    This article argues that the politics of participation, as it is currently implemented in Dutch society, departs from dubious policy assumptions. The main problems relate to a controversial idea of what societal resilience is about, which in turn is a side-effect of the neoliberal conception of man and society. In particular three policy assumptions seem contested, regarding respectively the self-governance norm, the required levels of trust, and the presence of a ‘loving culture’. While discussing these three topics, the article also introduces three contributions to this special issue, which will focus in more detail on the poverty of the assumptions underlying the participation paradigm.

    This article analyses the transformations of the Dutch civil service over the last 15 years, during which numerous cutbacks and reorganizations took place. While existing research predominantly focused on changes in the total number of civil servants, we examine how the distribution of civil servants changed in terms of rank, gender and age. We theorize four methods for shrinking the government apparatus, and for each method, we identify the possible consequences for the composition of the central civil service in terms of hierarchical make-up and of age. Our results indicate that the total number of civil servants only slightly decreased, but the decrease affected differentially the various ranks of the civil service. While at the lower ranks the number of civil servants decreased strongly, at the upper ranks the number actually increased slightly. The number of women in the civil service increased, also in the higher echelons. Regarding the age distribution, we found considerable changes, with the modal age shifting upwards with up to ten years. Altogether, the civil service has become slightly smaller, more gender-balanced, and significantly more senior (both in terms of ranks and age). The results of this study show that it is important for researchers and practitioners to look beyond the trends in the total number of civil servants and explore the deeper changes within the civil service.

Lessen voor de omgang met het onbehagen

    Recently the authors, who all work at the Ministry of the Interior and Kingdom Relations, published a paper in which they analysed contemporary literature and research on social discontent to clarify whether this current feeling of discontent is different to previous periods of discontent and how it might affect the functioning of the Dutch government. In addition, to strengthen their analysis they discussed its implications with local politicians, experts and practitioners. In this article, the authors reflect on the outcome of these discussions. Their dialogues revealed that there is a need to redefine the dialogue between administration and society. They distilled five lessons from these discussions: they argue that government should be more 1) reliable and credible, 2) responsive, 3) effective, 4) empathic and 5) cohesive.

    A provincial government in the Netherlands (Limburg) wants to start a movement designed to encourage citizens to live longer and healthier, and to participate in society. The province mobilizes partners to achieve these goals, with important tasks for the municipal governments. This article addresses the question how to help municipal governments in this approach. To draft a guide, a literature search was carried out, interviews were held and the policy practice was explored. This approach resulted in several building blocks that promote a departure from the trend in the health and participation of the citizens in Limburg. These building blocks are set in municipal activities in a Participation Compass social domain. Applying them indicates whether a municipal government is doing the right things to actively engage citizens. It gives an overall picture of the functioning of administrators, networkers and service providers. The report mentions strong points as well as learning points. It is crucial that results are recognized and accepted. The report also suggests improvement points for municipal governments and their partners on their path to the participation society.

Non-participatie in de doe-democratie

    Research into citizens’ initiatives usually focuses on those who already participate. In this article the central question is how those who do not participate yet can be motivated to take part in citizens’ initiatives. To investigate this the authors used vignettes in which four key motives for participation in citizens’ initiatives are linked to three types of citizens’ initiatives. The results of this research show that people are more likely to take part in an initiative if a call is made to altruism. Usually it is also in general easier for small-scale, more applied citizens’ initiatives to motivate people. Non-participants will be more inclined, certainly in the presence of a specific local problem and if they are asked, to respond in a positive manner to an invitation to take part. For more abstract citizens’ initiatives, like a citizens summit in which not one single specific problem is addressed, it is much more difficult to motivate people to take part. Participation in citizens’ initiatives indeed increases the quality of local democracy, but only if the (local) government doesn’t take over these initiatives. Also those who do not yet take part in citizens’ initiatives have a positive and constructive attitude towards them.

    A major issue confronting Dutch municipalities is that informal help is not being accepted. This concerns potential clients who avoid or are reluctant to ask for support that can be provided by friends, family, neighbours or volunteers. This phenomenon of non-acceptance is still underexplored and our theoretical understanding is fragmented at best. We explore various explanations for why people avoid seeking help, drawn from various and – until now – largely separate bodies of literature. From an extensive literature review across the disciplines of psychology, sociology and public administration, we distil four possible causes for refusing to accept help. We conclude with a discussion of the practical implications and possible future research avenues.

