In ’t Veld criticizes the approach often taken by these reforms, as they are often not based on an in-depth study of the problem in question and its historic background. Scholars in public administration should not only provide critical assessments of reforms from the side-lines but should also get their hands dirty and participate in them.

    Since 1901, Dutch social housing is organized as a hybrid system. Over the years, this system has continually adapted to outside forces and demands. Lately it has come under pressure, especially as the negative side effects of housing associations becoming autonomous have become apparent. This article describes the history of social housing in the Netherlands since 1901, and discusses whether the negative side effects of hybridity should be used as an argument for a major overhaul of the system.

    During the 1980s and 1990s, successive Dutch governments reformed public transport by introducing market-type mechanisms. However, these New Public Management-style reforms have only been introduced half-heartedly because governments also tried to avoid the negative effects of NPM. On some fronts, the reforms have undoubtedly led to improved quality (better and newer material) and more choice for governments regarding how to organize public transport because there are several new providers. But on other fronts, these positive effects have been hampered by fragmentation, leading to calls for another overhaul of the system. This article chronicles the developments in public transport and discusses which new steps could be taken.

    In policy practice sometimes organizational arrangements appear that at first glance manifest itself as cooperative relations between private organizations, but about which on second thoughts the question can be asked if after all there is an active input from the side of the government. This is for instance the case in the construction of biogas infrastructures. In this article the authors discuss if we can talk about PPC after all. In the debate on governance this question is important because in the design of PPC the public interest involved must be sufficiently guaranteed in terms of control and accountability. On the basis of a confrontation between the results of a literature review and an empirical study of the case of a Green Gas pipeline in North-East Friesland (‘Biogasleiding Noordoost Fryslân’) in the Netherlands, the authors conclude that public steering in practice can take a form in disguise. Using ‘intermediate’ civil law legal persons, governmental influence indeed can be and is exercised during the cooperation. Especially law poses specific demands on control and accountability to take care of public interests, like the promotion of the use of renewable energy. Likewise in this kind of projects, especially in comparison with pure private-private cooperation, the public and if possible even the public law regulation must be safeguarded, for instance by transparency of form and content of steering. Of course this has to be done with preservation of the cooperative nature that is typical of PPC.

    More than twelve years after the appearance of the report of the Dutch Committee on the Future of Government Communication (‘Commissie Toekomst Overheidscommunicatie’) communication as the responsibility of the government is an important issue of debate and a discipline that is alive and kicking. We may even conclude that communication – in the terminology of this report – has conquered a place in the heart of policy. A lot is still unclear about the communicative function of government. On the normative question ‘why should the government communicate’ diverging answers are possible. However, the question is hardly discussed in practice and in science. For this reason the positioning of government communication as a separate discipline is also unclear. Reflection on the elementary values behind the discipline can reveal themes that have been invisible so far. The article investigates which values and motives are attached in theory and in practice to communication as a governmental function. For this reason a content analysis has been carried out of a number of volumes of five Dutch magazines (practical and scientific). The authors conclude that for professionals communication mainly is an instrument to support policy goals. The possibility to make a purposeful contribution with government communication to democratic values hardly is brought about, not so much in Communication Science as in Public Administration.

    This article presents the effects of an evaluation study of different municipal amalgamations in the past ten years in the Dutch provinces Gelderland, Limburg and Overijssel. It is an evaluation that passes through two tracks; we investigate by written sources and evaluation studies of specific amalgamations its gains, but we also by the method of a survey-feedback have asked the opinions on the amalgamation of a considerable group of people involved in the amalgamation. Would they do it again this way years after the amalgamation and they do have a positive or negative assessment of the amalgamation as a whole afterwards? The answer to this question is surprising: a lot of people involved are quite positive on a municipal amalgamation and would choose for it again in the same circumstances. They also think it is an alternative to be preferred over piling up arrangements of municipal cooperation. There is also a remarkable small difference between the assessment afterwards of a voluntary or a ‘forced’ amalgamation. That difference of assessment can be felt intensively in the process before and during the amalgamation, but afterwards the respondents are also positive about amalgamations that have been imposed ‘top-down’. This result suggests that the proverb of a ‘bottom-up amalgamation’ needs relativisation and the provinces and the central government can play a more active part in the process of amalgamation.

    Whereas the six Dutch islands in the Caribbean all have a (very) limited population size, analyses of political problems on the islands rarely seem to take the variable of state size into account. The available academic literature demonstrates that the population size of states has a strong influence on the quality of democratic governance, although scholars disagree on the question whether smallness is an asset or an obstacle to democratic development. After a discussion of this theoretical literature, the present article proceeds with a presentation of field research in three small island states (St. Kitts and Nevis, Seychelles, and Palau) in which the political consequences of a limited population size are analyzed. This analysis reveals that a number of size-related effects can be observed in all three examined island states, among which a tendency to personalistic competition, strong polarization between parties and politicians, particularistic relationships between voters and their representatives, and a dominant position of the political executive vis-à-vis other institutions. A subsequent analysis of the contemporary political situation on the Dutch Caribbean islands shows that the observed problems also play a role on these islands, which indicates that smallness is perhaps of greater significance than is now often supposed.

