. This typology also enables to categorize heating projects. In this way it is possible to provide some insight in the influence of the stakeholders’ preferences on the governance of heat infrastructures. Barriers and opportunities can be reduced that may hinder or promote the use of waste heat. Local officials may use the information for preventing or breaking through deadlocks in the planning of heat infrastructures.

    Local authorities know for some time from experience with partnerships with local communities in the area of sustainable development that the urgency of climate change increases and that citizens develop into an equal partner. The convergence of these two motivations asks for an innovative way of acting, in which the performance of local authorities is a crucial factor for the ultimate success of local sustainable energy projects in which citizens are actively involved or will be involved. This article exposes the ways in which local authorities innovate with policy for the support of active citizenship in the production of locally generated sustainable energy. The article also explores the barriers that arise. The authors analyse two cases on different levels of government; ‘The Energy-workplace’ (in the Dutch province Fryslân) and ‘The Armhoede sustainable energy landscape’ (in the Dutch municipality Lochem). The cases show that policy innovations crystallize as well at ‘arm’s length’ distance as in the direct sphere of influence of the (local) authority. However, innovation takes place by the grace of the space in the existing institutional framework and the political (and administrative) system. Formal guidelines (like policy or regulation), persons, and informal practices of the traditional policy implementation may hinder a productive interaction between (active) citizens and government.
