    The traditional authority of mayors and aldermen is readily challenged. Formal positions do no longer constitute authority. For that reason, new political repertoires are being sought after and are being developed by local political-executive leaders. This article analyses and compares the sources of authority for mayors and aldermen: how can they develop, maintain, and strengthen their authority? It develops an innovative typology of sources of authority. A distinction is made between institutional, positional, and personal sources of authority. The model is applied to the mayors and aldermen in relation to relevant socio-political developments that affect the two offices. It is found that the authority of mayors rests on institutional sources of authority more so than that of aldermen. For the latter, positional and personal sources of authority are more important. At the same time, personal sources of authority have become very important for mayors as well as aldermen. The results call upon mayors and aldermen’s skills and competences to develop personal authority through persuasion.

    The key question of this study is whether policies adopted elsewhere in Europe might be useful in helping to increase the labour force participation of women and of older workers in the Netherlands, and thus improve the financial basis for social security arrangements. We examined the effectiveness of national policy measures over and above that of the individual-level determinants that are traditionally examined in economic and sociological studies. The data on labour force participation are from the European Social Survey, and information on public policy arrangements comes from the MULTILINKS database. Regarding the labour force participation of women, findings show the importance of distinguishing financial measures and care services. Women generally work fewer hours per week in countries with generous financial support for families (tax benefits, child support), and more hours in countries with generous parental leaves. Regarding the participation of older workers, findings show the importance of distinguishing the minimum pension level (negative association with the likelihood of having a job) and pension as a proportion of earned wage (no association with having a job). A novelty of the present study is its ability to demonstrate the impact of national arrangements at the level of individual participation behaviour.

    This article points out some of the pitfalls and ambiguities involved in quantified cross-national policy comparisons by looking at the construction and use of standardized indicators in the field of pension policy. The empirical analysis looks at three cases where the OESO and EU use standardized pension indicators to score and rank the performance of national pension systems. The cases illustrate some of the problems associated with scoring and ranking the outcomes of unique and complex pension systems by means of internationally standardized indicators. Our results show that internationally standardised indicators for pension systems are not neutral in the sense that they favor countries with certain institutional pension policy mixes over others. When particular institutional characteristics are treated differently under the same metric, systematically distorted conclusions about the performance of national pension systems may, and likely do, result. Consequently, these observed biases hinder reliable cross-national comparison that is based on these indicators. The article concludes with some recommendations on the construction and use of international indicators in the field of pension policy. It also discusses where research on the process of commensuration – transforming qualities into quantities − in a comparative context should go from here.

    The credit crisis that began in the summer of 2007 has fundamentally challenged much financial regulation and the political institutions that produced it. Measured against the criticisms that have been brought forth against previous financial governance, the extent of governments’ overall reform ambitions has been disappointing. Starting from this observation, this article asks: what explains governments’ reform choices, and thus also their limited ambitions? To explore this question, this article focuses on the positions that four governments central to global financial regulation (the USA, the UK, Germany and France) have taken in advance of the G20 meetings in 2009 across four key issue areas: accounting standards, derivatives trading, credit ratings agencies and banking rules. It evaluates both the overlap between positions across domains and governments as well as the differences between them. Such variation, we argue, provides key clues to the overall drivers behind reforms – as well as their limits. The overall picture that emerges can be summarized as follows: governments have been staunch defenders of their national firms’ competitive interests in regulatory reforms. That has not necessarily meant that they followed industry preferences across the board. It has been the relative impact, compared to foreign competitors, that counted in reform positions, not the absolute impact. These differences of opinion have played out within the context and the limits of the overall debates about thinkable policy alternatives. In spite of fundamental criticisms of pre-crisis regulatory orthodoxy, convincing and coherent alternatives have been forthcoming slowly at best. This has made reform proposals less radical than criticisms, seen on their own, might suggest.

    De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises.

    The social security system provides some form of protection for its citizens. The social security system depends on public support in society. Support is crucial for legitimacy of the social system. To date, it remains unclear whether social policy preferences will be affected by changes on the labour market. In this article we aim to increase our understanding of individual reactions to increasing labour flexibility and the impact on social policy preferences. From the results of our study, we draw the general conclusion that employees with flexible labour contracts as well as the self-employed do not reject the idea of social security.

    The assassination of Pim Fortuyn and the electoral breakthrough of his Lijst Pim Fortuyn sent shockwaves through the Netherlands in May 2002. This article assesses the influence Fortuyn has had on Dutch politics and society. It provides an overview of the research that has been conducted on this topic over the past decade and relates the findings of previous studies to research on the consequences of the emergence of radical right-wing populist parties on West European party systems.