    Local officials, policy makers and scholars are increasingly interested in using citizen satisfaction surveys as an instrument to evaluate and analyze the performances and services of municipalities. The key reason for this popularity is the increasing awareness that citizen satisfaction ratings can give a good identification of the effectiveness of the municipal policy. However, a consistent approach to measure citizen satisfaction of the municipal policy in a multidimensional manner has yet to emerge. The construction of such a multi-criteria satisfaction score on municipal policy is indeed an intricate matter with several conceptual and methodological difficulties to overcome. One important difficulty is the question how to aggregate multiple aspects of municipal policy into an overall satisfaction measure. The current paper advocates the ‘Benefit-of-the-Doubt’ (BoD) methodology to weigh and summarize citizen satisfaction ratings on multiple dimensions and tasks of municipal policy into an overall citizen satisfaction score. The label ‘benefit-of-the-doubt’ highlights the main conceptual starting point of the method: in the absence of detailed knowledge on the correct weights for the different dimensions and tasks of the municipality, the BoD-model looks for each evaluated municipality for the most favourable set of weights. As municipalities are usually rather sensitive about being compared and evaluated against each other, this quality is clearly an important advantage of the BoD-model. We present both a static and dynamic version of the model.

    The traditional authority of mayors and aldermen is readily challenged. Formal positions do no longer constitute authority. For that reason, new political repertoires are being sought after and are being developed by local political-executive leaders. This article analyses and compares the sources of authority for mayors and aldermen: how can they develop, maintain, and strengthen their authority? It develops an innovative typology of sources of authority. A distinction is made between institutional, positional, and personal sources of authority. The model is applied to the mayors and aldermen in relation to relevant socio-political developments that affect the two offices. It is found that the authority of mayors rests on institutional sources of authority more so than that of aldermen. For the latter, positional and personal sources of authority are more important. At the same time, personal sources of authority have become very important for mayors as well as aldermen. The results call upon mayors and aldermen’s skills and competences to develop personal authority through persuasion.

    This essay reports on an academic self-examination of the functioning of the Review committee on district approach. By assessing statistics, investigating problem areas, holding organized meetings with stakeholders, and having spontaneous visits, the committee tried to find out how things really are. This raised the question of whether the picture of reality that they obtained was really better in terms of being truer and more real? Accessing true reality is an understandable ambition for contributing to the quality of policy and implementation, but one that comes from a tragic (because it is ultimately unrealizable) desire. The experiences were always open to interpretation.
    After that, the committee had to find a way to convey its findings to the political and social arena where they could be discussed and exploited. At this stage, the committee’s report was a truth in itself. Finishing the report had to prompt a follow-up in the social and political arena by, in turn, reviewing how to take away from the encountered reality to a sufficient extent.
    The search for true reality yielded valuable catch on that belief in a truer reality behind the presented truth image is gone. By participating in administrative reality, those investigating seek the truth. But they do so in a context that is not looking for the truth.

    This article shows how top officials in ten European countries evaluate changes in the public sector based on a number of dimensions, such as quality, cost-efficiency, ethics, effectiveness and the attractiveness of the public sector as an employer. Senior public officials in the Netherlands are compared to their counterparts from 9 other European countries. The study is based on the large-scale academic COCOPS Top Executive Survey, and answers from 3,173 top public sector officials were used.
    Results show that senior public officials in the Netherlands are very positive about changes in cost-efficiency and service quality in the public sector. Yet they are concerned about the attractiveness of the public sector as an employer and public trust in government. At the same time, senior public officials in the Netherlands appear to be among the most positive all nationalities about recent changes in how the public sector operates. Only with regard to changes in the attractiveness of the public sector as an employer are senior Dutch public officials considerably less optimistic.