    From 2001 (until February 2017), the Dutch province of Overijssel had its own knowledge center, in the area of urban society alongside the national knowledge centers, that was called KISS. In a first essay, an overview of KISS meetings dedicated to citizen participation was given with examples from all over the world. A second essay zoomed in on the Dutch municipality Deventer, a frontrunner in the area of innovative community and area development. This essay focuses on Enschede, a municipality with nearly 160,000 inhabitants in the east of the Netherlands near the German border, as pioneer with the method of the social general practitioners (‘wijkcoaches’) in the Netherlands. Two KISS meetings were devoted to this innovative instrument: the first on its design and on the preliminary results of the project, the second on the final results and on the future of the project. An important role in pioneering was played by the political executives in the municipality and the community of Enschede that showed New Civic Leadership (a concept from Robin Hambleton) by their commitment to the common good and the values of the welfare state. This type of leadership is especially important in a turbulent policy environment like that of social work with decentralizations, financial cuts and shifting policy goals.

    In The Netherlands an innovative water safety policy is under development: multi-layered safety. This innovation is a move from a preventive approach (levees) towards a risk approach. Mitigation of consequences for spatial measures and disaster management too are considered in reducing flood risks. The theory of path dependence teaches us that many technical, financial and institutional factors keep the current policy system in its equilibrium. This complicates policy innovations. This article contains a case study that explains how pilots contribute to a process of policy innovation. It concludes that enshrining results in the ‘home organizations’ and synchronizing pilots with running policy processes is essential. The pilots also show that policy renewal concerns a process of ‘muddling through intelligently’.

    Central concern of this article is tracing back how the making-responsible of citizens takes shape within Dutch speeches from the throne, government statements and reports of the Dutch Social and Cultural Research Institute (SCP) ever since the 1960s. The Dutch participation society, a term much discussed ever since mentioned in the 2013 speech of the throne, is often associated with a withdrawing government and a coming to end of the welfare state. At the same time, according to several authors, the notion of a withdrawing government that operates within a network of multiple equal actors has brought along the need for a widening of the government’s repertoire of action. This has been characterized as making-responsible citizens on conditions of the state. It has raised doubts about true government-withdrawal and authors have related it to the dominance of neo-liberal thinking ever since the 1990s. Applying an analysis framework derived from discourse analysis, it is made tangible in this article how within political discourse beginnings of the making-responsible of citizens can be traced to the 1960s, more than thirty years earlier than expected. It is argued that this longer history makes a plea for encouraging the political dimension of citizenship all the more important.

    In 2015, Dutch local governments have become responsible for youth care, social welfare, employment and income assistance programs, as a result of decentralization. Many municipalities have set up service delivery networks and community teams, in which they collaborate with healthcare providers and civic organizations to build integrated care services. It is assumed that these networks will improve outcomes in terms of enhanced people’s self-reliance and healthcare cost control; by operating close to citizens they are in a position to know the client, activate a client’s social network and mobilize specialized professional expertise if necessary. However, a comparative case study of 26 emerging local networks in the Arnhem area indicates that healthcare providers use the networks mainly for presentation purposes in an effort to secure business continuity, that the role of local governments is fuzzy, and that citizen participation only thrives when actively encouraged in a climate of trust.

    Since 2001 the Dutch province of Overijssel has its own knowledge centre in the area of urban society next to the national knowledge centres: the ‘KennisInstituut Stedelijke Samenleving’ (KISS). In a previous essay an overview of KISS-meetings dedicated to citizen participation was given. Examples were used from all over the world. This essay zooms in on Deventer, a municipality with almost 100.000 inhabitants in the east of the Netherlands, that can be considered a frontrunner in the area of innovative community and area development. This essay gives an impression of some KISS-meetings on physical community development (to give the inhabitants a say in the physical renewal of their neighbourhoods), social community development (to stimulate inhabitants to improve their own life chances) and economic community development (to give the inhabitants better opportunities on the labour market). This approach was implemented in a deprived neighbourhood (‘Rivierenbuurt’) for the first time and was accompanied by ‘verbal renewal’. The case of area development (‘Havenkwartier’) concerns the subject of temporarily landscapes (‘pauzelandschappen’) that are developed, because the original development plans have incurred a delay. Apart from its willingness to break new ground Deventer shows a lot of attention for issues of sustainability and the positive role of the art sector. In short it is a versatile ‘micropolis’ that uses the available ‘social capital’ and the ‘creative class’ well.