    In this paper we analyze Fortuyn’s political inheritance in the Netherlands. Going beyond the mere electoral popularity of his neo-rightist successors, we analyze the changing political culture since Fortuyn entered the political stage. More specifically we show that his ideological beliefs – Fortuyn voiced an unprecedented combination of liberal views towards homosexuals and gender equality with critical views pertaining to immigration, and he was critical of political and administrative elites – caught on in current Dutch politics. Moreover, his highly personal communicative style, placing him outside the inner circle of Dutch politics underscoring his adversity to these political elites, also caught on in mainstream political campaigning. This new personal style, however, did not mean a demise of ideology. On the contrary, Fortuyn actively tried to appeal to the electorate with ideals and ideology – hence marking the rebirth of the so-called ‘fact-free politics’ after the de-ideologized purple governments in the Netherlands. Since Fortuyn, mainly parties on the right side of the political spectrum have followed this path of re-ideologization. The paper ends with a comparison of the counterculture originating in the 1960s and post-Fortuyn right-wing politics, which surprisingly shows great continuity. We therefore argue that we are currently witnessing a veritable counterculture 2.0.

    The Dutch electorate is the most volatile of Western Europe. At its height in 2002 more than 30 percent of the seats in the Dutch Lower House changed to another party. But what does the increased electoral volatility mean? Are volatile voters whimsical, behaving randomly like drift-sand? Or are volatile voters emancipated, no longer committed to a single political party but still loyal to their own preferences?We answer these questions by analysing the 1VOP panel data set, which covers 55.847 adult respondents who participated in at least 2 of the 58 waves between November 2006 and June 2010.First, we assess the presence, frequency, and direction of changes in voters’ party preferences. More than half of the respondents (52 percent) changed party preference at least once. However, they mostly stick to one of two ideologically coherent party blocks.Second, we explain why some voters are more likely to change party preference than others. Especially middle groups are volatile: people with modal income and average levels of education, and people who position themselves in the political center. However, the lower educated are more likely to switch between dissimilar parties. These findings support the view that increased volatility reflects voter emancipation.

    Dutch housing policy has been reformed dramatically over the last fifteen years. The reforms were preceded by an equally dramatic policy crisis during the 1970s and 1980s. This article attempts to explain the development of both the crisis and the subsequent reforms. An important explanatory variable is the logic of provision, relating to the fact that housing comes in the shape of stock and capital. However, the institutional logic of Dutch housing policy, notably the fact that most social housing providers are traditionally private nonprofits, has also proved of vital significance in determining the outcome of the reform process. Distinguishing the effects of the logic of provision and the institutional logic enables an analysis of how policy feedback, the inheritance from previous policies, may cause both policy crisis and policy reform.

    In managing new cleavages between conflicting values (such as materialism and post-materialism), we cannot simply fall back on a classical approach to cleavage management. The segments surrounding the new cleavage are clearly more fluid than those surrounding the religious or socio-economic cleavages from consociationalism and neo-corporatism, such as is rightly emphasised in the network approach. In the conflict between the materialist and post-materialist value pattern, representation logic is not a given certainty. Not only the facts, but also the negotiating players and the decision-making arenas are the subject of negotiation and strategic action. This is reflected in the new forms of consultation politics. Similarly, consensus formation cannot make do with the (party) political integration of the segments because, given the conditions of post-materialism, this integration can only be partial. It seems important in the new cleavage management to devote attention to the existence of several arenas in which political interests are weighed up. For the players involved in a particular policy issue, this means the lure of strategic forum shopping and thus complication of the conflict-resolving ability of each of the forums.

    Behind many notions of ‘governance’, there lies the image of a ‘modest’ or ‘retreating’ state. The assumption is that local and national authorities can only perform effectively if in cooperation with other public and private actors. Generally, it is said, governments increasingly lack the legitimacy for top-down interventions and hence the need of including participative citizen involvement in policy making and implementation. In recent years this democratic image has been disputed in scientific debates because of its lack of attention for new forms of interventionism by the state in societal processes, e.g. crime, youth care, immigration and integration. In this article, we aim to contribute to this other understanding of modern governance by analysing Dutch political discourse between 2001 and 2010 on (implicit) notions of the role and responsibility of the state. We show how the idea of ‘responsibilisation’ of citizens is turned into an argument for more instead of less state involvement in societal processes and citizens’ lives. By emphasizing ‘shared responsibilities’ between government and society, a tricky picture of parity is sketched of this relation. Dutch government presents itself as ‘an ally’ of citizens in fighting pressing social problems, but in the meantime an ideal of ‘responsible behaviour’ is constructed, namely, citizen behaviour in concordance with government’s policy ambitions. Within this political discourse, the socio-liberal idea of ‘responsibility’ turns into ‘responsibilisation on government’s terms’ and ‘irresponsible’ behaviour becomes a legitimate focal point for deep state interventions through techniques of governance.

