Waarom evalueren beleidsmakers?

Een longitudinale analyse van motieven voor beleidsevaluatie in Vlaamse ministeriële beleidsnota’s

    The evaluation purpose is decisive for how a policy evaluation is eventually used and deserves more attention in policy evaluation studies. In the present article, we investigated the motives underpinning concrete evaluations, as outlined in four series of Flemish ministerial policy notes that altogether span a 20-year policy period. The most important key finding is that the evaluation purposes are not sensitive to certain modes, neither are they strongly influenced by reforms and corresponding discourse. Despite the introduction of New Public Management oriented reforms in the Flemish public sector and the financial crisis, the relative share of attention that each of the evaluation purposes get has remained relatively unchanged across time. There seems to be a stable demand for ex ante and ex post evaluations and associated evaluation purposes. The common perception of a trend towards ever more evidence-based policy can hence not be confirmed. Remarkable as well is the low share of attention given to ‘accountability’, at least in discourse.

    Policy evaluation has two main functions: it should lead to policy oriented learning and facilitate accountability. Rendering account is considered an important democratic duty but is not very popular with politicians and, hence, public officials. Learning is popular, but in practice it is often difficult to organize or, indeed, witness.
    This contribution addresses the question how, in both functions, policy evaluation could be better utilized. As a starting point we the tension between scientific and political rationality and the barriers associated with these different worlds to the development of knowledge.
    As indispensable for sound and productive knowledge management in government the article outlines the importance of societal values, policy effectiveness as a research angle, and the independence of researchers at major evaluations. In addition, relevant research questions, high methodological quality, responsiveness, good timing, and clear and accessible reporting are indispensable. It is argued that these are by no means abstract notions but can be brought into real day-to-day practice.
    The conclusion is that a knowledge agenda for policy evaluation that is based on the search for effective policy interventions and societal values can help to bridge politics and science.

    In this article, we explore how evaluations are managed by Dutch policy departments in terms of six aspects of evaluation capacity: institutions, programming, budgeting, evaluation process and content, and finally, evaluation use. We also sketch how international organisations and a number of larger countries deal with these issues of evaluation capacity. Internationally, a variety of norms, checklists and procedures demonstrate that the commissioning party is considered to play a key role in the realisation of evaluations as well as their use. Here, evaluation and evaluation knowledge are often viewed as part of the policy process rather than as a separate exercise. Our description of evaluation practices in Dutch policy departments reveals that several capacity-enhancing initiatives were developed in the past few years, such as new evaluation institutions or structures and programs to promote the commissioning of effectiveness evaluations. It also suggests, however, that accountability is an important driving force behind evaluation, perhaps more powerful than learning.

    Ex post evaluation is important for various reasons, in particular also from the perspective of parliaments. Evaluations feed and deepen the democratic debate by adding evidence on the results and real world impacts of laws. This strengthens each of the three institutional tasks of parliaments (initiating and approving laws, supervising government and approving the budget). Yet few parliaments in OECD countries have deployed ex post evaluation systematically.
    While the rationale for ex post evaluation is broadly understood, initiatives often run into political logics. The role that parliaments play also differs greatly between countries. There is no clear best practice. Ambition, tradition, culture, political will, capacity and resources determine what is possible and desirable. A positive trend is however noticeable.
    Building on examples and experiences in several parliaments, we make some recommendations to upgrade ex post evaluation practice within Parliaments. We elaborate on the Flanders’ case, where the Parliament is looking for mechanisms to extend its role in ex post evaluation. We recommend i.a. the introduction of an annual momentum on which the results of Government policies can be discussed and the performance of a number of ex post evaluations by the Parliament following the example of the French system of ‘rapports d’information’.

    Since the euro crisis the EU has seen a deepening of integration with a new framework for economic and budgetary coordination. With the new framework reforms in pension or housing market are coordinated at the European level. This comprehensive set of rules and monitoring mechanisms has revived the debate on Europe’s democratic deficit. This article describes how the European Parliament (EP) tries to fill the democratic void in economic governance. The EP’s formal role is limited, but by using mostly informal mechanisms the EP is setting in motion an incremental process towards further control. This development should be seen in light of a political battle on the interpretation of the new rules, which has accordingly become increasingly politicized. The Dutch have always wanted a European economic policy on the basis of technocracy and rules, but at the same time Europe’s political union draws ever closer.

    Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research.

    This contribution describes civil service professionalism from a functionalist perspective: the most important function of civil service professionalism is creating, developing and maintaining the authority of governments. Contrary to common opinion, moral authority in our day appears to be of prime importance. Citizens appreciate moral authority, but this important source of authority is often underused by political-administrative officials (especially by them). By making better use of moral authority, civil servants – policy officials and executive officials – could play a much bigger role. In order to achieve this, their professionalism must be improved by creating a broad civil service charter from which (to a certain extent) they can derive a right for civil service professionalism. In the context of the present political debate in the Netherlands on the normalization of the legal status of civil servants, there is an opportunity now to make real progress in this matter. It would be a good thing if civil servants would make themselves heard in this debate. Looking after the moral dimension of the work of civil servants and the accountability in this respect is not only a matter for the Dutch cabinet and those preparing the civil service charter, but also for the civil servants in different parts of the Dutch civil service themselves.

    Many people see big data as the solution to large societal challenges. But is this really the case? To what extend is the current interest in big data merely an example of the hype cycle, which is common to many technologies? Based on experiences in several big data projects, we explore what is truly novel about big data, and where big data might be meaningfully employed. From this, we distil two main points. First, ensuring the quality throughout the chain from data gathering through analysis and up to decision support is critical in ensuring the successful use of big data. Second, there are unavoidable tensions between the usability, desirability, and technological possibility of big data. Careful reflection on each of these is needed in any big data project.

    Big data has been adhered many potential benefits for the public sector. It could contribute to performance increase and to a better service delivery in many policy domains, across multiple public sector organisations and administrative levels. Within this debate the question of governance is blatantly absent, though crucial to address. To properly use big data in the public sector it will be necessary to integrate big data governance on three interconnected levels: micro, meso and macro-level, respectively referring to the proficient use of big data, its integrated use within an organisational context and the use of big data within the larger public sector for the benefit of public service delivery.

    This paper analyses the information sources members of the Dutch Lower House base their questions on with regard to EU affairs in the period 1995-2013. Knowledge of the type of information sources to base questions on is vital for determining what the conditions are under which members of national parliaments can scrutinize the decisions taken by the national government at the EU level. The involvement of national parliaments in EU affairs is according to many scholars a necessary condition for closing the democratic deficit of the European Union, especially when the turnout in elections for the European Parliament remains low and for national parliaments remains stable and relatively high. An original dataset is constructed including all sets of written parliamentary questions on EU affairs asked by Dutch MPs in the period 1995-2013, categorized by different types of information sources on which the question is based. These different categories of information sources are regressed with a variable measuring the Treaty changes impacting on the intensity of contact between MPs of different national parliaments and several variables measuring the characteristics of Dutch MPs and their parties. The findings indicate that Dutch MPs base their written questions primarily on coverage on EU affairs by national newspapers. Moreover, MPs are more likely to use sources rooted in a national context for asking questions when they are a member of a party with a negative attitude towards European integration. These findings imply that parliamentary control via written questions over the decisions of the national executive at the EU level can be strengthened by increasing national media coverage on EU affairs, allowing the EU public sphere to develop further in the future.

    De voorbije vier decennia werden er heel wat studies naar de implementatie van beleid uitgevoerd, maar deze hebben vier belangrijke tekortkomingen: (1) onduidelijke omschrijving van de afhankelijke variabele, (2) te weinig inzicht in de ‘kritieke’ onafhankelijke variabelen en te weinig aandacht voor de wijze waarop deze in combinatie met elkaar het beleidsimplementatieproces beïnvloeden, (3) te laag aantal cases en (4) te weinig aandacht voor hypothesetoetsing. Dit artikel geeft aan hoe het gebruik van Qualitative Comparative Analysis (QCA) (Ragin, 1987) een antwoord kan bieden op deze beperkingen. Deze analysemethode tracht de verschillende causale paden die het beleidsimplementatieproces beïnvloeden te identificeren en de condities of combinaties van condities die noodzakelijk of voldoende zijn in kaart te brengen. Hiervoor wordt gebruikgemaakt van Booleaanse algebra. Door deze en andere specifieke eigenschappen kan QCA leiden tot vernieuwende inzichten in beleidsimplementatieonderzoek.