    Dramatic incidents, such as the 1986 Challenger Disaster, induce the instalment of a Commission to investigate the process that lead to the incident. The Commission attempts to reconstruct the many smaller and larger steps towards the one or several decisions and actions that turned out to be vital – and sometimes fatal. Most Commissions serve a dual purpose; the want to learn lessons and avert similar incidents to occur again, but they are also part of a process to allocate responsibilities and – sometimes – to point the blame. An analysis of Commission-reports reveals two dominant patterns in the narratives Commissions produce. One is relatively simple and identifies the decision or action that caused the incidents; it shows the mistakes that were made, when and by who, The lessons is often to not make the same mistake again. The second pattern is more complicated and produces less ‘crisp’ explanations for the incident. Decisions, actions take place in ambiguous, complex and inherently uncertain contexts. Actors acts amidst such complexity, are subject to all sorts of dynamics and pressures and in the process do things that look awkward or wrong in hindsight. Mistakes happen, not because actors are not smart enough or do the wrong things, but because they are an inherent element of complex decision making. The lesson that follows from that is for organizations that make important decisions under complex conditions to organize checks and balances and look for heterogeneity in their processes. That produces a difficult dilemma, given the ambivalent role of commissions. The second line of reasoning produces much richer lessons for policy, but is very ‘soft’ in casting blame. The first line of reasoning is clearer about responsibility and blame, but oversimplifies the lessons. That draws attention to a crucial – and yet unanswered – question for researchers, practitioners and also the general public; do we see them as platforms for learning or tools for sanctioning?

    This article analyzes the inquiry into the financial problems at a large educational conglomerate, Amarantis, in the Netherlands. The article is solely based on the text of the report. From a learning point of view, assuming that inquiries should contribute to learning from the past to improve the present and future, there are three weaknesses in the approach followed by the commission. The first is that the commission looks at the principles for governing the organization to explain its fall. However, the principles adopted match very well with professional organizations and are used successfully in other professional organizations. The question why these principles were unsuccessful in the case of Amarantis has not been addressed in the report. Second, the report strongly focuses on the role of the top management of the organization and ignores the middle management, a critical layer in managing professional organisations. And third, by looking back the commission creates a bias of hindsight, ignoring the question of how the managers could have identified upcoming problems at that time.

    In co-production processes, citizens and professionals both contribute to the provision of public services and try to enhance the quality of the services they produce. Although government offers several opportunities for co-production, not all citizens decide to actually take part. Current insights in citizens’ individual motivations offered by the co-production literature are limited. In this article, we integrate insights from different streams of literature to build a theoretical model that explains citizens’ motivations to co-produce. We test the model using empirical data of Dutch neighborhood watches.

    In this contribution we analyze the content of the Veerman Commission’s report that in 2007/2008 advised the Dutch government on the necessity of measures to protect the coast against future rising waters and other climatological and environmental changes and challenges. We conclude that the content of the report is in itself an expression of the ongoing social and governmental debate and process that tries to create a sense of urgency since there is no real immediate crisis to facilitate changes. Thus the report is not only the result of the work of the commission (though its firm statements on the necessity of measures were clearly heard), but at the same time the reflection of an ongoing debate which also creates a new challenge for stakeholders in the water domain. The organizational recommendations of the commission to place the protection against rising waters as far away from day to day politics as possible have all been put into action, which is a noteworthy result. Still, it is the ongoing process between stakeholders that will determine the actual measures to be taken by the government water related bodies.

    Committees are connected with the political culture of the Netherlands. It is no surprise that organizations that promote certain interests aim at bringing forward their members’ interests by installing committees. Lobbying through a committee, however, is a delicate matter. What elements lead to a committee that is a successful instrument of lobby? A comparison between the committees of the Dutch Union of Municipalities (VNG) led by Jorritsma, Bovens and Van Aartsen on one hand and the committee led by Nijpels on the other shows that the denial of problems and shortcomings does not help the organization or person that asks for the advice of the committee. This person or organization benefits most if the committee points out existing displeasure with the functioning of the person or organization. Yet at the same time, the committee must present a way ahead and proposals for improvement. This gives a positive turn to the criticism and presents a perspective for improvement.


Rien Fraanje
Drs. M.J. Fraanje is bestuurskundige en als senior adviseur verbonden aan de Raad voor het openbaar bestuur. Hij was scribent van de VNG-Commissies Van Aartsen (2007) en Aarts (2008) en de Interbestuurlijke Taakgroep Gemeenten (2008, commissie-D’Hondt).

    The 2008 Dutch Parliamentary Enquiry Commission on Innovations in Education researched policy making for three innovations in Dutch secondary education. These innovations have been implemented in the 1990’s, but form a continuous cause of public concern. The commission concluded that policy making fell short on many points; government had neglected its duty to provide educational quality. The commission formulated several conditions to improve policy making. This article analyses the line of reasoning of the Commission and its effect. By looking back it tried to understand the policy results at the time of the enquiry. The highly politicized context in which the enquiry took place and the political aims of the research have probably contributed to the Commission’s choice for this approach. However, such an approach does not explain the political-administrative context of the policy process and the behaviour of the policy makers involved. In recent years, policy attention for educational quality has grown, but the conditions formulated by the Commission have not been applied due to policy dynamics and time pressure.
