    In 2015, Dutch local governments have become responsible for youth care, social welfare, employment and income assistance programs, as a result of decentralization. Many municipalities have set up service delivery networks and community teams, in which they collaborate with healthcare providers and civic organizations to build integrated care services. It is assumed that these networks will improve outcomes in terms of enhanced people’s self-reliance and healthcare cost control; by operating close to citizens they are in a position to know the client, activate a client’s social network and mobilize specialized professional expertise if necessary. However, a comparative case study of 26 emerging local networks in the Arnhem area indicates that healthcare providers use the networks mainly for presentation purposes in an effort to secure business continuity, that the role of local governments is fuzzy, and that citizen participation only thrives when actively encouraged in a climate of trust.

    The Internet of Things generates a wealth of data (big data) about personal behaviour, which can be used for marketing purposes. It brings about both benefits and costs in terms of societal welfare. Various forms of government intervention are needed to safeguard the public interests associated with these welfare effects. These public interest relate, on the one hand, to public availability of data and information, to repairing informational asymmetries, and on the other hand to providing personal security and privacy protection. This article discusses, from the perspective of the principal/agent approach to regulation, how the design of applications and systems in the Internet of Things can best be shaped. The example of the smart thermostat Toon® of the Dutch energy provider Eneco shows how an intensive collaboration between designers and software engineers may contribute to both proper data protection and to provide an incentive to save energy.

    Co-production is regarded as a way to actively involve vulnerable citizens with public service delivery. However, there are several critical aspects that may lead to the unexpected exclusion of this group by public organizations, which have been insufficiently addressed hitherto. On the basis of a dissertation research, these critical aspects are analyzed for three phases of co-production. In the first phase, self-selection and organizational selection may lead to the exclusion of vulnerable citizens. In the second phase, a lack of commitment of the user and organizational support increase the chance of early discontinuation of co-production by vulnerable citizens. Finally, in the evaluation phase, it is likely that disadvantaged citizens attribute potential success of co-production to themselves and do not reward the public service provider for this. This has the possible consequence that there is no recognition for the added value of co-production, which may lead to less co-production that involves vulnerable citizens in the future.

Het empirische deel van zijn onderzoek is voornamelijk gebaseerd op ervaringen van deelnemers van werkcorporaties, een activeringsprogramma voor bijstandsgerechtigden in Nijmegen. Op dit moment is hij werkzaam als onderzoeker/adviseur bij Necker van Naem.

    For many reasons multiculturalism has become a convenient punching bag. One of the criticisms is that multiculturalism undermines social cohesion and therefore erodes the basis for a redistribution policy. Closely related to this critique is that multiculturalism pushes immigrants into unemployment and makes them dependent on the welfare state. In this article, both criticisms are evaluated. We clarify why multiculturalism does not necessarily undermine the (support for) welfare state nor impede the socioeconomic equality of immigrants. What is needed and what remains necessary is the outline of a multicultural welfare state.

    Continuing debate concerning the functioning of advisory boards to the Dutch central government seems hindered by lacking historical insight and insufficient empirical data. Especially the period until 1970 and so-called state committees (an important type of advisory board) have been neglected. This article therefore presents findings from historical research into Dutch state committees between 1814 and 1970. We provide a hitherto lacking overview of their origin, numbers, composition, functioning and topics. We also provide a first quantitative analysis to investigate the question what state committee activity tells us about continuity and change of the task perception of subsequent Dutch governments in this period. We argue that the so-called ‘night watchman state’ of the long 19th century (in which government did as least as possible) does become apparent from the number of state committees over time but that it seems never to have existed when we look at the topics they dealt with. Furthermore, the Dutch welfare state (said to have existed from the 1930s onwards) shows much less state committee activity then one would expect. We conclude with urgent questions for future research into advice and advisory boards in The Netherlands and introduce a digital database to facilitate such work.

    This article shows that the economic left/right dimension does not always suffice to understand the social-economic policy positions of political parties. It focuses on social-economic decision-making in the Netherlands in 2012. The increase of the government pension age, which was championed by parties of the left and the right and opposed by parties of the left and the right, is taken as a prime example of an issue where decision-making did not follow the left-right line of conflict. The article continues to show that party policy positions on a number of more important welfare state reforms do not follow the left/right line of conflict, but rather a reform line of conflict that divides parties from the left and the right into pro-European reformers and Eurosceptic defenders of the existing welfare state.

    In this paper it is argued that the discourse on the retreating government is a story about mobilizing executive power deemed necessary for enforcing a neoliberal worldview. The intellectual discourse about the retreating government, the argument goes, develops as a radical and neoliberal critique of the Keynesian planning and organization of the enlightenment – an organization that is above all expressed in the postwar welfare state. The Dutch policy discourse, by contrast, is of a practical nature: it is about the organization of the government retreat. In the reconstruction of the policy discourse, as it is manifest in leading policy documents of the Dutch central government, it is observed that this discourse has emancipated from the intellectual discourse. The policy discourse of the retreating government has developed into a financial management discourse, free from European ideals.

    This paper deals with the electoral and political consequences of urban region formation. The electoral geography of new political parties differs substantially from that of traditional ones. New parties are mainly successful in different parts of urban regions. The declining traditional parties have rather a regional pattern, although some of them show new spatial patterns too. These developments are interpreted in the context of the cleavage theory, in which old and new cleavages are linked with a different spatiality. Following the Anglo-Saxon literature an increasing process of polarisation is hypothesised between the welfare state orientated city and a neo-conservative and neo-liberal suburban fringe. This article examines and proofs the existence of these processes in the urban region of Brussels by means of individual-level and ecological electoral data.

    The decline of traditional class voting is at the centre of the Class Politics debate. From the framework of traditional class analysis a labourer’s right wing vote appears ‘unnatural’. A right wing vote is thought to damage the interests of the economically precarious groups. This paper attempts to understand the phenomenon of so-called unnatural voting behaviour starting from the populism concept. From a theoretical literature study we analyse the relationship between populism and attitudes regarding the economic left-right cleavage. We argue that right-wing populism appeals to a cry for equality, yet at the same time mobilises this sentiment against the institutions of the welfare state. In that way populist right parties succeed in attuning their economic discourse to the socio-economic attitudes of broad layers of the population, including economically precarious categories. The empirical relevance of this hypothesis is tested on the case of Flanders.

De staat in drie generaties van global governance

    In this article, we argue that there are indications for the emergence of a third phase in the idea of global governance. After the phase of extensive state intervention and etatism (1945-1980) and the phase of deregulation and marketization (1980-now), this third phase aims at restoring typically governmental functions (e.g. social cohesion, financial stability, public health). Indications are international measures against the drawbacks of globalization (e.g. financial instability), the eroding legitimacy of the market-oriented WTO regime, the formulation of new security concepts establishing links between national interest and transnational problems and the enhanced interest in global policy coordination (e.g. UN Millennium Development Goals). Yet today, unlike in 1945-1980, globalization and complex interdependence are accepted as facts, and we also witness attempts to realize ‘governmental’ functions at the global level. But the direction which global governance will follow the years ahead, remains to a large extent a matter of political choice.