    This paper offers a critical empirical analysis of the policy terms ‘allochtoon’ and ‘autochtoon’, which have been used in Dutch public policy and administrative practices in recent years, as well as in general public discourse, to distinguish between people with a migrant background and those with a so-called native background on the basis of birthplace. Taking an interpretive policy analysis perspective, we present metaphor and category analyses to show the determining role that ‘place of origin’ has in the policy terms. The analysis includes a historical contextualization of the categories within Dutch policy discourse. The metaphor analysis focuses on the etymology of the terms, and the category analysis examines the taxonomy used by Statistics Netherlands since 1999. The role of ‘place’, and in particular country or land of birth, in these etymologies and taxonomies link to elements from ancient racial thinking, showing that ‘birthplace’ is a surrogate for race in this policy discourse. The analysis leads us to argue that the terms are inherently exclusive and that the exclusive work that the essentialist categories do is in marked contrast to the policy goal of integration.

    Putnam (2007) claims that in ethnically diverse neighbourhoods, residents of all ethnic groups tend to ‘hunker down’. Solidarity and trust are lower, mutual help and cooperation rarer, friends fewer. Various studies in the United States found a clear correlation between diversity and cohesion, and also for many different dimensions of social cohesion. Whether this finding also holds in other (European) settings is the subject of hot and unresolved debate. Specifically, this article addresses the question whether living in an ethnically diverse setting has negative consequences for social cohesion in the Netherlands as well. To further the debate, this article pulls apart various contexts and various dimensions of social cohesion. This article examines the relationship between ethnic diversity (in socio-graphically defined neighbourhoods) and four dimensions of social cohesion (trust, informal help, voluntary work and neighbourhood contacts) for the 50 largest cities in the Netherlands. We conclude that the Putnam hypothesis holds only to a limited extent in the Dutch context. The only aspect on which ethnic diversity has a negative effect is the degree of contact in the neighbourhood.

    Agricultural production systems may influence each other in a negative way, with conflicts as a consequence. In general, such conflicts are resolved technically in an ad hoc manner, at farm or greenhouse level. There is no structural attention to so-called co-existence problems. This article makes a plea for acknowledging such problems as policy issues and for grouping these together under the label of co-existence conflicts, broadening this phrase beyond its traditional meaning related to conventional, organic and GM crop production. Co-existence conflicts are concrete, local expressions of the tensions between conflicting values incorporated in the current agricultural system. It is argued that because they are manifestations of conflicting value systems, they offer useful stepping-stones to practically organise and channel discussions on sustainable development in agriculture.

    Since 1994, the concept of citizenship is a central concept in Dutch Integration policy for immigrants and their descendants. Gradually, the concept has become a moral category of good and active citizenship, associated with all kinds of obligations. Since the turn of the century it is even used to urge on – especially – Muslims to assimilate to mainstream culture and fundamental norms and values. This contrasts sharply with the Dutch multicultural policy of the 1980s. How is it possible for political and policy discourse to change in such a radical way within a few decades? And what role played the concept of citizenship in these changes? This article seeks to answer these questions by investigating how the concept of citizenship has been interpreted and applied differently over time in Dutch discourse on integration policy, focussing on issues of unity versus ethno-cultural diversity. With this purpose, first, the concept of citizenship is defined and differentiated in four dimensions and various perspectives. Next, Dutch political and policy discourse of the last 25 years is examined in broad lines. Subsequently, the Dutch discourse is analysed in more detail in debates of the last decades on dual nationality and on civic integration policy.

    According to many observers, multicultural integration policies have strongly eroded in the Netherlands since the early 1990s and particularly following the rise of Pim Fortuyn in 2002. In this view, the Netherlands now follow harsh, assimilationist policies that threaten the foundations of democracy. Policy studies on the local level have however found strong continuities. This article investigates changes and continuities in Dutch integration policies on the national level. The cross-national policy data compiled in the Migration Policy Index show that the Netherlands are in 2007 still among the European countries that offer immigrants and their descendants the largest degree of legal equality. Comparative data on accommodation policies regarding immigrant cultures and religions show that Dutch policies are still culturally pluralist compared to most other European countries, e.g., by recognizing immigrants' ethnic and religious identities and practices, subsidizing and incorporating their associations, and providing preferential access to public sector jobs. Quantitative comparative policy data are supplemented by qualitative examples of pluralist policies in the media, the police force, and nature conservation and recreation. The article concludes that in spite of rhetoric to the contrary, there is strong path dependence in Dutch integration policies, also on the national level.