    Since 2001, the Dutch province of Overijssel has had its own knowledge centre focusing on urban society, called the ‘KennisInstituut Stedelijke Samenleving’ (KISS), alongside national knowledge centres. This essay gives an overview of some relevant KISS meetings devoted to a many kinds of citizen participation. The overview is based on reports made by the author himself. Examples of citizen participation are: the new styles of neighbourhood governance, citizen participation through neighbourhood budgets, the strength of the city and location-based leadership, innovative urban renewal and the promotion of citizen initiatives in the province of Overijssel. Examples are not only from the province of Overijssel (situated in the east of the Netherlands), but also from other parts of the Netherlands and other countries (Flanders, United Kingdom, United States and all over the world). The subject of citizen participation (in connection with urban renewal and administrative leadership) enjoys an ever-increasing popularity as is shown by the number of KISS meetings devoted to this subject.

    In this article we explore how and under what circumstances present-past comparisons can be used to find solutions to current social issues. We argue that meaningful comparisons can not only be made between countries or groups within countries, rather, comparisons between current and past societies too can enrich our thinking about pressing social problems. We search for the conditions under which such comparisons are possible without undermining the professional skills, epistemological and methodological insights of the various disciplines. Learning from the past calls for an in-depth study of present problems and the historical (role) model alike, with historians and social and political scientists cooperating in teams. We propose a five-step-method: (1) diagnosing the social issue, (2) tracing comparable historical practices that might offer solutions, (3) distilling these practices from their historical contexts, (4) massaging the ‘historical’ practices into the diagnosed present-day context through an imaginative exercise, and (5) implementing these solutions into everyday life through forms of experiment.

    The Dutch voters have little interest in local politics and are not aware of the political activities that take place behind the screens of the local elections. However, compared to the many people with little interest in local elections, there is a small group of people, the local politicians, that is very much involved in it. The central research question in this article is: How do the local (political) processes and activities related to the municipal elections of 2014, from the campaign to the coalition negotiations, look like and develop? The question is answered by systematically looking at the local election programmes, the local candidates, the local election campaign, the electoral results and coalition formation, and the role of non-local actors. The conclusion is presented in five images of the local/municipal elections: the local election as a quest for attention, the local election as a search for differences, the local election as the national election’s little brother, the local election as an interference in coalition negotiations, and the local election as a spectacle provided by local enthusiasts.

    Modern government has high expectations of active citizen participation. Sociologists however, expect that this emphasis on citizen participation leads to new inequalities between city neighbourhoods. In ‘better’ neighbourhoods relatively more inhabitants are higher educated and indigenous, categories that are traditionally more active in society. In vulnerable neighbourhoods on the other hand many of the inhabitants are non-indigenous, lower educated and unemployed, who – as is shown in research – participate less. Citizen initiatives therefore would prosper in neighbourhoods with resilient and competent citizens and a powerful social fabric, while inhabitants of the vulnerable neighbourhoods would participate less, although there is more need for active citizen participation, because of their problems. This study analyses active citizen participation in two neighbourhoods in the Dutch city of Rotterdam, ‘Schiemond’ and ‘Lloydkwartier’, a typical backward neighbourhood versus a typical neighbourhood for young urban professionals (‘yuppen’). In contrast with the expectations the inhabitants of Schiemond do not appear to participate less than the inhabitants of Lloydkwartier. Concerning matters of neighbourhood safety even more respondents participate in Schiemond than in Lloydkwartier. Possible reasons are: (a) that lower educated people do participate more often in informal neighbourhood initiatives; (b) that because of the average longer residency in Schiemond there is a greater amount of public familiarity in this neighbourhood; or (c) that because of the bigger problems in Schiemond there is a greater necessity for inhabitants to become active themselves.

    Nudging is currently high on the political agenda. The idea behind nudging is that the government can gently push citizens in the ‘good’ direction by anticipating their predictable irrational behaviour. In the Dutch discussion nudging often is seen as an instrument to influence citizens more. Therefore critics fear paternalism, manipulation and technocracy. However, we could also see nudging as a replacement of more coercive instruments. Then nudges might even offer chances for a state that is withdrawing under the condition that citizens have both the opportunity and the capability to make alternative choices in practice than the choices to which nudges aim. Therefore nudges by the government should not avoid reflective and conscious thinking processes, but rather stimulate deliberation and make citizens more aware of their decisions.
